The project site totals 39,822 square feet in area and is located within the Commercial Arterial (CA) zone. This pilot proposal is a collaboration of several key partners, including the Renton and Kent Fire and Police departments, the Cities of Kent and Renton 's Human Services, St. Vincent de Paul, King County's Department of Community and Human Services Tri-Med Ambulance, Valley Cities, REACH of Renton, Catholic Community and Housing Services of Western Washington, Renton Housing Authority, EMS Division of Public Health -Seattle & King County, and Valley Medical Center. Communities in King County are struggling with how to appropriately manage 9-1-1 responses to individuals with chronic alcohol intoxication and/or co-existing chemical dependency. Currently, the only option for first responders is to leave the patient at the scene or to transport to a nearby emergency department. In the communities of Renton and Kent, a project proposal seeks to implement a 9-month pilot Sobering Center to see if an integrated collaborative approach to patient care can have an effect on patient outcomes. The Sobering Center pilot project has three primary goals: 1) allow individuals with acute alcohol intoxication and/or co-existing chemical dependency a safe and secure place to sleep, 2) connect these patients to local community-based outreach programs, and 3) reduce the operational and financial impacts on first responders and emergency departments. The sobering center would have available space for 8 adult individuals with chronic substance abuse disorders. If no further care is needed, and the Sobering Center is open, responders will contact the pilot Sobering Center to provide a short report and call for ambulance transport to the Center. The Sobering Center will be staffec by two Emergency Medical Technicians (EMTs) experienced in working with this population during a 12-hour period (8PM-8AM), 7 days a week for 9 months starting December 1, 2016. In the morning, a cabulance will transport the Renton individuals to REACH for breakfast and outreach, and the Kent population to Valley Cities for outreach. Due to this being an overnight program, City of Renton Police Department recommends that a separate exit/entry door is used for participants and employees of this program, rather than using store access, in order to ensure security and reduce susceptibility to crime. The applicant's submitted floor plans indicate that the sobering center will have separate access. No exterior improvements are proposed to the existing structure. City staff recommend as a condition of approval that a code of conduct be enforced by the Sobering Center in order to promote safety and security for both the Sobering Center staff and clients. This code of conduct shall prohibit disruptive and aggressive behavior, loitering, and the use of alcohol, drugs, and tobacco products on premisses. City Staff also recommend and a condition of approval that approved smoke detection shall be added to the entire area of the new use, prior to occupancy. The Temporary Use Permit is hereby Approved with Conditions • and subject to the following conditions. *CONDITIONS OF APPROVAL: 1. An interior code of conduct sign shall be installed and enforced by the Sobering Center. The code of conduct sign shall be submitted and approved by the Current Planning Project Manager, Angelea Weihs, prior to operations. The code of conduct shall contain the following requirements at a minimum i. When checked in, use of and possession of alcohol, drugs or prescription medication is prohibited. ii. Smoking and chewing tobacco not allowed iii. You are responsible for your behavior while in the center. Physical violence, threats of violence, or other criminal activity is not allowed. iv. Do not disturb other clients who are trying to sleep. v. No loitering in the surrounding neighborhood. 2. Approved smoke detection shall be added to the entire area of the new use, prior to occupancy. The approval body may modify his decision if material evidence not readily discoverable prior to the original decision is found or if he finds there was misrepresentation or fact, After review of the Reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will be no further extension of the appeal period. Any person wishing to take further action must file a formal appeal within the 14-day appeal time frame. APPEALS: Appeals of the permit issuance must be filed in writing on or before 5:00 p.m. on November 28, 2016. Appeals must be filed in writing together with the required fee with Hearing Examiner c/o City Clerk, City of Renton, 1055 S Grady Way, Renton, WA, 98057. Appeals to the Examiner are governed by City of Renton Municipal Code Section 4-8-110. EXPIRATION: A Temporary Use Permit is valid for up to one year from the effective date of the permit, unless the Community & Economic Development Administrator or designee establishes a shorter time frame or an applicant can request that a permit be valid beyond the one year expiration, for up to five years at the time of application or prior to permit expiration. EXTENSIONS: Extension requests do not require additional fees and shall be requested in writing prior to permit expiration to the Department of Community & Economic Development Administrator. Conclusion: This proposal is based upon the premise that some individuals with chronic alcohol intoxication and/or co-existing chemical dependency do not need to be transported to the emergency department. Fire and police departments desire a more appropriate option to ensure these patients remain safe and have opportunities to engage with social services where needed.
