WHEREAS, under the provisions of RCW 35A.14.120, as amended, a written annexation , petition was presented and filed with the City Clerk on or about August 25,2011: WHEi2EAS, prior to the filing and circulation of the petition for annexation to the City of Renton, pursuant to RCW 35A.14.120,the petitioning parties, comprised of property owners of not less than ten percent (10%) in value, according to the assessed vafuation for general. taxation.of the area to be annexed, notified the City Council of their intent to commence the direct petition for annexation proceedings; and. . The findings, recitals, and determinations are hereby found to be true ; and�correct in all respects. All requirements of the law in regard to the annexation by petition � method, including the provisions of RCW 35A.14.120, 130, 140, and 150 have been met. Total Project Budget N/A City Share Total Project.. SUMMARY OF ACTION: On October 17, 2011, City Council held a public hearing in the matter of the proposed Fairlane Woods Annexation. Following that public hearing, Council accepted the 60% petition and authorized the Administration to forward a Notice of Intent to the King County Boundary Review Board (BRB). On January 12, 2012, the BRB issued a Closing Letter for Completed Action indicating its approval of the annexation. The next step for this proposed annexation is for Council to adopt the ordinance annexing the area to the City. The area was pre-zoned Residential Four Dwelling Units per Acre (R-4) as part of Ordinance #5561 and the Fairwood pre-zone. The R-4 zoning will become effective upon annexation. City departments conducted a review of the annexation proposals and all departments indicated that the annexations represent logical extensions of services and raised no concerns. STAFF RECOMMENDATION: Adopt the ordinance annexing the Fairlane Woods Annexatiori area. CITY OF REIVTON, WASHINGTON ORDINANCE NO. AIV ORDIMANCE OF THE CITY OF RENTON, WASHINGTOIV ANNEXING CERTAIN , TERRITORY OF TFIE CITY OF REIVTOIV (FAIRLANE WOODS AiVNEXATION; FILE iVO. A-11-002) WHEREAS, under the provisions of RCW 35A.14.120, as amended, a petition in writing requesting that certain territory contiguous to the City of Renton, as described below, be annexed to the City of Renton, was presented and filed with the City Clerk on or about August 25, 2011. WHEREAS, prior to the filing and circulation of said petition for annexation to the City of Renton, the petitioning owners notified the City Council of their intention to commence such proceedings as provided by law, as more particularly specified in RCW 35A.14.120 and upon public hearing thereon, it having been determined and the petitioning owners having agreed to accept that portion of the City's Comprehensive Plan as it pertains to the territory including the applicable Zoning Code relating thereto; and WHEREAS, the King County Department of Assessments has examined and verified the signatures on the petition for annexation on, or about, September 2, 2011 and determined that the signatures represent at least sixty percent (60%) of the assessed value (excluding streets) of the area to be annexed, as provided by law; and WFlEREAS, the Department of Community and Economic Development the City of Renton having considered and recommended the annexing of said property to the City of Renton; and 1 _, - �' , � _ ; ORDINANCE NO. � WHEREAS, the City Council fixed October 17, 2011, as the time and place for a public hearing in the City Council Chambers, City Hall, Renton, Washington, on the petition and notice thereof having been given as provided by law; and • - WHEREAS, pursuant to said notices public hearings have been held at the time and place specified in the notices, and the Council having considered all matters in connection with the petition and further determined that all legal requirements and procedures of the law applicable to the petition method for annexation have been met; and WHEREAS, the King County Boundary Review Board having deemed the "Notice of Intention" approved as of January 9, 2012; and WHEREAS, the City of Renton pre-zoned the annexation site R-4, four units per net acre, as part of Fairwood Prezone Ordinance No. 5561 and that zoning will become effective upon annexation; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES ORDAIN AS FOLLOWS: SECTION I. The findings, recitals, and determinations are hereby found to be true and correct in all respects. All requirements of the law in regard to the annexation by petition method, including the provisions of RCW 35A.14.120, 130, 140, and 150 have been met. Renton City Council adopted this annexation proposal in June 2011. The action is proposed under RCW 35A.14 via a 60% petition method of annexafion. The City of Renton is seeking annexation in order to more efficiently govern and serve the Area. The proposed annexafion is also in keeping with interests by citizens in joining the Cify in order to participate in local government, to administer land uses under Cify of Renton regulations, and to receive essential public services from Renton. The Fairlane Woods Annexation site is located on the eastern side of the City of Renton. The northernmost boundary of fhe site is formed by properfy lines located south of and generally following SE 156th Street (if extended.). The southern boundary of the site is formed by property lines and is located north of and generally follows SE 160th Street. The easternmost boundary is formed by property lines and is primarily located between 131St Place SE and 132�d Place SE. The City of Renton reports that the proposed Fairlane Woods Annexation conforms to the State Growth Management Act (RCW 36.70A.) For example, the annexation is supported by RCW 36.70.20, which requires communify planning goafs, for urban growth, services and infrastrucfure, and environmental preservation. Additionally, annexation reportedly is consistent with RCW 36.70A.020 (1), encouraging development in urban areas where there are adequate public services. It is also consistent with RCW 36.70A.020 (12), calling for public services to support permitted development. The unincorporated Fairlane Woods Area is included in the "Land Use Element" of the City of Renton Comprehensive Plan. The Fairlane Woods unincorporated area is identified in the "Annexation Element" of the City of Renton Comprehensive Plan and is located within the Renton Potential Annexation Area. The proposed action is consistent with City of Renton Comprehensive Plan policies addressing annexation, including fhose provisions which call for inclusion of urban areas and provision of services e.g., LU-I; LU-37.1; LU 37.5; LU-36; LU-41 and LU-42.) . The proposal is reportedly also consistent with King County Comprehensive Plan/Countywide Planning Policies for annexation. For example, the Fairlane Woods Annexation is reported to address King County policies that call for contiguous orderly growth of local jurisdictions and for local services to urban areas (e.g., Comprehensive Plan: U-304, U-208, U-301, U-304.). The King County Counfywide Planning Policies also establish cities as the appropriate providers of local governance and urban services (e.g.,� FW-13, CO-1, CO-3; LU-31, LU-32, LU-33). The City of Renton reports that the proposed Fairlane Woods annexation is consistent with fhe provisions of RCW 36.93 (Boundary Review Board Regulations). More specifically, RCW 36.93.180 requires that annexations be evaluated with respect to nine objeciives. In fhis application, the City of Renfon has stated that several key objectives have been identified as being potentially relevant for specific consideration. For example, City of Renfon officiais reporfi that Fairiane Woods annexation would be consistent with Objective 1, which calls for the preservation of neighborhoods as fhis area is linked to Renton by natural/built geographic features (e.g., municipal boundaries, access routes, topography) and by social fabric(e.g.,similar land uses, shared commercial centers, cornmunity gathering areas.) This annexation would also reportedly be consistent with Objecfive 2 which calls for the use of physical boundaries. The Cify of Renton borders the site at its western boundary. The norfhern boundary abuts the Cedar River Natural Zone. The remainder of the site is bordered by public rights-of-way and property boundaries located in Unincorporated King County. 3 � � . � ' r� � Further, the annexation would be consistent with Objective 3, which calls for creation of logical service areas, and Objective 4 through Objective 7, which call for fhe achievemenf of reasonable boundaries for a jurisdiction. The City is seeking annexation in order to provide practical and regular boundaries so that all services and land use regulations affecting this area may be efficiently coordinated by a single local government unit to the benefif of the community. Similarly, fhe Cify reports that this annexation wouid be consistent with Objective 8, which calls for inclusion of urban areas within municipalities. The Fairlane Woods Area has been esfablished for annexation through the Renton Comprehensive Plan. This action is supported as well by the State Growth Management Act and the King County Comprehensive Plan. The Fairlane Woods Area is essentially fully developed wifh single-family residences. As such, no new development is anficipated; however, redevelopment of some sites may occur. Bofh for developed and redeveloping properties in the Fairlane Woods Area, the City of Renton is prepared to provide general administrative services, review of development, and environmenfal profection (including evaluafion and regulation of environmentally sensitive areas, sform water/flo�d management.) � � The City of Renton will directly provide police service to the Fairlane Woods Area. The City will provide fire-service and�emergency medical services to the Fairlane Woods Area properties via Renton Fire and Emergency Services. The City of Renton will provide the Fairlane Woods properties with utility services either directly or by contractual agreement with service providers. For example, Soos Creek Water&Sewer District currenfly provides water services fo the Fairlane Woods Area properties and will continue to do so. No substanfial changes fo residential uses are anticipated as the site is fully developed at fhis time. Future redevelopment can also likely be served by fhe District, however, it may be necessary for the District to require a cerfificate of water availability for such development. With annexation, the City will also provide sewer services to the Fairlane Woods Area through the Soos Creek Water & Sewer District. Stormwater management will be provided in a manner that is consistent with the City of Renton Stormwater Manual, King County standards and applicable State of Washington guidelines. Fairlane Woods Area residents will have access to Renton libraries, parks, and recreation facilities. Law and justice services and human services would, similarly, be provided to the citizens of the Fairlane Woods Area. Students would continue to be served by the Renton School Disfrict. City of Renton officials have conducted fiscal studies for the Fairlane Woods Area to estimate revenues and expenditures both at the time of annexafion and ten years into the fufure. It is reported that the Fairlane Woods Area Annexation, at existing levels of development, will generate expenditures of 5113,970 and revenue at $124,732. Af the 10-year point, the Fairlane Woods Area is anticipated to generate expenditures of $144,206 and revenue at $139,961. Thus, at annexation the Cify would recognize a revenue gain of$10,762. At 2022, fhe City estimates expenditures would exceed revenue by approximately$4,245. The City is prepared to govern and serve the Fairfane Woods Area at annexation and into future years. Fairlane Woods Area property owners will assume their share of the regular taxes/fees (e.g., property taxes) and special levy rates of the Cify. With those revenues, and other revenues available to the jurisdiction, City officials report that there are sufficient funds fo undertake the costs for governance and service to the Fairlane Woods Area in a manner equivalent to levels of service provided to citizens of the existing Cify of Renton. The proposed action is to annex approximately 39-acres to the City of Renton. Population: The current population of the proposed annexation area is estimated to be about 292 persons in 108 dwelling units. The area is comprised of single family dwellings. There is no capacity for additional dwelling units in the area, it is not " - - anticipated that the area will have any more dwelling units in .the next ten years. The City of,Renton population as of April 2011 was 92,590. 2. Territorv: The proposed annexation area includes approximately 39-acres. 3. Population Densitv: The population density is estimated to be 7.48 persons per gross acre. 4. Assessed Valuation: The current assessed value of the properties proposed for annexation is approximately$27,287,000. B. Land Use � 1. Existin�: The existing land uses is single family dwellings. 2. Proposed: Proposed use is single family residential. . C. State Growth Management Act 1. The proposed action is consistent with the Growth Management Act (GMA) in general and in specific aspects. GMA established cities as the jurisdictions intended to govern urban areas and encourages citizens of unincorporated lands to join existing,cities. , This proposed annexation would facilitate this aspect of GMA. Additionally, in compliance with GMA, the�City of Renton has identified areas where it is logical to extend the community and where the City can provide government services. Those areas comprise the City's Potential Annexation Area (PAA) and by their nature are within the Urban Growth Area (UGA). The proposed Fairlane Woods annexation is � within the City's PAA and therefore is within the UGA and is also therefore urban in nature. The annexation meets the first goal of the Growth Management Act, which seeks to.direct development to areas that are urban. This annexation is within an "urban area where adequate public facilities and services exist or can be provided in an efficietit manner". . 2. King County Comprehensive Plan/Ordinances - a. King County Planning under the Growth Management Act. � i. The subject area is designated Urban Residential Medium, 4- 12 du/ac in the King County Comprehensive Plan and is identified as being within Renton's Potential Annexation Area on the,County's Potential Annexation Areas Map. - King County planning efforts under the Growth Management Act have - included ensuring that development in-th.e Urban Growth Area occurs at urban densities and with urban level services available. The City of Renton has planned for urban densities for this area and can provide urban services � within its negotiated service areas should annexation occur. This land capacity shall include both redevelopment opportunities, as well as opportunities for development on vacant lands. � � a. The area was prezoned by Renton with R-4 zoning that will become � effective upon annexation;the King County zoning is R-6. Renton has the ability to provide a full range of.urban services to the area proposed for annexation. iii. �LU-33 Undeveloped lands adjacent to that city should be annexed at the time - development is proposed to receive a full range of urban services. Cities are _- the appropriate providers of local urban services to urban areas either directly or by contract. � a. Fire Dist�ict #40 currently provides fire suppression and emergency service to the area. Service in Fire District #40 is provided by Renton Fire and Emergency Management under.contract. Upon annexation Renton Fire and Emergency Management will provide service directly to � the area. The area is within the Soos Creek Water and Sewer service , , area; annexation will not affect the water district service area and water service will continue to be provided by Soos Creek Water and Sewer. The site will remain in the Renton School District. d. Adopted King County Comprehensive Plan designation. i. The adopted King County Comprehensive Plan land use designation for the � proposed annexation area is Urban Residential Medium, 4 - 12 du/ac implemented with the R-6 zone. e. Comparison of City and County regulations for sensitive areas, etc. with annexation, King County ordinances and regulations would be supplanted with those of the City of Renton. City of Renton ordinances and regulations applicable to the proposed action include the following: i. Re�ulations for the protection of sensitive areas: The City of Renton's Critical Areas Ordinance (RMC 4-3-050) describes permitted and prohibited activities and uses, waivers, modifications and variances, and additional criteria and permit processes for development in critical areas. Critical areas regulated by the Ordinance include: streams and lakes, wetlands, aquifer, .flood and geologic hazard areas, and habitat, Although specific regulations vary, Chapter 21A.24, Environmentally Sensitive Areas, of the King County Code provides comparable regulatory protection of sensitive areas. The City of Renton �Critical Areas Ordinance is available upon request. ii. Re�ulation's for the preservation of a�ricultural or other resource lands: Regulations preserving agricultural uses are not applicable to the subject area, as the proposed annexation area is not within any of the agricultural districts. identified for first, second, or third priority for the purchase of development rights. Further, the property is not designated for agricultural production or other resource lands in the King County Comprehensive Plan and is not currently under agricultural use. The City of Renton does not have a program authorizing transfer or purchase of development rights. \. iii. , Preservation of Landmarks or Landmark Districts: The City of Renton has no regulations comparable to Chapter 20.62, Protection and Preservation of Landmarks, Landmark Sites and Districts, in the King County Code. However, no landmark sites or districts are known to exist in the subject annexation area. " iv. Surface Water Control: The City of Renton had adopted 'standards equivalent to the 2005 Ecology Stormwater Management Manual for Western Washington, as required by the Ecology N,ational Pollutant Discharge Elimination System (NPDES) Phase 2 Municipal Stormwater Permit for Western Washington. The new manual specifies standards for things such as erosion control, conveyance system,flow control faeility and water quality treatment system design to control storm water runoff from new construction. In regards to annexation and the possible effects on surface water in this area, the application of King County's Surface Water manual would result in the same conditions of development in the City as would occur in the County and the_refore annexation has no effect in this matter. " D. City of Renton Comprehensive Plan/Franchise ' � 1. City Planning Under the Growth Management Act. 2. PAA status and PAA agreements with other cities, if any. a. The City of Renton has an adopted Potential Annexation Area. This area , includes three sub-areas,which are shown on Renton's Comprehensive Plan and on the King County Interim Potential Annexation Area Map. The City has also negotiated a ,PAA boundary agreement with the City of Kent. No PAA , agreemen,t was necessary for the area currently proposed for annexation. The Comprehensive' Plan Land Use Map identifies Potential Annexation Areas, ._ - , including the area currently proposed for annexation; and shows land use � � designations for such areas. 3. Comprehensive Plan approval date. • . a. Renton City Council adopted the current Comprehensive Plan in 1995, ,. � consistent with the requirements of the Growth Management Act: The 1995 � . Comprehensive Plan was updated in the 2004 Mandated Growth Management Act Comprehensive Plan Review. 4. The proposal is consistent with the Land Use Element policies of the Renton � Comprehensive Plan that support annexation of lands: a.. That are w.ithin Renton's Potential Annexation Area where the availability of infrastructure and services allow for the development of urban densities , (Objective LU-I);and . b. _Tfiat are peninsulas and islands of unincorporated land where Renton is the logical service provider(LU 37.1); and _ c. For which the City of Renton should logically be the primary provider of urban infrastructure and services (LU-36); and � e. That include those who already use City services or who impact City � infrastructure (LU-41);and f. . That are lower density a�eas where it would protect natural resources(LU-42). � 5. The area is not anticipated to develop with any additional housing units, therefore, the District's capacity should be � adequate for the water demand generated by any post-annexation development _ in the subject area. , 2. Sanitary Sewer Service � a. The area is within the Soos Creek Water and Sewer wastewater utility service � area. . 3. Fire Service � a..Fire District #40 currently provides fire suppression services to the.annexation area. This fire service is provided under contract by Renton Fire and Emergency Services. Upon annexation Renton Fire and Emergency Services will provide �� service to the area directly. Fire Station #17 is the nearest fire station to the - annexation area. The response time is approximately 4.5 minutes. The station is fully manned with a three full time personnel and is equipped with a fire engine, a reserve engine, and an aid car. Each shift at the fire station is staffed with EMT/D-Fib personnel. -The fire rating is ISO 3. Valley Com is the source of , dispatch for fire and emergency services. G. General 1. Annexation agreements for extensions of service. � a. Topography and natural boundaries. a. The topography of the area includes regulated slopes at the north. Most of the property is owned by King County and is not in private ownership. In the area of slopes the siopes are greater than 40%. The area that is developed with single family homes is primarily a gently sloping area with only 3.6%slopes. - b. The low point of approximately 260 feet is at the extreme northeastern corner of the area with the high point of approximately 460 feet occurring near the western boundary near the center of the area. There are no streams or wetlands identified within the annexation area. � � .� 3. Projected 10-year growth. a. The number of housing units in the area is not projected to grow. The population in the area is projected to remain at 292 people living in 108 housing units. 4. Municipal or community services. � a. With annexation, the property owners would have access to a full range of urban services including police, fire, parks, libraries, community services, and readily accessible local municipal government: 5. Potential delays in implementing service delivery, _ a. The current waste hauler would continue to provide solid waste removal for seven years after annexation, according to state law. At that time, the area � - would then be included in the contract with the City's waster hauler. City departments reviewing the annexation proposal indicated that they would be able to adequately serve existing and future development. With the exception ; of solid waste removal, no delays are expected in implementing service delivery to the area. " 6. Evaluation of adequacy, costs,or rates of service to area. a. Existing services to the area appear to be adequate. If the City were to annexation this area, it would have an estimated initial fiscal impact of $10,791.85 per year. Due to increases in the cost to provide service and . anticipated reduced revenues from sources like state�shared revenues, it is estimated that the net fiscal impact will be -$4,244.78 in ten years. Services provided by King County, such as sheriff and road maintenance would becorne services provided by the City of Renton. School district boundaries will not � change, as they are not affected by annexation. As a result,the subject area will remain within the Renton School District. III. OBJECTIVES A. The proposed Fairlane Woods Annexation generally complies with all of the objectives of the Boundary Review Board. These include the following: 1. Preservation of natural neighborhoods and communities. a. SUMMARY OF ACTION: � The Council received a 60% Direct Petition to Annex on August 25, 2011,to annex approximately , 37-acres of unincorporated King County located within Renton's Potential Annexation Area. The proponent's petition has been certified by King County as having signatures representing at least 60% of the area's taxable valuation.The northern and western boundaries are coterminous with existing City limits,the eastern' boundary is a parcel line in the vicinity of 1325t Place Southeast, and the southern boundary a parcel line in between Southeast 160th and Southeast 159th Place. Under State law, the Council is required to hold a public hearing to consider the annexation petition and the zoning in order to provide interested parties the opportunity to speak. Following the public hearing, Council may approve the annexation of all or any portion of the area proposed for annexation. The site is currently designated Residential Low Density (RLD) on the City's Comprehensive Plan Land Use Map. The area was prezoned R-4 (allowing four dwelling units per net acre) as part of the Fairwood pre-zone (Ordinance#5561). The Administration is also seeking authorization to forward the Notice of Intent Package to the Boundary Review Board if Council decides to accept the 60% Direct Petition. STAFF RECOMMENDATION: . RECOMMENDATION: • Council accept the 60% Direct Petition to Annex the approximately 37- acre Fairlane Woods Annexation site; • Council authorize the Administration to forward the Notice of Intent for the Fairlane Woods Annexation to the Boundary Review Board for King County for their review. BACKGROUND SUMMARY: At its April 4, 2011 public meeting, Council accepted the 10% Notice of Intent to Commence Annexation petition and authorized the circulation of a 60% Direct Petition to Annex. City of Renton departments reviewed the annexation proposal and all staff reported that the annexation represents a logical extension of their respective services and systems. There were no issues identified that would impede the annexation. A more detailed discussion of this proposed annexation and review comments are contained in the Department's February 14 2011, Fairlane Woods Annexation 10% Notice of Intent issue paper. � On August 25, 2011, the petitioner submitted the 60% Direct Petition to Annex. That petition was certified as sufficient, with signatures of property owners representing at least 60% of the taxable value of the annexation area, by King County on September 2, 2011. The area was prezoned Residential Four Dwelling Units per net Acre (R-4) as part of the Fairwood Prezone (Ordinance #5561). The R-4 zoning will become effective at the time of annexation. Revised Fiscal Analysis - At the direction of Council, Staff has been working on revising the methodology and assumptions used to analyze the fiscal impact a proposed annexation is anticipated to have on the City. Many revisions have been made to the analysis to try to more accurately reflect the financial impacts an annexation may have upon the City. One of the principal changes made is to evaluate departmental costs based on what "drives" that cost. For example, the cost of an annexation area to the City for police service is driven by calls for service. Costs for street maintenance are driven by the lane , miles within the area. There are also now more City divisions included in the cost � analysis. For example, costs to provide human services, special events and neighborhoods, as well as parks planning and natural resources have been added. The costs estimates are based on the 2011 budget and the official 2010 Census population figure (90,927). An effort was made to not include costs associated with staffing positions unlikely to be impacted by small incremental annexations, e.g. supervisors, directors, etc. The revenues for the analysis are derived from the 2011 budget assumptions specifically associated with the Benson Hill area. Finally, factors for inflation to both revenues and costs have been added. � The fiscal analysis is continuing to be refined and has been circulated to departments for their review. Fiscal analysis for the Fairlane Woods annexation using the revised model is attached. CONCLUSION: The proposed Fairlane Woods Annexation has been certified as having sufficient signatures representing at least 60% of the area's assessed value. It also has reasonable � boundaries and appears to comply with Boundary Review Board objectives. Reviewing staff raised no objections to this annexation. The proposed Fairlane Woods Annexation furthers the City's Business Plan goals and is in the general welfare and interest of the City. The Administration recommends the Council accept the 60% Direct Petition and authorize staff to forward the Notice of Intent package to the. As you may know,the petition process is very common—more than 90%of annexations are done this way—and is fair. Signatures from homeowners within the proposed annexation area are required so that the property value of the signing parties equals 60% of the total assessed value of the area, or roughly 60%of the homeowners,which is effectively a supermajority. There is another petition process being conducted by the residents of the neighborhood just south of us, from the Fairlane Woods east/south boundary to the Lindbergh High School boundary. Their petition drive is nearly complete and is due to be submitted to the city of Renton next week. As a property owner within Fairfane Woods,which includes 108 homes,you have a say in this process. I just realized that our City Council does not meet on February 21 or February 28 and this has thrown a kink in my planning. Our process requires that Council formally set a public meeting date at one Council meeting, and then hold the meeting at some time in the future. So, in order to schedule the public meeting for March 7, it would need to be set on this Monday February 14. I had planned on getting the public meeting for your annexation scheduled far March 14, but just realized that that would be 3 days later than the 60 day standard established by Washington's Revised Code. This standard of 60 days is established to protect your interests as the proponent. I can push this through now to get it scheduled for March 7, which would be within the 60 days, but am wondering if March 14 is acceptable to you. To get the report all through the proper channels would present a challenge for me, but I can certainly do so. However, if setting the meeting for March 14 is acceptable, then it would be a great relief to me. I appreciate your perspective and wishes either way. The age of � the systems within the plat will require inspection and repairs as necessary. The system is quite large for this plat, with 4890 linear feet of pipe. Runoff from the annexation area is discharge to the north in a hillside open space tract adjacent to the Cedar River Natural i Zone.,. Condition of this outfall and the potential for slope erosion are a concern and should be investigated. Drainage complaint records contained in King County's IMap system identify no instances of flooding,with no drainage issues attributed to system deficiencies. 3. ' , As the annexation area abuts the east City limits and lies within a basin currently served by the City of Renton, it is a logical extension of services. 4. Upon annexation, City crews will be required to perform maintenance to the public system. Additional Capital Improvement funds may be required as system deficiencies are discovered. No new Surface Water Utility Engineering Section staff needed for this individual annexation, but as the City continues to annex small areas, over time, eventually new staff resource will be needed. Revenue from the 108 existing single-family residential homes within the annexation area is estimated to be$13,440 per year. 5. The annexation area contains one detention pond, located in Tract B, and two flow control structures located in easements within Tracts A and F. SE 157`h Place, 129th Court SE, SE 158th Place have sidewalks on one side of the roadway. Yes. The existing rolled curb does not meet current Renton development standards. Curb ramps are limited and those that do exist do not meet current ADA requirements. The street lighting levels provided most likely do not meet Renton requirements. - King County has no plans for street improvements within the proposed annexation. 3.
