AMENDMENT NO. 2 TO AGREEMENT FOR ARCHITECTURAL
SERVICES, FIRE STATION 15
THIS AMENDMENT, dated 3 e7 ( ? , 2018, is by and between the City of Renton
(the "City"), a Washington muni ipal orporation, and Schreiber Starling Whitehead Architects
("Consultant"), a Washington State Professional Services Corporation. The City and the
Consultant are referred to collectively in this Amendment as the "Parties." Once fully executed
by the Parties,this Amendment is effective as of the last date signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-17-046, dated
March 15, 2017, to provide necessary services for the design of Fire Station 15 and
Amendment No. 1(referred to herein as the "Agreement");
Whereas, the Parties wish to amend the Agreement to change the compensation in order to
add additional services for the Civil Engineer and the Landscape Architect.
NOW THEREFORE, It is mutually agreed upon that CAG-17-046 is amended as follows:
1. Scope of Work: Section 1, Scope of Work, is amended to add work as specified in
Exhibit A-2, which is attached and incorporated herein.
2. Time of Performance: Section 3,Time of Performance, N/A
3. Compensation: Section 4, Compensation, is amended so that the maximum amount of
compensation payable to Consultant is increased from $784,226.00 to $804,297.70 plus
any applicable state and local sales taxes. The additional compensation shall be paid
based upon Work actual performed according to the rate(s) or amounts specified in the
original contract CAG-17-046, incorporated herein.
4. All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.

Subject: Fire Station#15 request for Contract Amendment to incorporate out-of-
sequence permit changes.
Dear Robert,
Maintaining the Fire Station 15 project's fast paced schedule to get out to bid by the end of 2017
has required a very fast-paced design schedule. As I noted in my March 6 letter,we had to issue the
contract documents for bid prior to receiving site permit review comments and final building
permit comments.
The building permit was submitted to the City on November 13,2017 and the civil permit two days
later.Due to the City of Renton's review schedule,the documents were issued for bid on 12/22/17,
prior to receipt of the first round of City of Renton review comments. This required our design team
to move forward on the bid documents based on design assumptions that could not be verified
and in some cases had to be redesigned.We did receive the initial city comments on 12/27/17 but a
meeting to obtain clarification and to set final direction was not able to be set up until 01/04/18
This required that all changes to address the permit comments had to be incorporated into the
Contract Documents by bid addendum or COP.
I believe that our team took appropriate steps to obtain the design information needed and
prepared the permit documents in as timely manner as was possible with the information available.
We executed the bid documents to minimize the impact to the overall schedule.However,the
conflict between the need to issue bid documents per the original schedule and the receipt of
comments after the bid date,required additional efforts by both our Civil Engineer and Landscape
Architect which they have detailed on the attached request letters. The total of these efforts is:
Civil Engineer: $ 14,000.00
Landscape Architect: $4,247.00
Allowed mark-Up $ 1,824.70
Total: $20,071.70
I would propose that in lieu of an amendment for the above,that we transfer$20,071.70 from the
remaining balance of$28,881.36 under Signalization(AS-11)to the line items for Civil(AS-5)and
Landscape(AS-7). This will not require a change to the total amount of our Agreement while
recognizing the added effort needed to have the bid documents reflect out-of-sequence permit
compliance.

Thank you for the opportunity to provide this Additional Services Proposal(ASA#1). This proposal is to confirm our
understanding of the scope and compensation for the additional services. We look forward to continuing to work with
you on the Fire Station 15 project located in Renton, Washington.
Scope of Additional Services
LPD Engineering is requesting additional services for the civil site work associated with the design and construction
of Fire Station 15 located at 1404 North 30th Street,Renton, WA.
The building permit was submitted to the City on November 11,2017.Due to the City of Renton's review schedule,
the documents were issued for bid on December 22, 2017 prior to receipt of the first round of City of Renton review
comments,December 27th,2017.A meeting to provide clarification to the City Comments was not able to be set up
until January 4th,2018.This required LPD to move forward with design assumptions that could not be verified and in
some cases had to be redesigned. Additionally,this required that all changes based upon the City comments had to be
incorporated into the Contract Documents by bid addendum or CCD. The additional scope of work includes the
following:
Task 1: Redesign of Frontage Improvements
1. Per the City's pre-application comments,dated May 5th,2017,the City initially allowed the existing frontage
improvement to remain in place and allow for an 11-foot right-of-way dedication to accommodate future
improvements.
2. Discussions with the architect and City regarding the requirement to include an 8-foot sidewalk relocation and
subsequent driveway transition began on November 16th,2017;after the building permit submittal to the City
and prior to the bid submittal.
3. The re-design of the frontage improvements was submitted for bid and continued to be modified based on
ongoing discussions with the City after the first round of comments.
4. Additional impervious surfacing from the frontage improvements cause re-calculations of the Flow Control
BMP requirements.

Task 2: Water Quality Feasibility Assessment and Re-Design of Water Quality
Since we were unable to clear direction from the City prior to application,LPD based on our assumptions for
pollution generating impervious surface on interpretation of the code and coordination with the design team and
owner. This interpretation was that the fire access driveway was for fire vehicle use only,gated for the back apron,
and no access for other vehicles at the front apron,thus not considered to be pollution generating.Although the
project is considered to be a commercial project,thus requiring Enhanced Water Quality,the assumption of the fire
access being considered non-pollution generating allowed us to utilize a surface area exception taking us back to only
mitigating to Basic Water Quality.The City did not allow for this assumption and required us to include this area in
our PGIS thus requiring Enhanced Water Quality for all surfaces including the non-mitigated fire access drive and
apron as submitted in the permit documents. This required the follow modifications and coordination:
1. By considering the fire access driveway to be pollution generating,this triggered the evaluation of Enhanced
water quality treatment below the permeable pavement which required additional coordination with and
testing by the Geotechnical Engineer.Coordination with the geotechnical engineer began January 10th,2018.
This additional testing of the infiltrative soils was required for LPD to provide justification that the soils meet
the soil exemption requirements for the permeable pavement parking lot.Due to the when the testing could be
competed and the fast pace of the project,a compost layer was included in the addendum and later taken out
when the testing indicated that it was not required.
2. Since an Enhanced Water Quality Facility could not be accommodated on this site,this interpretation required
LPD to evaluate the feasibility of each Enhanced Water quality facility and make a case to be allowed to use
only basic.LPD ultimately negotiated that enhanced water quality treatment was not required to be
implemented and the remaining at surface pollution generating surface was treated with Basic water facilities.
3. Since the driveway aprons were now considered pollution generating and were required to be routed to new or
redesigned water quality facilities.An additional filter cartridges system was designed and coordinated for the
front apron and the bioretention facility was required to be redesigned to include the back apron.
Task 3: Assessment and Calculation of the Flow Control BMP requirement
1. For the initial permit submittal,the project proposed mitigate the project's target surfaces using permeable
pavement.Due to the significant increase of the frontage area,the permeable surface was just shy of the
required amount of surface required to be mitigated. Per the discussion above,this required that LPD include
the bioretention cell to be utilized as mitigation.To accommodate both the flow control BMP criteria and the
new water quality requirements for the fire access drive,a deep trench underneath the bioretention was
designed to infiltrate runoff.
Task 4: Detention System Redesign and Drainage Adjustment Request Assessment
1. Due to the site limitation for depth of the detention a non-standard approach was required for the project. The
Stormtank module was initially selected for reduction of footprint and limited depth of the storm system. We
understood that this selected system,would require a drainage adjustment,justifying its design intent to meet
storage and access requirements.Based on the City's unfamiliarity with the Stormtank system and the
potential significant additional review time,LPD proposed the use of an alternate detention system,the
Stormtech Chamber system,which had been used in previous Renton projects.Although the Stormtech
Chamber system also required a drainage adjustment request,the likelihood of timely approval was much
greater.
2. Additionally,with the addition of the infiltrating bioretention,the detention system was redesigned to be
much smaller and take advantage of the modified contribution.

Task 5: Phasing Modification and Final Coordination with Reservoir Team
1. The City's Reservoir's Team had concerns proposed installation and stabilization of the site to quickly
accommodate the installation of their facility.This prompted the inclusion of the permeable pavements base
material in the Fire Station contract as well as additional protective measures as part of the temporary erosion
control.
2. Additionally,the Reservoir team requested the installation of temporary ecology block to provide a greater
level of grading to set up the temporary laydown area.This required additional design and modifications to
the drawings.
The following tasks are modifications made post bid submittal due to final coordination between other design
subconsultants.
Task 6: Electrical Design Coordination
1. Receiving the electrical design was delayed and the location of the electrical vaults could not be finalized
prior to bid.The final coordination has a ripple effect of routing water and sewer utilities.

Compensation for Additional Services
Our compensation for additional services is based upon the information we have at this time. We propose to provide
the additional civil engineering consulting and drafting services per the scope of services on a lump sum basis for
$14,000.The same exclusions and assumptions based upon the original contract will apply,unless otherwise noted.
Please note that rates will be in accordance with those outlined in our attached current Schedule of Conditions dated
January 23,2017.
Thank you again for inviting this Addition Services proposal.Please notify us if you have any concerns or
disagree with any of the scope,terms,or conditions. We request that you sign and return a copy of this document
to confirm that you have read and agree with the terms in this document. This proposal constitutes the entire
agreement for ASA#1 between the client and LPD Engineering PLLC,and supersedes any prior understanding or
representation of any kind preceding the date of this proposal. This proposal will serve as an amendment to our
agreement with Schreiber Starling Whitehead Architects for civil engineering services for the Fire Station 15
project.Unless otherwise noted,the same assumptions,exclusions,and terms and conditions from the original
contract apply.

Dear Mr. Schreiber.
The original scope and fee budget for the Renton Fire Station#15 did not anticipate the extensive
revisions that resulted from the permitting comments and subsequent site base changes especially Q.

regarding underground utilities and pathway adjustments.

Such adjustments resulted in additional effort in revising planting drawings and a substantial
reconfiguration of the set to fit different titleblocks as requested by the city. Also, more impactfully
the changes to the site base resulted in recalculations being necessary for revisions to the multi-
phase irrigation system. These recalculations and subsequent changes are necessary to ensure
that head layout, heads, and pipe sizing was still coordinated with adequate pressure and flow from

through the system during phase 1; and also phase 2 that will be installed by a different contractor.

In consideration of the additional level-of-effort described above HBB has accrued an additional 0
$4,247.50. I am currently holding pending approval of an amendment to our fee in an equal amount. z

Additional Fee Requested: $4,247.50.
This additional fee request has no impact on the schedule or HBB's ability to meet current 0
