Consistency Short Plat Criteria Approval of a plat is based upon several factors. Lands in the RSF designation are intended for use as quality residential detached development organized into neighborhoods at urban densities. It is intended that larger subdivision, infill development and rehabilitation of existing housing be carefully designed to enhance and improve the quality of single-family living environments. The proposal is consistent with the following Comprehensive Plan Land Use and Community Design Element policies: Policy LU-147, Net development densities shouldfall within a range of 4.0 to 8.0 dwelling units per acre in Residential Single Family neighborhoods. The proposed project for two lots would arrive at a net density of 5.71 dulac, which is within the density range permitted. Policy LU-148. A minimum 101 size of 5,000 square feet should be allowed on ill-fill parcels of less than one acre (43,560 sq.ft.) in single-family designations. Allow a reduction on lot size to 4,500 square feet on parcels greater than one acre to create an incentivefor aggregation of land. The minimum lot size is not intended to set the standard for density in the designation, but to provide flexibility in subdivision/plat design and facilitate development within the allowed density range. Both proposed lots exceed the minimum lot size of 5,000 square feet. Policy LU-lS2. Single-family lot size, lot width, setbacks, and impervious surface should be sufficient to allow private open space, landscaping to provide buffers/privacy without extensive fencing, and sufficient area for maintenance activities. The proposed new lots would meet the required lot size, width and setbacks to create sufficient front, rear and side yard areas for the existing home on Lot b and for then new home that would be constructed in the future. In order to comply with the rear yard setback requirement, the rear porch of the existing home would need to be removed, which the applicant intends to do. Policy LU-lS4, Interpret development standards to support new plats and infill project designs incorporating street locations, lot configurations, and building envelopes that address privacy and quality of life for existing residents. The proposed lots would be oriented such that both would have access to a public right-of- way (NE 16th Street). Approval of this application would not decrease the quality oflife for residents in the immediate vicinity. The lot configuration and available building envelope would be similar to established development patterns in the area. Policy CD-12. Infill development, defined as new short plats of nine or fewer lots, should be encouraged in order to add variety, updated housing stock, and new vitality to neighborhoods. The proposed short plat would subdivide an existing parcel into two lots. A new residence could be constructed on proposed Lot A, providing the opportunity to update the housing stock in the existing neighborhood. b) Compliance with the Underlying Zoning Designation The subject site is designated R-8 on the City of Renton Zoning Map. The proposal for two lots on 0.35 acres arrives at a density of5.71 dwelling units per acre, which falls within the permitted density range for the R-8 zone. The allowed building lot coverage for lots over 5,000 square feet in size in the R-8 zone is 35 percent or 2,500 square feet, whichever is greater. The required setbacks in the R-8 zone are as follows: front yard is 15 feet for the primary structure and 20 feet for an attached garage, side yard is 5 feet, side yard along a street (including the access easement) is 15 feet for the primary structure and 20 feet for an attached garage and the rear yard is 20 feet. The existing 950 square foot house on Lot B will remain, and complies with zoning requirements, other than the rear yard setback. The rear portion of the home encroaches 10 feet and will be removed to comply with the 20-foot rear yard setback requirement. In addition, there is an existing detached garage that crosses the lot line between Lot A and Lot B. In order to comply with development standards for this zone, the garage would need to be removed prior to recording the plat. Because of these two encroachment issues, staff recommends as a condition of approval that the detached garage and the area to be removed from the rear of the existing house, be completed prior to recording of the short plat. The applicant will need to obtain a demolition permit from the Building Department. The parking regulations require that detached dwellings provide a minimum of two off-street parking spaces. As proposed, each lot would have adequate area to provide two off-street parking spaces. Compliance with the parking requirements will be verified at the time of building permit review for the new lot. Community Assets The entire site is heavily landscaped with shrubs, fruit trees and fourteen significant trees. The regulations regarding tree protection/retention require that trees on developable lots be maintained to the maximum extent feasible, and they permit the City to require the replacement of trees that would implement the intent of the regulations. The Development Services Director has made a determination that to comply with these requirements, 25 percent of all protected trees shall be retained or replaced. Of the fourteen existing trees, twelve are proposed to remain, which results in a retention rate of 86 percent and complies with the Director's determination and City regulations. The City's landscaping regulations require the installation oflandscaping within the public right-of-way. The minimum amount of landscaping required for sites abutting a non-arterial public street is 5 feet, provided that if there is additional undeveloped right-of-way in excess of 5 feet, this shall also be landscaped. The landscaping proposed shall either consist of drought resistant vegetation or shall be irrigated appropriately. In addition, the applicant will be required to plant two ornamental trees, a minimum caliper of 1-1/2 inches (deciduous) or 6 - 8 feet in height (conifer), within the 15-foot front yard setback area for the proposed lots. Existing landscaping may be used to augment the required landscaping. A conceptual landscape plan was submitted with the application, indicating the required trees in the landscape strip along NE 16th Street, and two trees in the front yard of the lots (western red cedar and hornbeam). All species appear to be drought resistant; therefore an irrigation plan is not required. As a condition of approval staff recommends that the applicant submit a revised, detailed landscape plan prior to the issuance of any building permits. All landscaping shall be installed prior to the issuance of occupancy for the buildings. If applicable, fence details should be included in the landscape plan. Allowable fence height is 48" in the front yard (42" in clear vision areas), and 72" in the rear and side yards. Side yards begin fifteen feet back from the front property line. Compliance with Subdivision Regulations Streets: No new public streets would be created as part of the proposed short plat. Northeast 16 th Street is classified as a Collector Street on the City's Arterial Street Map, and there are no existing frontage improvements along the parcel's frontage. Therefore, the applicant is required to install curb, gutter and sidewalk along the full frontage of NE 16th Street. Frontage improvements will mirror the improvements on the parcel to the east, and include a 5-foot landscape strip between the curb and the sidewalk. The proposed short plat is anticipated to generate additional traffic on the City's street system. In order to mitigate transportation impacts, staff recommends a condition of approval be placed on the project requiring a Transportation Mitigation Fee based on $75.00 per net new average daily trip attributed to the project. One new lot (credit given for the existing residence) is expected to generate approximately 9.57 new average weekday trips. The fee for the proposed short plat is estimated at $717.75 ($75.00 x 9.57 trips x I lot = $717.75) and is payable prior to the recording of the short plat. All new electrical, phone and cable services and lines must be undergrounded. The construction of these franchise utilities must be inspected and approved by a City of Renton public works inspector prior to recording the short plat. Blocks: No new blocks will be created as part of the proposed short plat. Lots: The size, shape, orientation, and arrangement of the proposed lots comply with the requirements of the Subdivision Regulations and the development standards of the R-8 zone. Both lots are rectangular in shape and are oriented toward the south (facing NE 16th Street). The shape and arrangement of the lots are consistent with the existing development pattern in the neighborhood. Each of the proposed lots would have direct to a public street, NE 16"' Street, and share a private access easement. The minimum lot size in the R-8 zone is 5,000 square feet. Lot area is calculated after the deduction of private access easements (2,384 square feet). The proposed net lot sizes are 9, I 06 square feet for Lot A, and 5,911 square feet for Lot B. The proposed lot sizes meet the minimum lot size requirements. The minimum lot width required in the R-8 zone is 50 feet for interior lots. Both lots are 87 feet wide. The minimum lot depth in the R-8 zone is 65 feet; Lot A is 200 feet deep and Lot B is 195 feet deep. Both lots meet the width and depth requirements for the zone. Lot B will retain the existing structure, and proposed Lot A has adequate building area for the construction of a suitable single-family residence when taking setbacks and lot coverage requirements into consideration. These requirements will be reviewed at the time of building permit application. Any proposed changes to the existing residence would be required to comply with the current setback requirements. The setbacks for the new lot would be verified at the time of building permit review. Page 7 Topography: The subject parcel is relatively flat with a slight slope to the west. The front of the parcel (Lot B) slopes about 5% and the rear of the parcel (Lot A) slopes roughly 10%. There has been no sign of erosion or drainage issues according to the drainage report submitted by the applicant (prepared by Hankins Engineering, dated July 9, 2007). Relatiollship to Existillg Uses: The properties surrounding the subject site are single-family residences and are designated R-8 on the City'S zoning map. The proposal is similar to existing development patterns in the area and is consistent with the Comprehensive Plan and Zoning Code, which encourage residential infill development. j) Availability alld Impact 011 Public Services (Timelilless) Police alld Fire: Police and Fire Prevention staff indicate that sufficient resources exist to furnish services to the proposed development, subject to the condition that the applicant provide Code required improvements and fees. A Fire Mitigation Fee, based on $488.00 per new single-family lot with credit given for the existing single-family residence, is recommended in order to mitigate the proposal's potential impacts to City emergency services. The fee is estimated at $488.00 ($488.00 x I new lots = $488.00) and is payable prior to the recording of the short plat. Street addresses shall be visible from a public street. Schools: According to the Draft Environmental Impact Statement for the City of Renton Land Use Element (January 16, 1992), the City of Renton has a student generation factor of 0.44 students per single-family residential dwelling. Based on the student generation factor, the proposed short plat would result in 0.44 additional students (0.44 X I lot = 0.44) to the local schools. It is anticipated that the Renton School District can accommodate any additional students generated by this proposal at the following schools: (Kennydale Elementary, McKnight Middle School and Hazen High School). Storm Water: The runoff from the new lot must use infiltration per design by a professional engineer, or be tightlined into the storm drainage system or other options as listed in, and in accordance, with the 1990 King County Surface Water Design Manual. Infiltration is allowed if the soils are acceptable. The applicant is required to pay Surface Water System Development Charges are based on a rate of $759.00 per new single-family lot ($759.00 total, with credit for the existing house). Payment of this fee will be required prior to issuance of utility construction permit. A temporary erosion control plan will be required and shall be installed and maintained to the satisfaction of the representative of the Development Services Division for the duration of the project. This includes installing a silt fence along the perimeter of the site that is to be disturbed. The silt fence shall be in place before clearing and grading is initiated. This will be required during the construction of both off-site and on-site improvements as well as building construction. Due to the potential for erosion to occur during project construction, staff recommends as a condition of approval that the project be required to comply with the Department of Ecology's Erosion and Sediment Control Requirements as outlined in Volume II of the current edition of the Stormwater Management Manual. Utilities: This project is required to provide domestic water service for the new lot prior to recording the short plat. New water service stubs to each lot must be installed prior to recording of the short plat. Water System Development Charges are based on a rate of $1,956 per new single-family lot. Payment offees is required prior to issuance of utility construction permit. If the proposed single-family structures exceed 3,600 square feet, the minimum fire flow increases to 1,500 GPM and requires two hydrants within 300 feet of the structure. A fire hydrant will be required to be installed by this project. The new and existing fire hydrants must meet all current City of Renton standards. Installation of individual side sewers by the developer is required prior to recording the short plat. Dual side sewers are not allowed. Sanitary Sewer System Development Charges are based on a rate of $1,017.00 per new single-family lot, and payment of this fee will be required prior to issuance of utility construction permit, and prior to recording the short plat. H. FINDINGS: Having reviewed the written record in the matter, the City now enters the following: 1. Request: The applicant has requested Administrative Short Plat Approval for the Froton-Bowers Short Plat, File No. LUA 07-079, SHPL-A. 2. Applicatioll: The applicant's short plat application complies with the requirements for information for short plat review. The applicant's short plat plan and other project drawings are contained within the official land use file. 3. Comprehellsive Plall: The subject proposal is consistent with the Comprehensive Plan desih'Tlations of the Residential Single Family (RSF) land use designation. 4. ZOllillg: The proposal complies with the zoning requirements and development standards of the R-8 zoning designation, provided the applicant fulfill all advisory notes and conditions of approval. 5. Subdivisioll Regulatiolls: The proposal complies with the requirements established by the City's Subdivision Regulations provided all advisory notes and conditions are complied with. 6. Existillg Lalld Uses: Land uses surrounding the subject site include: North: Residential Single Family (zoned R-8); East: Residential Single Family (zoned R-8); South: Residential Single Family (zoned R-8); and West: Residential Single Family (zoned R-8). 7. Setbacks: The existing residence on Lot B would be retained and any proposed changes to the existing residence would be required to comply with the setback requirements. The setbacks for the new residence would be verified at the time of building permit review. 8. System Development Charges: A Water System Development Charge, a Surface Water System Development Charge and a Sewer System Development Charge, at the current applicable rates, will be required for the each new single-family residence as part of the construction permit. 9. Public Utilities: The applicant will be required to install a fire hydrant, individual sewer and water stubs to serve the new lot. EXISTING CONDITIONS WATER -The site is within the City of Renton water service area. There is an 8-inch water main within the existing roadway (NE 16 th Street). The project site is located in the 435-water pressure zone. The site is inside of zone 2 of the Aquifer Protection Area. Fire Flow available to the site is approximately 2,040 gpm. Static water pressure is approximately 68 psi. SEWER -There is an 8-inch sewer main adjacent and available to serve the site within NE 16 th Street. There appears to be a side sewer to the existing SFR on the lot (1908 NE 16 th Street). The owner shall verify the location side sewer prior to obtaining a building pelmit. STORM -This site is within the South Kennydale drainage basin. STREET -There is currently a paved and partially improved public right-of-way along the frontage of this site within NE 16 th Street. CODE REOUIREMENTS WATER I. In accordance with the Fire Department requirement (prior to recording the subdivision), at a minimum, one hydrant within 300 feet of any proposed single- family structure is required. Additional fire flow and hydrants are required if the total square footage of the new single-family structures are greater than 3600 square feet. 2. The subject property faJls within the SW '4 and the NW '4 of the SE '4 of Section 5. Each of the four drawing sheets (upper left·hand corner) states that the name of the short plat is "1908 NE 16 TH STREET SHORT PLAT". AJI other correspondence between the applicant and the city notes said name as "FROTON·BOWERS SHORT PLAT". Review and revise as needed. "112'h Ave SE" is the old county street name for Aberdeen Ave NE. Revise Sheets 2, 3 and 4 of 4 of the short plat submittal to note the city street name. Information needed for final short plat approval includes the foJlowing: Note the City of Renton land use action number and land record umber, LUA-07-079-SHPL and LND-20-0495, respectively, on the drawing, preferably in the upper right-hand corner. The type size used for the land record number should be smaJler than that used for the land use action number. On the final short plat submittal, remove all references to concrete, asphalt, trees, topog lines, utilities facilities and other items not directly impacting the subdivision (remove from the "LEGEND" block also). These items are provided only for preliminary short plat approval. Remove the building setback lines noted on the short plat lots. Setbacks will be determined at the time that building permits are issued. Because the subject property falls within Zone 2 of the City of Renton Aquifer Protection Area, the Aquifer Protection Notice needs to be noted on the drawing. See the attachment. All vested owner(s) of the subject short plat need to sign the final short plat drawing. Include notary blocks as needed. The vested owners, per the City of Renton Land Use Permit Master Application document and per the Fidelity National Title Company of Washington, Plat Certificate title report, Order No. 07070235, dated July 3, 2007, are Daniel and Maria Trujillo. The short plat submittal currently notes Ron Froton as the owner. If Ron Froton is the current owner, then a new title report verifying that fact is needed. I have reviewed the information provided in the preliminary application for this proposed short plat. The following comments assume the propelty is annexed to the City of Renton. WATER I. There is an 8" waterline fronting the property within NE 16"' Street. 2. The modeled fire flow available at the site is capable of delivering 1000gpm. Static Water pressure is approximately 68 psi. 3. The proposed project is located within the 435-water pressure zone. 4 .. All"new single-family construction must have a fire hydrant capable of delivering a minimum of 1,000 gpm and must be located within 300 feet of the structures. There is an existing fire hydrant in the vicinity that can be counted toward the fire protection for this project. 5. If the new homes square footage is greater than 3600, then minimum fire flow increases to 1500 gpm, and additional hydrants may be required 6. A Water System development Charge of $1,956.00 per new lot is payable at time of issuance .~ \3aJ! ~ of a construction permit. 7. All short plats shall provide a separate water service to each building lot prior to recording of the short plat. SANITARY SEWER I. There are existing 8-inch sewer mains available to serve this property. 2. A clean out or manhole will be required for side sewers greater than 100 ft from the sewer main. The Sanitary Sewer System Development Charges (SOC) is $1,017 per lot. SURFACE WATER I. The project is required to do a drainage analysis and meet the design criteria in accordance with the 1990 King County Surface Water Design Manual with conservation flow control criteria. The 2005 KCSWDM criteria may be required subject to submitted calculations by the engineer. 2. The Surface Water System Development Charge (SOC) is $759 per building lot. These are payable at the time the utility construction permit is issued. TRANSPORTATION I. City Code requires street improvements, which include: paving, sidewalks, curb and gutter, storm drainage and landscape along the street frontage. 2. Traffic mitigation fees of $75 per additional generated trip shall be assessed per single family home at a rate of 9.57 trips. 3. All wire utilities shall be installed underground per the City of Renton Ordinance. GENERAL COMMENTS I. All utility and street improvements will require separate plan submittals prepared according to City of Renton drafting standards by a licensed Civil Engineer. 2. Permit application must include an itemized cost of construction estimate for these improvements. The fee for review and inspection of these improvements is 5% of the first $100,000 of the estimated construction costs; 4% of anything over $100,000 but less than $200,000, and 3% of anything over $200,000. Half the fee must be paid upon application. The current fees are subject to change, subject to City Council review and approval. 3. The following comments on development and permitting issues are based on the pre- application submittals made to the City of Renton by the applicant and the codes in effect on the date of review. The applicant is cautioned that information contained in this summary may be subject to modification and/or concurrence by official decision-makers (e.g., Hearing Examiner, Zoning Administrator, Development Services Director, Public Works Administrator, and City Council). Review comments may also need to be revised based on site planning and other design changes required by City staff or made by the applicant. The applicant is encouraged to review all applicable sections of the Renton Municipal Code. The Development Regulations are available for purchase for $50.00 plus tax, from the Finance Division on the first floor of City Hall or on the City's website www.rentonwa.gov. Project Proposal The subject property is zoned Residential-8 (R-8), and is located at 1908 NE 16 th Street. The proposal is to subdivide two parcels, 17,400 and 6,250 sq. ft. (23,650 sq. ft. or 0.54 acre, gross) into three lots. The proposed lot sizes are 5,775, 5,800 and 8,700. Due to potential issues of adverse possession, the applicant included only 2,875 square feet of the 6,250 sq. ft. lot in his proposal, for a total of20,275 sq. ft. (0.47 acres). Ownership issues with the lot to the north (PID# 3343902400) must be resolved with surrounding property owners prior to submitting for short plat approval. The site contains onc existing house, which would remain. All three lots would be accessed from a private access easement from NE 16 th Street. Please note: The applicant did not submit a site plan drawn to a standard scale, therefore staff recommends that he/she review a survey-accurate plat plan with the planner prior to submitting for short plat approval. Development Standards Zoning/Densitv Requirements -The density range required in the R-8 zone is a minimum of 4.0 to a maximum of 8.0 dwelling units per acre (dulac). The applicant would be required to deduct the area of the access easement, which would be 3,120 sq. ft. Renton Municipal Code requires' a 26'-wide access easement, not the 20'-wide presented in the applicant's plat plan. The result is 3,120 sq. ft. (26'xI20') subtracted from the overall plat plan, leaving 17, ISS net sq. ft. (0.39 acres). A three lot short plat of a 0.39-acre (net) parcel would result in a density of7.70 dulac., which meets code requirements. * If square footage is lIeeded to lIleet density requirements is necessary, the access easement could be reduced to 20 feet, all paved, with a five-foot strip between the property line and the driveway. Minimum Lot Size, Width and Depth -The minimum lot size permitted in the R-8 is 4,500 square feet for lots greater than 1 acre in size and 5,000 square feet for lots I acre or less in size. A minimum lot width of 50 feet for interior lots and 60 feet for comer lots, as well as a minimum lot depth of 65 feet, is Froton-Bowers Short Plat pre-APPli.n Meeting May 24, 2007 Page 2 of4 • also required. The total area of the proposed subdivision is less than 1 acre, so the minimum lot size is 5,000 square feet. Lot C appears to meet minimum lot size, depth and width requirements. Due to their irregular shape, Lots A and B must average the required distance for width and depth between the lot lines. The short plat plan is not drawn to a standard scale so it's a bit difficult to tell, but it appears Ihat the average widlh of Lol B does not meet code requiremenls. This must be revised prior to submitting for short plat approval. Building Standards The R-8 zone allows a maximum building coverage of 35% of the lot area or 2,500 square feet, whichever is greater. Building height is restricted to 30 feet and 2-stories. Any detached accessory structure must be below a height of 15 feet and one-story. The gross floor area must be less than that of the primary structure. Accessory structures are also included in building lot coverage calculations. Detached accessory structures (garages, sheds, etc.) are permitted at a maximum number of two per lot at 720 square feet each, or one per lot at 1,000 square feet in size. There is an existing detached garage that would need to be removed prior to short plat recording. Setbacks Setbacks are the minimum required distance between the building footprint and the property line or private access easement. The required setbacks in the R-8 zone are 15 feet in front for the primary structure; 20 feet in front for the attached garage; 20 feet in the rear; 5 feet for interior side yards; 15 feet for side yards along streets (including access easements) for the primary structure; and, 20 feet for side yards along streets (including access easements) for attached garages. The front yard for Lot B would face west and for Lot A would face south. 'The existing house will also need to meet setback requiremenlsfor Ihe R-8 zone. AccesslParking -NE 16 th Street is currently unimproved, therefore, street improvements, including curbs, gutter and sidewalk, are required along of the frontage of the property. The applicant may ask to have this requirement deferred, but a fee-in-lieu of would be required at a rate that it would cost the City to construct these improvements. The money would go to a general street improvement fund and not nec.essarily be used on improvements along the applicant's site. Each lot must allow for the parking two vehicles on the property. The access easement to all three lots is required to be 26' -wide with a minimum 20' paved width. The applicant appears to have combined his driveway/access easement with the driveway to the west, but as a reminder the driveway cuts must be 5' from the neighboring lot line. The two driveways were not developed together as part of a project, and therefore will need to keep the required 5 ft. distance between them. This will also reduce the amount of impervious surface onsite and allow for the retention of many significant trees (see section below). Landscaping Landscaping is required along the frontage of all new short plats. NE 16 th Street is considered a collector arterial street and a 10ft. wide irrigated or drought resistant landscape strip is the minimum required amount of landscaping. A 10ft. landscape strip will be required in the right-of-way, where possible (it appears that 5 ft. is possible), and on the lots themselves where there is not enough space for the full strip in the right-of-way (an additional 5 ft.). Landscaping must be instaJ1ed prior to occupancy. There is some existing landscaping onsite, which can be used to satisfY some ofthe landscaping requirements. In asdition to the 10ft. landscape strip requirement, the tree requirement for short plats is at least two trees of a City approved species with a minimum caliper of 1 112 inches in the front yard or planting strip on every lot. The trees must be planted prior to building occupancy. Fences Permitted fence height is 48" in the front yard and side yards along a street, and 72" in the rear yard and interior side yards. Fences cannot exceed 42" in height in the clear vision area of comer lots. Please see enclosed handout on fences for specific details. If the applicant intends to include a fence as part of the landscaping, please submit conceptual fence details along with the landscape plan. Critical Areas There is no indication of critical areas onsite. If there is any indication of critical areas on the site, this must be disclosed to the City prior to development and appropriate studies must be undertaken. Significant Tree Retention A tree inventory and a tree retention plan shall be provided with the formal land use application. The tr~e retention plan must show preservation of at least 25% of significant trees [those with a minimum diameter of 8" (evergreen) or 12" (deciduous) when measured four feet above grade], and indicate how proposed building footprints will be sited to acconmlodate preservation of significant trees that will be retained. Consistency with the Comprehcnsive Plan The existing development is located within the Residential Single Family (RSF) Comprehensive Plan Land Use designation. The following proposed policies are applicable to the proposal: Land Use Element Objectivc LU-FF: Encourage re-investment and rehabilitation of existing housing, and development of new residential plats resulting in quality neighborhoods that: 1. Are planned at urban densities and implement Growth Management targets, 2. Promote expansion and use of public transportation; and 3. Make more efficient use of urban services and infrastructure. Policy LU-149. Lot size should exclude private sidewalks, easements, private road, and driveway easements, except alley easements. Policy LU-ISO. Required setbacks should exclude public or private legal access areas, established through or to a lot, and parking areas. Policy LU-IS2. Single-family lot size, lot width, setbacks, and impervious surface should be sufficient to allow private open space, landscaping to provide buffers/privacy without extensive fencing, and sufficient area for maintenance activities. Policy LU-IS4. Interpret development standards to support new plats and infill project designs incorporating street locations, lot configurations, and building envelopes that address privacy and quality of life for existing residents. Community Design Element Policy CD-12. Infill development, defined as new short plats of nine or fewer lots, should be encouraged in order to add variety, updated housing stock, and new vitality to neighborhoods. PolicyCD-13. Infi11 development should be reflective of the existing character of established neighborhoods even when designed using different architectural styles, and/or responding to more urban setbacks, height or lot requirements. The existing parcel number is 334390-2651 and is located in the SE 14 of Section 5, Township 23 North, Range 5 East, Willamette Meridian. The overall project site is rectangular in shape 87'x200' with an area approximately 0.4 acres. A single-family residence with small detached out-building currently occupies the site. The existing lot has direct access to NE 16th Street on the westerly portion.of lot. The existing residence will remain, while the out-building will be demolished. The property is currently zoned R-8. The project proposes to construct (If required by the City), concrete curb & gutter, planting strip, and sidewalk along the frontage of N.E. 16th Street. A new driveway will be necessary along the frontage of the public street and will be extended to the back of the lot to serve the future residence. Utilities will also be installed to serve the development. On-Site Drainage Analysis The property is currently developed with a single-family residence. The existing house is located within the first 100 feet of the lot with a yard that slopes 0% to 5% to the west and is intercepted by the driveway and is routed to the south. The back 100' of the existing lot is a lawn & garden area with fruit trees. The back yard slopes approximately 10% to the northwest. There are trees located along the westerly and northerly property lines of the existing lot which provides an effective landscape screening effect. The existing paved driveway is located approximately 5 to 8 feet from the west property line. The pavement width varies 10-30 feet. Drainage from the roof of the existing house enters the lawn and landscape areas. Some runoff enters an infiltration system and some runoff sheet flows to the paved driveway/parking area where it continues to the west. Drainage is intercepted by the driveway and then is conveyed to the south to the public road. The remainder of the site (back yard) drains via sheet flow towards the northwest comer of the site. There was no visible signof erosion or drainage pathway towards the northwest comer of the site or immediately offsite onto the neighbors property. The soils have been identified as InC (Indianola loamy fine sand) per the Soils Conservation Service. This type of soils infiltrates well and most likely explains why no visible sign of erosions were observed. -----------=------ Upstream Drainage Analysis The site receives a small amount of direct tributary area from the adjacent property to the east. Storm water runoff sheet flows from the developed single family lots (lawn only) onto the proposed site. The offsite roof areas are tightlined to their own infiltrations systems. This upstream area has been estimated to be approximately 0.40 acres (see Exhibit 'N'). There was no negative impact observed (or anticipated) from the upstream area contributing runoff to the site. Downstream Drainage System Description The project is located within the East Lake Washington Drainage Basin. There are two downstream drainage paths identified, Basin "A" and Basin "B". Both are within Yo mile downstream of this project where the site contributes less than 15% of the total basin drainage area. Therefore, the downstream drainage way for each basin was reviewed to Yo mile downstream from the site. Both drainage basins had well defined routes. Basin "A": On-site drainage combines with the aforementioned off-site flows and is routed via sheet flow towards the southwest corner of the property and leaves the site onto the public street (NE 16th Street). The downstream drainage course begins in a series of pavement swales, concrete pipes, and open ditches (please see the "Off-site Analysis Drainage System Table for Basin "A". The runoff is conveyed entirely within the public roadway right-of way. In general, the flow path is 700 feet along the northerly side of NE 16th Street and then another 700 feet along the easterly side of Jones Ave. NE. . Near the intersection of NE 14th Street and Jones Ave. NE is the point beyond Yo mile downstream of the project site and the analysis is therefore terminated See Exhibit C for a visual illustration of this drainage course, and Exhibit D for the Off- Site Analysis Drainage System Table. s • Basin "B": On-site drainage combines with the aforementioned off-site flows and is routed via sheet flow towards the northwest corner of the property. Drainage then leaves the site via sheet flow and enters the neighbors 25 • open space/common area. The downstream drainage course begins by sheet flowing onto the property to the north were it eventually enters the public cul-de-sac located in NE 17th PI. Runoff continues via curb & gutter to CB#1 were it is collected and conveyed via 12 inch CMP towards the north to CB#2 and then to the open space broad swale. Please see the "Off-site Analysis Drainage System Table for Basin "B". The runoff continues within the open space where the swale becomes a well defined drainage ditch. Runoff remains in the ditch for the entire length of Y. mile downstream of the project site where the analysis is terminated. See Exhibit 'F' for a visual illustration of this drainage course, and Exhibit 'G' for the Off- Site Analysis Drainage System Table. Future Site Conditions The Froton Short Plat is proposing to construct one additional lot in the rearlbackyard of the existing house. The existing residence will remain, while the small out building will be demolished. As part of the development, the project proposes to construct public roadway frontage improvements that iclude: Pavement widening, curb gutter and sidewalk, and driveway extension to the future lot. All necessary utilities needed to serve the new development will also be installed. The development is proposing to install only a roof downspout infiltration system for the storm water runoff control. Water quality control will be provided by the runoff entering the lawn and landscaped areas. No addition mitigation is proposed. ,--------------------------------------------- • TASK 2: Resource Review The following is a description of each of the resources reviewed in preparation of this Downstream Analysis: 1. Flood Plain/Floodway (FEMA) Maps The site is not within a 1 ~O-year floodplain. Refer to Exhibit I. 2. SCS Soils Survey Maps The soil underlying the site is Indianola Loamy Fine Sand (InC). A copy of the Soils Survey Map is included as Exhibit K . 1 --------------- • TASK 3: Field Inspection The property is currently developed with a single-family residence and small outbuilding. The downstream drainage system consists of a well-defined constructed and natural system. The site slopes generally to the west and northwest 0% to 10% and is predominantly lawn and garden, with landscaping associated with the residence. An existing asphalt driveway currently serves the property. A small upstream tributary area discharges via sheet flow to the site, and an off-site tributary area passes along the south side of the property with the public street. 1. Investigation of Reported or Observed Problems During Resource Review 2. 3. No drainage problems were identified in the review. Location of Existing/Potential Constrictions or Lack of Capacity in the Existing Drainage System At the time of the site visit, there did not appear to be any evidence of lack of capacity or constraints within the existing drainage system. However, the first pipe in the downstream conveyance system is only 4" in diameter. This public conveyance pipe was installed a long time ago and there is no evidence of problems. The proposed frontage improvements will add a small amount of new impervious surface area (approximately 560sf) that will drain to the 4" pipe. The need to upsize this pipe should not be the burden of this developer since the site contributes such a small percent of the total basin area. Identify Existing/Potential Flooding Problems At the time of the site visit, there did not appear to be any evidence of flooding or significant erosion problems within the existing downstream drainage system. The public ditch along the upstream portion Jones Ave. was armored and erosion problems have already been mitigated. 4. Identify Existing/Potential Overtopping. Scouring. Bank Sloughing, or Sedimentation 5. There appeared to be no evidence of overtopping, scouring or bank scouring on the site or downstream. Identification of Significant Destruction of Aquatic Habitat or Organisms At the time of the site visit, there where no signs of aquatic habitat or organism destruction. • • 6. Collect Qualitative Data on Land Use. Impervious Surfaces. Topography and Soil Types Qualitative data has been collected from resource sources and field visits. This information is included within this report. On-site drainage combines with the aforementioned off-site flows and is routed via sheet flow towards the northwest corner . of the property. Drainage then leaves the site via sheet flow and enters the neighbors 25 ' open space/common area. The downstream drainage course begins by sheet flowing onto the property to the north were it eventually enters the public cul-de-sac located in NE 1ih PI. Runoff continues via curb & gutter to C8#1 were it is collected and conveyed via 12 inch CMP towards the north to C8#2 and then to the open space broad swale. Please see the "Off-site Analysis Drainage System Table for Basin "B". The runoff continues within the open space where the swale becomes a well defined drainage ditch. Runoff remains in the ditch for the entire length of X. mile downstream of the project site where the analysis is terminated. See Exhibit C for a visual illustration of this drainage course, and Exhibit D for the Off- Site Analysis Drainage System Table. 7. Collect Information on Pipe Sizes. Channel Characteristics and Drainage Structures See Exhibits C & D for Basin 'An, and Exhibits 'F' & 'G' for Basin 'B' for this information. 8. Verify Tributary Basins Delineated in Task 1 At the time of the site visit, the tributary basins described in Task 1 were verified as being accurate. 9. Contact Neighboring Propertv Owners in the Area 10. I talked to the abutting homeowner located to the northeast of the site and asked about flooding or drainage issues. He said that he has not observed any problems. He has a newer house and his roof downspouts are tightlined to an infiltration trench. He said his infiltration system was operating well. Note the Date and Weather Conditions at the Time of the Site Visit The site and downstream system was visited several times with the most recent being on July 2, 2007. With the installation of the new improvements, the project should not pose significant negative impacts to the downstream drainage system. 10 • TASK 5: Mitigation of Existing or Potential Problems This level 1 analysis has provided a complete review of the downstream conditions. The project should not pose significant negative impacts to the downstream drainage course. The proposed conditions will be in-kind and will "blend in" to the abutting and surrounding properties.
