Drainage District #1 Brushcutting/Maintenance LUA07-076, SME Dear Ms. Napier: We have reviewed your request to extend the period of validity for the Shoreline Exemption granted for maintenance of 11,197 lineal feet of shoreline along the P-1 Channel/Springbrook Creek in Renton. The project is for the removal of overgrown vegetation along the bank of Springbrook Creek to reduce blockage of the forward flow of the channel. You have requested that the Shoreline Exemption be issued for a period of five (5) years, rather than the one year prescribed in the Shoreline Exemption issued on August 7, 2007. This extension was requested to align the Shoreline Exemption with the Joint Aquatic Resources Permit (JARP A) with the State of Washington. The JARP A permit is valid for five (5) years. The request to align the Shoreline Exemption to coincide with the JARP A is reasonable and is approved. The Shoreline Exemption has been revised and is enclosed. Please note, that the City of Renton Parks Department has requested that you coordinate the maintenance work with the Parks Division in order to access along the Springbrook Trail. Any damage to the trail that might occur due to the maintenance would need to be repaired by the applicant. London Plane trees that are located in the vicinity are to remain in place unless otherwise authorized by the Parks Division. The King County Drainage District No. 1 must currently reapply for the Certificate of Exemption in order to maintain our 5 year Joint Aquatic Resources Permit with the State of Washington. We have received our 5 year JARPA but only a 1 year Shoreline Permit. This means that the Drainage District and the City of Renton each are required to repeat the Shoreline Exemption process on a yearly basis, when the State permit covers all 5 years. I would like to request that the Drainage District be allowed to renew our Certificate of Exemption for 5 year periods in order to coincide with the JARPA period. This request will reduce the amount of time that the City of Renton and the Drainage District spend on these matters. I would appreciate a written response to this request. Brush cutting activities will include cutting existing vegetation from the edge of the existing waterway and removal of (brush cutting) waste material to an approved waste site. The contractor will remove all grass and brush within the clearing zone of the waterway channel. The grass and brush shall be cut at a height no greater than six inches above the existing ground service at the location of the cutting.
