Lake Washington Derelict Piling Removal (Higgins/ LUAOG-114, SME, ECF The applicant, the Washington State Department of Natural Resources, is proposing to remove approximately 123 derelict pilings, one steel ball float, and one steel cylinder float that are located on state-owned aquatic lands within the open harbor area of the eastern shores of Lake Washington within the jurisdiction of the City of Renton. Portions of the site area are part of the larger Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) cleanup that is on-going with the on-shore, upland property known as Quendall Terminals. The 18-inch sewer line will extend approximately 86 feet north in 154th Place SE. At this point the sewer line will separate into two separate lines. One 12-inch line will extend to the west up the slope into the cul-de-sac in 152nd Place SE and then proceed west as a 15-inch pipe in SE 145th Place and connect to the existing dry sewers in SE 154th Place. A second line will continue north as a 15-inch line in 154th Place SE approximately 633 feet. It will then head east, as a 12-inch line, up the slope to 156th Place SE to the intersection of 156th Avenue SE and SE 144th Street, then it will extend to the east in SE 144th Street and then will extend to the north in 160th Avenue SE approximately 667 feet to the end of the project. The maximum width of the trench required for the installation of the proposed sewer lines is 6 feet. Those parts of the project that are not located within right-of-way would be constructed in easements across private property and one parcel owned by King County, which contains steep slopes with an approximate slope of 48 percent. Traffic control will utilize standard traffic control measures in accordance with MUTCD and traffic flaggers and will keep one lane of traffic open in the immediate construction zone. Emergency access will remain open at all times during construction. Construction for the installation of the proposed sewer lines is proposed to start in November of 2006 and be completed in November of 2007. B. RECOMMENDATION Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials make the following Environmental Determination: DETER MINA T/ON OF XX NON-SIGNIFICANCE XX Issue DNS with 14 da A eal Period. Issue DNS with 15 day Comment Period with Concurrent 14 day Appeal Period. C. ENVIRONMENTAL IMPACTS DETERMINATION OF NON -SIGNIFICANCE -MIT/GA TED. Issue DNS-M with 15 day Comment Period with Concurrent 14 day Appeal Period. In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. 1. Earth Impacts: Portions of the project site contain steep slopes with grades of approximately 48 percent. Approximately 610 linear feet of the sewer line will be installed in the steep slope areas located on the eastern and western sides of 154th Place SE. Approximately 315 linear feet would be installed on the western slope utilizing auger boring and above ground construction to avoid open cutting the slopes. This portion of the proposed sewer line would also cross over an existing culvert that allows a class 4 stream to pass under a driveway to a private residence. The proposed sewer would be approximately 10 feet above this existing culvert. The portion of the sewer that would be installed on the eastern slope (approximately 295 linear feet) would utilize direction drilling to eliminate the need for open cutting of the slope. A Geotechnical Report prepared by Shannon & Wilson, Inc., dated June 9, 2006 was submitted with the project application. The report included a summary of the subsurface conditions on the project site and provided observations as to the stability of the slopes. Three borings, four hand borings, and two test explorations were performed on the project site. According to the report, in the project vicinity, the upper portions of the steep slopes and adjacent plateau areas are underlain by gravelly, silty sand to silty, sandy gravel (till-like soils and outwash). The uppermost soils that underlie the upland areas appear to be deposits of recessional outwash, which have not been glacially overridden. The deposits range from 31 to 38 feet thick and generally consist of loose to very dense, clean to slightly silty, sandy gravel with layers of gravelly sand. A reconnaissance was also performed onsite regarding the stability of the slopes. The report concludes that the slopes on the east and west sides of 154th Place SE appear to be relatively stable but near the limit of stability and that disturbance of the slope soils, especially following periods of intense precipitation, would reduce their stability unless mitigation measures are utilized. Mitigation Measures: The recommendations provided in the submitted Geotechnical Report regarding the installation of the sewer lines, construction during weather, and erosion control are self mitigating, no further mitigation is recommended. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless otherwise approved by the Development Services Division. 2. Commercial, multi-family, new single family and other nonresidential construction activities shall be restricted to the hours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o'clock (9:00) a.m. and eight o'clock (8:00) p.m. No work shall be permitted on Sundays. 3. Within thirty (30) days of completion of grading work, the applicant shall hydroseed or plant an appropriate ground cover over any portion of the site that is graded or cleared of vegetation and where no further construction work will occur within ninety (90) days. Alternative measures such as mulch, sodding, or plastic covering as specified in the current King County Surface Water Management Design Manual as adopted by the City of Renton may be proposed between the dates of November 1st and March 31st of each year. Referencing Land Use Number-LUA06- 102, ECF, Project Name-Central Plateau Interceptor. I called you on 09/20/2006 with some questions regarding this proposal and you gave me the project manager John Hobson's name and phone number. He and I spoke for quite some time \lbout the project and he answered all of my: questions. I would still like my concerns to be noted and would like to be a party of record. I would also like to be no~ied of any decisions regarding this proposal. As you can see by my address. I am a property owner residing within the proposed area of the project. My home is situated along the steep slope above Jones Road. I have concerns about the proposed use of the pipes being constructed ·on the slope" west of 154• PL SE and the pipes being run "through the hillside" to the east of 154" PL SE. I live along this ridge and am personally aware of 3 significant land slides which have occurred. Two of which occurred during our most recent rainy season at the beginning of 2006. The other, at the time of earthquake about 6 years ago. In all cases there was a significant amount of hillside that broke away and fell to the area below. Please note there is also substantial water runoff very near the location where the pipeline is to being drilled through the hillside OA the east side of 154" Place SE. I am concerned about the stability of this h~lside and how this project might jeopardize the integrity of this land. I am aware there has been a Geotechnical study of the area but I still have concerns. I am also upset that I wttl be required to pay significant charges to hook up to this system if my existing septic system fails and that I will not have the option to seek a new permit if my current septic system needs repair in the future. l have not asked for sewer to be run through my neighborhood. nor for the dense growth that is currently underway within my community. Furthermore, I feel there was poor planning on the City Of Renton's part in failing to install the necessary sewer lines down 154" Pl SE during the Elliott Bridge replacement project during the summer of 2005. Finally, J would like to note that I believe there should be a Public Hearing whenever there are projects in communities that involve such significant costs to homeowners. There may also be impacts on the resale value of these homes, as many new buyers may not want to risk purchasing a home with a septic system knowing it may involve substantial costs for tuwre hook up fees. I know we are only a law people that live bRck here in this Briar Ridge community, but we all bought our homes here for the way this neighborhood made us feel and the qualities that it has. tt has been very hard to see the very contrasting, encroaching rfevelopment slam itse~ against this small piece of paradise. The new sewers will originate at the existing manhole in 154th Pl SE approximately 1000 feet north of the intersection of 154th Pl SE and SE Jones Rd. The 18" portion of the new sewer will extend approximately 86 feet north in 154th Pl SE. At this point the sewer will separate into two separate lines. One 12" line will extend to the west up the slope into the cul-de-sac in l 52"d Pl SE and then proceed west as a 15" pipe in SE 145th Pl and connect to the existing dry sewers in SE 154th Pl. The second line will continue north as a 15" line in 154th PI SE approx. 633 feet. It will then head east, as a 12" line, up the slope approx. 295 feet to 156th Ave SE. The line will then change back to a 15" line and head north in I 56'h Ave SE approx. 658 feet to the intersection of 156"' Ave SE and SE 144th St, thence east in SE 144th St approx. 1,318 feet, thence north in 160th Ave SE approx. 667 feet to the end of the project. The site is located in Sec 14 & 23 Twp 23 R 5. The purpose of the project is to extend the existing sewer interceptor to points where it can begin to serve the East Renton Plateau. Of the 4,842 linear feet of sewer to be installed, approximately 3,947 linear feet will be constructed within improved rights-of-way that are adjacent to single family residential neighborhoods. The remaining 895 linear feet will be constructed in easements on private property of which 610 linear feet will be in steep slope areas. The portions of the sewer to be installed in the steep slope area on the western slope (approx. 315 linear feet) will utilize jack- and-bore and above ground construction to avoid open cutting of the slopes. This portion of the proposed sewer line will also cross over an existing culvert that is allows a class-4 stream to pass under a driveway to a private residence. The proposed sewer will be approximately 10 feet above this existing culvert. The portion of the sewer line that is to be installed on the eastern steep slope (approx. 295 linear feet) will utilize direction drilling to eliminate the need for open cutting the slope. As part of the project, side sewer stubs will he extended to all adjacent properties. The soils in the area are described as loosely compacted sands and gravels over very compact sands and gravels. The project is estimated to cost $1,900,000. ' AUG Construction Mitigation CENTRAL PLATEAU INTERCEPTOR SECTION 2 • Construction Dates • Construction Hours • Haul Routes • Dust Control • Traffic control • Erosion Control Construction is proposed to start November, 2006 and be completed in November, 2007. Standard construction hours will be from 7am to 5pm, Monday through Friday. The trench less-type constructions (i.e. directional drilling, jack and bore and surface installation) may require that once started, they be continuous until completed which may necessitate extended hours for some days. Haul routes will utilize the streets in the proposed project area to access SR169. Dust control will be handled by utilizing a water truck and street sweeper. Traffic control will utilize standard traffic control measures in accordance with the MUTCD and traffic flaggers and will keep one lane of traffic open in the immediate construction zone. Emergency access will remain open at all times during construction. To minimize the potential for erosion, those construction areas that are not within existing paved roads will utilize directional drilling, jacking and boring and surface installation to eliminate the need for open trenching. Standard City of Renton erosion control measures will also be utilized during construction including silt fencing and straw bales. The soils in the project areas consist of Course-grained deposits of sand and gravel overlaying fine-grained deposits of sand and gravel. d. The scars of several shallow landslides were observed on stereo-pair, aerial photographs taken as far back as 1936. Most of the landslides occurred on the slopes facing the Cedar River. Only a few were observed on the slopes facing the stream that runs along the west side of 154th Pl SE. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. Construction of the sewer project will not require grading or filling of the site. When backfilling the trench, native material will be used (that which was removed during excavation) if it meets standards. If the native material is not of an appropriate quality, imported backfill from an approved source will be used. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. Minimal erosion could occur to the areas disturbed during construction.
