The original floodwall and levee construction suffered flood damage in November 2006. Project sites are located on the western bank of the river, approximately 1.5 miles upstream from the river's mouth, on the Renton Municipal Airport (Heavy Industry Zone). Repair work will be conducted within the OHWM to reconstruct the levee and stabilize the floodwall with approximately 4,500 tons of Class IV riprap and 300 cubic yards of topsoil. No heavy equipment will be placed in the streambed. This repair project is vested to the NEPA and HPA approval as repair from the 205 Flood Control Project, and has recent permit approval from NOAA Fisheries. During November 2006, the lower Cedar River conveyed higher than normal river stages and flows after the record rainfall events that declared the Puget Sound area under an emergency status. After these record rainfall events and higher river stages, the lower Cedar River constructed levee and floodwalls sustained bank erosion and toe scour that necessitates maintenance of the sideslopes. The attached drawings (sheet 2 and sheet 3) depict the existing and proposed replacement for both the floodwall and levee that does not encroach into the streambank more than was originally designed and constructed back in 2000. As can be seen on Sheet #3, the levee toe will be reinforced with riprap and supplemented with river gravels into the voids. Immediately above the ordinary high water line (OHW), a row of willows is proposed to be planted in order to provide shade for the channel. The existing timber piles will be kept and is the marker for where the original channel slope started it's banked slope. The proposed rehabilitation to prevent future erosion on the bank wi II not expand material beyond the original project limits (location of existing timber piles). Work will begin from the waterward side near the existing timber piles and progress upslope to the existing pavement. Therefore work within the OHW line will be minimized. The project is intending to begin construction on August 13th, following the one to two week advertisement by the Corps of Engineers. The project will be completed before August 31st with most or all in water-work to be completed during the first week to two weeks of the project. The last week, the week of August 27'\ will be used to replace guardrails, roadway, seed and mulch the area. I can provide you a short description / history of this repair project. Remember that this project does NOT include the removal of the mature trees south of S. Boeing Bridge. Only the levee and floodwall rehabilitation that was damaged this year. The original 205 Project was approved with an EIS and Shorelines by the Planning department back in 1998. Based upon conversations with Jennifer Henning recently, she concurred that this project is still covered under that permit (lasts 10 years) and also because it is a maintenance item to repair damages caused from the November 2006 Cedar River floods. We have been operating under the assumption that this project is "exempt" based upon the email from Jennifer (see attached), and have the project currently out for advertisement by the Corps. Boeing management has also been informed of the tentative construction start date of August 16th after the two week advertisement posting is concluded by ACOE. Also the airport aviation group, who leases areas within this project area, has been notified of this construction start date and are in the process of moving their planes to accommodate this project. Larry Fisher has been notified by the City about this project and he concurs that this project does not require an HPA because it is 100% funded. NMFS has been contacted by the Corps for this repair project also via Nicolle Rutherford (Corps Biologist). Fred Getz and Jeff Dillion, Corps' Biologists, have also been processing and communicating thorugh to NMFS the environmental aspects of this project and say that this project will replace in kind what was lost originally as well as fix continual eroding bank sections currently depositing silt and sediments into the River. Willows are expected to be horizontally planted to provided shade for habitat (see attached pdf) and this will replace the areas that have been eroded and currently do not provided 'shade' to the River due to the erosion. From your message left this morning (July 26) concerning the potential requirement of SEPA and how the EIS potentially may not cover SEPA requirements, then I believe this project may not be constructed this year. If also Shoreline Exemption is not a possibility anymore and cannot be processed, then I need to know so I can notify ACOE and all stakeholders who are expecting this project to go through. Attached are also two 'newer' pdf drawings showing the construction. The only modification to these drawings would be the exclusion of the woody debris because it would only provide marginal to no habitat value to this project and may even attract predators. The exclusion of the large woody debris was determined by ACOE biologists. Per your request this morning, I will get you a copy of the EIS that was originally done on this project. This is my only copy, so I will need it back when you are finished and have determined that SEPA is or isn't required. City of Renton Development Services Division 1055 South Grady Way Renton, WA 98057 June 27, 2007 RE: Shoreline Exemption Request for "Cedar River at Renton: Rehabiliation of Flood Control 205 Project (Levee and Floodwall Repair)" To City of Renton Development Services: The City of Renton Surface Water Utility is requesting Shoreline Exemption through the City of Renton Shoreline Master Program and State Shoreline Management Act. This project proposes to rehabilitate areas of the 205 Project damaged from the 2006 November flood which sheared off embankment soils and bases on the levee and floodwall system. The proposed project briefly described above is related to the original 205 Project that was approved in 1998 and built in 1999. The gathered permits were established for a I 0- year time period that included construction of levees, dredging, tree planting, and construction of floodwalls. Damages caused by the recent 2006 November floods on the floodwall and levee necessitates repair of the original project that erected the floodwalls and levees. The Surface Water Utility is requesting an exemption for emergency construction based upon the following eligible list: I. The project is repairing existing structure that was damaged by the November 2006 flood. 2. The project is related to emergency construction necessary to protect property from damage by the elements. The following project narrative, maps. figures, and proposed construction activity explains the extent of the repair project. Project Narrative: The proposed repair project, "Cedar River at Renton: Rehabilitation of Flood Control 205 Project (Levee and Floodwall Repair)", is located within the City of Renton, in King County, Washington. The City of Renton and Army Corp of Engineers (ACOE) jointly constructed the Section 205 Flood Control project in 1999. The 205 Project is located between the mouth of the Cedar River to the Williams Street Bridge or approximately 1.5 miles upstream of the mouth. The original project components included a series of interconnected levee and floodwalls to contain river flows greater than the 100-year flood event. This levee and floodwall system protects the Renton airport to the west and Boeing properties to the east as well as other commercial properties and structures adjacent to the Cedar River. The location of the repairs within the original 205 Project limit is at Cedar River Mile (RM) 0.47 on the left bank (airport side adjacent to the hangers), and at RM 0.60 on the left bank Gust downstream of the south Boeing Bridge). RM 0.47 will be referred to as "Site A" and RM 0.60 will be referred to as "Site B". See Figure 1 for site plan project locations. CONSTRUCTION START AND END DATES: The proposed rehabilitation work needs to begin in-water work on Site A and Site B during July 23rd ( earliest start date) to July 31 ''. These dates are within the "fisheries" friendly construction period where any disturbance will not greatly affect migrating fish in the Cedar River. If work cannot be started before July 31'', then this project will be scheduled to begin during the summer 2008. The project is anticipated to be finished in 7 to 10 working days with 5 in-water working days. OTHER PERMITS: Other permits required for the proposed project include NOAA Fisheries approval with mitigation proposed 'on-site' to compensate for placement of interwoven rock and spawning gravels to fill in voids in the rock. Vegetation shall be proposed as well as potential woody debris along the new bank. The Washington Department of Fish and Wildlife (WDFW) will also be contacted to inquire about any state HPA requirements. NEPA shall be gathered by the Army Corp of Engineers (ACOE) due to the project being funded by federal funds. EXISTING AND PROPOSED LANDUSE: The current use of the site is primarily as a levee and floodwall. No proposed landuse changes are proposed with this project. This project is primarily to remedy damaged property from the November 2006 storm. SPECIAL SITE FEATURES: The project site includes levees with vegetation on the slope, floodwalls of varying heights, and the Cedar River occupying areas where the levee and floodwall base used to occupy before the high Cedar River flows occurred in November 2006. No steep slopes or wetlands exist on-site excluding the Cedar River in stream area. SOIL TYPES AND FEATURES: Soils in the project area consist of Oridia-Seattle-Woodinville association types with somewhat poorly drained with nearly level soils in major stream valleys. Gravels exist on the stream bank bottom with fill and side slopes occupying more organic and sandy material. Drainage onsite in the airport all drains directly into the Cedar River as well as on the Boeing site via a closed system of catch basins and pipes. < • ESTIMATED CONSTRUCTION COSTS: The estimated construction cost to construct the project is approximately $435,000.00, which includes costs for engineering and design by ACOE. The estimated fair market value of the project is negligible with all post-construction values of the property remaining the same. One can even argue that if left to deteriorate with future high river flows of the lower Cedar River, than the future value of the surrounding properties would be greatly diminished if flooding were to occur and left to deteriorate. The benefit to the immediate commercial properties (18 properties) is approximately $14,000,000.00 as assessed by the ACOE in their benefit to cost analysis. ESTIMATED QUANTITIES: Class IV riprap of approximately 4,500 tons and 300 cubic yards of topsoil are estimated to be placed to stabilize the levee and floodwall. NUMBER, TYPE, AND SIZE OF TREES TO BE REMOVED: No trees are expected to be removed in the project vicinity area. Mostly blackberries and some bush plantings will be removed in order to place rock and potential woody debris at the base of the levee prism. DISTANCE FROM ORDINARY HIGH WATER MARK (OHWM) OF THE SHORELINE: Work will be constructed immediately within the OHWM to construct the levee and stabilize the floodwall. No equipment is anticipated to be placed on the Cedar River streambed, but will be placed along the sideslope of the levee. EXISTING SHORELINE: The existing shoreline conditions along the project site include sections of eroded soil sloughing into the river, some blackberries on the bank slope, some previously planted 205 brush along the levee slope/bench, and grass on the slope.
