The project will result in both permanent and temporary impacts to critical areas from this work. The purpose of this plan is to present a restoration plan for temporary construction impacts to wetlands, stream buffers and wetland buffers that meet City of Renton CAR standards, as well as a voluntary buffer enhancement pion of targeted areas to compensate for minimal permanent stream buffer impacts and necessary tree removal activities. 1.2 UNAVOIDABLE IMPACTS TO WETLANDS Construction of maintenance access roods and new structures will result in direct impacts to three wetlands as shown in Table 1; wetland 2.9L (380 SF), wetland 2.82R (1570 SF), and wetland A (649 SF), resulting in 2599 SF of wetland impacts. Construction of maintenance access roads and new structures will result in temporary impacts to four wetlands; wetland 2.9L (7217 SF), wetland 2.82R (2244SF), wetland A (154 SF), and wetland B (450 SF) resulting in 10065 SF of wetland impacts. 1.3 UNAVOIDABLE IMPACTS TO WETLAND BUFFERS Construction of maintenance access roads and new structures will result in permanent impacts to five wetland buffers; wetland 2.9L (12127 SF), wetland 2.82R (3563 SF), wetland A (4348 SF), and wetland C (3343 SF) resulting in 25607 SF of wetlond buffer impacts. Construction of maintenance access roads and new structures will result in "paper take" wetland buffer impacts to five wetlands that will result in a reduced buffer width; wetland 2.9L (11714 SF), wetland 2.82R (6955 SF), wetland A (7156 SF), wetland B (2414 SF), and wetland C (2825 SF) resulting in 31064 SF of "paper take" impacts. 1.3 UNAVOIDABLE IMPACTS TO STREAM BUFFERS Construction of maintenance access roads and new structures will result in permanent impacts to two stream buffers as shown in Table 2; stream 2 (2401 SF), and Thunder Hills Creek (429 SF), resulting a total of 669 SF of permanent stream buffer impacts. Construction of maintenance access roads, removal of old structures and installation of new structures will result in temporary stream buffer impacts to three streams; stream 1 (2318 SF), stream 2 (6744 SF), and Thunder Hills Creek (2588 SF), resulting in 34942 SF of temporary stream buffer impacts. 1.4 MITIGATION APPROACH PERMANENT WETLAND IMPACTS Mitigation for permanent wetland impacts to 2,599 SF Category Ill wetland will be accomplished by WSDOT at the Springbrook Creek Wetland and Habitat Mitigation Bank (SCWHMB) under the terms of the rnitigation bankin<J instrument. TEMPOl<ARY WETLAND IMPACTS Mitigation for temporary wetland impacts to 10065 SF of Category Ill wetland will be accomplished with in-place wetland restoration at a 1:1 ratio, totaling 10065 SF as shown in Table 1. PERMANENT WETLAND BUFFER IMPACTS Mitigation for permanent wetland buffer impacts to 2,5607 SF Category Ill wetland will be accomplished by WSDOT at \he Springbrook Creek Wetland and Habitat Mitigation Bank (SCWHMB) under the terms of the mitigation banking instrument. PAPER TAKE WETLAND BUFFER IMPACTS Mitigation for "paper take" impacts to 31064 SF of wetland buffer will be accomplished with in-place wetland enhancement at a 1: 1 ratio, totaling 31064 SF. PERMANENT STREAM BUFFER IMPACTS Mitigation for permanent stream buffer impacts to 669 SF of stream buffer will be accomplished with supplemental/voluntary stream buffer mitigation. SUPPLEMENTAL/VOLUNTARY BUFFER MITIGATION Supplemental mitigation for project impacts to wetland and stream buffers will be accomplished with buffer enhancement. This will include buffer enhancement to wetland A (9,222 SF), stream 1 ( 4937 SF), stream 2 (2544 SF), stream 3 (8038 SF), and Thunder Hills Creek (2032 SF) totaling 17551 SF of voluntary buffer enhancement. The mitigation goals are as follows: 1. Replace lost functions from temporary wetland impacts to 10065 SF of Category Ill wetland by wetland restoration. Wetland restoration will consist of removing invasive weeds and installing native shrubs and habitat features (e.g. standing snags and down logs). 2. Improve functions from paper take impacts to 31064 SF of wetland buffer by in-place wetland enhancement. Road construction impacts to 17,813 SF of wetland buffer by enhancing 221,321 SF of wetland buffer. Wetland enhancement will consist of removing invasive weed species and installing native shrubs and habitat features (e.g. standing snags and down logs). 3. Replace lost functions from 669 SF of permanent stream buffer impacts and 34,942 SF of temporary stream buffer impacts by stream buffer restoration. Restoration will consist of removing invasive weed species and installing na\ve shrubs and habititat features ( e.g. standing snags and down logs). 4. Improve functions with 9,222 SF of additional wetland buffer and 17,551 SF of stream buffer enhancement. Enhancement will occur by removing invasive weed species and installing native shrubs and habitat features ( e.g. standing snags and down logs). Note: No large trees are proposed due to PSE height limitations under transmission lines. 3.0 PERFORMANCE STANDARDS* When evaluated against monitoring data, performance standards are used to determine the relative success of the mitigation project. Failure to meet these general minimum standards throughout the monitoring period will result in implementation of contingency measures. PLANT SURVIVORSHIP Plants ore considered "dead" when more than 50% of th,• plant is decadent, with the exception of cottonwood, willow and red osier dogwood, which will be considered live if any part of the plant is living. SPECIES DIVERSITY The following minimum standards apply to species diversily of plants, including both planted and volunteer species, within the various strata: • Small trees = 2 species • shrubs = 4 species • ground covers = 2 species CONTROL OF NOXIOUS AND INVASIVES 1. Noxious weeds (identified on state noxious weeds lists) including giant and Japanese knotweeds (Polygonum sachalinense, P. cuspidatum) must be entirely and properly eliminated, and disposed of, from the site prior to 1nstallat1on of native material, and throughout the monitoring period. 2. Reed canarygrass (Phalaris arundinaceae), Scot's broom (Cytisus scoparius), and Himalayan and evergreen blackberries (Rubus discolor, R. laciniatus), must be eliminated prior to planting and thereafter strictly controlled and may not exceed 10% total cover per species (i.e., up to 10% cover of each species may be allowed) throughout the monitoring period. (Note: exception for reed canarygrass in areas with surrounding dense stands of reed canarygrass. In such cases, the objective is to out-compete with woody species by the end of the monitoring period.) 4.0 MONITORING PLAN* Monitoring on restoration areas shall continue for a period of five years according to the schedule in Table 3. An as-built drawing showing randomly-selected areas within each restoration area planted according ta the "Typical Mitigation Planting Layout" (shown in the plans) will be prepared within one month of completion of planting. Thereafter monitoring will commence on the next quarter according to the schedule below. Monitoring will consist of a direct plant count within these areas. Ove~view _photos will be taken from the same vantage points each year to document overall appearance of the m1t1gat1on area before, during, and after construction, as well as of each of the sample plots. Photo points and sample plots shall be marked with stakes to facilitate relocation from one monitoring event to the next. No monitoring will be conducted within the voluntary buffer enhancement areas. Specifically, the monitoring protocol will consist of the following: • Evaluate plant cover and cover from undesirable species within the typical planting areas; • Evaluate survivorship through a direct plant count within typical planting areas; • Visually assess and record wildlife use. It shall be the respons1b1l1ty of the contractor to verify that pion specifications have been met. 7.0 CONTINGENCY PLAN* In order. to pr?vide_ for the contingency that r,e_rformance standards may not be met during the five-year monitoring period, it may be nec~ssar~ to pr1v1de supplemental plantings. Plant attrition can be remedied by evaluating the cause, and replanting with the same or a more appropriate and approved species.
