For questions regarding Site Clearing, please contact Richelle Rose, Site Development Specialist at 206-296-6608, Please provide the following by June 25, 2008: Ten (10) sets of revised drawings and documents addressing the comments above. SIGNIFICANT TREE RETENTION and SOIL AMENDMENT PLAN BOND INFORMATION (Planting & Existing Trees) This Significant Tree Retention and Soil Amendment performance and maintenance bond (for replanting and existing significant trees and for compliance with the Soil Amendment Plan) is to ensure that the work is performed as approved and that the significant tree replacements are planted and survive. It is also to ensure that the significant trees to be retained are in a healthy state and replaced as approved by the approved significant tree retention plan or DOES approved ( documented) revisions to that plan. The planting portion of the bond is for a period of three (3) years monitoring from the date of tree planting installation acceptance in writing by DOES or until the approved Significant Tree Retention Plan has been successfully complied with (this is normally when the street tree bond is released). The portion of the bond for soils amendments can be released at final inspection approval by the LUIS Inspector for plat recording if the work has been accomplished per the approved plan. This Significant Tree Retention (Planting) portion of the performance and maintenance bond remains in affect for three (3) years with DOES monitoring or at the time of final street tree approval and bond release, whichever comes first. If the Tree Retention Plan is not in compliance at the end of the street tree monitoring period LUIS can forward monitoring responsibility to DOES Site Development Services. DOES Site Development Services will assign an inspection/monitoring tracking number and bill the permittee the hourly rate in effect at that time as established by the King County Council Fee Ordinance. The permittee/developer is responsible to post the Significant Tree Retention and Planting Bond and Soils Amendment Plan with DOES (Financial Guarantee Section) prior to the LUIS pre-construction meeting and prior to starting any site work/disturbance. A private agreement may be necessary between the plat permittee/developer, the future builder and the future landowner to ensure continued access for DOES inspections to the lots for the three (3) years monitoring or until the approved Significant Tree Plan has been complied with. This may require legal documentation as requested by DOES and is the sole responsibility of the plat permittee/developer to secure this agreement. A copy of this agreement shall be submitted to DOES Site Development Services and the LUIS Inspector; The future builder/landowner on the referenced lots that include significant trees ( existing or planted) shall not remove or damage these trees in any way without prior approval ( a permit may be required) from DOES-Site Development Services. It shall be the responsibility of the bond holder to request bond release from DOES. If at the end of the three (3) year monitoring period ( or as extended) the Significant Tree Retention Plan has not been complied with the bond may be forfeit to King County. It is the responsibility of the bond holder to perform monitoring and maintenance of the plantings as stated on the DOES Significant Tree Retention Plan or as legally assigned to others as stated above, or until the 3 year final monitoring inspection has been completed by DOES. Status reports on planting success shall be submitted to DOES Site Development . Services a minimum of once per year. If at the end of the three year monitoring period the reports have not been submitted or the work not performed per the approved plan the bond may be forfeit as stated above. Submittal of this bond by the permittee/designee and acceptance by ODES constitutes acceptance of the above stated conditions. DIRECTIONS ON SIGNIFICANT TREE RETENTION for PLATS CAO * (Do not add the following paragraph on the plans as it is informational only) The property for this plat application is located within the Significant Tree Retention area and requires .compliance with the CAO Clearing and Grading (KCC 16.82.156: previously known as S0-220). S0-220 is in effect in the Urban Zoned (R-zone) areas of unincorporated King County with the zoning designating how many significant trees must be retained (10 or 20.trees per acre ... see attachment). The CAO became effective on January I, 2005, and changed the requirements for significant tree retention from the previous KCC 21A.38.230. There are also credits for lowering the number of trees to be saved and is detailed in 16.82.156.C.3). The priority of Significant Tree Retention is to: (I) save significant trees if at all possible (this does not mean the largest trees as the medium sized trees survive windstorms better) (2) save non- significant trees or a combination of both significant and non-significant (non significant trees are calculated on the same level as replanting 2 -3" caliper trees) (3) removal of all trees and replant (this requires an analysis and justification). Replanting takes more trees, room, monitoring and bonding so if significant trees (or non-significant trees) can be sav.ed it is more economical to do so. If your proposal has less than the (zoning designated) required number of significant trees to be retained (IO or 20 trees per acre), your calculations to retain trees will be based on the number of native trees existing on the site. Note that if clearing was performed illegally in the past your proposal may be required to bring 1he tree retention to current code standards. Note: Significant Tree is defined in KCC 21 A.06 and essentially is: I. · A Conifer tree ( example is Douglas fir) having a diameter of 8" round at 4.5 feet above the ground level at the root collar as measured by a diameter tape. 2. A Deciduous tree (example is a Maple or Red Alder) having a diameter of 12" round at 4.5 feet above ground level at the root collar as measured by a diameter tape. You need to read and understand 16.82.156 before making decisions or completing the Detailed Significant Tree Retention Plan (KCC 16.82.156.B). It is recommended you have an ISA certified arborist, landscape planner or Forester knowledgeable with tree health and evaluation complete the Significant Tree Retention Plan. In a search engine type in address: http://www.metrokc.gov/mkcc/ 2. Click on "County Code"; 3. Click on "Title 16"; 4. Scroll down to 16.82.156 (Significant Tree Retention) Note: KCC 16.82.156 is for tree retention only and does not involve the saving of ground vegetation such as bushes. With the approved tree protection measures (see below for details) the surrounding vegetation can be removed and the soils graded per the DDES approved plans. However, no disturbance within the drip line of the tree to be retained is allowed. If grading and/or replanting a Soils Management Plan as described in KCC 16.82.100 is required (see attachment). Also, on plats with recreation space a Soils Management Plan must be submitted along with the Significant Tree Retention Plan. Be advised tree's are not to be retained and/or planted over retention/detention facilities such as underground vaults. Significant trees are not to be planted in the Retention/Detention Tract such as a Detention Pond. Your detailed site plan for Significant Trees shall show all the trees on the site with the trees to be removed marked out with an 'X'. The trees to be saved should be designated as "retain". If there is replanting approximate locations of all trees to be planted shall be shown (refer to KCC 16.82.156 for number of trees and size to be replanted), providing the spacing dimensions between planted trees (recommended a minimum of 15' on center spacing). During review, DDES will evaluate if the grading proposed would allow the saving of trees or if utilities, grading or structures such as rockeries are in conflict (you must show approximate utility lines and easements in light type on the plan). Ifreplanting is proposed the tree 1 caliper shall confonn to l 6.82.156.E.2 and the replanting areas shall have the soil moisture holding capacity restored to that of the original undisturbed soil native to the site (for details on soils amendments refer to KCC 16.82.100.G. l. Your plan must include calculations that show how compliance with 16.82.156 is being met: (l) acreage of plat (2) number of total significant trees on site (3) number of significant trees required to be retained (10 or 20 trees per acre depending on the type of development) (4) number of trees to be retained including the 'credits' calculations and description (5) number of trees to be replanted with species (common and botanical names), caliper size, spacing and general location of plantings. Include a general vicinity map on the plan so the site can be located quickly. · --------------------------------------------------------------------------------------------------------------------------------- * (Add the following notes on the plan:) Tire following notes shall be added to the face of the Significant Tree Retention Plan and not on a separate sheet. ****Remember to fill in the blanks on lot numbers with existing and planted significant tree's and also the DDES reference numbers: SIGNIFICANT TREE RETENTION NOTES: KCC 16.82.156 (S0-220} • Pursuant to KCC l 6.82.156 an approved Significant Tree Retention Plan is required for the property as described on file with King County Department of Development and Environmental Services (DOES) Records Center, on sheet of the approved engineering plans Number and Activity Number . Lots within this plat c;mtain trees that must be retained per said approved Tree Retention Plan. Any proposed clearing, grading or construction activities that will (or may) impact a significant tree within said lots must be reviewed and approved by King County DOES Land Use Services Division and/or successor, for compliance with said Tree Retention Plan. The current landowner and future landowners shall maintain and protect said trees and secure pennits as required to perfonn any maintenance and/or related activity such as hazard tree remediation. o The pennit applicant shall detennine that the final tree retention plan does not include significant trees unable to survive more than ten years after the date of project completion. · o Significant Tree Protection: l. Prior to any clearing all trees to be retained shall be flagged. 2. Prior to grading and throughout construction, a temporary chainlink, wire or plastic net fence shall be used to identify the protected area (drip line) of any significant tree designated for retention. The height of such fencing shall be adjusted according to the topographic and vegetative conditions of the site to provide clear visual delineation of the protected area. The size of the protected area around the tree shall be equal to one foot diameter for each inch of tree trunk diameter measured four feet above the ground or at the drip line of the tree. • At no time during and after construction shall the following be pennitted within the significant tree protection area: (a) impervious surfaces, fill, excavation, or storage of construction materials (b) grade level changes, except.in limited circumstances where proposed improvements using penneable materials are detennined by an arborist to be non-detrimental to the trees root system. o Significant Tree Maintenance: (a) All significant trees shall be maintained for the life of the project including monitoring. (b) All significant trees shall be pruned and trimmed as necessary to maintain a healthy growing condition or to prevent primary limb failure. This requirement shall not be interpreted to allow: (l) topping of primary stems (2) pruning that results in the loss of 20 percent of vegetative mass (3) cutting of major roots, except in preparation for transplantation or as deemed necessary and/or acceptable by a certified arborist (4) With the exception of dead, diseased or damaged trees specifically retained to provide wildlife habitat; other dead, diseased, damaged or stolen planting shall be replaced immediately or the next planting season if the loss does not occur in a planting season. 2 • The Significant Trees to be retained as shown on the approved Significant Tree Retention Plan shall be maintained by the future owners of the proposed lots, consistent with KCC 16.82.156. Note: All tree's lo be removed, pruned, or limbed from public right of ways requires a right of way use permit from tire appropriate public agency and needs lo be secured and submitted lo KC DDES prior to any clearing in these areas. Ifvour plan requires replanting oftrees add the following notes and information: PLANTING SPECIFICATIONS: PART I -PLANTING SPECIFICATIONS General Conditions • Landscape contractor/Developer shall verify that plant installation conditions are suitable within the planting areas. Any unsatisfactory conditions shall be corrected prior to start of work. When conditions detrimental to plant growth are encountered, such as rubble fill, adverse drainage conditions, significant vegetation, or obstructions, the landscape contractor/developer shall notify KC DOES prior to planting. Beginning of work constitutes acceptance of conditions as satisfactory. • · Plants installed in undisturbed areas shall be integrated with existing native vegetation, and planted in a random, naturalistic pattern. LOCATE/ST AKENERIFY PLANTING AREAS • Landscape contractor/Developer shall field locate, stake, and verify planting areas and configurations prior to planting. This shall approximate what is shown on the DDES approved Significant Tree Retention plan. All revisions/changes shall be pre-approved by DDES and documented for recording at final plat approval. APPROVE PLANTING LOCATIONS AND SPACING o Planting locations shown on planting plans are approximate, based on anticipated site conditions. Actual planting locations may vary from those shown due to final site conditions and locations of existing vegetation. Nevertheless, any variations from the planting plan will require prior approval by KC DOES. • Significant tree spacing shall be a minimum of fifteen feet (15' for non-street trees or40' on center for street trees) or as stated on the approved planting plan. Spacing shall be adequate to allow significant tree's room to expand through the future years. PART 2 PLANT MATERIAL STANDARDS • Landscape contractor/developer shall examine plant material prior to planting. Any material not meeting the required specifications shall be immediately removed from the site and replaced with like material that meets the required standards. Plant material shall meet the requirements of County, State and Federal laws with respect to plant disease and infestations. Inspection certificates, required by law, shall accompany each and every shipment and shall be submitted to the Landscape contractor/developer upon receipt of plant material. These certificates shall be made available to KC DDES as requested by the inspector. o Plant materials shall be locally grown (Western WA, Western OR, or Western BC), healthy, bushy, in vigorous growing condition, and be guaranteed true to size, name and variety. If replacement of plant material is necessary dueto construction damage or plant failure within three (3) years of installation, the sizes, species and quantities shall be equal to specified plants as indicated on the approved plans. 3 • Plants shall be nursery grown, well-rooted of nonnal growth and habit, and free from disease or infestation. KC ODES reserves the right to require replacement or substitution of any plants deemed unsuitable. • Trees shall have uniform branching, single straight trunks and the central leader intact and undamaged. Balled and burlapped stock shall have been root-pruned at least once within the previous two years, and the plant stock shall have been grown in a container for at least one full growing season. Container stock shall be fully rooted but not root-bound. Plant material with damaged root zones or broken root balls will not be accepted. • Coniferous trees shall be nursery grown, full and bushy, and with unifonn branching and a natural non-sheared fonn. Original central leader must be healthy and undamaged. • Landscape contractor/developer shall submit a list of plant supplier names, addresses, phone numbers and storage/growing location of the material to KC DOES prior to planting. SUBSTITUTIONS • Substitutions of specified plant species, size or condition will be allowed only with prior written approval from KC ODES. PART 3 -PLANT INSTALLATION SOIL PREPARATION/AMENDMENTS • Prior to installation of plantings, all construction debris and any other non-native material shall be removed from the mitigation area. Trees and shrubs shall be pit planted as shown in the approved plan details. A soil moisture retention agent (polymer) shall be included in planting backfill per manufacturer's specification. • In non-graded planting areas, planting pits shall be backfilled with a 50/50 mixture of imported, weed free topsoil and the native soil from the planting pit. In graded areas, plantings shall be installed directly into newly placed topsoil. Imported topsoil shall be a 3-way mix acquired from an approved local supplier. • Soi!Moist, or equivalent, shall be added to the topsoil backfill of all planting pits. The Soi!Moist shall be hydrated before being added to topsoil backfill. Manufacturers recommended application rates and usage shall be followed. o Woody plantings shall be fertilized with a slow release (8 month) high nitrogen, low phosphorus granular fertilizer (21-3-7), with application rates as specified by the manufacturer. Fertilizer shall be applied after planting pit is backfilled, and prior to application of mulch. Fertilizer shall not be applied between November and March. • Outside of wetland areas, a 3 inch layer of mulch (medium Doug Fir bark) shall be placed around the base of each new tree to a 36" diameter for erosion, weed control and moisture retention. • Existing natural or landscaped areas that are damaged during construction shall be restored to their original condition, unless improvements or modifications are specified for those areas. • Landscape contractor/developer shall exercise care to protect from injury to trunk, roots, or branches of any trees or shrubs that are to remain. Any Jiving woody plant that is damaged during construction shall be treated within 24 hours of occurrence. Contractor shall prune· wounded portions of plant immediately after damage occurs. Injured plants shall be thoroughly watered and additional measures shall be taken (as appropriate) to aid in plant survivability. • Grading: The duff layer and native topsoil shall be retained in an undisturbed state to the maximum extend practicable. Any duff layer or topsoil removed during grading shall be stockpiled on-site in a designated, controlled area not adjacent to public resources and critical areas. The material shall be reapplied to other portions of the site where feasible. Areas that have been cleared and graded shall have the soil moisture holding capacity restored to that of the original undisturbed soil native to the site to the maximum extent practicable. The soil in any area that has been compacted or that has had some or all of the duff layer or underlying topsoil removed shall be amended to mitigate for lost moisture-holding capacity. The amendment shall take place between May I and October I. Replaced topsoil shall be a minimum of 8 inches thick, 4 unless the applicant demonstrates that a different thickness will provide conditions equivalent to the soil moisture holding capacity native to the site. Replaced topsoil shall have an organic matter content of between 8 to 13 percent dry weight and a pH suitable for the proposed landscape plants. CLEANUP • Landscape contractor/developer shall be responsible for the removal of construction material and debris on the site following installation of plant materials. All debris must be removed to a legal landfill facility. PART 4 -PLANT WARRANTY AND MONITORING • Landscape contractor/developer's warranty shall include replacement of plants (same size and species shown on the approved plans) that prove either to be mislocated or unsuitable as to plant material standards. Except for loss due to excessively severe climatological conditions (substantiated by IO-year recorded weather charts), installed plant material are required to be guaranteed for three years against defects and unsatisfactory growth. Plants replaced shall be reinitiated under plant guarantee conditions. The monitoring period shall be three (3) years from installation acceptance in writing by the DDES inspector. PART 5 FINAL ACCEPTANCE o Upon completion of planting, the landscape contractor/developer shall provide the DDES Inspector with a set of clearly marked prints designating the actual locations of plantings within the mitigation area. Landscape contractor/developer shall keep a complete set of prints at the job site during construction for the purpose of 'red lining' changes or modifications to the approved plans and shall update said information on a daily basis. • KC DDES shall approve planting locations as depicted on the approved replanting plan. If items are to be corrected a punch list shall be prepared by the DOES Inspector and submitted to the Landscape contractor/developer for completion. After punch list items have been completed, DOES Inspector shall review the project for final acceptance of plan implementation. o AS BUILT SUBMITTAL ON PLATS Note: If revisions and/or changes have been made to the initial ODES approved significant tree retention plan submit an As-Built plan. Ifno changes/revisions have been made an As-Built Plan is not required. Prior to final plat inspection for the Significant Tree Retention Plan permittee shall submit an AS- BUILT Significant Tree Retention Plan to the DOES Inspector showing all plan revisions/changes and verifying that the DOES approved Significant Tree Retention plan (approved at the ODES Engineering Review stage) has been completed per plan requirements. This AS-BUILT plan shall be reviewed and approved by the Site Development Specialist/Forester that it conforms to S0-220 and can be recorded. If approved the plan will be sent back to the DOES Inspector for final plat inspection processing. Mitigation monitoring for Significant Tree shall commence upon acceptance and approval of this AS-BUILT plan and last for 3 years or growing seasons. PART 6 MAINTENANCE AND CONTIGENCY Note: If street tree's to be planted also qualify for significant tree's then the street tree maintenance and monitoring process shall be used. • Maintenance will be performed twice per year to address any conditions that could jeopardize the success of the mitigation area. Established performance standards for the project will be compared to the monitoring results to judge the success of the mitigation 5 project. If there is a significant problem with achieving the performance standards, the bond holder shall work with KC DDES to develop a contingency plan. Contingency plans can include, but are not limited to: regrading, additional plant installation, erosion control, mediations to hydrology, and plant substitutions of type, size, quantity and location. Such contingency plan shall be submitted to the KC DDES Inspector by December 3 I of any year when deficiencies are discovered. Contingency will include many of the items listed below and would be implemented if these performance standards are not met. Maintenance and remedial action on the site will be implemented immediately upon completion of the monitoring event (unless otherwise specifically indicated below). • During year one, two and three replace all dead plant material. • Water all plantings at a rate of I" of water at least every week between June I 5 - September 15 during the first year after installation, and for the first year after any replacement plantings (C & M). • Replace dead plants with the same species or a substitute species that meets the goal and objectives of the enhancement plan, subject to KC DDES approval. • Re-plant area after reason for failure has been identified ( e.g., moisture regime, poor plant stock, disease, shade/sun conditions, wildlife damage, etc). o Remove/control weedy or exotic invasive plants (e.g., Scot's broom, reed canary grass, Himalayan blackberry, purple loosestrife, etc.) by manual or chemical means as approved by KC DDES. Use of herbicides or pesticides within the mitigation area would only be implemented if other measures failed or were considered unlikely to be successful, and would require prior KC DDES approval. Trees and shrubs should be weeded to the dripline and mulched to a depth of 3 inches. All non-native vegetation must be removed and dumped off site at an approved location. • Clean-up trash and other debris. o Selectively prune woody plants to thin and remove dead or diseased portion of trees. PART7-PERF0RMANCEB0ND • To assure the success of the mitigation, a performance bond will be posted with KC DDES by the Developer at the time of plat approval for the cost of implementing the mitigation plan to be monitored for three (3) years. It will be the Developer/ permittee responsibility to request a final inspection at the end of the three (3) year monitoring period and to release the posted bond. The bond quantity calculation form for both existing significant trees and trees to be planted shall be completed and submitted to DDES Site Development Services prior to approval of the Significant Tree Retention Plan (the bond form will be provided by the SDS Forester at the time of the Significant Tree Retention plan review stage). The actual bond will need to be submitted to DDES prior to project acceptance for field inspection by _the Land Use Inspection Unit. PART 8-RECREATION SPACE SOIL MANAGEMENT PLAN: • On Plats with Recreation Space required provide a Soils Amendment Plan as described in KCC I6.82.I20.G.I (see attachment) . • Note: The Significant Tree Retention Plan shall include depiction of tree planting details with wrillen planting installation notes. Note: The following are directions for plan format and not lo be included In the plan notes: SIGNIFICANT TREE RETENTION PLAN These notes along with the planting detail (tree in pit showing depth and extent of mulching/fertilizing/replacement soil with tree planting description), plantings location, size/number/species shall be shown on a single plan. Other information can be shown on additional 6 sheets. Tl1e plan shall be labeled "Significant Tree Retention Plan" or Revised Significant Tree Retention Plan (if a revision request) and have the project number, plan change number ( If one), parcel number, date and name of the project across the top of the sheet in larger lellering. If combined with the Street Tree Plan the label at the top of the sheet shall state: "Significant Tree Retention and Street Tree Plan" or Revised Significant Tree Retention and Street Tree Plan (if a revision request). The Street Tree Plan can only be included with the Significant Tree Retention Plan if the street trees are being counted as significant trees (these street trees must be a native species to Western Washington and be able to grow to the defined diameter as specified above). The following is a list of acceptable street trees that qualify for significant tree replacement: Acer glabrum (Rocky mountain maple) Amelanchier (Serviceberry) Cornus nuttallii (Pacific dogwood) Fraximus latifolia (Oregon ash) Betual papyrifera (Paper birch) Quercus garryana (Oregon post oak) Quercus kelloggii (California black oak) Of those listed above, Oregon ash is most readily available and is used the most for significant tree replacement/street trees. Spacing may be modified to accommodate sight distance requirements for driveways and intersections. • Trees shall be located within the street right-of-way and planted in accordance with Drawing No. 5-009 of the 1993 King County Road standards, unless King County Department of Transportation determines that trees should not be located in the street right-of-way. • If King County determines that the required street trees should not be located within the right- of-way, they shall be located no more than 20 feet from the street right-of-way line. • The trees shall be owned and maintained by the abutting lot owners or the homeowners association or other workable organization unless the county has adopted a maintenance program. Ownership and maintenance shall be noted on the face of the final recorded plat. o The species of trees shall be approved by DDES if located within the right-of-way, and shall not include poplar, cottonwood, soft maples, gum, any fruit bearing trees, or any other tree or shrub whose roots are likely to obstruct sanitary or storm sewers, or that is not compatible with overhead utility lines (see list of acceptable trees above). • The street tree plan shall be reviewed and approved by the DDES project review engineer in coordination with the DDES Forester if combined with the Significant Tree Retention Plan. • The street trees must be installed arid inspected or a performance bond posted prior to recording of the plat. If a performance bond is posted, the street trees must be installed and inspected within one year of recording of the plat. At the time of inspection, if the trees are found to be installed per the approved plan, a maintenance bond must be submitted or the performance bond replaced with a maintenance bond, and held for one year. November 6, 2006 Page2 On September 12, 2006, Sewall Wetland Consulting, Inc., inspected the site for jurisdictional wetlands iµId streams using methodology described in the Washington State Wetlands Identification Manual (WADOE, March 1997). This is the methodology currently recognized by King County and the State of Washington for wetland determinations and delineations. The Washington State Wetlands Identification Manual as well as the 1987 Federal Manual requires the use of the three-parameter approach in identifying and delineating wetlands. A wetland should support a predominance ofhydrophytic vegetation, have hydric soils and display wetland hydrology. To be considered hydrophytic vegetation, over 50% of the dominant species in an area must have an indicator status of facultative (FAC), facultative wetland (FACW), or obligate wetland (OBL), according to the National List of Plant Species That Occur in Wetlands: Northwest (Region 9) (Reed, 1988). A hydric soil is "a soil that is saturated, flooded, or ponded long enough during the growing season to develop anaerobic conditions in the upper part." Anaerobic conditions are indicated in the field by soils with low chromas (2 or less), as determined by using the Munsell Soil Color Charts; iron oxide mottles; hydrogen sulfide odor and other indicators. Generally, wetland hydrology is defined by inundation or saturation to the surface for a consecutive period of 12.5% or greater of the growing season. Areas that contain indicators of wetland hydrology between 5%-12.5% of the growing season may or may not be wetlands depending upon other indicators. Field indicators include visual observation of soil inundation, saturation, oxidized rltizospheres, water marks on trees or other fixed objects, drift lines, etc. Under normal circumstances, indicators of all three parameters will be present in wetland areas. OBSERVATIONS Prior to visiting the site we reviewed several natural resource inventory sources including the King County iMap website with the critical areas overlays, as well as the National Wetlands Inventory Map (NWI), and the King County Soil Survey map for the area of the site. Additionally, Sewall Wetland Consulting conducted studies of the property to the west and south of the site for the Jessie Glen subdivision currently under construction. .. . ·•. ·. . . The site is mapped as Adlerwood gravelly loam, a moderately well drained upland soil. The previous study we conducted for the Jessie Glen subdivision revealed that no wetlands are present on the property to the west or south. The western half of the site consist of an immature deciduous forest dominated by red alder (A/nus rubra) B. Singh/ Job#A6-23 l Sewall Wetland Consulting, Inc. November 6, 2006 Page4 with a mixed understory oflndian plwn (Oemlaria cerasiformis), salmonberry (Rubus spectabilis), vine maple (Acer circinatum), sword fern (Polyshchum munitum), Himalayan blackberry (Rubus discolor) and hazelnut (Cory/us cornuta). Soil pits excavated throughout the western forested area revealed soils with colors ranging from . I OYR 3/3 to I OYR 3/2. During our previous visits to this site no wetland hydrology was observed during the wetter spring months. A small area of buttercup (Ranunculus repens) is located in the western portion of the abandoned pasture. Soil pits excavated within this area were mixed and comprised of lOYR 2/2 loams. Inspections of this site in the spring of2005 during a previous site visit of this property revealed this area, as well as the rest of the site did not contain any wetland hydrology. A ditch, 50' -60' in length is present along the west side of the north property line. A chain link fence is located along this property line separating the ditch from the site. The north edge of the site appears to be an old overgrown roadbed. A catch basin is located along the property I ine in the vicinity of this ditch. A small black plastic pipe leads into a shallow depression on the south side of the old roadbed. The off-site ditch is vegetated with willow (Salix sitchensis) but was not observed to have any water within its limits. No water or hydric soil was observed on the site immediately south of the ditch in the depression and soils in this area did not contain any hydric characteristics. It is assumed this was some sort of drainge feature constructed for the old farm road that passed through this area. The area off-site to the north of the ditch is vegetated with a dense thicket of willow, blackberry and some small cottonwoods (Populus balsamifera). Although we could not access this site we had never observed any obvious wetland area on this off-site property. Therefore, the only feature of note in this area is the dug ditch, which does not appear to be either a wetland or stream. Conclusion It is our conclusion that there are no jurisdictional wetlands or streams or buffers located on the site.
