This property is partially undeveloped and also contains a few existing residential homes. This property is generally surrounded by lower density single-family residential development; however, there are a few similar, higher density projects in various stages of development in the immediate vicinity. The property has a Comprehensive Plan designation of Urban Residential, Medium (Single Family, 4-12 Units per Acre) and a zoning designation of R-6 (Single Family Residential, 6 Units per Acre). The conceptual layout depicts a total of 49 lots with appropriate areas for roads, recreation space and a stormwater detention pond. We understand that the proposed density exceeds the base density, and expect our client will obtain density credits for use in this project The configuration of this project is somewhat unique as we are proposing two separate developed areas that are to be connected via a 30' wide parcel of land, which is proposed to be part of the required park area. Access is proposed from 116th Avenue SE into the northem portion of the development The southem portion of the project will gain access to SE 192nd Street through the approved preliminary plat of Sharmila Rathinam (KCLU L04S0003), and will extend the road to the east to connect with 120th Avenue SE. B-12 Job #A4-366 Dear Ty, This letter describes my findings regarding jurisdictional wetland s, streams and buffers on the proposed "Jessie Glen" subdivision located off 116 th Avenue SW in unincorporated King County, Washington (the "site"). Specifically, the 7.7 acre site is an irregular shaped combination of five (5) parcels (parcels #619840-0080 , #619840-0100, #619840-0120, #619840-0140, and #619840-0320) located between 116 th Avenue SE and 120th Avenue SW in the SW Y. of Section 33 , Township 23 North, Range 5 East of the Willamette Meridian. The site is generall y located within a suburban area surrounded by residential development. A Sewall Wetland Consulting, Inc . December 14, 2004 Page 2 The site includes several existing single family homes with associated landscaping, lawns gravel driveways, and scattered outbuildings. Portions of the site have immature (20- 45yrs old) deciduous forest covering them. No wetlands, streams or associated wetland or stream buffers were found on the site. The proposed project is the construction of a 49 lot subdivision with associated road, and stormwater facilities. METHODS On December 7, 2004, I inspected the site for jurisdictional wetlands and streams using methodology described in the Washington State Wetlands Identification Manual (W ADOE, March 1997). This is the methodology currently recognized by King County and the State of Washington for wetland determinations and delineations. The Washington State Wetlands Identification Manual as well as the 1987 Federal Manual requires the use of the three-parameter approach in identifying and delineating wetlands. A wetland should support a predominance ofhydrophytic vegetation, have hydric soils and display wetland hydrology. To be considered hydrophytic vegetation, over 50% of the dominant species in an area must have an indicator status of facultative (F AC), facultative wetland (F ACW), or obligate wetland (OBL), according to the National List of Plant Species That Occur in Wetlands: Northwest (Region 9) (Reed, 1988). A hydric soil is "a soil that is saturated, flooded, or ponded long enough during the growing season to develop anaerobic conditions in the upper part." Anaerobic conditions are indicated in the field by soils with low chromas (2 or less), as determined by using the Munsell Soil Color Charts; iron oxide mottles; hydrogen sulfide odor and other indicators. Generally, wetland hydrology is defined by inundation or saturation to the surface for a consecutive period of 12.5% or greater of the growing season. Areas that contain indicators of wetland hydrology between 5%-12.5% of the growing season mayor may not be wetlands depending upon other indicators. Field indicators include visual observation of soil inundation, saturation, oxidized rhizospheres, water marks on trees or other fixed objects, drift lines, etc. Under normal circumstances, indicators of all three parameters will be present in wetland areas. OBSERVATIONS Prior to visiting the site a review of existing inventories that included the area of the site was completed. The inventories reviewed included the Soil Survey of King County, Washington, the National Wetlands Inventory Map (NWI), and the King County Wetland Inventory and iMap website. There are no wetlands, streams or hydric soils mapped for the site. Field Observations The Herbrand Co. -Jessie Glenl#A4-366 B-12 Wetland Consulting, Inc. December 14, 2004 Page 3 The portions of the site that are not already developed with single family homes and associated lawn, landscaping and driveways consists primarily of deciduous forest on the east, and on the north, an area of mixed forest and shrubs and small saplings on the north. The eastern forested area is a mix of alder, big leaf maple, scattered hemlock, salmonberry, Indian plum, sword fern and Himalayan blackberry. Soil pits excavated within the site revealed a well drained gravelly soil with a 1"-4" A- horizon of 10YR 3/2 loam over a B-horizon of 10YR 3/4-3/6 gravelly loam. No hydric soil indicators were noted, and excavated test pits on the site that were 6' deep were dry to the bottom. No indication of wetland hydrology is present on the site. The two northern parcels include a forested area on the extreme north, and a shrub area just south of that parcel. The forested area includes a mixed third growth forested area with a mix of Douglas fir, big leaf maple, red alder, sword fern, Indian plum, hazelnut and salmonberry. Soils are dry with high chroma soils colors and hydric soil indicators. The shrub area contains large thickets of Himalayan blackberry as 'well as scattered cherry, alder, and Indian plum. Several small (1 OOsf -400sf) depressions are located within some tire rutted areas where vehicles and debris have been driven and stored. Some scattered patches of buttercup were found in these areas but no evidence of wetland soils or hydrology. Soils were similar to other areas of the site previously described. Off-site Areas I inspected the area of off-site forest to the north of proposed Lot 32 (see "Jessie Glen Conceptual Site Plan -ESM Consulting Engineers, Inc. 11/5/04) for wetlands with the landowner's permission. This area has several large cottonwoods as well as some red- osier dogwood which looked like a potential wetland area. However, soil pits excavated within this area revealed only moist, non-hydric soils not meeting wetland criteria. I also inspected the area to the south of the site injust south of proposed lots 33, 36, & 37-41. This area has a subdivision proposed on it (KCLU L04S0003). Some very small depressions within old fill were noted with wetland flags on this site. Only one, just south of Lot 39 appeared to have any evidence of wetland hydrology or soils. This area is a small (approximately 500sf) area of scrub-shrub wetland. Since this wetland is <2,500sf in size it would not be regulated by the County within the urban area. We have reviewed your submittal and with the following conditions, approve it as submitted: 1. The equipment (structures, benches, picnic table, etc.) shall meet at a minimum, Consumer Product Safety Standards and be appropriately anchored. 2. Street trees shall be reviewed with the engineering plans and are not part of this approval. 3. The landscaping associated with Tract 0, detention tract, is not part of this approval. The landscaping and recreation space improvements (i.e. play structures) must be installed and inspected or a performance bond posted, prior to plat recording. The amount of the performance bond has been established at $60,785. This includes landscaping, equipment, surfacing materials, etc. The bond amount also includes a thirty-percent contingency. An inspection fee is also due prior to recording. This fee covers the cost of an installation inspection and a maintenance inspection. The amount of the inspection deposit will be determined by the Land Use Inspection Section (LUIS). If a performance financial guarantee is posted, the improvements must be installed within two year's from the date of recording. At the time of inspection by the Land Use Inspection Section, if the improvements are fully . installed per the approved plan, the performance financial guarantee may be reduced. In all ponds, tanks, and vaults, a primary overflow (usually a riser pipe within the control structure; see Section 5.3.4.2, p. 5-43) must be provided to bypass the IOO-year, IS-minute developed peak flow over or around the restrictor system. This assumes the facility will be full due to plugged orifices or high inflows; the primary overflow is intended to protect against breaching of a pond embankment (or overflows of the upstream conveyance system, in. the case of a detention tank or vault). The design must provide controllcd discharge directly into the downstream conveyance system or another acceptable discharge point. 2. A secondary inlet to the control structure must be provided in ponds as additional protection against overtopping should the inlet pipe to the control structure become plugged. A grated opening ("jailhousc window") in the control structure manhole functions as a weir (see Figure 5.3.1.8, p. 5-27) when used as a secondary inlet. Note: The maximum circum/erentiallength a/this opening shall not exceed one-half the control structure circumference. The "birdcage" overflow structure as shown in Figure 53.l.e (p. 5-28) may also be used as a secondary inlet. Emergency Overflow Spillway I. In addition to the above overflow requirements, ponds must have an emergency overflow spillway sized to pass the lOO-year, 15-minute developed peak flow in the event of total control structure failure (e.g., blockage oCtbc control structure outlet pipe) or extrcme inflows. Emergency overflow spillways arc intended to control the location of pant! overtopping and direct overflows back into the downstream cunveyance system or other acceptable discharge point. 2. Emergency overflow spillways must be provided for ponds with constructed berms over 2 feet in height, or for ponds located on grades in excess of 5%. As an option for ponds with berms less than 2 feet in height and located at grades less than 5%, emergency overflow may be provided by an emergency overflow structure, such as a Type II manhole fitted with a birdcage as shown in Figure 53. I.e (p. 5-28). The emergency overflow structure must be designed to pass the IOO-year developed peak flow, with a minimum 6 inches of freeboard, directly to the downstream conveyance system or another acceptable discharge point. Where an emergency overflow spillway would discharge to a slope steeper than 15%, consideration should be given to providing an emergency overt1ow structure in addition to the spillway. 3. The emergency overflow spillway shall be armored with riprap in conformance with Table 4.2.2.A. The spillway shall be amlored full width, beginning at a point midway across the berm embankment and extending downstream to where emergency overflows fe-enter the conveyance system (sec Figure 5.3.I.B, p. 5-27). 4. Design of emergency overflow spillways requires the analysis of a broad-crested trapezoidal weir as described in Section 5.3.1.2 (p. 5-30). Either one of the weir sections shown in Figure 5.3 .I.B (p. 5-27) may be used. Access Requirements 1. Maintenance access road(s) shall be provided to the control structure and other drainage structures associated with the pond (e.g., inlet. emergency overflow or bypass structures). Manhole and catch basin lids must be in or at the edge of the access road and at least three feet from a property line. Rims shall be set at the access road grade. 2. An access ramp is required for removal of sediment with a trackhoe and truck. The ramp must extend to the pond bottom if the pond bottom is greater than 1500 square feet (measured without the ramp) and it may end at an elevation 4 feet above the pond bottom, if the pond bottom is less than 1,500 square feet (measured without the ramp), provided the pond side slopes arc 3: I or flatter. Intent: On large, deep ponds, truck access to the pond bottom via an access ramp is necessary so loading can be done in the pond bottom. On small deep ponds, the truck can remain on the ramp for loading. C. Design the pond's overflow and (secondary) emergency overflow per SWDM pages 5-19,5-27,5-28, 5-30 and 5-48. Address the following in these designs: 1) Clarify where the 1 OO-year design flow rate came from. As requested, using the riser curves and the 1 OO-year 15- minute storm with a flow rate of 9.34 cubic feet per second, the overflow riser pipe has been revised on plan sheet 13 to have a 21 inch diameter with 0.67 feet of head. The overflow water surface elevation calculation for the 1 OO-year storm flow rate is shown in the Overflow Calculations in Section 4. 3) Design the size of the vertical bar grate opening for the control structure using a weir equation. Subtract the widths of the bars to get its effective width. The grate's maximum water surface elevation for the 1 ~O-year storm must be less than or equal to that of the overflow riser. As discussed in the meeting on March 16, 2006, the impact of the bars width to the overflow water surface elevation is negligible. The grate's maximum water surface elevation for the 1 OO-year 15-mlnute storm is set equal to that of the overflow riser. 4) Set the overflow elevation of the pond's (secondary) emergency overflow (or birdcage per SWDM page 5-28) at or above the riser's 1 ~O-year design water surface elevation. As shown in the TIR Section 4, Overflow Calculations, the emergency overflow elevation of 502.49 is above the riser elevation of 501.75. D. Modify the bond quantities sheets for any changes. The bond quantities have been modified as requested. Please replace the Site Improvement Bond Quantity Worksheet in Section 9 of the TIR with the attached revised version. 5. In the 'Tract A" detail, specify the all 12"-pipes must have smooth (not corrugated) linings (to provide the 3-fps full-flow velocity required on SWDM pg 4-11). See response to comment #9.A. 13. Please make the following changes to plan sheet 8: A. Provide a plan view (to scale) of CB#29 showing a revised design that it is physically large enough to accommodate both inlet pipes and the steps. A 48"-diameter CB isn't large enough to accommodate the angle between the two inlet pipes. On KCRS DWG NO. 2-005, in Note 5, notice the required knockout sizes and the required spacing between them. Either a larger CB or an increased angle between these pipes is needed. CB#29 has been revised to show a 54"-diameter CB. A plan view of CB#29 has been provided as requested on plan sheet 13. B. For all existing pipes that will connect to CB #31 provide the pipe data (i. e., materials, diameters, invert elevations, slopes). Also, please verify that the pipe show with a 20"-diameter actually has this non-standard diameter. The information has been provided as requested. The pipes shown as 20"-diameter have been verified and revised to show 18"- diameter. 14. Please make the following changes to plan sheet 1 0: A. Correct the labeling of both CB#28 and CB#29 and the sheets referenced for their details. The information has been corrected as requested. B. Install the pond gravity drain pipe, as required by SWDM item 7 on pages 6-75 and 6-100. It is possible to drain the pond with a gravity drain by only lowering the inverts of all pipe inverts at CB#29 and CB#30. The pipe run between CB#29 and CB#31 would need to have roughly a 0.5% slope (see minimum allowable pipe slope requirements on SWDM page 4-11). This gravity drain pipe could be connected directly to proposed CB#29. Its control valve should be located within the pond tract. As discussed in the March 15, 2006 meeting, the gravity drain pipe is not required for this project Mr. Ted Cooper, P.E. April 13, 2006 Page 8 C. We recommend replacing the pond's overflow emergency spillway with a "birdcage" structure that is located immediately downstream of the control structure. It would also have to be as close as possible to the access road. This would have the following benefits: 1) It may eliminate the need to upsize CB#29 just to physically accommodate its inlet pipes. 2) The control valve for the gravity drain pipe could be located inside this structure. 3) It should eliminate the possibility of RIW ponding and erosion from drainage flowing over the emergency overflow. 4) It would be more compatible with future RIW improvements and more aesthetically pleasing. As discussed in the March 15, 2006 meeting, the pond's overflow emergency spillway meets SWDM requirements and will remain. D. Please notice that a CB with a FROP-T (CB#l A) isn't needed (or desirable) upstream of the pond. If you propose to keep it, provide its design details on the plans. See response to comment #11.A 15. Please make the following changes to plan sheet 11 : A In all cross sections, replace the words "GRANULAR SUB BASE" with the words "CRUSHED SURFACING BASE COURSE'~ We don't have specifications for "GRANULAR SUB BASE". It is possible to drain the pond with a gravity drain by only lowering the inverts of all pipe inverts at CB#29 and CB#30. The pipe run between CB#29 and CB#31 would need to have roughly a 0.5% slope (see minimum allowable pipe slope requirements on SWDM page 4-11). This gravity drain pipe could be connected directly to proposed CB#29. Its control valve should be located within the pond tract. C. We recommend replacing the pond's overflow emergency spillway with a "birdcage" structure that is located immediately downstream of the control structure. It would also have to be as close as possible to the access road. This would have the following benefits: 1) It may eliminate the need to upsize CB#29 just to physically accommodate its inlet pipes. 2) The control valve for the gravity drain pipe could be located inside this structure. 3) It should eliminate the possibility of R/W ponding and erosion from drainage flowing over the emergency overflow. 4) It would be more compatible with future R/W improvements and more aesthetically pleasing. Provide illumination plan (per requirements of KCRS 5.05) for 116th Avenue SE 1 GUIDELINES FOR DEVELOPER PROJECTS: CHAN:NELIZA TION PLANS Channelization is the separation or regulation of conflicting traffic movements into definite paths of travel by islands or pavement markings to facilitate the orderly movements of both vehicles and pedestrians. Proper channelization increase capacity, , provides maximum convenience, and instills driver confidence. - A Policy on Geometric Design of Highway and Streets, AASHTO, 2001. Cl:annelization devices include painted or plastic lines, raised pavement markers, and traffic islands. In addition to standard items such as roadwaycenterlines and edge lines, channelization includes crosswalks, stop lines, and turn arrows. In projects involving roadway construction or improvement, channelization should be addressed early in the design process. items such as lane widths, taper lengths, and radii affect the required width of pavement. Determining the channelization requirements early in the process can avoid costly redesign of roadside features such as sidewalks and drainage improvements. For this reason, it is recommended that the channelization review be the first step in the Road and Drainage review process. Channelization Review Process Unlike most development plans, channelization plans are not reviewed by DDES. As authorized under Title 14 of the King County Code, King County DOT is the agency responsible for reviewing and approving all channelization plans. The Traffic Systems Unit reviews and signs channelization plans. As with other plan sets, channelization plans should be submitted to your DDES project manager. DDES then forwards the plans to the King County DOT Traffic Engineering Section for review. The plans are reviewed for compliance with the King County Road Stundards (KCRS) and generally accepted engineering practice. Plan submittals are reviewed by the Traffic Systems unit, and redlines returned to DDES and the applicant. Multiple reviews of plans sets are frequently required and should be anticipated. The quality of the plan submittal and complexity of the project has a major impact on the number of reviews required. Meetings are scheduled as necessary to resolve any issues identified during the review process. Once the plans are approved, the fmal plans are submitted on mylars for signature by King County DOT. A Road Variance approved by the County Road Engineer is required for alI roadway designs that deviate from the KCRS. It is recommended that applicants obtain all related variances prior to submitting channelization plans to avoid delays. See DDES Customer Service BulIetin number 34A for more information on the variance process. Developer Channelization Plan Guidelines Page 1 Standards and Guidelines Standards and guidelines used when reviewing channelization plans, listed in the order of precedence, include: • King County Road Standards (KCRS), including Drawings 4-001 through 4-009 1 • WSDOT Design Manual Chapter 910 • WSDOT Standard Plans Section H • MUTCD Part 3 Items to Include on Plan Sheets Initial plan submittals should be printed on paper. Half size (Il"x 17") drawings are preferred. A scale of 1"= 40' is required for half size drawings and 1"= 20' for full size drawings. Final plans submitted for signature shall be full size drawings printed on Mylar. It is recommended that copies of Hearing Examiner conditions and variances related to channelization be provided along with the first plan submittal. Each plan sheet shall contain a signature block with spaces for signature by the King County DOT Review Engineer and Supervising Engineer. Each plan sheet should also contain the following note: "Contractor shall notifY Traffic Engineering (206-263-6110) at least 3 working days prior to striping to coordinate channelization layout and sign installation. " The appearance of channelization lines on plans should be similar to the actual lines as they appear on the pavement. For example, a double yellow centerline should be shown using two 4" wide (at scale) polylines. Existing channelization should be shown throughout the project using the same line type as proposed channelization but with half- tone line weights (aka screened). Plans should show the entire roadway width with all elements listed below. Where new channelization matches with existing roadway sections, plans should show no less than 100 ft of the roadway beyond the project limits. • Survey centerline with stationing in 100' increments. • AU intersecting roadways and driveways should be shown and labeled. • Beginning and ending stationing of project. • North Arrow and Scale Bar. • DDES Permit Number. • All roadway names along with classifications and posted speed limit. 1 Those drawings are in the proposed KCRS revision, and are numbered 6-001 through 6-009 in the current KCRS. There is little substantive difference between the two drawing sets, The proposed drawings are subject to change in the adopted KCRS revision. Developer Channelization Plan Guidelines Page 2 • Right-of-Way Lines (labeled). • Edge of pavement (labeled). • Curb, gutter and sidewalk. • Curb ramps. • All pavement markings, including striping, arrows, bike symbols, stop lines, and cross walks. The type of pavement marking and beginning/ending stationing should be called out. • Beginning/ending stationing for all tapers. • Callout for removal of existing striping where necessary. • Callout where channelization at project limits matches existing. • The following dimensions should be shown at all matchlines, intersection approaches, and where there are changes in width: Lane widths (both sides of road, include bike lanes). Intersection curb and/or edgeline radii. Radii of reverse curves and other curvilinear striping. Shy distance to roadway features (e.g. islands, vertical curb). • All signs are installed by King County DOT. Signs should be called out "to be installed by others". Sign installation details should not be included on plans. Features that are not relevant to channelization, such as topography lines, drainage, and utilities, should not be shown. Helpful Hints for Channelization Plans Many errors can be eliminated by reviewing KCRS Drawings 4-00 I through 4-009 prior to submitting plans, particularly with respect to the required striping types, pocket lengths, and tapers. It is recommended that applicants use the attached channelization checklist to review plans prior to submittal. An example plan sheet is also attached for reference. The pond gravity drain pipe could not be installed because of the calculated in and out invert elevations of the control structure. The detention pond was designed in KCRTS with a Stage 0 Elevation of 496.25 feet and locations of the three orifices are based on this elevation. This elevation of 496.25 feet is above the pond outlet elevation of 495.25 feet, therefore a gravity drain is not possible. Per SWDM item 7 on page 6-75, "a gravity drain for maintenance shall be provided if grade allows", and as clarified above, the grade that the detention pond was designed at does now allow a gravity drain. 6) For all existing pipes that will connect to CB #32 provide the pipe data (i.e., materials, diameters, invert elevations, slopes). This information has been provided as requested. Add cross sections (extending from the roadway centerline to the western RIW line of 120'h Ave SE) to describe the proposed construction at about STA 201 +80 and about STA 203+80. In all areas where the pavement is to be widened, sawcuts should not be made within the shoulders because shoulders are not typically designed to carry the same traffic loading as traveled lanes. This information has been specified as requested. 20. Please make the following changes to plan sheets 8 & 9; A For simplicity and clarity, please notice that plan sheets 8 and 9 probably could be combined because they duplicate many design details. Plan sheets 8 and 9 require a different scale, and as discussed in the meeting on January 31, 2006, they will not be combined. 8. Add for the proposed abandonment and relocation of the existing driveway near the proposed intersection of Road UN 120th Ave SE Specify that this must be coordinated with the owner of this driveway. Please address the following problems conceming the proposed drainage design downstream of the pond; 1) A drainage collection/conveyance system and its details must be provided for surface flows along the western side of 120'h Ave SE, from the site to SE 192nd Street. As discussed in the meeting on January 31, 2006, the ditch along the west side of 120th Avenue SE will be restored to the original conditions and an existing drainage ditch restoration detail has been provided on plan sheet 16 to describe the approximate layout of the existing ditch shape and structure. 2) Grading contours and/or ditch sections must be provided where this work is proposed. Grading contours are shown on plan sheet 15. An approximate existing ditch section is shown on plan sheet 16. 3) Remove the "Beehive"/ "birdcage" grates from all CB's in the RIW (i.e., CB# 27, CB #30 & CB #31. We have included a dome grate detail that you may want to use for CB #31 because the leaves and other debris I obseNed here are likely to plug a standard grate. The plans have been revised to show and call out a dome grate for CB #27 and CB #30 that will be located in the roadside ditch on the west side of 120th Avenue SE. 4) Add an inlet pipe stub to CB# 27 collect upstream ditch drainage. The inlet pipe has been provided as requested. 5) Notice that the following significant benefits would result from relocating CB#29 to the proposed gutter line at about STA 203+ 13 (LT); a) CB #30 would not be required the pipe run from CB #29 to CB #31 would not exceed our maximum 300'-/ong limit. b) This CB relocation would also reduce the possible ponding and erosion near the southern end of the proposed sidewalk ramp (nearSTA 203+24, Ln. c) Decreased backwater effects on the pond. d) It would be possible to install the pond's gravity drain pipe, as required by SWDM item 7 on page 6-75). Mr, Ted Cooper, P.E. February 14, 2006 Page 12 The suggestion above will certainly have significant benefits to the project; therefore CB #29 has been relocated. The pond gravity drain pipe could not be installed because of the calculated in and out invert elevations of the control structure. The detention pond was designed in KCRTS with a Stage 0 Elevation of 496.25 feet and locations of the three orifices are based on this elevation. This elevation of 496.25 feet is above the pond outlet elevation of 495.25 feet, therefore a gravity drain is not possible. Per SWDM item 7 on page 6-75, "a gravity drain for maintenance shall be provided if grade allows", and as clarified above, the grade that the detention pond was designed at does now allow a gravity drain. 6) For all existing pipes that will connect to CB #32 provide the pipe data (i. e., materials, diameters, invert elevations, slopes). This information has been provided as requested. D. Add cross sections (extending from the roadway centerline to the westem RIW line of 120'h Ave SE) to describe the proposed construction at about STA 201 +80 and about STA 203+80. Per discussions in the meeting on January 31, 2006, the approximate section shown on sheet GR-02 is adequate. 21, Please make the following changes to plan sheet 10: A Use the control structure design in SWDM Fig. 5,3,4,A (page 5-40) Notice the required solid lid (i.e" no birdcage is allowed) and vertical bar grate through its side. The control structure has been revised as requested. B. Notice that the following can be substituted for a rock-lined pond emergency overflow spillway: 1) "Birdcage" overflow structure, per Fig 5.3.1.C on page 5-28, 2) Paved asphalt overflow spillway which can also serve as an access road to the control structure (see page 5-27), We have evaluated the use of both additional options and have determined that the current rock-lined pond emergency overflow spillway is adequate. .' Compliance with all platting provisions of Title 19 of the King County Code. This condition will be met 2. All persons having an ownership interest in the subject property shall sign on the face of the final plat a dedication which includes the language set forth in King County Council Motion No. 5952. This condition will be met 3. The plat shall comply with the base density (and minimum density) requirements of the R-6-S0 zone classification. All lots shall meet the minimum dimensional requirements of the R-6-S0 zone classification or shall be as shown on the face . of the approved preliminary plat, whichever is larger, except that minor revisions to the plat which do not result in substantial changes may be approved at the discretion of the Department of Development and Environmental SeNices. This condition will be met 4. All construction and upgrading of public and private roads shall be done in accordance with the King County Road Standards established and adopted by Ordinance No. 11187, as amended (1993 KCRS). This condition will be met 5. The applicant shall obtain documentation by the King County Fire Protection Engineer certifying compliance with the fire flow standards of Chapter 17.08 of the King County Code. At the time of inspection, if the trees are found to be installed per the approved plan, a maintenance bond must be submitted or the performance bond replaced with a maintenance bond, and held for one year.
