This letter is to inform you that I received the first annual maintenance and monitoring report, dated October 29, 2009, for the stream mitigation project. Upon evaluation, it is unclear if the project is in compliance with the established performance standards within your approved mitigation plan. Each monitoring report should be a stand-alone document. Each monitoring report should include sufficient information (monitoring methodology; vicinity map; site map(s) with locations of the mitigation area, monitoring plots, photopoints, etc.) to allow other biologists to perform the monitoring, and for the City to verify the monitoring. This information will ensure accurate continuation of monitoring in the event of staff turnover in the current applicant's biologist's firm or if the applicant chooses to change consulting firms. In addition to the information currently provided in the report provided, the following information shall be included in a revised report in order to satisfy your monitoring requirement for the first year: 1. Provide site address, vicinity map, and project site map. On the project site map, include a north arrow and the locations of: the mitigation area, transects/monitoring plots, and photo points. 2. Include a table that lists each performance standard and whether that performance standard was achieved, as well as the overall results. 3. Provide information regarding the methodology of how the installed plants were counted. 4. Provide data sheets from monitoring area or each each monitoring transect/plot that includes: plot location and dimensions; species present and percent cover by individual Renton City Hall • 1055 South Grady Way • Renton, Washington 98057 • rentonwa.gov desirable native volunteer species and non-native invasive species; quantities and species of plants originally installed in the plot, installed plants currently present, and percent survival of installed woody plants; and overall percent cover by desirable native woody species (installed plus volunteers), herbaceous species, and non-native invasive species. Data should be presented in tables. 5. The monitoring reports should continue to include general site conditions and observations, and other information included in the current monitoring report (such as the species and numbers of dead/stressed installed woody plants in the entire mitigation area, overall presence and cover by non-native invasive species, etc.). 6. Provide a list of dates and description of maintenance activities. Include information on activities such as weeding, replacing mulch, plants replaced (numbers, species, sizes, mitigation section, etc.), etc. Please submit two copies of the revised report to my attention no later than January 31, 2010. I am sending 7 photos. Numbers 16,24 and 25 are of the area on the west side of our lot and 17,21,22 and 26 are on the east side. Since the initial plantings we have replaced four plants that didn't survive with Oregon Grapes. These plants are doing very well. Two of the Douglas Firs in the western mitigation area have some yellow needles but I think they are still in pretty good shape. All of the plantings in the eastern mitigation area are doing well. During the past year, we added 20 salals and 20 wintergreens and a large Oregon Grape to this side. I am also enclosing photos of the mitigation areas from our fiood in 1 /09. Number 17 is on the west side and number 30 is on the east side. All of the plantings survived. They were only under water for a couple days. Our records show that you did not submit a monitoring report in 2008. These annual reports are crucial tracking the progress of your project, identifying any concerns early, and ensuring that your mitigation project continues to progress toward bond release. The 2009 report is due by October 31, 2009. If you are not sure of how to accomplish this, you have two options: 1) hire a wetland consultant to conduct the monitoring and prepare a report; or 2) complete this yourself. Brandt, Lisa Tuesday, May 13, 2008 4:06 PM 'drosbach@comcast.net' Rosbach Residence Mitigation Project A07BN388 It was nice meeting you on site today and I appreciate you over seeing the relocation of the plants to spread them out and get the trees out-from-under existing trees. As I said the area can be seeded or planted with native groundcovers but either way the area needs to remain unmowed or in a natural state to encourage native volunteers and create wildlife habitat. The only plants which can be weeded out are invasive species like Scott's broom, reed canarygrass, Himalayan blackberry. Below is a list of groundcovers you may want to consider adding into the area to fill it in and reduce herbaceous weeds. Low Oregon Grape -Berberis nervosa Salal Gaultheria shallon Kinnikinnick Arctostaphylos uva-ursi Ferns : lady fern, sword fern, bracken or deer fern. Herbaceous plants (die back in winter) Bleeding heart Dicentra formosa Big-leaf lupin Lupi nus polphyllus Wood-sorrel Oxalis oregana Foamfiower Tiarella trifoliata Piggy-back plant Tolmiea menziesii There are many more herbaceous natives on the KC native plant list but non of the herbacious plants are very substantial for keeping other weedy plants out. Please submit a few pictures of your mitigation area after the transplanting for more appropriate spacing has occurred. Based on the inspection conducted today, I have approved the reduction of your performance bond to a maintenance bond which will be held for the remainder of the monitoring period. Prior to initial monitoring, the financial guarantee must be posted with the Department. If you have not already done so, please contact the Financial Guarantee Management Unit Hotline (206-296-6659) at your earliest convenience. The purpose of this letter is to provide you with information about the monitoring process, a county monitoring staff contact, and to inform you of King County hourly fees associated with the monitoring activity. Permit conditions required that the mitigation area satisfy approved plan performance goals and standards of success by the end of the monitoring period. Monitoring and maintenance will need to be performed on this site throughout the monitoring period to comply with permit conditions. Typically you can expect an installation inspection, follow-up reviews of the monitoring report and site visits if questions arise and a final inspection at the end of the monitoring period. Attached is a copy of the bond monitoring guidelines to further explain the process. Typically, such maintenance includes watering and control of invasive, non-native, brush and weeds. All documents and future monitoring reports should be submitted under the bond number (above) to enable us to monitor the progress of your project and ensure approval of the release of your financial guarantee at or before the end of the performance monitoring period. An activity has been established to track the monitoring activities. Monitoring and maintenance verification inspections will be conducted on an as needed/annual basis by the Department of Development and Environmental Section (DDES) staff to ensure your project is progressing toward satisfying the success criteria. These fees must be paid before the release of the financial guarantee.
