Additionally, tree failure is most likely to occur during periods of heavy rain and high wind. This may coincide with conditions that would cause flooding. Failed trees may require clearing before flood defenses could be put in place around Boeing's 25-01 building resulting in an increase in hazard risk. The eight Leyland cypress that would be removed are proposed to be replaced with eleven, 8-foot tall, Blue Lawson cypress. The land clearing and tree removal will not create or contribute to landslides, accelerated soil creep, settlement and subsidence or hazards associated with strong ground motion and soil liquefaction. The land clearing and tree removal will not create or contribute to flooding, erosion, or increased turbidity, siltation or other form of pollution in a watercourse. [See Decision Criteria for additional comments.] c. Will the land clearing and tree removal be conducted to maintain or provide visual screening and buffering between land uses of differing intensity and consistent with applicable landscaping and setback provisions of the Renton Municipal Code? d. While the subject site is located within an identified Seismic Hazard Area, the proposal does not appear to contribute to hazards associated with strong ground motion and soil liquefaction. The subject site is located within an identified Flood Hazard Area, and is within the area at risk of further flooding because of the structural instability of the Howard Hanson Dam. The removal of the damaged trees within this area would reduce further hazard risk from tree failure, to the subject site and adjacent public right-of-way. It is not anticipated that the removal of the subject trees would contribute to flooding. Approximately 105 feet east of the eastern edge ofthe work area is the Springbrook Creek. All work would be beyond the City's largest buffer requirement of 100-feet. Although, there is a potential for some erosion and runoff to occur during removal and planting of the trees. As such, staff recommends as a condition of approval that the applicant utilize best management practices for erosion control to minimize sediment runoff entering Springbrook Creek. c. Not applicable d. (see discussion under criterion b. above) e. Not applicable f. The trees proposed for removal have been damaged and are at risk of failure; as such, the new trees proposed to replace the damaged trees would be less susceptible to blow-down than the existing trees. g. Not applicable DECISION: The Longacres Tree Removal Routine Vegetation Management Permit is approved subject to the following conditions: 1. The applicant shall be required to utilize best management practices for erosion control to minimize sediment runoff entering Springbrook Creek. 2. During the meeting we discussed tree removal for a single row of red alder (A/nus rubra) and tree protection requirements for a single black cottonwood (Populus trichocarpa) following the repositioning of the flood protection barrier. We also briefly discussed the transplant of 3 cedar trees. The site meeting occurred on Wednesday 7tti October 2009. Transplanting Three cedars (Thuja sp.,) are scheduled to be transplanted on Saturday 1 Qth October 2009. This Is to be completed by Big Trees, Inc. (http.J/www biqtrees11pply com/index pbp,l. Arborea Consultants (AC) contacted Big Trees, Inc., 7'tt1 September 2009 by telephone to confirm the method to. pe used and equipment involved. Information on the methods to be used are summarized by Big Trees, Inc., on the following url: http· 1/www bigtreesupply com/index php?page-Transplanting+%?6+Besc11A&s11h=Iransplanting The 3 trees are to be hand excavated to create a root ball. This is will then be wrapped in burlap material and secured using a rope webbing over the ball and burlap. The r~lvlng holes and position, to be detailed by your firm, are also hand excavated by Big Trees, Inc. The trees are to be moved from the transplant position to the receiving holes by a four tine 8,000 lb material handler. Prior to transplant the trees are to be treated by both an antldesiccant and an antltranspirant (products 'Moisture In' and 'Root Zone'). This is applied to minimize the transplant shock in the trees. The affects of these largely hormone based products should last for a 3 week period. More information can be found at the following url: http·//www bigtrees11pply com/index pbp?page-Helpbll%20Articles&id-172 Flood Protection Barrier Repositioning The repositioning of the flood protection barrier should not affect the trees near to the new alignment provided tree protection measures detailed in AC report 'ARBORICULTURAL REPORT: TREE IMPACT ASSESSMENT BOIENG LONGACRES FLOOD PROTECTION' are followed. These are the same methods discussed in our site meeting on 30th September 2009. See section Vlb. Tree Protection Sepcification and Measures, page 9 through 11. The black cottonwood is indicated within the red circle and the barrier by the green line on the plan AC recommends the positioning of the outer edge of the barrier units or 'water side' to be 5 feet from the face of the trunk (north} of the black cottonwood. The concern is that positioning the barrier closer will require removal of a primary branch leaving a large trunk injury that would lead to decay. SW 16"' Street Red Alder Stability AC reported its concerns and observations for the row of red alder affected by banier installation in-front of building 25-01 during the site visit 30th September 2009 and In the report 'ARBORICULTURJ.\L REPORT: TREE IMPACT ASSESSMENT BOIENG LONGACRES FLOOD PROTECTION'. An extract of the report concerning all similar affected trees is provided below ('Tree Instability and Survivability' page 19) "~ Red alder is known to be sensitive to root damage and root loss. As a result the trenching may have a detrimental affect on the species. Monitoring during and after the project is completed is recommended. "" Affected trees should be monitored therefore not only for changes in condition but any compromise in their stability due to root loss. It is recommended that Boeing use a qualified professional to complete this monitoring. The critical period for monitoring is during October through February and following high wind events. ""It may be necessary to consider the removal and replacement of trees affected. Further details can be provided on request(.)"" AC agrees with the owners decision to remove this row of affected trees. As indicated above crown reduction pruning treatments recommended would reduce the risk but not entirely control this risk of tree failure. Tree failure is most likely to occur during periods of heavy rain and high wind. This may coincide with conditions that would cause flooding. Failed trees may require clearing before flood defenses could be put in place. In addition failure may damage the flood defenses should failure occur. The prescribed pruning detailed in AC report is intended to reduce the risk of tree failure only. Pruning cannot absolutely control the risk of tree failure. The pruning prescribed is arboricultural best practice in this situation where the this form of root severance has occurred and where the owners intention is to retain the trees. Results of Inspection and Tree Protection Specification The following section provides details on the steps required to protect the trees during flood protection installation works. IVa. Tree Removal The first area requiring tre€ removal is within an linear planting of Lawson cypress surrounding and screening the electrical substation on site. The electrical substation situated west of building 25-03. This is shown in figure 4, below. Figure 4: Electrical substation AC noted approximately four trees had partially failed during its 30111 September 2009 site visit. The laryest of the trees is estimated to be 10 inches diameter. The position of these trees are shown in figure 1, within the red circle. Removal of these trees is a priority given their position relative to the electrical substation. AA occupation risk assessment is recommended prior to completing tree removal works. Given the proximity of the trees to the electrical substation a certified tree utility specialist contractor may be required to remove the trees. 2. Removal of a red alder at the central main entrance lnto the car parking area for building 25-01 off SW 16th Street, opposite entrance to building 25-03 and 25-02. The current use of the site is office and engineering support for the Boeing Commercial Airlines. There is no near term development planned at the proposed site. The site is currently fully developed. The vegetation to be removed includes 47 Red Alders approximately 10" -12" in diameter in addition to approximately 80 Leyland Cypress that are 6" in diameter. The proposed vegetation removal area is flat. No work will be conducted in a Native Growth Protection Easement. The area is flat as noted above. There is no landslide potential. Approximately 20 yards of topsoil will be used to backfill the voids created from stump grinding. Any exposed soil will be covered with 2" of mulch and or seed. A boom truck, excavator, chipper and stump grinder may be used to remove the trees. No pesticides or herbicides will be used. It Is recommended that Boeing use a qualified professional to complete this monitoring. The critical period for monitoring is during October through February and following high wind events . .. "It may be necessary to consider the removal and replacement of trees affected. Further details can be provided on request(.)"" AC agrees with the owners decision to remove this row of affected trees. As indicated above crown reduction pruning treatments recommended would reduce the risk but not entirely control this risk of tree failure. Tree failure Is most likely to occur during periods of heavy rain and high wind. This may coincide with conditions that would cause flooding. Failed trees may require clearing before flood defenses could be put in place. In addition failure may damage the flood defenses should failure occur. The prescribed pruning detailed in AC report is intended to reduce the risk of tree failure only. Pruning cannot absolutely control the risk of tree failure. The pruning prescribed is arboricultural best practice in this situation where the this form of root severance has occurred and where the owners intention is to retain the trees. Results of Inspection and Tree Protection Specification The following section provides details on the steps required to protect the trees during flood protection installation works. IVa. Tree Removal 1. The first area requiring tree removal is within an Hnear planting of Lawson cypress surrounding and screening the electrical substation on site. The electrical substation situated west of building 25--03. This is shown in figure 4, below. Figure 4: Electrical substation AC noted approximately four trees had partially falled during Its 30th September 2009 site visit. The largest of the trees Is estimated to be 1 O Inches diameter. The position of these trees are shown In figure 1, within the red circle. Removal of these trees Is a priority given their position relative to the electrical substation. An occupation risk assessment is recommended prior to completing tree removal works. Given the proximity of the trees to the electrical substation a certified tree utility specialist contractor may be required to remove the trees. 2.
