The Wetland Delineation Map is based an a land survey by Tauma Engineers & Land Surveyors, and I includes wetland delineation points marked during field investigations on 12/9/09 and 12/11/091 by John Comis Associates. Inc. (JCA), John G. Comis, PWS, Wetlands Specialist. The wetland ddta are plotted to scale on this drawing and verified by JCA as shown. Also see the Field Note jSketch Map (FNSM) by JCA in Appendix 2 for details of vegetation, drainage patterns, fence~, existing roads and buildings, etc. I 2. Wetlands l are delineated based on the Washington State Wetlands Identification and Delineation Manual, March 1997 (WDOE Pub #96-94), using routine ansite and approximate offsite methods. Where wetlands: are located within the property boundary and/or near new building sites, the delineation of a wetland boundary is based on detailed examination of field indicators for the presence of all 3 wetland criteria: hydrophytic vegetation, hydric soils, and wetland hydrology. Offsite areas lre evaluated within 315 feet using best available data including Wetland Inventory maps, Aerial PllOtos, Soil Surveys, Flood Study, Topography and Drainage maps (see figures included with t~is report for details). 3. The datd points are flagged with colored ribbon marked as follows: • "WETLAND DELINEATION-number" Wink ribbon, tied to vegetation, see circled numbers on map) • ''fEST P,LOT-number" (blue and green ribbons, tied to vegetation, see triangles on map) ! 4. The dat~ points are marked and numbered as follows: • Wetlandi 'A' (#Al to #A43) • 8 test Plots (TPl thru TP8) r.,.,,,.~_'j 5. Wetland 'A is classified as "depressional" by the WDOE hydrogeomorphic classification system. Wetland A is categorized (or rated) Category 3 by this method having a total score for functions at 46 points; +ater quality functions score at 22; hydrologic functions score at 8; and habitat functions score at 16. This rating is based on our field observations of wetland conditions that exist at the ti+e of this study. (See Appendix 3 for details and a copy of the WDOE rating form completed by 'ICA on 12/11/09). I Buffer ~otes: 1. The sta~dard bufler width is required to be 25 feet for this category of wetland in accordance witr the RMC 4.3.050.M.6.a.iii, and 4.3.050.M.6.c.i. Wetland buffers are required to be retained in their natural condition. Category 3 wetland buffers 01 twenty five feet (25') are required to be i fully vegetated with native species. Otherwise buffer widths may be increased to protect lunctio~s and values. [The 25 foot buffer around the onsite portion of Wetland "A" is densely vegetaied with a variety of native olant species that do nat require restoration or enhancement viith a more diverse plant community than already exists in this area.] 2. Buffer boundaries shall be measured horizontally from the flagged wetland delineation points. New buildings shall be set back an additional 15 feet from the buffer boundary lines (RMC 4.3.060.M.6.b) .. 3. Fencing jpursuant to RMC 4.3.050, subsection E4e, and signage pursuant to subsection E4f, shall be constructed along the buffer boundary in the areas nearest to new lot development as shown to limit i disturbances. Lights from buildings or parking areas, or noise-generating activities, shall be direct~d away from the wetland. 4. Buffers and their respective critical areas shall be preserved and maintained as a separate "no disturbance" open space tract within this site. A title notice shall be recorded with the County Auditor I to provide notice in the public record of the presence of critical areas and buffers within this site. 5. No regulated activity including building, clearing, filling or grading is permitted within designated critical area, except as may be approved by the City for such reasons as hazard tree removal or flo,/d control. All regulated activities shall occur only in areas outside the final buffer boundary. I-'~ "" ~~,. -~. -.. .-. . 6. Buffer bbundaries shall be marked by a land surveyor, fences and signs shall be posted along the bouridary at locations indicated on the Site Plan Map (Figure 6). Typical sign and fence details and construction information are provided with the report in Appendix 4. 7. Responsibility for maintaining the onsite wetland and buffer areas shall be in accordance with RMC requirements for native growth protection easements or tracts. The ownership of the wetland and buffer tract shall be held by a homeowners' association, abutting lot owners, the permit applicerit or designee, or other appropriate entity, as approved by the City. 8. Maintenance within the designated Critical Areas may include removal of invasive or noxious weed species designated as noxious by the State of Washington such as Tansy ragwort (Tanacetum VUlgare) or purple loosestrife (Lythrum salicaria). Invasive species include introduced and non~native plahts such as Himalayan blackberry (Rubus discolor or Rubus laciniatus), Scotch broom (Cytisus scoparius), Reed canary grass (Pholaris arundinacea), Japanese knotweed (Polygonum cu1spidatum) or English ivy (Hedera spp.). Removal of invasive and noxious plants must be by h9nd methods such as pulling, cutting or other approved method as may be allowed by the City. ?isposal of plant residue must be done in areas outside the regulated Critical areas and buffers.
