TEMPORARY EROSION AND SEDIMENT CONTROL NOTES FROM CITY OF RENTON P/BIPW DEVELOPMENT SERVICES Clearing Limits • Prior to any site clearing or grading, areas to remain undisturbed during the project shall be delineated with flagging. Keep Ground Covered • Minimize the amount of existing vegetation disturbed for construction. No work will take place within wetlands or wetland buffers. • All disturbed areas shall be covered and/or mulched within 12 hours, if they are to remain unworked for more than 7 days from May 1st to September 30th. During the months of October 1st through April 30th, disturbed areas must be covered or mulched if left unworked within 2 days. • Accepted mulch material includes straw, wood fiber, and cellulose. • Slopes and stockpiles 3H:1V or steeper and more than 10 feet of vertical relief shall be covered if they are unworked for more than 12 hours. • All areas being worked prior to October 1st, and are being seeded, shall be seeded by September 23. Mulching is required over any exposed soils to protect all seeded areas until an adequate growth is established. Perimeter Protection • Perimeter protection to filter sediment for sheetwash shall be located downslope of all disturbed areas and properly installed prior to upslope grading. • Install silt fence and straw waddles around work area, as shown on Sheet 1 and 2, per specifications on Detail 1, Sheet 4. Traffic Area Stabilization • Unsurfaced driveway entrances, access roads, and parking areas used by construction traffic shall be stabilized by placing quarry spalls over geotextile fabric to minimize erosion and prevent tracking mud (see Detail 2, Sheet 4). • A stabilized construction entrance shall be installed as the first step of clearing and grading (see Detail 2, Sheet 4). • Construction entrance shall be set up so that all traffic leaving the job site is required to travel the entire length of the entrance. • Any sediment that is tracked onto pavement shall be removed immediately by sweeping. The sediment collected by sweeping shall be removed or stabilized on-site. • If non-vactor type sweepers are used, the deposition of these sweepers must be removed from sideV-lalks and gutters. The sediment collected by sweeping shall be removed or stabilized on-site. • The pavement shall not be cleaned by washing streets. Sediment Retention & Surface Water Control • • No off-site discharge is anticipated during the project.. lf any runoff occurs during the project, seditneiit traps/stilling basins shall be used to collect, detain, and settle sediment from surface water runoff or water routed away from the excavation. Sediment control BMPs (silt fence and straw waddles) will be installed upslop~"qf.the""€Xisting stream adjacent to the site to prevent any sediment from leaving the site. Sensitive Area Restriction • Project shall be completed during the dry months to reduce potential for erosion and runoff from rain. • No work will take place in any sensitive areas (wetlands or stream). Maintenance Requirements • Routine inspections of the construction site shall be conducted to ensure effectiveness of the measure_s and to determine the need for maintenance or additional measures. , A Certified Erosion and Sediment Control Lead (CESCL# 10220825) will be available throughout the project· Brooke Asbury and will be responsible for ESC review, maintenance and compliance. • ESC will be inspected a minimum of once a week during the wet season and within 24 hours of significant storms (0.5 inches/24 hours, or where run-off is generated) . • The CESCL shall be available, 24 hours, for rapid response to ESC problems and emergencies. • The 24-hour phone number for the CESCL is 206-229-5698, which shall be posted in a clearly visible location on the project site. Final Stabilization Prior to final construction approval, the following conditions must be met • All disturbed areas of the site will be vegetated or otheiwise permanently stabilized; • Structural measures such as silt fence, slope drains, etc. will be removed from the site; • All permanent surface water facilities including catch basins, pipes, etc. will be cleaned; • Any off-site catch basins that required protection will also be cleaned; CONSTRUCTION NOTES Drainage Improvements 1. Construct a north-south oriented interceptor trench drainage system along the east side of the pipeline easement to collect water from upslope (as shown on Sheet 1 and Sheet 2, Detail 1). The interceptor trench drain will tie into an east-west oriented cross trench drain (Detail 2, Sheet 3) to transmit water across the pipeline easement to the head of the landslide repair area a. The interceptor trench drain should consist of a 4-foot-deep, 3-foot-wide trench filled with a 3-foot-thick layer of free-draining rock surrounding a 16-inch diameter perforated pipe. The perforated pipe and drain rock should be wrapped in a geotextile fabric (TC Mirafi 160N or equivalent). A 12-inch-thick layer of quarry spalls should be placed to fill the upper portion of the trench (Detail 1, Sheet 3). b. The total estimated volume of temporary and permanent fill material is approximately 780 cubic yards. The actual excavated volume and fill volume may be somewhat greater than the in-place volume of soil due to aeration of the excavated soils and the compaction of the fill material. Of the total fill volume, we estimate the following approximate volumes for each fill type: 500 cubic yards (600 tons) of riprap, 43 cubic yards (52 tons) of quarry spalls and swale rock, 25 cubic yards (30 tons) of drain rock, and approximately 210 cubic yards (252 tons) of crushed rock for road surfacing. Fill will consist of rip rap, which will be imported from the Cadman High Rock Quarry at 19221 High Rock Road, Monroe, Washington 98272. Quarry spalls and crushed gravel will be imported from Cadman Black Diamond Pit al 26111 SE Green Valley Road, Black Diamond, WA 98010. Excavated soils will be disposed of at the Cadman Black Diamond Pit Project Schedule The project is scheduled to begin in July, 2010. The work will take approximately 4 weeks to complete. Complete One-Call Utility Locates 2 Install Temporary Erosion and Sedimentation Controls (TESC) per plans shown on Sheets 1, 2 and 3. a. Construct a stabilized construction entrance (approximately 12 feet wide) by placing at least 8 inches of quarry spalls over geotextile fabric to prevent tracking mud (see Detail 2, Sheet 4). b. Prepare unsurfaced access roads, and parking areas used by construction traffic by placing quarry spalls or crushed gravel over geotextile fabric to minimize erosion and prevent tracking mud (see Detail 2, Sheet 4). c. Install sill fence and straw waddles around the downslope perimeter of the work area (Detail 1, Sheet4). 3. Mobilize equipment and materials to the site. 4. Delineate clearing limits/areas to remain undisturbed during the project with flagging. Landslide Stabilization 1. Excavate soft, disturbed, low-strength soil from the slide mass area (as shown on the profile on Sheet 3) to a maximum depth of about 8 feet below the ground surface at a maximum of 1H:1V slope. a. Cul steps/benches into the undisturbed, native soils to prepare stable surfaces for rock placement. b. Place excavated soil into haul trucks to be removed from ttie site. 2. Place a 16-inch-diameter perforated HOPE pipe at the bottom of the excavation in the toe of the landslide (oriented north-south) to collect water from the rock buttress. The perforated pipe should tie into a 16-inch tightline HOPE pipe to transmit the water collected in the pertorated pipe out of the landslide repair area (see Sheets 1, 2 and 3). a. The perforated pipe should consist of 16-inch diameter HOPE with fused fittings and should be perforate<l around 180 degrees of the top half of the pipe. The bottom half of the pipe should not be pertorated. b. The tightline pipe should consist of 16-inch diameter HOPE with fused fittings. c. The tightline should be tied into the perforated pipe at the lowest point at the toe of the rock buttress and should slope down to the west at a minimum slope of 1 percent. d. The lightline should be buried in the riprap of the rock buttress and should discharge into a roc~-lined swale constructed downslope of the landslide stabilization area (see Sheets 1, 2 and 3). 3. Place loose riprap (per Washington State Department of Transportation (WSDOT) Standard Specifications (2006) Section 9-13.1, and having a median diameter (D50) of 18 inches or larger, on the excavated slide subgrade. The riprap shall be placed at an inclination of 1.5H:1V or flatter. a. Rock fill should be compacted by tamping in place with the bucket of the excavator. TEMPORARY EROSION AND SEDIMENT CONTROL NOTES FROM CITY OF RENTON P/B/PW DEVELOPMENT SERVICES Clearing Limits • Prior to any site clearing or grading, areas to remain undisturbed during the project shall be delineated with flagging. Perimeter Protection • Perimeter protection to filter sediment for sheetwash shall be located downslope of all disturbed areas and properly instal!ed prior to upslope grading. • If non-vactor type sweepers are used, the deposition of these sweepers must be removed from sidewalks and gutters. The sediment collected by sweeping shall be removed or stabilized on-site. • The pavement shall not be cleaned by washing streets. Sediment Retention & Surface Water Control • No off-site discharge is anticipated during the project. If any runoff occurs during the project,. sedimSnf traps/stilling basins shall be used to collect, detain, and settle sediment from surface water runoff or water routed away from the excavation. • Sediment control BMPs (silt fence and straw waddles) will be installed upslope of the existing stream adjacent to the site to prevent any sediment from leaving the site. Sensitive Area Restriction • Project shall be completed during the dry months to reduce potential for erosion and runoff from rain. • No work will take place in any sensitive areas {wetlands or stream). Maintenance Requirements • Routine inspections of the construction site shall be conducted to ensure effectiveness of the measures and to determine the need for maintenance or additional measures. • A Certified Erosion and Sediment Control Lead (CESCL# 10220625) will be available throughout the project· Brooke Asbury and will be responsible for ESC review, maintenance and compliance. • ESC will be inspected a minimum of once a week during the wet season and within 24 hours of significant storms {0.5 inches/24 hours, or where run-off is generated) . • The CESCL shall be available, 24 hours, for rapid response to ESC problems and emergencies. • The 24-hour phone number for the CESCL is 206-229-5698, which shall be posted in a clearly visible location on the project site. Final Stabilization Prior to final construction approval, the following conditions must be met: 2 • All disturbed areas of the site will be vegetated or otheiwise permanently stabilized; ! • Structural measures such as silt fence, slope drains, etc. will be removed from the site: 9 • All permanent surface water facilities including catch basins, pipes, etc. will be cleaned; CONSTRUCTION NOTES Drainage Improvements 1. Construct a north-south oriented interceptor trench drainage system along the east side of the pipeline easernent to collect water from upslope (as shown on Sheet 1 and Sheet 2, Detail 1). The interceptor trench drain will tie into an ec1st-west oriented cross trench drain (Detail 2, Sheet 3) to transmit water across the pipeline easement to the head of the landslide repair area. a. The interceptor trench drain should consist of a 4-fool-deep, 3-foot-wide trench filled with a 3-foot-thlck layer of free-draining rock surrounding a 16·inch diameter perforated pipe. The perforated pipe and drain rock should be wrapped in a geotextile fabric (TC Mirafi 160N or equivalent). A 12-inch-thick layer of quany spalts should be placed to fill the upper portion of the trench (Detail 1, Sheet 3). b. The cross trench drain (which crosses the pipeline easement) should consist of a 2.5-to 3-foot-deep, 3-foot-wide trench to allow at least 18 inches of separation between the bottom of the trench and Olympie's petroleum pipelines. The cross trench drain should be filled with an approximately 2-foot-thick layer of free-draining rock surrounding a 16-inch diameter perforated pipe (the pipe should slope al a minimum of 1 percent slope down to the west). The perforated pipe and drain rock should be wrapped in a geotextile fabric (TC Mirafi 160N or equivalent). A 12·inch-thick layer of quarry spalls should be placed to fill the upper portion of the trench ( Detail 2, Sheet 3). c. The perforated pipes should consist of 16-inch diameter HOPE with fused fittings and should be perforated around 180 degrees of the top half of the pipe. The bottom half of the pipe should not be perforated. 2. A rock-lined swale should be constructed to drain water from the landslide repair area to a stable area at the bottom of the slope. The rock-lined swale should extend from the toe of the rock buttress and should discharge into a riprap outfall area constructed above the Ordinary High Water Mark (OHWM) of the unnamed stream at the bottom of the slope. a. The rock-lined swale should be excavated to a depth of at least 2 feet deep and 2 feet wide at the base with side slopes cut at a 1 H:1V slope or flatter (see Detail 3, Sheet 3). b. The rip rap outfall should fan out from the swale to a maximum width of 15 feet for a length of 15 feet from the end of the swale and should be keyed in at least 3 feet deep (see Detail 4, Sheet 4). 3. Place an approximately 1-foot-lhick layer of 2-to 8-inch angular rock (shot rock/quarry spalls) within the excavated swales, forming a shallow U-shaped channel, approximately 12 inches deep. Revegetatlon and Restoration 1. Any grass within the pipeline easement or surrounding areas that is denuded during construction sllould be re·seeded with the Grass Seed Mix Specifications (Sheet 4) and any exposed soil should be covered with mulch. 2. Restore site to pre--existing conditions and remove all TESC BMPs, and equipment/materials from the site. The total estimated volume of temporary and permanent fill material is approximately 780 cubic yards. The actual excavated volume and fill volume may be somewhat greater than the in-place volume of soil due to aeration of the excavated soils and the compaction of the fill material. Of the total fill volume, we estimate the following approximate volumes for each fill type: 500 cubic yards (600 tons) of riprap, 43 cubic yards (52 tons) of quarry spalls and swate rock, 25 cubic yards (30 tons) of drain rock, and approximately 210 cubic yards (252 tons) of crushed rock for road surfacing. Fill will consist of rip rap, which will be imported from the Cadman High Rock Quany at 19221 High Rock Road, Monroe, Washington 98272. Quany spalls and crushed gravel will be imported from Cadman Black Diamond Pit at 26111 SE Green Valley Road, Black Diamond, WA 98010. Excavated soils will be disposed of at the Cadman Black Diamond Pit. Project Schedule The project is scheduled to begin in July, 2010. The work will take approximately 4 weeks to complete. I I ! !
