The proposed fence would be set back 5 feet from the front property line and would extend along the east side yard abutting the property line. The proposed fence would also extend south to a point where it would tie into the existing house, thereby enclosing the eastern side yard and septic drain field. A 5-foot strip in front of the fence would be permanently landscaped with trees and grass lawn. The trees would consist of two Pear trees, two Plum trees, and a Japanese maple. Ornamental shrubs including Rhododendron and Camellia would be installed within the front yard setback area, in front of the fence where it extends south to tie into the existing home. The fence would extend approximately 44-feet westerly from the easterly side property line (along SE 148'h Street). Fence materials would include cedar panels and posts, and pre- fabricated fence cedar6-foot x 6-foot fence sections. The top 18-inches composed of a decorative, open-latticework element. The finished face of the fence would be oriented toward SE 148'h Street. Renton Municipal Code (RMC 4-4-040D.l.a) allows a 4-foot high (48") fence in the front yard, and within the front yard setback. In order to exceed the four foot limit, a Special Fence Permit is needed per RMC 4-4-040G. Administrative Special Fence Permit LUAl0-044, SF Page 2 of 3 The subject site is located in an established residential neighborhood, southwest of the Maple Valley Highway (S.R. 169) and the City of Renton's Cedar River Trail. There are no sidewalks in front of the house at this time. Two site visits were conducted by staff during July, 2010. A noise wall separates the neighborhood from S.R. 169, and a slight grade change separates SE 14s'h Street from the subject site. Existing fences on abutting and surrounding properties in the neighborhood do not exceed 4 feet in height. The granting of a Special Fence Permit for the Schueffele property would increase the privacy and security for the adjoining yard space. However a 6-foot high fence would be out of scale with the quality of the residential environment and would create an expanse of tall fencing along 44 feet of the front of the property. If the permit was granted it would establish a precedent that would be detrimental to the existing character of the neighborhood and could contribute to a "walled" appearance the yard area. The fence plus landscaping would not likely be detrimental from a traffic safety perspective. The applicant will be able to achieve enclosure of the yard, and separation from the public street via the installation of a 4-foot high fence as allowed by code. I am a smglc mother and I was able to purchase 1ny first home in June 2009. I have been working on improvements to the property, since that time. \Vithi.n the last year, I have leveled the yard, removed debris, planted grass and some plants on the property. The final major landscaping project to 1x done is to build a fence. The entire yard was ton1 up last spring in order to add onto the septic drain field, due to the previous owners' negligence. I am restricted in where I atn able to place a fcnce--of any height, in my front yard setback, due to the location of the sq,nc drain field. The drain field fills nearly the mtirc yard, up to 5 feet of my property line near the street. I am not able to dig a hole deep enough to adequately bury a post in concrete and erect a fence 15' back from the property line because the drain field pipes are buried fairly shallow. My main goal is to erect a 6 foot fence outside of the sq,tic drain field, cl>at will provide a sense safety and security for my faniily and our minianire pinscher puppy. Additional benefits of having a 6 foot fence versus a -+ foot fence, is privacy. I live along the Cedar River Trail and I am one of only a handful of homes in Renton that is completely exposed to the trail and to the many patrons that utilize it. For these reasons, I am n'qucsting that I be givC'n a special fence pennit to build a 6 foot fCnce within the front yard setback of my property. I would like to share with you, the ways tlrnt this fence would meet the city's requirements for this special approval: • There will be pcnnancnt landscaping along the front of the fence. 111erc will be grass and trees cliat line the front of the fence along the street.
