The NWMotiv Rope Off Contollers will rope off a section of the event (Phase 1 ), closest to the stage. Theywill block off any foot traffic from crossing at that time. The South Row (closest to Sunset Blvd: Cars #1 through #25) will exit one car at a time onto Sunset Blvd, directed by the Directing Contollers. The Directing Contollers will be communicating with the Exit Directing Contoller to escort cars onto Sunset Blvd. Foot traffic in this row will remain roped off until all Cars #1 through #25 have exited the South Phase 1 section. Security will then allow foot traffic to cross and re-enter the South Row at this time. The North Row (Phase 2: Cars #26 through #50) will remain parked with their cars turned off until notified by staff. Directing and Rope Off Controllers will then determine a good time to block foot traffic once again for the North Row Phase 2 area. The NWMotiv Rope OffContollers will then once again rope off the East opening to the North Row (Phase 2). They will block off any foot traffic from crossing at that time. Once ready the North Row will be notified to start their cars. The North Row (Cars #26 through #50) will exit one car at a time onto Sunset Blvd, directed by the Directing Contollers. The event will be held a the Greater Hilands Center -Viet Wah Plaza with event parking available in two areas, on the west and east sides of the Tea Palace Asian Restaurant as highlighted on the site map. The program will include up to 50 food and merchandise booths, childern's corner, import car show (Saturday only), arts and crafts booths, live multi-cultural music and entertainment, new automobile exhibit, and games. The applicant will provide event parking staff for parking areas during event hours. Additionally, the applicant will section off the pedestrian areas where entertainment and booths are located to create a safety seperation between people and vehicle. Anticipated foot traffic is approximately 10,000 visitors for all three days. There will be no permanent changes to the land or changes to existing structures. Tents and staging structures will be assembled the morning of the event, August 13, and dismantled by the day after the conclusion of the event, Monday, August 16. All loading and unloading of equipment will be done within the confines of the parking lot and will not obstruct street traffic. Staff is concerned that a safety conflict could occur with the import car display and the exiting of those cars while the event is still happening, where pedestrians may be near the cars exiting. Recitals The Owners own real property in the City legally described in Exhibit A, attached. The Owners have submitted an application for building permit(s) and/or a Temporary Use Permit to construct model homes on the real property prior to recording of a short plat or final plat. Since changes to the short plat or final plat may be necessary after construction of the model homes rendering the homes illegal, there is some risk in building the model homes. In consideration of the inherent risks associated with the construction of buildings in advance of the recording of the plat, the City requires the owner to execute an indemnification agreement prior to any_ model home construction activities. Agreement The parties agree to the following: 1. The City authorizes the Owners to do the work as described in the Temporary Use Permit application No. once building permits have been obtained. 2. The owners assume the risk that the model home(s) must be removed or reconfigured and therefore release and discharge the City and its representatives from all known and unknown losses, claims, damages or causes of actions which the owners have or may have relating to buildings or structures authorized by the Temporary Use Permit. 3. As a condition of granting Owner permission to construct model homes, Owner agrees to indemnify, defend and hold the City of Renton Harmless from any claims or liens that may be exerted against the property as a result of construction of model homes and use of the unrecorded plat of ______ _ 4. This event represents the Northwest lifestyle and nourishes an elite city dynamics. A diverse experience for individuals and families to shop, eat, drink and mingle. Appreciate creative impressions, artistic highlights of arts & crafts merchandise, live bands, auto display, multi-cultural to hot jam performances. The Event will be held at the Greater Highlands Center, Viet Wah Plaza, Renton (2820 NE Sunset Blvd, Renton WA 98056). Construction Mitigation Description Renton International Festival The Renton International Festival schedule will be held Friday, August 13: 3pm -8pm Saturday, August 14: 12pm -8prn Sunday, August 15: 12pm-8pm No construction will be conducted during this event. Set-up for the event will occur on Friday morning and include erecting tents for the vendor booths as well as the main stage for performers. Tear-down will begin Sunday evening after the conclusion of the event. All vehicles required for set-up and tear-down will be parked in the lot and will not obstruct street traffic. All stage performances will conclude at 7pm on all three nights. Parking for the event will be directed to a private lot on the premises.
