The existing structure is approximately 21,402 square feet. The proposal does not include expansions to the existing structure. The subject property is located on the west side of NE Sunset Blvd/SR 900 just north of NE 10th St. The project site area totals 1.59 acres, and is zoned Commercial Arterial (CA). The proposal includes interior renovations, restriping of 42 existing parking stalls, the addition of 2 ADA accessible parking stalls, landscaping improvements, as well as exterior facade modifications. The fagade modifications include the removal of existing awnings, in -filling of existing window openings with materials to match the remainder of the fa4ade, new doors, new windows, new metal awnings and an entry canopy. No grading is anticipated. Small amounts of fill would be brought into the interior of the structure in order to construct a new slab. All underground utilities are proposed to remain, except for new power to the building and new fire service into the building from an existing water main. PARTTWO: ENVIRONMENTAL REVIEW J In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS -M with a 14 -day Appeal Period. B. Mitigation Measures 1. The applicant shall pay a Traffic Mitigation Fee in the amount of $75.00 for each new net daily trip prior to issuance of a Certificate of Occupancy. The property (King County Assessor's number 722790-0091), with a lot size of 69,260 square feet, is situated within an existing shopping center that includes a fast food restaurant, thrift store, dollar store, fabric store and an Italian restaurant. Zoning designation of the site and adjacent properties is CV. Current use of the site is a bowling alley, which is presently vacant. Proposed use of the site is a retail food market featuring pre-packaged foods. Scope of work includes remodeling of the existing building, including interior demolition of all existing facilities and new tenant improvements.
