DESCRIPTION: The applicant is requesting Environmental 'SEPA' Review in order to make
tenant improvements to the northern portion of the existing building on-site for the Sealed Air Corporation.
Sealed Air manufactures flexible packaging materials for distribution along with the distribution of other
cushioning products, dispensing machines, and allied products. In addition to tenant improvements to the
existing building, the applicant proposes the Installation of a 19,000 gallon hydrocarbon blowing agent tank with
associated piping underground. In addition equipment to be installed includes two 15 -foot diameter resin silos
(approximately 50 feet in height), pumping equipment, air compressors, and a water chiller. Storage levels are
anticipated at approximately 20,000 gallons and would be stored in 15 -gallon containers, 55 -gallon drums, or 275 -
gallon totes. Access is proposed to remain along East Valley Road and 5W 27th Street. The 22.38 -acre site is
zoned Light Industrial (IL) and is within the Employment Area -Valley (EAV) Comprehensive Plan land use
designation. The site is bordered by wetlands associated with Springbrook Creek, a shoreline of the state.
Construction activities would not be located within the shoreline jurisdiction.
THE CITY OF RENTON ENVIRONMENTAL REVIEW COMMITTEE (ERC) HAS DETERMINED THAT THE PROPOSED

Dear Mr. Beach:
This letter is written on behalf of the Environmental Review Committee (ERC) and is to inform
you that they have completed their review of the environmental impacts of the above -
referenced project. The Committee, on March 20, 2012, decided that your project will be issued
a Determination of Non -Significance. Please see the enclosed ERC Report and Decision for more
details.
The City of Renton ERC has determined that it does not have a probable significant adverse
impact on the environment. An Environmental Impact Statement (EIS) its not required under
RCW 43.21C.030(2)(c). This decision was made by the ERC under the authority of Section 4-6-6,
Renton Municipal Code, after review of a completed environmental checklist and other
information, on file with the lead agency. This information is available to the public on request.
Appeals of the environmental determination must be filed in writing on or before.5:00 p.m. on
April 6, 2012. Appeals must be filed in writing together with the required fee with: Hearing

Advisory Notes to Applicant.
The following notes are supplemental information provided in conjunction with the environmental
determination. Because these notes are provided as information only, they are not subject to the appeal
process for environmental determinations.
Planning -
1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday unless
otherwise approved by the Development Services Division.
2. Commercial, multi -family, new single family and other nonresidential construction activities shall be
restricted to the hours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m., Monday through
Friday. Work on Saturdays shall be restricted to the hours between nine o'clock (9:00) a.m. and eight
o'clock (8:00) p.m. No work shall be permitted on Sundays.
Fire Department:
1. Approved fire sprinkler and fire alarm systems are installed throughout the building. These systems are all
required to be maintained and upgraded as needed to accommodate the proposed tenant improvements.
Separate plans and permits are required by the Fire Department. Fully addressable and full detection is
required for the fire alarm system.

2. The original existing fire sprinkler system was installed at a level to just accommodate minimum code
requirements at the time of construction, as it was built as a speculative warehouse building with no
specific tenant in mind. This sprinkler system will require significant improvements in order to store the
proposed Group A plastics and Class 1116 combustible fluids proposed.
Fire Department apparatus access shall be maintained at a minimum of 20 feet wide, including any new
gates. Gates shall meet Fire Department standards including automatic opening devices equipped with a
`Click 2 Enter' device.
4. Separate plans and permits are required by the Fire Department for the installation of the proposed
aboveground isobutene tank and all associated piping. Applicant shall submit a completed Hazardous
Material Inventory Statement along with or prior to any building permits. Use of a City of Renton form or
approved equivalent is required.
S. Annual Fire Code permits required for specific fire code hazards like high -piled combustible stock, above
ground tanks, etc. as applicable.
Engineering Plan Review:
EXISTING CONDITIONS
WATER There are two domestic water meters serving the existing building.
SEWER There is a side sewer serving the existing building.
STORM There is a storm conveyance system in the parking lot.
STREETS There are existing street improvements.
CODE REQUIREMENTS

1. A Reduced Pressure Backflow Assembly (RPBA) will be required to be installed inline of each the domestic
water meters to the building in an above ground insulated "hot box", per City standard.
2. A utility permit will be required for the abandonment of the DDCVA for the fire sprinkler system located at
the northeast corner of the building,

Project. Summary:
The applicant is requesting Environmental 'SEPA' Review in order to make
tenant improvements to the northern portion of the existing building on-site for
the Sealed Air Corporation. Sealed Air manufactures flexible packaging
materials for distribution along with the distribution of other cushioning
products, dispensing machines, and allied products. In addition to tenant
improvements to the existing building, the applicant proposes the installation of
a 19,000 gallon hydrocarbon blowing agent tank with associated piping
underground. In addition equipment to be installed includes two 15 -foot
diameter resin silos (approximately 50 feet in height), pumping equipment, air
compressors, and a water chiller. Storage levels are anticipated at
approximately 20,000 gallons and would be stored in 15 -gallon containers, 55 -
gallon drums, or 275 -gallon totes. Access is proposed to remain along East
Valley Road and SW 27th Street. The 22.38 -acre site is zoned Light Industrial
(IL) and is within the Employment Area -Valley (EAV) Comprehensive Plan land
use designation. The site is bordered by wetlands associated with Springbrook
Creek, a shoreline of the state. Construction activities would not be located
within the shoreline jurisdiction.

STAFF Staff Recommends that the Environmental Review Committee issue a
RECOMMENDATION. Determination of Non -Significance (DNS).
PART ONE: PROJECT DESCRIPTION / BACKGROUND
The applicant is requesting Environmental (SEPA) Review in order to make tenant improvements to the
northern portion of an existing building on the 22.38 acre subject site in order to accommodate the Sealed
Air Corporation.
The existing warehouse structure has been previously used for the distribution of beverages and
promotional displays. Additionally, the site is developed with truck docks, paved parking areas, and
landscaping. Sealed Air Corporation manufactures flexible packaging materials for distribution along with
the distribution of other cushioning products, dispensing machines, and allied products. The applicant is
proposing to demolish several interior offices in order to accommodate a demonstration room, lab,
meeting room, an employee break room, and training room.
Additionally, the applicant is proposing the installation of an 19,000 gallon hydrocarbon blowing agent
tank at grade for storing propane with associated piping underground and associated equipment, including
two 15 -foot diameter silos (which would have a height of approximately 50 feet) to hold plastic beads for
manufacturing, pumping equipment, air compressors, and a water chiller. Storage levels are anticipated at
approximately 20,000 gallons and would be stored in 15 -gallon containers, 55 -gallon drums, or 275 -gallon
totes. Propane storage would rest on the outer edge of the parking area, approximately 54 feet from the
building. The foundation would be 28 - 30 feet from the wetland boundary, but would not extend beyond
the existing paved portion of the parking area or fence, and would provide more than the minimum 25 -
foot wetland buffer. Proposed silo foundations would be approximately 95 feet from the wetland
boundary, on the paved surface between the building and the existing fence. The north wall of the
existing building is approximately 100 feet from the wetland boundary.
Access is proposed to remain along East Valley Rd and SW 27th St. There are 245 existing surface parking
stalls. Of these, 26 parking stalls would be eliminated in order to locate proposed outdoor equipment,
resulting in 219 parking stalls.
The 22.38 -acre site is zoned Light Industrial (IL) and is within the Employment Area -Valley (EAV)
Comprehensive Plan land use designation. The site is bordered by wetlands associated with Springbrook
Creek, a shoreline of the state. Construction activities would not be located within the shoreline
jurisdiction. No trees would be removed for the proposal. Approximately 12 - 15 cubic yards of earth
would be removed for the silo and above -ground tank foundations. The site is not within a floodplain.
Construction is scheduled to take approximately 10 weeks from the date of approval.

environmental regulations.

Based on analysis of probable impacts from the proposal, staff recommends that the Responsible

C. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine
whether the applicant has adequately identified and addressed environmental impacts anticipated to
occur in conjunction with the proposed development. Staff reviewers have identified that the proposal
is likely to have the following probable impacts:
1. Earth
Impacts: The site is flat, and has an approximate slope of 1% with soils that consist of clay loam
and sandy loam. The proposal would result in the excavation of approximately 12 --15 cubic yards
of material for the installation of silos and the propane tank. Some of the material would be
compacted into the excavated area, and the remainder would be replaced by concrete. No impacts
to earth are anticipated.
Mitigation Measures: No mitigation required.
Nexus: Not applicable.
2. Water
a. Wetland, Streams, Lakes
Impacts: A Category 3 wetland is present on the abutting site to the north and northwest. This
wetland requires a 25 -foot buffer. The proposal would not result in any impacts to the existing
wetland. Therefore, the City waived a wetland reconnaissance/delineation. In addition, there is an
unnamed Class 2 stream that flows to Springbrook Creek located approximately 350 feet north of
the northern edge of the building envelope. Class 2 streams require a 100 -foot buffer, and the
proposal does not intrude into this area. As the existing off-site stream would not be impacted, a
stream study was waived.
Mitigation Measures: No mitigation required.

3. Aesthetics
Impacts: The proposal would introduce two steel, 15 -foot diameter, 50 -foot high resin silos on the
site. The silos were designed to be tall and narrow in order to provide better vehicle clearances
than a larger diameter, shorter silo. These new silos would be located approximately 515 feet from
East Valley Road, and would rise 17 feet above the building. Views to the silos would be from the
street, when driving south on East Valley Road; views of the silos would be partially blocked by the
existing building (by about two-thirds) when driving north on East Valley Road. The silos would be
painted light gray or white to match the building.
Mitigation Measures: No further mitigation recommended.

Environmental Determination Appeal Process: Appeals of the environmental determination must be
filed in writing on or before 5:00 PM, April G, 2012.
Renton Municipal Code Section 4-8-110.13 governs appeals to the Hearing Examiner. Appeals must be filed
in writing at the City Clerk's office along with the required fee. Additional information regarding the
appeal process may be obtained from the City Clerk's Office, Renton City Hall - 7th Floor, 1055 S. Grady
Way, Renton WA 98057.
ADVISORY NOTES TO APPLICANT
The following notes are supplemental information provided in conjunction with the administrative
land use action. Because these notes are provided as information only, they are not subject to the
appeal process for the land use actions.
Planning:
1. RMC section 4-4-030.C.2 limits haul hours between 8:30 am to 3:30 pm, Monday through Friday
unless otherwise approved by the Development Services Division.
2. Commercial, multi -family, new single family and other nonresidential construction activities shall
be restricted to the hours between seven o'clock (7:00) a.m. and eight o'clock (8:00) p.m.,
Monday through Friday. Work on Saturdays shall be restricted to the hours between nine o'clock
(9:00) a.m. and eight o'clock (8:00) p.m. No work shall be permitted on Sundays.
Fire Department_:
1. Approved fire sprinkler and fire alarm systems are installed throughout the building. These
systems are all required to be maintained and upgraded as needed to accommodate the
proposed tenant improvements. Separate plans and permits are required by the Fire

Department. Fully addressable and full detection is required for the fire alarm system.
2. The original existing fire sprinkler system was installed at a level to just accommodate minimum
code requirements at the time of construction, as it was built as a speculative warehouse building
with no specific tenant in mind. This sprinkler system will require significant improvements in
order to store the proposed Group A plastics and Class IIIB combustible fluids proposed.
3. Fire Department apparatus access shall be maintained at a minimum of 20 feet wide, including
any new gates. Gates shall meet Fire Department standards including automatic opening devices
equipped with a `Click 2 Enter' device.
4. Separate plans and permits are required by the Fire Department for the installation of the
proposed aboveground isobutene tank and all associated piping. Applicant shall submit a
completed Hazardous Material Inventory Statement along with or prior to any building permits.
Use of a City of Renton form or approved equivalent is required.
5. Annual Fire Code permits required for specific fire code hazards like Nigh -piled combustible stock,
above ground tanks, etc. as applicable.

SUBJECT: Preliminary Comments for Sealed Air Corporation
1. Approved fire sprinkler and fire alarm systems are installed throughout the building.
These systems are all required to be maintained and upgraded as needed to
accommodate the proposed tenant improvements. Separate plans and permits
required by the fire department. f=ully addressable and full detection is required for the
fire alarm system.
The original existing fire sprinkler system was installed at a level to just accommodate
minimum code requirements at the time of construction, as it was built as a speculative
warehouse building with no specific tenant in mind. This sprinkler system will require
significant improvements in order to store the proposed Group A plastics and Class 11113
combustible fluids proposed.
Fire department apparatus access shall be maintained at a minimum of 20-feet-
wide,
0-feetwide, including any new gates. GaW shall meet fire department standards
including automatic opening devices equipped with a Click 2 Enter device. '
3. Separate plans and permits are required by the fire department for the installation of
the proposed aboveground isobutane tank and all associated piping. Applicant shall
submit a completed Hazardous Material Inventory Statement along with or prior to
any building permits. Use of City of Renton form or approved equivilant is required.
4. Annual fire code permits required for specific fire code hazards like high piled
combustible stock, above ground tanks, etc, as applicable.

General: We have completed a preliminary review of the pre -application for the above -
referenced development proposal. The following comments on development and
permittingissues are based on the pre -application submittals made to the city of
Renton by the applicant and the codes in effect on the date of review. The applicant is
cautioned that information contained in this summary may be subject to modification
and/or concurrence by official decision -makers (e.g., Bearing Examiner, Community &
Economic Development Administrator, Public Works Administrator, Planning Director,
Development Services Director, and City Council). Review comments may also need to
be revised based on site planning and other design changes required by City staff or
made by the applicant. The applicant is encouraged to review all applicable sections of
the Renton Municipal Code. The Development Regulations are available for purchase
for $50.00 plus tax, from the Finance Division on the first floor of City gall or online at
www.rentonwa.gov
Project Proposal: The subject property is located northwest intersection of East Valley
Rd and SW 27'h St at 2501 East Valley Rd. The applicant is proposing a tenant
improvement to the northern portion of the existing building on site in order to
accommodate the Sealed Air Corporation. Sealed Air Corporation manufactures flexible
packaging materials for distribution along with the distribution of other cushioning
products, dispensing machines, and allied products. It is unclear, at this time, how much
of the building Sealed Air would be occupied. However, the applicant is proposing to
demolish several offices in order to accommodate a demonstration room, lab, meeting
room, an employee break room, and training room. Additionally, the applicant is
proposing the installation of an 18,000 gallon hydrocarbon blowing agent tank at grade
with associated piping underground and associated equipment, such as, resin silos,
pumping equipment, air compressors, and a water chiller. Storage levels are anticipated
at approximately 20,000 gallons and would be stored in 15 gallon containers, 55 gallon
drums, or 275 gallon totes. Access to site is proposed to remain along East valley Rd and
SE 27th St. The site is bordered by wetlands associated with Springbrook Creek, a
shoreline of the state.

Current Use: A 479,000 square foot structure currently used for warehousing, office
space, and the distribution arm of the Miller Brewing Company. The Miller Brewing
Company would be replaced by Sealed Air Corporation.
Zoning/Density Requirements: The subject site is within the Light Industrial (IL) zoning
classification on the City's Zoning Map and located within the Employment Area Valley
land use designation. The proposed use would be considered fight manufacturing as
defined in RMC4-11-130:
The transformation of materials or substances into new products including
construction and assembling of component parts, and the blending of materials
such as lubricating oils, plastics, resins or liquors. Light manufacturing and.
fabrication is characterized by the use being contained within buildings, and
materials or equipment used in production not being stored outside. Light
manufacturing and fabrication activities do not generate external emissions such
as smoke, odor, noise, vibrations or other nuisances outside the building. This
definition includes but is not limited to manufacture and fabricotion of electronic
components, office products, furniture, glass products, and other manufacturing
and fabrication uses as determined by the reviewing official. This definition
excludes slaughterhouses, manufacture of shellac, varnish or turpentine, paper,
pulp, rubber from crude material, refining and/or manufacturing of petroleum
by-products except as an accessory use of less than fifty thousand (50,000)
gallons.
Light manufacturing is an outright allowed use within the IL zoning classification.
Development Standards: The project would be subject to RMC 4-2-130A, "Development
Standards for Industrial Zoning Designations" effective at the time of complete
application (noted as "IL standards" herein). A copy of these standards is included
herewith. The subject site is currently developed with existing structures along with
associated parking and utility improvements.
Landscaping — Except for critical areas, all portions of the development area not covered
by structures, required parking, access, circulation or service areas, must be landscaped
with native, drought -resistant vegetative cover. The development standards require
that all pervious areas within the property boundaries be landscaped. The minimum on-
site landscape width required along street frontages is 10 feet.
Please refer to landscape regulations (RMC 4-4-070) for further general and specific
landscape requirements (enclosed). A conceptual landscape plan shall be submitted at
the time of Environmental `SEPA- review application.
Critical Areas: The site appears to abut a wetland that is associated with a shoreline of
the state. A wetland report delineating and classifying the wetland is required to be
submitted with the formal land use application. if works is being done within the
wetland or its buffer the applicant would be required to provide a mitigation plan and
would be subject to the Shoreline Master Program.

Environmental Review: Environmental (SEPA) Review is required for all projects not
specifically listed as exempt in WAC 197-11-800. The installation of an 18,000 gallon
hydrocarbon blowing agent tank at grade with associated piping underground is not
listed as being exempt therefore SEPA would be required for the project.
Permit Requirements:
The proposal would require Environmental (SEPA) Review which would be processed
within an estimated time frame of 6-8 weeks. The application fee for SEPA Review
(Environmental Checklist) is $1,000. A 3% technology fee would also be assessed at the
time of land use application. dditionai building and construction permits would also be
required once land use entit ments are obtained. Detailed information regarding the
land use application submittal ' provided in the attached handouts.
Fees: In addition to the applicable building and construction fees, the following
mitigation fees would be required prior to the recording of the plat. Impact fees, which
would replace mitigation fees may be adopted prior to construction. Those fees are to
be determined. The following are current fees:
e A Transportation Mitigation Fee based on $75.00 per each new
average daily trip attributable to the project; and
A handout listing all of the City's Development related fees in attached for your review.

Project Narrative for
Sealed Air Renton Manufacturing Facility
The use of the site will be to manufacture flexible packaging materials for distribution to
other businesses for the protection of their goods during transportation and storage.
The site will also be a distribution center of the Instapak'" foaming chemical cushioning
products, dispensing machines and allied products.
The land use permits applied for will be the Land Use Master Application, SEPA Review,
and Permit to install an Above Ground Tank, an EPA I.D. number for hazardous waste
generation (small quantity generator), High Piled Stock Permit, Racked Storage Permit,
and a permit to construct two storage silos.
The site is zoned "IL" Light industrial, along with adjacent properties.
The current site is a distribution warehouse now used for the distribution of beverages
and promotional displays. The building has truck docks, paved parking areas, and
landscaping.
The site is adjoined by a wetland to the north.
Sealed Air proposes to use the site for light manufacturing and distribution of packaging
materials and allied products.
There will be no new lots created by this proposal.
The site has access to and from East Valley Road, and SW 27th Street.
There will be no off- site improvements needed for this proposal.
Total estimated construction costs and estimated value of the proposal is $2,875,000.
Approximately 12-15 cubic yards of earth will be removed for silo and above ground
tank foundations. Most of this material will be replaced by concrete.
No trees will be removed.
No land will need to be dedicated to the city.
No modifications will be proposed within 100 feet of a creek, or within the wetland
buffer zone. The propane storage will rest on the outer edge of the parking area
approximately 54 feet from the building. The foundation will be 28 — 30 feet from the
wetland boundary, but will not extend beyond the existing paved portion of the parking
area or fence, that is a few feet from the wetland buffer zone of 25 feet. The silo(s)
foundation will be approximately 95 feet from the boundary, on the paved surface
between the building and the existing fence. The north wall of the existing building is
just over 100 feet from the wetland boundary.
The proposal is not located within 200 feet of Springbrook Creek, the nearest named
stream to the proposal.
Sealed Air will manufacture Bubble Wrap® packaging materials used
as protective packaging material. This location will be a site for that process. The
process consists of melting plastic resins and forcing there through a die, subsequently
forming pockets that seal air into the plastic web.
The Sealed Air Cellairem line of protective packaging products will be made here. This
process involves melting plastic resin and blending it with a hydrocarbon gas, and an
inert nucleating agent (talc) that creates a flexible foamed sheet at the forming die. The
Hydrocarbon is typically a VOC and is regulated by the EPA, as well as state, and some
local agencies. 100% of the regulated emissions are recovered from the die head and
directed to an oxidizer that converts the VOC into carbon dioxide and water vapor, by
thermal action, with at least 98% efficiency.
Sealed Air will manufacture the Pak Natural"I line of fully biodegradable loose fill
packaging at this site. The process consists of natural grain that is mixed with water and
an organic binding agent. The mixture is then heated and extruded to form a cylindrical
"puff'. They are typically used to fill voids in boxes, where products to not completely
fill the empty spaces, thus securing the product in place. The product is distributed in
bag form, or may be delivered in bulk to the customer.
The proposal is to occupy the northern 1/3rd of the Renton Logistics Center, AKA the
Valley Distribution Center. The space is approximately 165,000 square feet in size.
Modifications and improvements to the building:
A substantial portion of the existing offices will be demolished, and the remaining space
may be divided further or modified to provide office space, an equipment
demonstration room, a packaging design lab, a meeting room, an employee break
room/ luncheon area, and training room. A demising wall will be constructed at the
location shown on the site plan, and the layout sheet included with this application.
These modifications will be undertaken by the building owner, and the owner's agent,
and will be submitted under a separate permit.
Sealed Air will make other additions, modifications and improvements to support the
processes previously described herein, as follows:
A 19,000 gallon hydrocarbon blowing agent tank for storing flammable liquefied
compressed gas (propane) at the location specified on the layout. This tank will require
appropriate footings or a slab to be installed to support its weight. These footings or
pad may be installed at grade. The tank will be fitted with an excess flow valve to cut
the flow of liquid gas off in case of a break in the feed line. The feed line connects to a
set of high pressure pumps that bring the liquid pressure to approximately 200 psi. The
high pressure liquefied gas will be run in schedule 80 gas piping in an under ground
chase to a location indicated in the layout sheet. At this point a spring loaded shut-off
valve is placed in the line that is held open by a toggle on top of an air cylinder. if the air
supply line looses pressure the cylinder drops and the valve snaps shut. The line is made
of plastic, and can be made to lose pressure by a manual emergency valve, an automatic
trigger, or in case of a fire, the line melts trough, dropping the air pressure, and
triggering the shutting of the valve. From this valve the hydrocarbon enters a series of
air driven amplifier pumps that raise the pressure to 2000 psi. Exiting the amplifier
pumps, the piping is stainless steel high pressure piping rated at 30,000 psi. The piping
is then brought to a metering pump that injects the blowing agent into the plastic melt
at extrusion pressures that do not exceed 3500 psi. This metering is accomplished by
continuous sampling electronic controls. Hydrocarbon VOC collected at the die face and
from the curing room in general will be destroyed by a 5000 scfm regenerative thermal
oxidizer, RTO. It will be installed at the location indicated on the layout sheet. This
process requires a SEPA review, and will likely require a construction air permit.
Two, 15' diameter, 50'tall (or a suitable diameter and height to meet any height
restrictions and meet seismic design) resin silos will be constructed to hold resins
(plastic beads) for manufacturing, and will be located at the point indicated on the
layout sheet.
Two rotary screw air compressors will be installed at the locations indicated on the
layout sheet.
Two water chillers and a pump tank will be installed at the location indicated on the
layout sheet.
Instapak products will be distributed from this location. They are stored in 15 gallon
containers, 55 gallon drums, and 275 gallon totes. Containers meet ICC and Dot
requirements. Instapak "B" is a non hazardous polyol having no flash point. Typical
storage levels are 20,000 gallons of this product spread across the various container
sizes. Instapak component "A" and "B" products can be classified as a Class 1116
combustible liquid as defined in the Codes and Standards Manual of the National Fire
Protection Association (NFPA) and do not present an unreasonable fire hazard. The
NFPA lists Class IIIB materials as those having flash points at or above 200°F.
Instapak" component "A" products have a flashpoint of 3905?F and a flashpoint cannot
be determined for component "B" products due to the water content.
InstapakO chemical products are not typically classified as flammable liquids
and should not pose an unusual fire hazard.
In the unlikely event that a spill of both component "A" and "B" occurred
simultaneously, the spilled material should not pose a fire hazard. The two components
will generate foam where the two products meet; however, the reaction should not
generate enough heat to combust. Instapak customers typically store the two
components together when not in use with the equipment.
The existing gate will be used to restrict street access to equipment installed on the
exterior of the building.
Fencing or other suitable treatment will be constructed to obscure the outdoor
equipment if required.
Construction Mitigation Description
Sealed Air Renton Manufacturing Facility
Sealed Air proposes to begin the construction of the hydrocarbon storage tank, resin
silos, foam processing room, and placing machinery on or before February 15, and
complete construction by April 30`h. The construction will take approximately 10 weeks
time from the date of approval, or the date of equipment delivery, which ever is last.
The construction that takes place outdoors will be conducted during daylight hours from
7:00 a.m. to 5:30 p.m. Monday through Friday.
Equipment will be delivered and any material removed from the site will be hauled via
East Valley Road, which is directly connected to the site, and then taken from there to
the appropriate state, or federal highways as appropriate.
The- construction firms to be employed will keep noise producing activities such as back-
hoe use to daylight hours. The noise generated by construction will be minimal because
the activity will be one or two days of material removal followed by several days of form
setting, and then filling and finishing of concrete. The concrete foundation portion of
the project will be the only significant noise generator. After the concrete is cured
sufficiently, the rest of the work is assembly and piping, that generates little noise.
Transportation will not be impacted. The material to be removed will be hauled
out on one or two trucks built for the purpose, and concrete is delivered in the same
manner. Care will be taken to wet down surfaces during material removal to minimize
dust generation in dry conditions, any excavated material that will not immediately be
hauled away will be covered by tarps to prevent runoff, dusting or muddy conditions.
No special hours are proposed for exterior construction activities.
This proposal will not affect traffic flow as all activity is contained on the site, and
hauling of materials in and out is minimal.
A crane may be employed to erect the 50 foot tall silos, however the project is 3.5 miles
from the nearest airport and a crane operating less than 200 feet above ground level
does not present a hazard to navigation and need not be marked. However if a crane is
employed we will notify the airport manager of the location and operating height of the
crane to be on the safe side.

The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental
agencies to consider the environmental impacts of a proposal before making decisions. An
Environmental Impact Statement (EIS) must be prepared for all proposals with probable
significant adverse impacts on the quality of the environment. The purpose of this checklist is
to provide information to help you and the agency identify impacts from your proposal (and to
reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide
whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of
your proposal are significant, requiring preparation of an EIS. Answer the questions briefly,
with the most precise information known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your knowledge. In
most cases, you should be able to answer the questions from your own observations or project
plans without the need to hire experts. If you really do not know the answer, or if a question
does not apply to your proposal, write "do not know" or "does not apply". Complete answers

11. Give brief, complete description of your proposal, including the proposed uses and the
size of the project and site.
The use of the site will be to manufacture flexible packaging materials for distribution
to other businesses for the protection of their goods during transportation and
storage. The site will also be a distribution center of the InstapakTM foaming chemical
cushioning products, dispensing machines and allied products.
The processes to be located here are as follows:
Air cellular co-extrusion: Sealed Air will manufacture Bubble Wrap® packaging
materials as a protective packaging material. This location will be a site for that
process. The process consists of melting plastic resins and forcing them through a die,
subsequently forming pockets that seal air into the plastic web. A very small amount
of non hazardous vapors that are emitted during plastic processing, namely water
vapor, carbon dioxide, and olefin waxes. The vapors are collected by a fume hood
and exhausted through the roof via a fan.
Polyethylene foam extrusion: This is the Sealed Air Cellaire'" line of protective
packaging products. This process involves melting plastic resin and blending it with a
hydrocarbon gas, and an inert nucleating agent (talc) that creates a flexible foamed
sheet at the forming die. The hydrocarbon is typically a VOC and is regulated by the
EPA, as well as state, and some local agencies. 100% of the regulated emissions are
recovered from the die head and directed to an oxidizer that converts the VOC into
carbon dioxide and water vapor, by thermal action, with at least 98% efficiency.
Biodegradable loose fill packaging "peanuts": Sealed Air manufactures the Pak
NaturalTM line of fully biodegradable loose fill packaging. The process consists of
natural grains that are mixed with water and an organic binding agent. The mixture is
then heated and extruded to form a cylindrical "puff'. They are typically used to fill
voids in boxes, where products to not completely fill the empty spaces, thus securing
the product in place. The finished product is stored in bags or may be blown into a
specially modified box trailer for bulk delivery to the customer. In the plant, the
product is stored in large mesh bins 25 feet square, and 25-30 feet tall.
Modifications and improvements to the building:
A substantial portion of the existing offices will be demolished, and the remaining
space may be divided further or modified to provide office space, an equipment
demonstration room, a packaging design lab, a meeting room, an employee break
room/ luncheon area, and training room. A demising wall will be constructed at the
location shown on the site plan, and the layout sheet included with this application.
These modifications will be undertaken by the building owner, and the owner's agent,
and will be submitted under a separate permit.
Sealed Air will make other additions, modifications and improvements to support the
processes previously described herein, as follows:
A 19,000 gallon hydrocarbon blowing agent tank for storing flammable liquefied
compressed gas (propane) at the location specified on the layout. This tank will
require appropriate footings or a slab to be installed to support its weight. These
footings or pad may be installed at grade. The tank will be fitted with an excess flow
valve to cut the flow of liquid gas off in case of a break in the feed line. The feed line
connects to a set of high pressure pumps that bring the liquid pressure to
approximately 200 psi. The high pressure liquefied gas will be run in schedule 80 gas
piping in an under ground chase to a location indicated in the layout sheet. At this
point a spring loaded shut-off valve is placed in the line that is held open by a toggle

on top of an air cylinder. If the air supply line looses pressure the cylinder drops and
the valve snaps shut. The line is made of plastic, and can be made to lose pressure by
a manual emergency valve, an automatic trigger, or in case of a fire, the line melts
trough, dropping the air pressure, and triggering the shutting of the valve. From this
valve the hydrocarbon enters a series of air driven amplifier pumps that raise the
pressure to 2000 psi. Exiting the amplifier pumps, the piping is stainless steel high
pressure piping rated at 30,000 psi. The piping is then brought to a metering pump
that injects the blowing agent into the plastic melt at extrusion pressures that do not
exceed 3500 psi. This metering is accomplished by continuous sampling electronic
controls. Hydrocarbon VOC collected at the die face and from the curing room in
general will be destroyed by a 5000 scfm regenerative thermal oxidizer, RTO. It will
be installed at the location indicated on the layout sheet. This process requires a
SEPA review, and will likely require a construction air permit.
Two, 15' diameter, 50' tall (or a suitable diameter and height to meet any height
restrictions and meet seismic design) resin silos will be constructed to hold resins
(plastic beads) for manufacturing, and will be located at the point indicated on the
layout sheet.
Two rotary screw air compressors will be installed at the locations indicated on the
layout sheet.
Two water chillers and a pump tank will be installed at the location indicated on the
layout sheet.
Instapak products will be distributed from this location. They are stored in 15 gallon
containers, 55 gallon drums, and 275 gallon totes. Containers meet ICC and Dot
requirements. Instapak "B" is a non hazardous polyol having no flash point. Typical
storage levels are 20,000 gallons of this product spread across the various container
sizes. Instapak" component "A" and "B" products can be classified as a Class IIIB
combustible liquid as defined in the Codes and Standards Manual of the National Fire
Protection Association (NFPA) and do not present an unreasonable fire hazard. The
NFPA lists Class IIIB materials as those having flash points at or above 200°F.
Instapak® component "A" products have a flashpoint of 3902F and a flashpoint cannot
be determined for component "B" products due to the water
content. Instapak® chemical products are not typically classified as flammable liquids
and should not pose an unusual fire hazard.
In the unlikely event that a spill of both component "A" and "B" occurred
simultaneously, the spilled material should not pose a fire hazard. The two
components will generate foam where the two products meet; however, the reaction
should not generate enough heat to combust. Instapakl* customers typically store the
two components together when not in use with the equipment.
The existing gate will be used to restrict street access to equipment installed on the
exterior of the building.
Fencing or other suitable treatment will be constructed to obscure the outdoor
equipment if required.

The proposed location for manufacturing is 2501 East Valley Road, Renton, WA 98055.
It resides in the NW Quarter of Section 30, Township 23N, Range 5E. We will locate in
the northern 1/3 of the existing building.
B. ENVIRONMENTAL ELEMENTS

There will be no change. No additional buildings or paving. The entire site
that Sealed Air controls is paved and fenced, excepting for decorative
landscaping and plantings in parking areas and near building entrances. Sealed
Air has no plan to add, remove or change any landscaping.

2. AIR
a. What types of emissions to the air would result from the proposal (i.e., dust,
automobile, odors, industrial wood smoke) during construction and when the
project is completed? If any, generally describe and give approximate quantities
if known.
The Polyethylene foam process produces regulated emissions of propane.
100% of the regulated emissions are captured at the die face and surrounding
area. These are directed to a thermal oxidizer that decomposes the gasses into
Carbon Dioxide, and water vapor. The oxidizer destroys 98% of the VOC.
The air cellular process involves heating plastic beads to melting temperatures
and forcing the melt through an extrusion die. The process of heating the
plastic and the die results in a small amount of vapor that is composed
primarily of carbon dioxide, water vapor and olefin waxes. These are non
hazardous lightly hazy in nature, produce low odor and are typically vented via
a capture hood and ventilator fan. These emissions are so low that they are
usually deemed to be de-minimis in nature.
b. Are there any off-site sources of emission or odor that may affect your
proposal? If so, generally describe.
No.

any:
A thermal oxidizer, RTO, will be used to destroy at least 98% of the regulated
emissions generated by the polyethylene foam process.
3. WATER
a. Surface Water:

(including year-round and seasonal streams, saltwater, lakes, ponds, wetlands)?

river it flows into.
Yes. Water is found standing in the adjoining wetland area. A class 2, un-
named stream flows east to west at the northern edge of the property on an
adjoining parcel. This stream is approximately 350 feet north of the north
edge of the building envelope. It flows to Springbrook Creek.
2) Will the project require any work over, in, or adjacent to (within 200 feet) the
described waters? If yes, please describe and attach available plans.
Yes. There will be some excavation that will take place on existing paved areas
to place the two resin silos, and a pad on -which the hydrocarbon tank will be
placed.

There will be no material deposited or removed from the wetland area. It is
estimated that 12 — 15 cubic yards of material would be removed during
excavation for silo and tank foundations. Some material would be returned
and compacted into the excavated site, and concrete will replace most of the
excavated material. The contractor will dispose of excavated earth in an
approved area off site.
4) Will the proposal require surface water withdrawals or diversions? Give general

We are proposing to erect two steel 15ft. diameter, 50 ft. tall resin silos on the
site at the location marked on the floor plan. The clearances in the proposed
area are such that a taller, narrow silo will provide better vehicle clearances
than a larger diameter, shorter silo.
b. What views in the immediate vicinity would be altered or obstructed?
The silos will be located approximately 515 feet from East Valley Road, and
will rise 17 feet above the building. They will be viewable from the street
driving south on East Valley road, and will be two thirds obscured by the
building driving north. They should not significantly impact the view of
wetlands to the north.

The silos will be painted white, or a color that closely matches the building
which is light grey in color.

Two Fifty foot wide driveways give access to East Valley Road directly in front
of the building (east). Another fifty foot wide driveway gives access to SW 27th
Street (south), across the back of the property.

Yes, the area is served by the #153 bus to Kent, and the #161 bus to Tukwilla
and East Hill. There are stops at the 2300 block of Lind avenue SW and also at
SW 27th Street serving downtown Seattle. The stops are about 1300 feet and
1600 feet from the building.
C. How many parking spaces would the completed project have? How many would
the project eliminate?
The Sealed Air portion of the project of the site has 245 parking spaces. 26
spaces will be eliminated to locate equipment outdoors, leaving 219 spaces
available.

We feel that the activity level at this site will be reduced from the level of the
previous tenant. We believe there will be no impacts to transportation other
than a reduction in traffic from the former levels.

In investigating other sites in the Seattle area we found that the state EPA allows the
manufacture of polyethylene foam using hydrocarbon blowing agents provided that the
emissions are controlled and within the allowable limits.
Printing of paper/plastic mailers with water based inks is regulated in certain
jurisdictions. In these areas a usage permit and registration is required, but there are
no regulated emissions. The inspector checks to make sure that the inks in inventory
meet the requirements of water based inks and do not contain volatile organic
compounds in excess of the limits established for water based inks.
Other processes employed in this proposal such as bag making and co -extrusion
produces no regulated emissions or no emissions at all and is not regulated,

Hi everyone. I just got off the phone with Rocaie Timmons at the City of Renton. I had tried to contact her on
several occasions over the last 2 weeks, but she was not able to answer my questions regarding the City's
required project scope regarding wetlands. Therefore, she told me that she needed to discuss my determinations
and recommendations for this project with her supervisor. According to Rocale, she was not able to speak with
the Director of her department regarding the wetland requirements until today.
In short, I have discussed the project with the City staff via telephone. I informed them that the project involved
work that was fully contained within the legally -established parking lot areas, and that Sealed Air was not
proposing to expand the footprint of impervious surfaces toward the wetland area. Therefore, I. made the case to
the City that no further evaluation regarding wetlands should be required for this project because none of the
proposals would result in any new footprint or functional impact to the wetland. The City of Renton has agreed
with that determination, and Rocale informed me via telephone today that they will not require Sealed Air
Corporation to provide any further information regarding the wetland on the property. The City agreeing to my
wetland evaluation I determination will obviously result in a financial savings, as I will not have to complete the on-
site work or compile a Wetland Determination Report for the project. At this point, no further work will be required
by me on this project. I will simply send the invoice to Alan via email for time spent to date on this project. Of
course, I will still be available if needed as the project progresses.
Please let me know if you have any other questions that I may assist with. I appreciate the opportunity to provide
brief consultation regarding this project and good luck with the project moving forward!

Is there a separate High Piled Stock permit required?
Is there a permit required for racked storage?
The Architect for the office remodel is concerned about parking spaces being eliminated. We will need about 26
spaces to locate the equipment outdoors that will be required. There will be only 30 to 40 people at the site in a
given day. If we can't came out additional space, what is the chance of getting a variance for the reduction in
parking spacers?
I put together a landscape plan that basically shows the areas where the existing landscaping is. We have no
plans to remove any existing landscaping. There is a propane tank located on a patch of soil with no plants other
than moss growing on it. The tank will be removed and equipment will be located on that spot. Irrigation is
adequate for the existing landscaping. Can I just note these items on the landscaping plan without mapping the
locations and coverage of existing sprinklers?
