The City updates the PRNAP approximately every six years in order to keep abreast'of the current demand and need for recreation facilities and services based upon population, demographics, trends, and participation rates. The Plan address issues such as: service gaps, connectivity, partnerships, community identity, active and passive recreation, recreation facilities and programming, natural areas and habitat. The plan was developed in conjunction with residents, property owners, business owners, as well as, community organizations and institutions. The plan identifies seven goals with recommendations and implementation strategies that will accomplish the goals. The seven goals are: 1. Expand parks and recreational opportunities in new and existing locations with an identified need, in order to fill gaps in service and keep pace with future growth. 2. Create a connected system of parks, corridors, trails and natural areas that provides nearby and accessible opportunities for recreation and non -motorized transportation. 3. Cultivate strong, positive partnerships at the local and regional levels with public, private, and non- profit organizations in order to unite community efforts to develop and sustain the park system. 4. Create a distinct identity that celebrates the natural, historic and diverse character of the community through park and facility design, recreation programming, interpretation and education. 5. Ensure long-term economic and environmental sustainability in system planning, design, operation, maintenance and decision making. 6. Promote healthy and active lifestyles and build community through programs that are inclusive, fun and accessible for a diverse population. 7. Protect, conserve and enhance the area's diverse natural resources for the long-term health of ecosystems. and for the benefit and eniovment of future generations. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. A. Environmental Threshold Recommendation Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials: Issue a DNS with a 14 -day Appeal Period. B. An Environmental Impact Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS.
