Department of Community and Economic Development C.E."Chip"Vincent, Ad ministrator April 22, 2013 Tony Ly & Alyssa Tran 18364 1601h Place SE Renton, WA 98058 SUBJECT: Request for Reconsideration, Tran Special Fence Permit, LUA13-000295, 5F Dear Mr. Ly and Ms. Tran: Thank you for your letter (dated April 3,. 2013 and received via email on April 5, 2023) which requests reconsideration of the Conditions of Approval for the Special Fence Permit issued on March 22, 2013. Request You have proposed to substitute a wood fence with lattice at the top for the previously proposed vinyl fence. The total height of 72 -inches (6 feet) would be the same as previously proposed; however, the wood fence would be set back 12.5 inches from the west property line. In addition, you propose to plant 5.Emerald Green Arborvitae in front of the fence (on the street side of NE 29`h Street) in order to meet the City's condition to plant taller trees and shrubs in this area. As we understand it, you are requesting this -modification to Condition No. 2, which required a setback of three feet (36 -inches), as you have already installed fence brackets and a side yard retaining wall. In addition, we understand that you have revised the fence plan so that there are no longer any elements of the fence, columns, or landscaping that would be over 42 -inches ih height within the clear vision area. Analysis Renton Municipal Code allows for the installation of a 48 -inch (4 -foot) high fence located on .the property line in the side yard along the street_ Because you have requested a 6 -foot (72 -inch) high 'fence, a Special Fence Permit is required_ The 12.5 -inch setback you are proposing will allow for the planting of the proposed Emerald Green Arborvitae, in addition to the proposed roses and Japanese Boxwood, within the side yard along the street, and partially within the right-of-way. As this area will be .maintained by you are property owner, the City will allow for this modification to Condition No. 2. Please note, that the: maximum height of the fence plus the retaining wall (the distance from the top of the fence to the existing grade at the base of the retaining wolf) may not exceed 6 feet (72 -inches). Decision Your request for reconsideration has been approved. Condition No -2. of the Tran Special Fence Permit has been revised as follows: 2. Additionaltallerlandscaping, including narrow trees or taller shrubs (in addition to proposed roses and Japanese Boxwood) is required in front of the proposed wood and lattice fence for the portion of the fence that fronts on NE 29th Street. Please contact Gerald Wasser at 425-430-7382 or wasser@rentonwa for an inspection of the landscaping. Permanent landscaping along the front of the fence with roses and Japanese box shrubs. I have discussed this design with Donna who is working at the Renton Planning Division and she has agreed the design that gives clear vision at point of intersection. 1 hope you're approved my special fence permit in order for us to move forward this project.
