To accommodate the addition, 52 parking stalls would be removed and relocated elsewhere on Boeing property. The site is zoned Urban Center North 2 (UC-N2). However, a development agreement vested the site to IH zoning. The site is approximately 152 acres in size, however the project area is limited to 0.98 acres. The City of Renton and The Boeing Company entered into a development agreement ("2002 agreement") on June 28, 2002, by Resolution No. 3568 which, among other things, established baseline trip counts, redevelopment credit, and vesting of land use regulations under certain circumstances for ongoing Renton Plant operations and potential redevelopment. As such, this project will be reviewed under Heavy Industrial (IH) zoning from 2002. Pursuant to the Renton Municipal Code in effect in 2002, Site Plan Review applied to all development in the zones listed under RMC 4-9-200B.l but did not include the IH zone. Therefore, the subject proposal does not require Site Plan Review. However, environmental review under SEPA is required. Historically, this site has been used for aircraft manufacturing and is the location of The Boeing Company's 737 airplane manufacturing plant. The surrounding uses of the proposed location are primarily aircraft manufacturing; west of the site is The Renton Municipal Airport and the Cedar River, directly south is Renton Memorial Stadium, east is Puget Sound Power property, the Southport development, and The Landing shopping center, and north is Lake Washington. The proposed 8,424 SF maintenance building would be used for the maintenance of machines, which are a part of the new Vertical Panel Assembly Line (VPAL) which is to be installed within the existing 4-20 complex. The addition would be approximately 55 feet tall. The existing 4-20 building is 65 feet tall, therefore the addition would not extend above the existing roof line. The new electrical substation would be located along the same wall of the 4-20 building as the maintenance building and would have a height of approximately 15 feet. Environmental Impacts The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development. Staff reviewers have identified that the proposal is likely to have the following probable impacts: 1. Earth Impacts: The subject site is relatively flat and slopes ranging from less than 1-percent to 1.5- percent. The new 8,424 SF maintenance building would be placed in the existing parking lot. With the application, the applicant submitted a Geotechnical Data Report; prepared by Soil & Environmental Engineers, Inc. (S&EE) dated April 22, 2013. The applicant has recruited S&EE to complete three phases of geotechnical engineering services: phase 1 field exploration, phase 2 design supports, and phase 3 construction monitoring. Figure 3 identifies 6-inches of concrete slab-on-grade at the surface followed by sand & gravel fill (medium dense to dense), sand, organic & inorganic silt (very soft & compressible), sand, silty sand & silt (medium dense & stiff with loose & soft layers), sandy gravel & gravelly sand (dense to very dense, pile embedment layer), and silty sand & silt (medium dense & stiff with loose and soft layers). Groundwater is shown on the boring logs at approximately 4-feet below the surface. Mitigation Measures: No further mitigation needed Nexus: N/A 2_ Water Storm Water Impacts: With the application, the applicant submitted a Technical Information Report (TIR); prepared by Berger ABAM, dated April 22, 2013. The TIR was prepared utilizing the 2009 King County Stormwater Design Manual with the City of Renton Amendments (KCSWDM). The project site is currently a paved surface parking lot. Pursuant to the provided TIR, the stormwater from the site discharges into Lake Washington via two separate pipe outfalls at the shoreline of the Lake. The parking lot and drive aisle drainage is collected by catch basins and is conveyed to the northwest to a wet vault for treatment prior to discharge via a 33-inch outfall pipe at the Lake Washington Shoreline. Roof runoff from the existing Building 4-20 is tight-lined and also is conveyed to the north via a separate pipe conveyance system. Within the project construction limits, the existing storm drainage facilities include only catch basins and conveyance pipes. The existing wet treatment vault would not be impacted by the proposed construction work and lies outside the project construction limits. The TIR stated that the project would result in re-routing the existing storm pipe conveyance systems. However, the project would not change the discharge location from the site or site drainage patterns. The new conveyance system would be designed to meet or exceed the capacity of the existing system. The KCSWDM requires that treatment be provided for new and replaced pollution generation surfaces. Pursuant to the TIR, the existing wet vault provides treatment for existing pollution-generating impervious surfaces within the limits of the subject project. The replaced pollution-generating impervious surface would continue to flow to this wet vault. The TIR concludes that the project would result in a reduction of pollution-generating surfaces because the project would remove pollution-generating parking and drive aisle and replace these areas with non-pollution generating building roof area resulting in a decrease in pollution-generating surface for the overall project site. Moreover, the TIR states that he applicant would implement a Temporary Erosion and Sediment Control Plan and a project specific Stormwater Pollution Prevention Plan. In addition, the Boeing Company would maintain its stormwater facilities in accordance with the Plant's Industrial Stormwater Permit, WAR-000232. Mitigation Measures: No further mitigation required. The project is located outside of the shoreline jurisdiction of both Lake Washington and the Cedar River. Air impacts were previously analyzed under a separate SEPA review, City file number LUA12-051. The Boeing Company Renton facility is the location of the 737 aircraft manufacturing plant.. A concrete paved parking and drive aisle area is located to the north with Lake Washington bordering this concrete paved area. A site vicinity map is provided in Appendix A. There are two major components of this project relating to this Land use permit. A new maintenance building will be constructed, and existing utilities will be relocated and rerouted to provide space for the new building and new unit substation. 52 each parking stalls will also be removed to provide space for the maintenance building and relocated fire lane. These practices to include: Temporary erosion control measures, Flaggers for internal road control and a approved safety plan Proposed Hauling/ Transportation routes Contractors will apply for their own hauling permits related to this project. And will follow a city approved route. Construction. The actual Construction will be accomplished by a Construction contractor. The contractor will call for all required inspections as well as a pre site construction meeting. The contractor will keep written records of special inspections. Snow, Ice, dirt and mud removal Contractor shall remove snow and ice to the extent necessary to perform the work. The use of calcium chloride or other chemicals will not be permitted to remove snow or ice. Contractor shall assure that vehicles are constructed, loaded, maintained and covered as necessary to prevent the deposition of dirt, mud or other debris on public roadways. Dirt mud or debris shall be removed on continual basis. Any dirt, mud or debris dropped by vehicles shall be removed immediately. Dust Control Through the entire construction period the Contractor shall take all necessary steps to dust control all working area and unpaved roads. The use of calcium chloride or other chemicals will not be permitted for dust control. The Contractor will accomplish dust control by watering and sprinkling to satisfactorily settle the dust. Contractor shall comply with any requirements imposed by law to prevent fugitive dust emissions. All demolished materials and debris will be stockpiled in a lined waste container on site to prevent dust and sedimentation from migrating onto roadways. Contractor vehicles that are transporting materials to and from the site will be required to have tires washed prior to leaving the site. This will prevent dust and sedimentation from entering nearby roadways. Dewatering The utility relocations and building excavation will be dewatered using best management practices such as containment of all water within the project site, settlement tanks, testing of discharged water to appropriate standards and discharge to sanitary. In the existing and proposed conditions, site drainage is conveyed by pipe systems to two outfalls, Outfalls No. OF-004 (33-inch pipe) and 004A (36-inch pipe), at the Lake Washington shoreline. In the existing condition, drainage from the parking lot and drive aisle (pollution generating surfaces) areas is captured by catch basins and conveyed by a pipe conveyance system to a wet vault for treatment. Treated parking lot/drive aisle drainage is then conveyed by pipe from the wet (treatment) vault to Outfall No. OF-004, which discharges to Lake Washington. Roof drainage from the existing Building 4-20 is collected by pipe systems, separate from the parking lot storm conveyance system, and is routed to Outfall No. OF-004A, located west of Outfall No. OF-004. In the proposed condition, these existing drainage patterns, for Building 4-20 roof water and parking lot/drive areas will remain the same. Only relocation of storm conveyance systems is proposed within the project site area to enable construction of the new maintenance building and substation. Proposed interior Building 4-20 improvements will also not alter the existing roof water drainage pattern. To retain existing flow quantities to Outfalls No. OF- 004 and OF-004A, roof water from the new maintenance building and substation, which will be constructed at existing parking and drive aisle areas, will be conveyed by pipe and connected to the parking lot storm pipe system. Roof water from the existing Building 4-20 will continue to be conveyed to Outfall No. OF-004A. 2) Could waste materials enter ground or surface waters? If so, generally describe. Waste material could enter surface waters (Lake Washington) from pollution generating (pavement) surfaces. We performed the Phase I service from January to February, 2013; and we are currently in the middle of Phase 11 work. The project involves the construction of a foundation and support systems for a new generation airplane wing assembly machine -Vertical Panel Assembly Lines (VPAL). The project site is located in the northeastern portion of the existing 4-20 Building. A site location plan is shown in the attached Figure I. Specifically, the project site is located between building gridlines P and S in the east-west direction, and between gridlines 2 and 7.5 in the north-south direction. A site layout plan, Figure 2, is also attached. As shown in Figure 2, a maintenance building will be constructed to the east of gridline Sand between gridlines 3 and 5. SUBSURFACE CONDITIONS As parts of the Phase I work, we explored the subsurface soil and groundwater conditions by the drilling of 3 soil test borings, 8-1 to 8-3. These borings were drilled to depths of 86.5 to 121.5 feet. The boring locations are shown in Figure 2 and the boring logs are included in Appendix A. The logs of these explorations are included in the attached Appendix B. The test borings were advanced using both truck-mounted and track-mounded (low-overhead) drill rigs. A representative from S&EE was present throughout the exploration to observe the drilling operations, log subsurface soil conditions, obtain soil samples, and to prepare descriptive geologic logs of the exploration. Soil samples were taken at 2.5-and 5-foot intervals in general accordance with ASTM D-1586, "Standard Method for Penetration Test and Split-Barrel Sampling of Soils" (1.4" l.D. sampler). The penetration test involves driving the samplers 18 inches into the ground at the bottom of the borehole with a 140 pounds hammer dropping 30 inches. The numbers of blows needed for the samplers to penetrate each 6 inches are recorded and are presented on the boring logs. The sum of the number of blows required for the second and third 6 inches of penetration is termed "standard penetration resistance" or the "N-value". In cases where 50 blows are insufficient to advance it through a 6 inches interval the penetration after 50 blows is recorded. The blow count provides an indication of the density of the subsoil, and it is used in many empirical geotechnical engineering formulae. The following table provides a general correlation of blow count with density and consistency.
