The current transportation impact fee rate is $717.75 per single family house. The impact fee for this type of land use will increase on January 1, 2014, to $1,430.72 per single family house. The applicant is requesting approval of a 2-lot short plat for the eventual development of a single-family house on proposed Lot 1. This parcel was created at its current size by the Fran's Plan Lot Line Adjustment, LUAll-098, LLA. Subsequently, the applicant applied for a building permit for a single-family house on the eastern portion of the parcel (Proposed Lot 2). That house was constructed and meets the R-8 development standards and the residential design standards for the R-8 zone. Six feet of right-of-way dedication along North 361h Street is required; the applicant is requesting a waiver of street improvements (curb, gutter, sidewalk, and planter strip) because none currently exist on either side of North 36'h Street. After right-of-way dedication, Proposed Lot 2 of this short plat would have an area of 5,440 square feet with the existing single-family house to remain. Proposed Lot 1 would have an area of 5,000 square feet for the future development of a single-family house. The net density of the proposed project is 8.3 du/ac. This net density is calculated after deducting 660 square feet of right-of-way dedication. CONFORMANCE WITH THE COMPREHENSIVE PLAN: The site has the Comprehensive Land Use designation of Residential Single Family (RSF). Land designated RSF is intended to be used for high quality detached, single-family residential development organized into neighborhoods at urban densities. It is intended that larger subdivisions, infill development, and rehabilitation of existing housing be carefully designed to enhance and improve the quality of single family living environments. Accessory structures are permitted at a maximum of two per lot with a maximum size of 720 square feet each, or a maximum of one per lot with a maximum size of 1,000 square feet. Accessory structures are permitted only when associated with a primary structure located on the same parcel. The maximum building height in the R-8 zone is 30 feet. The maximum building coverage for lots greater than 5,000 square feet is 35% or 2,500 square feet, whichever is greater. The maximum impervious surface coverage is 75%. The existing house on Proposed Lot 2 conforms to these standards. North 36 1h Street is classified as a residential access street. To meet the City's complete standards, street improvements including a pavement width of 26 feet, curb, gutter, and 8-foot planter strip, 5-foot sidewalk and drainage improvements are required to be constructed in the right-of-way fronting the site per RMC 4-6-060. In order to build the street section, approximately 6-feet of right-of-way will be required to be dedicated to the City. The street section in North 36 1h Street will be a S2-foot right-of-way with one- half of the required right-of-way width resulting from the dedication. The applicant has requested a waiver of street frontage improvements. Because there are no street frontage improvements in North 361 h Street this appears to be a reasonable request. Staff recommends that as a condition of approval that the applicant be required to either provide the required street frontage improvements or obtain an approved waiver or deferral from the City of such improvements prior to issuance of construction permits. School Impact Fees are assessed per new single-family house at the time of building permit application and are payable at the time of building permit issuance. The current Renton School District Impact Fee is $6,395.00 per new single-family house. School Impact Fees may increase on an annual basis. ,/ Parks: The Renton Municipal Code requires a parks impact fee for all new residential development. Request: The project proponent has requested approval of a short plat subdivision of an 11,100 square foot (0.25 acre) property in the Kennydale neighborhood into two lots for development of a single-family residential structure on Proposed Lot 1. An existing house on Proposed Lot 2 would remain. The project would have a net density of 8.3 du/ac. The applicant is also requesting a waiver of street improvements (curb, gutter, sidewalk, and planter strip) along North 36th Street. The proposed project furthers the objectives and policies of the RSF section of the Land Use Element of the Comprehensive Plan. The objectives and policies of the Community Design Element are also supported by the project as proposed. 4. 2oning: The Comprehensive Plan objectives and policies of the RSF land use designation are implemented by the standards and regulations of the R-8 zone, The project site is.zoned Residential -8 dwelling units per acre. 5. Subdivision Regulations: The short plat, as proposed, satisfies the requirements of RMC 4-7 Subdivision Regulations. 6. Existing Land Uses: Single-family residential structures and R-8 zoning surround the subject property on all sides. 7. Setbacks: Minimum setback requirements are met for Proposed Lot 2 and adequate area exists on Proposed Lot 1 for the provision of required setbacks. 8. Density: The proposed project has a net density of 8.3 du/ac which would be within the R-8 zone density range when using the Code density rounding provision as per RMC 4-11-040. 9. System Development Charges: Surface Water, Water System, and Sanitary Sewer Development Charges are required. 10. Public Utilities: Impacts to public services are assessed on a per single-family dwelling basis at the rate in place at the time of building permit application. 11. Public Right-of-Way Dedication: Six feet of right-of-way dedication is required along North 36'h Street. 12. System development fees for water are based on the size of the new domestic water meter that will serve the new home on the new lot. The current fee for a %-inch or 1-inch water installation is $2,523.00. Credit will be given for the existing home. 3. The fee for a %-inch meter installed by the City is $2,688.00; the fee for a 1-inch meter installed by the City is $$2, 780. 4. All new construction must have a fire hydrant capable of delivering a minimum of 1,000 gallons per minute and must be located within 300 feet of structures. A minimum of one new hydrant will be required to be installed. Sewer: 1. A separate side sewer stub shall be provided for each new lot. Side sewers shall be a minimum of 2% slope. 2. System development charge for sewer is based on the size of the domestic water meter. The sewer fee for a %-inch meter is $$1,812.00 per new single-family lot. This fee is payable at the time of utility construction permit issuance. Credit will be given for the existing home which is connected to the sewer. Surface Water: 1. The surface water development fee is $1,120.00 per new lot. The fees are payable prior to the issuance of the construction permit. Credit will be given for the existing home. 2. A drainage narrative has been provided. Since this is a 2-lot short plat, with one existing home to remain, this site is subject to Appendix C, Small Site Drainage Review. Transportation/Streets: 1. The existing right-of-way width in North 36 1h Street fronting the site is 40 feet. North 35th Street is classified as a residential access street. To meet the City's complete standards, street improvements including a pavement width of 26 feet, curb, gutter, and 8-foot planter strip, 5-foot sidewalk and drainage improvements are required to be constructed in the right-of-way fronting the site per RMC 4-6-060. In order to build the street section, approximately 6-feet of right-of-way will be required to be dedicated to the City. The street section in North 361h Street will be a 52-foot right-of-way. Sewer fee for a %-inch or 1-inch meter install is $1,812.00. Storm Drainage 1. There is no drainage conveyance system in N. 36 1h Street. 2. A drainage report complying with the 2009 King County Surface Water Manual will be required. Small project drainage review is required for any single-family residential project that will result in 2,000 square feet or more of new impervious surface, replaced impervious surface, or new plus replaced impervious surface, or 7,000 square feet of land disturbing activity. If the project exceeds one of these thresholds, a drainage plan and drainage report will be required with the site plan application. 3. A geotechnical report for the site is required. Information on the water table and soil permeability with recommendations of appropriate flow control BMP options with typical designs for the site from the geotechnical engineer shall be submitted with the application. 4. Current traffic impact fee is $717.75 per new single-family lot. These fees are payable prior to building permit issuance. 4. Street lighting is not required for a two lot short plat. 5. Zoning/Density Requirements: The subject property is zoned Residential-8 dwelling units per acre (R-8). The minimum density in the R-8 zone is 4.0 dwelling units per net acre (du/ac) and the maximum density is 8.0 du/ac. Plan Review staff have indicated that 6 feet of dedication is required along North 36th Street. This would deduct approximately 660 s.f. from the gross site area, resulting in a density of 8.34 du/acre, which is within the density permitted for the R-8 Zone {as permitted via rounding). A Density Worksheet would be required with a formal short plat application submittal. The Density Worksheet must demonstrate that the proposed project is within the R-8 zone density range. Development Standards: The project would be subject to RMC 4-2-llOA, "Development Standards for Single Family Zoning Designations" effective at the time of complete application. Minimum Lot Size, Width and Depth -The minimum lot size permitted in Zone R-8 is 5,000 square feet for parcels less than one acre. Minimum lot width is 50 feet for interior lots and 60 feet for corner lots; minimum lot depth is 65 feet. As proposed, the project would meet the minimum lot size, width, and depth requirements. Building Standards -The R-8 zone allows a maximum building coverage of 35% of the lot area or 2,500 square feet, whichever is greater for lots over 5,000 square feet in size. The maximum impervious coverage in the R-8 zone is 75%. Building height is restricted to 30 feet. Detached accessory structures must remain below a height of 15 feet and one-story. Accessory structures are also included in building lot coverage calculations. Compliance with the maximum building coverage and maximum impervious coverage requirements for Proposed Lot 2 must be provided with the formal short plat application. Compliance with building standards for Proposed Lot 1 will be determined at the time of building permit review for any new structures. Setbacks -Setbacks are the minimum required distance between the building footprint and the property line. The required setbacks in Zone R-8 are: Front yard -15 feet for the primary structure. Rear yard -20 feet. Side yards -5-feet, except 15-feet for side yards along a street or access easement. As indicated on the submitted site plan, the single-family house under construction on Proposed Lot 2 would meet the required setbacks. There appears to be adequate area on Proposed Lot 1 to meet the setback requirements. Setbacks will be verified at the time of building permit review. Residential Design and Open Space Standards: The Residential Design and Open Space Standards contained in RMC 4-2-115 would be applicable to any new residential structures. A handout indicating the applicable guidelines and standards is enclosed. Access/Parking: Access to each lot would be via new driveways from North 36'h Street. The maximum driveway width at the property line is 16 feet. Two off street parking spaces are required for each lot. Landscaping: Except for critical areas, all portions of a development area not covered by structures, required parking, access, circulation or service areas, must be landscaped with native, drought-resistant, vegetative cover. Development standards require that all pervious areas within the property boundaries be landscaped. The minimum on-site landscape width required along street frontages is 10 feet. In addition, if there is no landscape strip within the right-of-way, then two ornamental trees are required in the front yard setback area of each lot. These trees would need to be planted prior to the final inspection of the building permit. The existing home would also need to have the trees planted. Please refer to landscape regulations (RMC 4-4-070) for further general and specific landscape requirements. A conceptual landscape plan would be required at the time of formal Short Plat application. Significant Tree Retention: If significant trees (greater than 6-inch caliper) are proposed to be removed, a tree inventory and a tree retention plan along with a tree retention worksheet shall be provided with the formal land use application. The tree retention plan must show preservation of at least 30 percent of significant trees, and indicate how proposed building footprints would be sited to accommodate preservation of significant trees that would be retained. If staff determines that the trees cannot be retained, they may be replaced with minimum 2 inch caliper trees at a ratio of six to one. Critical Areas: No critical areas are located on the project site. Environmental Review: Short plats are exempt from Environmental {SEPA) Review unless critical areas are found to exist on the subject property. No critical areas have been identified on the project site. Permit Requirements: The project would require approval of an administrative short plat. Administrative short plat requests are reviewed within an estimated time frame of six to eight weeks, from the time that the application is accepted as complete. The fee for a short plat application is $1,442.00 ($1,400.00 plus 3% Technology Surcharge Fee). Detailed information regarding the land use application submittal is provided in the attached handouts. Fees: In addition to the applicable building and construction fees, impact fees would be required.
