This variety thrives in moist to dry, well-drained soils and is drought tolerant. The existing trees and shrubs will be removed on two Saturdays between the hours of 9am and 3pm to avoid disruption to th work week and traffic control. The replacement trees will also be planted on a Saturday. All planting areas will be amended with organic compost to assist with tree survivability. The land clearing and tree removal will not create or contribute to landslides, accelerated soil creep, settlement and subsidence or hazards associated with strong ground motion and soil liquefaction. Comments: While the subject site is located within an identified Seismic Hazard Area, the proposal would not contribute to hazards associated with strong ground motion and soil liquefaction. The land clearing and tree removal will not create or contribute to flooding, erosion, or increased turbidity, siltation or other form of pollution in a watercourse. Comments: The subject site is located within an identified Flood Hazard Area; however, it is not anticipated that the removal of the subject trees would contribute t, flooding (there is no change to compensatory storage, as the current trees will be immediately replaced), erosion, or increased turbidity siltation. Land clearing and tree removal will be conducted to maintain or provide visual screening and buffering between land uses of differing intensity and consistent with applicable landscaping and setback provisions of the Renton Municipal Code. Comments: Not applicable. Land clearing and tree removal shall be conducted in a way so as to expose the smallest practical area of soil to erosion for the least possible time, consistent with an approved build-out schedule and including any necessary erosion control measures. Comments: The applicant has proposed to remove the existing trees and immediately replant with Amelanchier Autumn Brilliance and/or Princess Diana varieties (also known as Service Berry). It is not expected that an area larger than needed for tree removal and replacement would be exposed and subject to erosion. Land clearing and tree removal shall be consistent with subsection D2 ofthis Section, Restrictions for Critical Areas -General, and RMC 4-3-050 -Critical Areas Regulations. Comments: The land clearing and tree removal shall be consistent with subsection D2 of Section 4-4-130, as well as RMC 4-3-050 -Restrictions for Critical Areas -General, and Critical Areas Regulations. There are no wetlands or wetland buffers in the proximity of the site. See seismic and flood hazards above in subsections a. and b. respectively. Retained trees will not create or contribute to hazardous conditions as the result of blowdown, insect or pest infestation, disease, or other problems that may be created as a result of selectively removing trees and other vegetation from the lot. Comments: The trees proposed for removal were originally planted as ornamental trees and are not a part of a stand of trees, significantly reducing the risk of blow-down. Furthermore, the proposed Amelanchier trees would add variety to the existing trees on the subject site and serve for bird habitat. The increased variety reduces the risk of insect and pest infestation and disease that could eliminate all the trees at the subject site if a variety of tree types is not provided. Land clearing and tree removal shall be conducted to maximize the preservation of any tree(s) in good health that is an outstanding specimen because of its size, form, shape, age, color, rarity, or other distinction as a community landmark. Comments: Routine maintenance preserves and compliments the overall landscaping on the property. DECISION: The 900 SW 16th St Tree Removal/Replacement Routine Vegetation Management Permit is Approved with Conditions*. *CONDITIONS OF APPROVAL: Soil shall be prepared for landscape installation according to industry standards to be conducive to the healthy growth of new plants. Topsoil shall be rich in organic material or amended to be so. Cla~ soil is not acceptable and must be removed from landscape areas if naturally present on site. Planting Size: Broad leaf trees at the time of planting must be fully branched and no smaller than oni and one-half inches (1.5") in diameter at breast height (dbh). Broadleaf trees must be a minimum of two inches (2") in diameter (dbh). Conifer trees at the time of planting must be fully branched anc a minimum of six feet (6') in height. Mulch: Except for trees with a tree grate, trees shall include a mulch ring that has a depth of at least two inches (2") and is at least two feet (2') in radius around the tree. The applicant shall notify the Current Planning Project Manager following installation of the new trees for a final inspection. Call Mona Davis at (425) 430-7246 to schedule an inspection. SIGNATURE & DATE OF DECISION : August 09, 2016 Date Appeals of permit issuance must be filed in writing on or before 5:00 p.m. on August 23, 2016, together with the required fee with: Hearing Examiner, City of Renton, 1055 South Grady Way, Rentor WA 98057. Appeals to the Examiner are governed by RMC 4-8-110 and more information regarding the appeal process may be obtained from the Renton City Clerk's Office, 425-430-6510. Reconsideration: Within 14 days of the decision date, any party may request that the decision be reopened by the approval body. The approval body may modify his decision if material evidence not readily discoverable prior to the original decision is found or if he finds there was misrepresentation of fact. After review of the reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will be no further extension of the appeal period. Any person wishing to take further action must file a formal appeal within the 14-day appeal time frame. We are asking to remove 9 bushes and 2 trees. The existing trees have outgrown their space and some are causing damage to the parking lot-see attached photo. They will be replaced by trees that are native to the area and offer a great habitat for birds. This current site is a commercial office building with no other existing improvements planned . The total cost of removal and replacement estimates to approximately $11,000. The removal work will take two (2) Saturdays between the hours ofl}am and 3pm and there will be no need for traffic control nor the use of cranes for removal. The vendor (Botanical) will follow the removal schedule and will only need a day to plant the replacement trees.
