CALL TO ORDER Chair Lynne King called the meeting to order at 5:35 p.m. In Attendance ix/lumbers. Laurie Beden, Lynne King, Erica Richey, Catherine Pioue-Smith, Suzi Lire City Staff: Terry Higashiyama, Peter Renner, Diane Wagner, Leslie Betlach, KCLS Staff: Fred Gurney II. APPROVAL OF AGENDA A motion was made by Suzi Ure, seconded by Catherine Ploue-Smith, to approve the agenda. All were in favor, motion carried, agenda approved as written. III. APPROVAL OF MINUTES Suzi Ure made a motion to approve May 2014 minutes, Laurie Beden seconded. All were in favor, motion carried, minutes approved as written. IV. ORAL COMMUNICATIONS/PUBLIC COMMENTS None. V. BOARD COMMUNICATIONS Laurie Beden commented that she attended the Meadow Crest playground opening in May and said she the park is amazing. VI. CITY REPORT/Terry Higashiyama, Peter Renner Peter Renner spoke about both Renton Libraries. He outlined a few items on the construction project for the Library over the Cedar River including the fencing and area access. He met with contractors regarding the importance of the project and communication. Their discussion included items such as the irrigation lines, the bridge, the construction fence and parking for Renton River Days (RRD). Next week there will be a pre-construction meeting to discuss generalized topics. Peter said he is working on information sheet of Frequently Asked Questions and will make it available to King County Library System (KCLS), Renton City staff, and it will be available online. Construction Fencing will have signage with City and KCLS contact information. Highlands: The deadline for email comments to the Architect is this Friday, June 13. Greg Smith will update the Renton Council on the bid status and logistics at this Monday's Council meeting, Monday, June 16. City of Renton Library Board Minutes June 11, 2014 Page 2 of 3 Peter introduced Leslie Betlach, City of Renton, she presented a power point presentation on the Sunset Neighborhood Park Master Plan including the preferred community framework, the Park Concept Plan, existing conditions, recommended parking layout, preferred storm water facility layout, identified park components, and park concept alternatives. She talked about the Open House meetings and the next steps for the Master Plan. The Board found this presentation to be very informative and appreciates Leslie taking the time to address the Board and attend the meeting. VII. KCLS REPORT/FRED GURNEY Fred provided details and statistics for marry of the KCLS programs including story times, the early learning programs, school visits, the Library2Go van, etc. He also talked about the temporary location for the downtown library. He said they are working hard to get things ready for the temporary location opening scheduled for Wednesday, June 26. The temporary location is across from McDonalds on Rainier Avenue, behind Banner Bank. Fred will also be providing an update to the Council on the several programs available at the KCLS temporary Library and other locations near and around Renton. VIII. OLD BUSINESS The Board received a letter from REACH acknowledging receipt of a donation received from Judith Zelter in honor of the Board and expressing their gratitude. IX. NEW BUSINESS— Lynne King None. X. INFORMATION Information was provided in handouts and orally regarding the many events throughout Renton such as the summer lunch program, neighborhood picnics, movies in the Park, Farmers Market, etc. XI. ADJOURNMENT A motion was made by Erica Richey and seconded by Laurie Beden to adjourn the June meeting. All were in favor, motion carried, agenda approved as written. III. APPROVAL OF MINUTES Erica Richey made a motion to approve April 2014 minutes, Laurie Beden seconded. All were in favor, motion carried, minutes approved as written. IV. ORAL COMMUNICATIONS/PUBLIC COMMENTS None. V. BOARD COMMUNICATIONS Suzi Ure advised the Board she has conflicts with the August and September meetings and will not be attending. The Board will discuss the meeting schedule later. Terry Higashiyama introduced Tom Puthoff, City of Renton Recreation Coordinator. Tom welcomed the group to the NHNC and is pleased to host the meeting. He talked about the building and new Meadow Crest playground just outside the NHNC. He discussed the programs available and said he is kept busy with day-camps and drop-in sessions. He said the lack of available space in programs and camps can be the biggest issue. Tom talked about the different programs available at the North Highlands Neighborhood Center (NHNC) , and other facilities such as Renton Community Center and the Highlands Neighborhood Center. He said a portion of the NHNC is leased to Sunrise Coop Preschool and their usual hours are Monday through Thursday, 9:00 a.m. to noon. City of Renton Library Board Minutes May 21, 2014 Page 2 of 3 Tom said the kids also enjoy King County Library Association (KCLS) reading programs,the Library2Go van, cultural arts programs, puppet shows, etc. Tom said he loves his job and all he gets to do with and for the kids! VI. CITY REPORT/Terry Higashiyama, Peter Renner Mark Santos Johnson, City of Renton Senior Economic Development Specialist, talked about the progress on the Highlands Redevelopment. He provided a copy of the brochure, Sunset Area Community Revitalization Overview, from spring 2013, and stated that Renton Housing Authority (RHA) is demolishing and pouring foundation for the second housing replacement. He talked about federal governments New Market Tax Credits (NMTC) and their allocation process for eligible projects. Mark said they are trying to position Highlands for an allocation. The New Markets Tax Credit (NMTC) Program was established in 2000 as part of the Community Renewal Tax Relief Act of 2000. The goal of the program is to spur revitalization efforts of low-income and impoverished communities across the United States. The NMTC Program provides tax credit incentives to investors for equity investments in certified Community Development Entities, which invest in low-income communities. Mark said this is their second and most likely final attempt to secure an allocation. The funding allocation announcement should be made in the next three weeks. Mark provided a copy of a spreadsheet titled NMTC Leveraged Equity Structure - Smaller Allocation Scenarios/ City leverage only and talked about different financing options. Mark also passed out copies of the Sunset Planned Action Park Conception Plan, the Sunset Terrace Development Plan, and the Sunset Park site drawing. Peter Renner talked about the library over the Cedar River. He said the bid opening took place May 20 and came in under budget. The engineers estimate for the project remodel is $6.3 million and the high bid received was from CE & C, Inc. They were awarded the contract and the site will be turned over to them at the end of June with construction expected to start in July. The Hydraulic Project Approval (HPA) permit issued by the Department of Fish and Wildlife (DFW) for projects on or near state waters requires the installation of auger cast pilings during the drier months of the year and planning is underway to install them prior to the September 30 deadline. A temporary location has been secured for library services during construction at 64 Rainier Ave S., Renton. VII. KCLS REPORT/FRED GURNEY Fred Gurney talked about Centennial Celebration and provided a copy of the brochure and shared photos from the event. He said there were approximately 250 to 300 people visiting throughout the weekend. The Library displayed old book, documents and memorability and showed videos, the Friends of the Library book sale took place, and the patrons enjoyed the music of the band. He talked about upcoming Lets Read and Deep Dive programs, the Summer Learning programs and the temporary site for the Cedar River Library. VIII. It helps ensure that we provide a stable life for women and children in the journey from homelessness to more stable housing. Your contribution will enable us to continue providing more resources and shelter for our homeless women and children. Without the resources provided at the REACH Center of Hope, women and children would live on the street. We provide the necessary resources to stabilize their living condition so that they can focus on the long term solutions. One of the most powerful ways to help our families overcome difficulties is by instilling a sense of self- worth that they can overcome their struggles. We do this by reaffirming their worth and helping them to develop ways to deal with life issues. This past month we have added more resources to support women and children. We now offer monthly visits by the outreach nurse to help deal with medical issues that can often be a hindrance to moving forward. We continue to struggle finding sufficient housing to accommodate all of the needs we face on a daily basis. Because we have more families than we can accommodate in our overnight shelter, we've been able to help families who come into the Center of Hope connect to other agencies in search of housing. We were able to help six(6)families connect to other overnight housing arrangements. Our goal is to help each person that makes contact with the Center of Hope and walk along side of them out of unsheltered to a sheltered place to stay. An agency contacted us about a dad and his 4 kids living in their car. Although we could not accommodate them overnight we put together a care package that included personal items, blankets and clothes for him and his children. We then took the time to sit down with him and provide a list of resources, assisting him in making calls because of his limited English. We were able to help him find a place that took him and his kids off street in their car and into a safe dwelling place. The delight on his face was amazing. He was so thankful and just could not believe that a place such as this Center existed. You are indeed making a difference in the lives of the most vulnerable in our community. I did not notice from the April Z014 minutes that you have been officially informed af the cluster realignment that is due to take effect in January 2015,nor did we have a chance to meaningfully talk abaut it at aur May meeting.To summarize,after Judith Zelter announced her retirement,it was decided by KCLS administration to reaEign three library clusters[Fairwood/Renton/Rentan Nighlands,Foster/Skyway/5outhcenter/Va!!ey View,and Baulevard Park/Burien/Greenbridge/White Center]into two clusters:Fairwood/Renton/Renton Highlands/Skyway/Southcenter and Baulevard Park/Burien/Faster/Greenbridge/Valley View/White Center.Skyway and Southcenter are immediately adjacer�t to the Renton Library service area and it makes great sense for us to afign with those areas.Skyway,in particular,has had a close relationship with Renton and the partnering of those libraries will he mutually beneficial.Jahn Sheller(currently the Cluster Manager of Foster/Skywoy/Southcenter/Va!!ey View}will become the Cluster Manager far FR/RH/RN/SO/SfC and is ciue to assume his new rale in January 2015.Angie Benedetti will be the Cluster Manager for BP/eU/FO/GB/VV/WC. I will he the Interim Cluster Manager until we realign and John takes o�er.1 will then become the Librarian Seruices Manager for our cluster.Staff within the Southcenter and Skyway libraries will largely remain within those libraries,thvugh a few staff members in management positions wilf work elsewhere within our cluster.We welcome our new colleagues within our soon-to-be enlarged and enrithed tluster! Secondly,I wanted to personai[y pass on some information about the upcoming Renton Library closure.(I'm not sure how mucf�of this you already know from the KCLS Facilities department,so again 1 apologize for eny redundancy.} Last week, I officially announced to our cluster staff that the Renton Library closure date is June zz"d at 5:0�P.M.The Renton Temp site is scheduled tQ open for business at Z1:00 A.M.on lune 25`h.That gives us less than four weeks to get everything squared away before the dosure...yikes! We'�e already done a [ot of prep work,though,and I know we'll be ready. A Rentan CloSure meeting was conducted at the KCLS Service Center last Thursday, May 22"d,and was attended by myself,Circulation Supervisor Rachael Robinett,and various department heads involved in the process.Various aspects of the closure and the Temp site were discussed.After much deliberation,it was decided to reduce the number af public computer#erminals at Renton Temp from 12 to 10{ten].(Staff computers were also reduced.}This was in response to two main issues:connectivity and crowding/safety.We were inform by our ITS department that response time would be compromised for everyone if we did not reduce the unusually-large number of computers in the Temp facility.Furthermore,twef�e public computer terminals created an exceedingly crowded floor-space with the potential for variaus safety issues involving patrons and staff.We agreed that this minor reduction(fram 12 to lOE helps#o alleviate these issues.
