CALL TO ORDER Chair Lynne King called the meeting to order at 5:35 p.m. In Attendance Members: Laurie Beden, Lynne King, Erica Richey, Suzi Ure City Staff: Terry Higashiyama, Peter Renner, Diane Wagner, Mark Santos Johnson, Thomas Puthoff KCLS Staff: Fred Gurney Absent Members: Catherine Ploue-Smith II. APPROVAL OF AGENDA A motion was made by Laurie Beden, seconded by Erica Richey, to approve the agenda with amendment to move Mark Santos Johnson to front of agenda. All were in favor, motion carried, agenda approved with amendment. III. APPROVAL OF MINUTES Erica Richey made a motion to approve April 2014 minutes, Laurie Beden seconded. All were in favor, motion carried, minutes approved as written. IV. ORAL COMMUNICATIONS/PUBLIC COMMENTS None. V. BOARD COMMUNICATIONS Suzi Lire advised the Board she has conflicts with the August and September meetings and will not be attending. The Board will discuss the meeting schedule later. Terry Higashiyama introduced Tom Puthoff, City of Renton Recreation Coordinator. Tom welcomed the group to the North Highlands Neighborhood Center (NHNC) and is pleased to host the meeting. He talked about the building and new Meadow Crest playground just outside the NHNC. He discussed the programs available and said he is kept busy with day- camps and drop-in sessions. He said the lack of available space in programs and camps can be the biggest issues. Tom talked about the different programs available at the North Highlands Neighborhood Center(NHNC), and other facilities such as Renton Community Center and the Highlands Neighborhood Center. He said a portion of the NHNC is leased to Sunrise Coop Preschool and their usual hours are Monday through Thursday, 9:00 a.m. to noon. City of Renton Library Board Minutes May 21, 2014 Page 2 of 3 Tom said the kids also enjoy King County Library Association (KCLS) reading programs, the Library2Go van, cultural arts programs, puppet shows, etc. Tom said he loves his job and all he gets to do with and for the kids! VI. CITY REPORT/Terry Hi�ashiyama, Peter Renner Mark Santos Johnson, City of Renton Senior Economic Development Specialist, talked about the progress on the Highlands Redevelopment. He provided a copy of the brochure, Sunset Area Community Revitalization Overview, from Spring 2013, and stated that Renton Housing Authority(RHA) is demolishing and pouring foundation for the second housing replacement. He talked about federal governments New Market Tax Credits (NMTC) and their allocation process for eligible projects. Mark said they are trying to position Highlands Project for an allocation. The New Markets Tax Credit (NMTC) Program was established in 2000 as part of the Community Renewal Tax Relief Act of 2000. The goal of the program is to spur revitalization efforts of low-income and impoverished communities across the United States. The NMTC Program provides tax credit incentives to investors for equity investments in certified Community Development Entities, which invest in low-income communities. Mark said this is their second and most likely final attempt to secure an allocation. The funding allocation announcement should be made in the next three weeks. Mark provided a copy of a spreadsheet titled NMTC Leveraged Equity Structure - Smaller Allocation Scenarios/City leverage only and talked about different financing options. Mark also passed out copies of the Sunset Planned Action Park Conception Plan, the Sunset Terrace Development Plan, and the Sunset Park site drawing. Peter Renner talked about the library over the Cedar River. He said the bid opening took place May 20 and came in under budget. The engineers estimate for the project remodel is $6.3 million and the low bid received was from CE & C, Inc. They were awarded the contract and the site will be turned over to them at the end of June with construction expected to start in July. The Hydraulic Project Approval (HPA) permit issued by the Department of Fish and Wildlife (DFW) for projects on or near state waters requires the installation of auger cast pilings during the drier months of the year and planning is underway to install them prior to the September 30 deadline. A temporary location has been secured for library services during construction and is located at 64 Rainier Ave S., #A. VII. KCLS REPORT/FRED GURNEY Fred Gurney talked about Centennial Celebration and provided a copy of the brochure and shared photos from the event. He said there were approximately 250 to 300 people visiting throughout the weekend. Overall if was a great success. Fred shared statistics about the different programs and classes. He talked about upcoming Lets Read and Deep Dive programs, the Summer Learning programs and the temporary site for the Cedar River Library. VIII. OLD BUSINESS The annual REACH fundraising event will be held October 2, 2014, at the Renton Pavilion Event Center. Please mark your calendar! IX. NEW BUSINESS None. X. INFORMATION None. XI. Over the weekend of May 3-4, the Renton Library hosted a Centennial Celebration, which included displays of history, photos and memorabilia from the last 100 years of library service. From books wrapped in wallpaper, to fishing line found in the back of a drawer, from pictures of the old Carnegie building (1914— 1968) to the current building before it was remodeled in 1987, and from natural disasters such as earthquakes and floods on the Cedar River, there was something for everyone to enjoy. • ----.111IMar.- -'''P'4;: ''• :* ' '''''''' : `,.iii4: 4.' 4 ._ iiimi.,. .,„ A,,,,,,/ i 1 _ lik 1 No NIN • Ed and Sharon Bowden's interest in Renton's history was piqued by the displays. Here they are, seeking information on the Cedar River Housing Project, built to house airplane workers during World War II some seventy years ago. _ _ k0- 'r, , _4 • When a library patron showed some kids how to use the old card catalog, one of the girls opened a drawer and saw the word "snakes." "I want a book on snakes," she said. The man also showed them how to take the drawer all the way out and put it on the pull out tray, "so you don't have to kneel on the floor." it f a It U Id r it s a • On Sunday, LTA Abra Cole greeted patrons and served them punch and cookies. We had commemorative brochures to hand out, as well as cards with a picture of the library over the river, buttons for former staff members, and souvenir library cards. "; g „.<_ ijt • Former staff members enjoyed looking through scrapbooks and visiting with friends. This is Beth Greggs, who served as children's librarian from 1962 to 1968, first in the Carnegie Library and then the building over the river. Grady Way REA H Renton WA 98057 Fenton pe Date of Report: May 9, 2014 Subject: Narrative for April -2014 Mission: The mission of the REACH Center of Hope is to provide temporary supportive housing and a safe, secure and healthy community of healing fostering human dignity, respect, and personal stability and to advocate ending homelessness for women and women with children. Goal: REACH Center of Hope offers respite, companionship and encouragement for women and homeless women and children in the city of Renton and surrounding area. Our focus is to provide a community of care through the day center, short term overnight accommodation, connection to vital services and consistent case management to accompany and support women and children as they move from homelessness to long- term sustainable housing. Narrative: Story of Hope and Restoration: Our success is based on a collaboration of support from many sources. This month we highlight Birthday Dreams. Birthday Dreams is an organization that assists us in supporting homeless children by providing supplies for birthday parties. They provide cakes, gifts and fun. This month we celebrated four (4) birthdays of our youth in the Center of Hope. There were approximately 25 people in attendance and we had lots of fun and laughter. The attached report is reflective of the activities of the Center of Hope both the day and overnight shelter. Other highlights include the following: • Two residents received an increase in hours at their jobs making the potential for housing more available. • There has been an ongoing increase in the number of Renton families in need of housing. Although we have not been able to accommodate all families in the overnight, we have been able to direct them to other housing resources so no one has had to sleep on the street. This is a result of our ongoing efforts in creating collaborative partnerships with many sources and organizations • Fairwood United Methodist Church has joined the growing list of partners in providing overnight stay for our families. This now increase our list of partnering churches to four(4) • We served a limited number of single women providing a variety of vital services that included showers, meals, telephone access, computer service, etc. Following are activities and outcomes: • Community Breakfast April 17, @8:30am • Health Point Outreach nurse site visits providing medical services, eye, dental, vitamins and referral • Created an intentional outreach connection program.
