HomeMy WebLinkAboutAdden 1CAG -17-239, Adden #1-18 a3 2�2 LMWater Quality Improvement Project ring County Grant Program Amendment This is an Amendment to the Agreement between King County and City of Renton, hereinafter "THE PARTIES", regarding the project Heather Downs Detention Pond Water Quality Retrofit Project, with start date January 7, 2018 and end date November 30, 2019 for the amount of $70,000.00. As agreed by THE PARTIES in Section 3, Paragraph G of the aforementioned agreement... "This Agreement may be amended at any time by written concurrence of the parties and will terminate upon fulfillment of all obligations contained herein." TXPE OF AMENDMENT ® Time Extension ® Budget Amendment ® Scope Amendment ❑ Other SUMMARY Due to additional funding made available through at grant from Department of Ecology which had been awarded but delayed from 2016 until 2018, the City of Renton is changing the scope of work of this agreement from design phase to construction phase of the Heather Downs Detention Pond Water Quality Retrofit Project. The budget changes are from contractor services to staff salaries and project supplies, materials, and equipment. Details of scope of work and budget changes are found below. The time fr ame is extended by one year from original end date of November 30, 2019 to November 30, 2020, since the construction phase will take place after design phase. ADDITIONAL CONDITIONS A. THE PARTIES signing this Amendment agree that, as of the last date of signature below, any and all deletions and/or additional provisions stated herein effectively modify the said Agreement and become enforceable as part of the Agreement according to its Terms and Conditions. Date u P� j I 1.1 Wastewater Treatment Division Goal One: Effectively administer and manage the project Aeuvities: Perform project construction management for post design phase. Tasks will include, but not limited to the following; 1. Administer the competitive bidding process for the procurement of project construction 2. Conduct pre -construction and regular jobsite meetings 3. oversee quality assurance testing and inspection program 4. Monitor contractor and subcontractor work for deficiencies 5. Prepare pay estimates, change orders, working day statements and other documents - 6. Maintain copy of contract documents, change orders, and other documents 7. Prepare project final pay estimate, project acceptance and close out the construction contract. Output: The project deliverables are completed per the scope, on schedule, and within the construction budget of 5400;000. Goal Two: Successfully conduct field inspections during construction phase Activities: Perform field inspections to e¢sure compliance to schedule, budget, and quality contractual requirements. Tasks will include but not limited to the following: 1. Observe the technical conduct of construction including providing day -lo -day contact with the contractor, utilities, and other stakeholders 2. Observe material, workmanship and construction areas for compliance with the contract documents 3. Prepare daily construction reports, recording the construction contractor's operation as actually observed by the inspector 4. Process contractor's payment and verify accuracy of paid quantities 5. Conduct or cause to be conducted, materials and laboratory tests Output The project conforms to approved construction plans, standards and requirements, and contract provisions Goal Three: Complete all works associated with the project construction Activities: Use a financial assistance associated with the construction costs to successfully complete the project construction. Tasks will include but are not limited to the following; 1. Saw cutting asphalt or concrete for trench 3. Excavate and backfill of trench 4. Site preparation and cleanup 5. Install other necessary stormwater structures/systems to improve water quality 6. Re-construct the existing detention pond to improve water quality 7. Restore the project site Output: Utilizing this financial assistance for the project construction activities will result in the completion of construction phase.The new water quality facility/pond expects to remove sediments,metals,bacteria and nutrients to provide cleaner and safer water resources for the community and environment.
