CA�L TO ORDER Chair Erica Richey called the meeting to order at 5:30 p.m. In Attendance Members: Laurie Beden,Jaime Greene, �ynne King, Erica Richey, Kim Unti City Staff: Kelly Beymer, Maryjane Van Cleave, Mark Santos-Johnson, Margie Beitner KCLS Staff: Amy Eggler II. APPROVAI OF AGENDA Laurie Beden made a mation to approve the agenda as presented. Lynne King seconded. All were in favor, motion carried, agenda appraved. III. APPRCtVAL OF MINUTES Laurie Beden made a motion to approve the September 2017 minutes as written,Jaime Greene seconded. All were in favor, motian carried, minutes approved. IV. ORAL COMMUNICATIQNSIPUBLIC COMMENTS Nane. V. CITY REPORT/ Kellv BeVmer Kelly Beymer annaunced that Kim Unti's reappointment by the Mayor is going to Council on Monday, October�3, 2017. This will be a "Council Concur" item and will not be presented at Council. Kelly Beymer requested that Kim let her know if she plans on attending. Kim informed the group that she will be unable to make the October 23 Council Meeting because she already has a Church Council meeting on the same date. Update on Baldwin Facility: Kelly Beymer noted that the facility is being named Family First Community Center. The Family First Community Center received a grant of$3 million from First Financial Northwest Foundation and Renton City Council authorized $4 million. Doug Baldwin also donated $1 million himself. The City continues to meet with other possible investors as well such as Starbucks, Microsoft, and other larger foundations. Laurie Beden asked if the City has established a fund for citizens to make donations. She indicated that she had laoked on-line and under the City's website but did not find anything. Kelly Beymer noted that the city plans ta establish a method for donations through the Renton Community Foundation. Once this fund is confirmed through Lynn Bohart and the City Finance Department,then the City will pramote it for donations. Kelly said they hape to break ground by Fall of 2018 (next year); however she thinks this may be aggressive due to the permitting process. New website for City: Kelly mentianed that the City is still working on migrating to the new website. City departments continue to work with the IT Department through some major tweaks and they should be presenting to Council next week. Reminder- "Truck or Treat" —this Friday, October 20 at the Renton Community Center. Maryjane Van Cleave alsa advised that registration for this program is full. However, as a board member if you would like to attend, please let her know and they can make arrangements. City Staff encourages you to go to the program and learn from the experience. From 4:00—6:00 p.m. the Recreation team is having a pre-event for the Center of Hope kids and RCC is providing apple wedges, pizza and face painting. The Recreation staff is also working with the Police Department ta transport children to Harambee if needed. They currently have 10 adults and 22 children under age 10 registered to attend the pre-event. Boards&Commissions Holiday Celebration: Kelly advised this year's holiday celebratian is scheduled far Tuesday, December 5, 2017—start time S:OQ p.m. CED Presentation: Kelly introduced Mark Santos-Johnson, Community Development Project Manager to the board members. Mark has worked with the City of Renton for 18 years and has done a lot af work with the Cammunity and Economic Development Department. Mark Santos-Johnson provided several informational handouts to the Library Advisory Board Members. (1) Renton 2017 Developments (11 x 17 flyer)showing 12 projects (2) Sunset Area Transformation Plan (4 page brochure dated 7/19j2d17) (3) Sunset Neighborhood Park Master Plan (2 page drawing); one side showing Phase 1 and Phase II amenities (4) Sunset Area Campleted Projects (2011-2016j and Sunset Area Current Projects(2017-2018) (5) The Sunset Multi-Service &Career Development Center Campaign (2 page flyerj There are 12 overall developments being proposed or worked on in 2017. Out of the 12, 9 af these projects are under construction or completed to date. The 11 x 17 flyer provides a photo or drawing with a brief description of each project and location. Mark Santos-Johnson provided some brief camments abaut a few of the projects listed. He noted that the Hyatt Regency at Lake Washington opened this summer. The IKEA store with the new renovation is now called "Renton IKEA" instead of Seattle. Mark also mentioned The Lofts at Second and Main. �aurie Beden asked about the retail component on this building. Mark indicated they are still working with vendors for this site. He also noted that it is not helpful that the sidewalks are not completed yet. Mark said that it is about% block SW of Renton Veterans Center in downtown. Mark Santos-Johnson provided an update to the 200 Mill Avenue South site. The city decided not to go thraugh with the first call for bids. They are in the process of looking at the passibility of a second bidding process. Mark will need to check with the CED staff and let us know when this will ga ta Council. �aurie Beden asked about the develapment and access into Southport. She mentianed the trains that run through this area at 5:00 p.m. on Lake Washington Blvd., and asked if they plan to look into these issues. Kelly Beymer advised that the Transportatian Division works with BNSF and Boeing and they tweak traffic lights to assist with this traffic congestion issue. The City is very aware of the implications of filling this office space to full capacity and is working on possible solutions ta traffic issues prior to allowing full occupancy. The City is looking at punching Park Avenue through from this site. They are still in negotiations with BNSF and Puget Sound Energy. Mark Santos-Jahnson also pointed out that the Health Industry is a very large component of the business core for Renton. Valley is expanding and the South King County office for Group Health is established in Renton. Mark also commented briefly on the Sunset Area Transformation Plan and the Sunset Neighborhood Park. He mentioned that although there is no Federal grant, the city is still working with partners (Renton School Qistrict, Renton Housing Authority, and the City) to implement as much as they can through funding that is available. The revitalization of the Sunset Area is a catalyst for this area and Renton Highlands Library is a very important part of this development. Sunset Neighborhood Park, Phase I has an expected completion date of March 2018. This will be a 3-acre park and currently the restrooms are under construction. The windows from the Renton Highlands Library will look aut at the Park. Phase II funding for this project could potentially be approved as early as January. Laurie Beden asked if there is anything that the Renton Library Advisory Board members can help with at this time. Mark urged all board members to contact their State Representatives to encaurage they approve or pass the capital budget. The capital budget affects schools, highways, and affordable housing. Same discussion followed on the hausing issues in the Sunset Area. Mark indicated there is WWII hvusing that is being demolished. This housing was originally built as temporary housing. Houses in this area are rentals mostly and are substandard and not well maintained. North of Meadow Crest Playgraund they have re-roofed and resided some of the homes in the neighborhood to help improve aesthetics. There is also affordable housing behind the H:\8oards and Commissions\library Board\2017\2017 OCT\2017 10 Minutes.doc City of Renton Library Board Minutes October 18, 2017 Page4of5 Tea Palace with 50 units; town hames in the front and 3-story flats in the back side. They are hoping to have these units completed and occupied before the end of ne>ct year. The Renton Housing Authority is working on securing the funds to renovate and operate the old library building as a multi-service center offering health care and homeless services. The City will sell to RHA over the next five (5) years. The hope is that the center will provide services to the neighborhoad and surrounding areas to help fill community need. VI. KCLS REPORT/Amv E��ler Amy Eggler emailed the KCLS monthly report to Library Advisory Board members and city staff. Her report highlighted work being done at KCLS to promote staff development. Kim Unti noted that a first grade teacher from Maplewood Heights attended the "Reading with Rover" program at KCLS and was very drawn in. Kim asked if this program is being promoted in the schools or how KCLS is getting the word out on this program. Amy Eggler stated that the children and teen librarians send out a newsletter to the schools highlighting different programs. These newsletters are distributed ta the administration affices; then it is left to the individual schools as to how they get distributed. . Erica Richey said that she stopped by the Southcenter Library and thought it was awesome. She mentioned that it has a very diverse selection of materials with lots to browse. Amy Eggler noted that the KCLS Library located at the mall follaws mall hours;they also are open longer hours during the holiday season. Kim Unti asked abaut the shades at the Nighlands Library on Sunset—they appear to be damaged. Amy Eggler confirmed that there was some damage, but they are working with the contractor to have them replaced. VII. OLD BUSINESS Election af Officers- New Vice-Chair: A call for nominations was made by Chair, Erica Richey. Lynne King suggested member Jaime Greene for the office of Vice-Chair. Vice-Chair term is for two years with the expectation to mave into the Chair position following the 2-year term. Jaime accepted the nomination. Laurie Beden made a motion to nominate Jaime Greene to the Vice-Chair positian, Lynne King seconded the motian. All were in favor, motion passed. VIII. NEW BUSIIVESS �aurie Beden mentioned Maryjane's idea of a corner library at the Renton Community Center. �aurie wanted to make sure this idea was not overlooked from the last meeting. It is an opportunity to work with the Friends of the Library for possibility of book danations and a way to connect with the cammunity. The board members discussed whether a meeting should be scheduled to view the area. Erica Richey indicated she would be at the center on Thursday and could take pictures to share with the group. �aurie asked that this item be H:\Boards and Commissions\Library Board\2017\2017 OCT\2017 10 Minutes.doc City of Renton Library Board Minutes October 18,2017 Page 5 of 5 added to the 2018 gaals. Erica mentioned she has boxes of books to donate and the idea of a little "free" library was discussed so that people could take books with them if unable to finish and would also have the option to leave books to share with others as well. Kelly Beymer nated that Heritage Park has one of these "free" libraries in place. She will follow-up with Maryjane Van Cleave. IX. BOARD UPDATES AND PROGRE55 �ynne King suggested that the board schedule a retreat to review and develop goals for 2018. The board members were in agreement to hold the retreat off-site; possibly looking at a small room at the Red House. Two possible dates were agreed on —Saturday,January 13, 2018 ar Saturday,lanuary 20, 2018; and the board requested an afternoon meeting from 2:00-4:00 p.m. Maryjane Van Cleave volunteered to reserve the room. Laurie Beden mentioned that Kim Unti did a wonderful job of drafting the goals last year; using the general categaries with bullets for gaals. The board would like to continue with this structure for outlining gaals. �aurie Beden advised she will not be able to attend the Navember 15, 2017, R�AB meeting. X.
