CALL TO ORDER:
Chair,Jim Phelan called the meeting to order at 4:30 pm.
APPROVAL OF MINUTES:
Review of the minutes from the November 22, 2011 meeting.

POLICE DEPARTMENT:
1) Unfinished Business: None
2) New eusiness:
A.J Approval of the Lateral Police Officer Eligibility List.

Chief Milosevich announced that the Police Department is going to not fill the vacant Deputy Chief
position and instead create a new Commander position.
FIRE& EMERGENCY SERVICES DEPARTMENT:

2)New Business:
Firefighters Mark dos Remedios and Ryan Simonds appealed to the Civil Service Commission the Assessment
Center portion of the Lieutenant's exam. The original appeal,the response from the Civil Service
Secretary/Chief Examiner, and the appeal to the Civil Service Commission were included in the agenda packet.
Firefighter Mark dos Remedios spoke during the meeting providing his justification for appealing the exam.
Firefighter Ryan Simonds also provided his reasoning for appealing the exam.
Firefighters David Arends and Dan Powell presented their arguments why the appeal should not be overturned.
Jason Lundin submitted a document,which has been added to the agenda packet, explaining his reasoning why
the appeal should not be overturned. He read portions of the document to summarize his viewpoint.
The Commission went into an Executive Session meeting at approximately 5:00 p.m. to discuss points of
clarification brought forth during the meeting, not to resolve the appeal. The Commission went back into the
Regular meeting session at approximately 5:15.
A.) Denial of the appeal of the Lieutenant Assessment Center

C.) The Civil Service Commission reelected Jim Phelan as the Civil Service Chair for 2012.

D.) The Civil Service Commission reelected Bill Larson as the Vice Chair for 2012.

E.) The Civil Service Commission approved the meeting dates for 2012 and made one adjustment for
December 2012. Instead of the fourth Tuesday of the month,the December meeting will be on the
third Tuesday, December 18, 2012.
