1. Call To Order:
Chair Jim Phelan called the meeting to order at 4:19 p.m.
2. Approval Of Minutes:
Moved by Andee Jorgensen and Seconded by Jim Matthew to approve the September 27, 2016 meeting
minutes. Carried. Civil Service Commission Minutes
3. Unfinished Business:
None
4. New Business:
A. Request for a hearing from Fire Lieutenant Tim Smith to appeal demotion*
i. Conflicting information was provided to Tim by the RRFA based on information provided in
Civil Service rule 5.03. He submitted his request within the required business days.
ii. CommissionerJorgensen asked when you start counting the 10 business day. Secretary
Sandler replied that you would start counting the next business day from when the letter
was provided to the employee.
iii. Secretary Sandler stated that Rule 5.03 a3 states "In all matters, not later than five(5)
business days after the ruling or order complained of." While Rule 16.02 states that in
instances of a demotion, "the employee shall be allowed ten(10)business days..."
iv. The Commissioner Jorgensen moved to confirm that Tim Smith met the standard of the
ten business days and should be allowed to continue with the appeal. Seconded byJim
Matthew. Motion Carried.
v. Commissioner Matthew moved to change the Police Civil Service meeting to 4:00 p.m. on
Tuesday, November 22, 2016 and set the hearing for Tim Smith to appeal his demotion
after the Regional Fire Authority Civil Service general meeting at 4:15 p.m, Moved by
Seconded AndeeJorgensen by Motion Carried.
8. Leave of Absence per Civil Service Rule 15.05. The Chief submitted a leave of absence request from
a Renton Fire Authority employee.**
