Chair Jim Phelan called the meeting to order at 4:15 p.m.
2. Approval Of Minutes:
Moved by Bill Larson and Seconded by Jim Matthew to approve the December 13, 2016 meeting minutes.

A. The Order regarding Pre-Hearing Motions in the Firefighter Tim Smith Appeal Hearing was prepared
by Attorney eeth Kennar from Summit Law Group and was presented to the Commission. erent
moved to approve the Order and Jim Seconded. Motion Carried.
8. Regional Fire Authority Reorganization
i. Reclassification of Office 11 to Administrative Secretary 11**

v. Senior Human Resources Analyst Classification
• Discussion took place on the Resolution 2016-08 and whether employees
promoted after July 1, 2016 into a position that was not considered in Civil
Service.
CIVIL SERVICE COMMISSION MEETING MINUTES
• Samantha Babich requested the Civil Service Secretary to write a memo to the
RFA Governance Board with the issues that are being discussed and to request
the Board to reconsider the resolution and perhaps write another resolution with
the concerns in mind.
• Jim Matthew Motioned that the Senior Human Resources Analyst Classification
should not covered in Civil Service. There was not a Second to the motion.
• Brent Beden Motioned to keep the Senior Human Resources Analyst classification
covered in Civil Service. Seconded by Bill Larson. Motion Carried.
• Chief Marshal said that hearing the dialogue was helpful. He wanted to work with
the Secretary and summarize the conversation and bring back to the Governance
Board and see what changes, if any to allow for Civil Service protection. He also
said those not covered under Civil Service are covered under a Personnel Services
contract.
• Brent Motioned to remove the previous motion to keep the Senior Human
Resources Analyst Classification in Civil Service. Motion Carried.
• Jim Motioned to table the Senior Human Resources Classification discussion. Bill
Second. Motion Carried.
• Jim Motioned to table VI, update to Civil Service Rule 21, on the Civil Service
agenda. Second by Bill. Motion Carried.
