Meeting Minutes —June 27, 2017
COMMISSIONERS PRESENT: Brent Beden,Andee Jorgensen, Bill Larson,Jim Matthew, and Jim Phelan
COMMISSIONERS ABSENT:

1. Call To Order:
Chair Jim Phelan called the meeting to order at 4:17 p.m.
2. Approval Of Minutes:
The minutes of the May meeting mistakenly stated that Brent Beden moved to adjourn the meeting, but he was
not present at the meeting. The minutes have been revised to reflect this change. Moved by Bill Larson and
Seconded by Andee Jorgensen to approve the May 23, 2017 meeting minutes. Carried.

4. New Business:
A. Entry Level Police Officer Eligibility List*and Examination Report**

8. Lateral Police Officer Eligibility List*and Examination Report**
MOVED BY: Brent Beden SECONDED BY: Jim Matthew MOTIONCARRIED
C. Lateral Police Officer Candidate Michael Kay Request to be Restored to Lateral Eligibility List*Sgt. Craig
Johnson provided the reasons he was removed. The reasons were based on an Internal lnvestigation.
Moved by erent eeden to reject the request to be restored and second by Andee Jorgensen. Motion
Carried.
D. The Secretary/Chief Examiner separated the Civil Service Rules, creating Police Civil Service Rules and
Renton Regional Fire Authority Civil Service Rules. The Police Civil Service rules were provided to the
Commission for review at the June 27, 2017 Civil Service meeting with the intent to be approved at the
July 25, 2017 Civil Service meeting.*

Chair Jim Phelan called the meeting to order at 4:30 p.m.
2. Approval Of Minutes:
Moved by Bill Larson and Seconded by Andee lorgensen to approve the May 23, 2017 meeting minutes.
Carried.
3. Unfinished Business:
Samantha Babich reported that the Appeal from Firefighter Tim Smith has been withdrawn. A copy of an
email was provided to the Civil Service Commission verifying that the appeal was withdrawn. Bill Larson
moved to accept the email as confirmation that the appeal was withdrawn and the August hearing dates
were cancelled. Andee Jorgensen seconded. Motion carried.
4. New Business:
A. Entry Level Firefighter Eligibility List*and Examination Report**

B. Hiring from the Fire Lieutenant Eligibility List, passing over the number one
candidate (Per Rule 11.01)**
C. Promotion of Firefighter Richard Laycock to Fire Lieutenant**
D. Promotion of Fire Lieutenant Jim Ochs to Fire Captain**
E. Temporary Appointment of Brian Kane as Lieutenant**
F. Termination of employee during probation**
G. The Secretary/Chief Examiner separated the Civil Service Rules, creating Police Civil
Service Rules. The RFA Civil Service Rules are under review.
5. Other Business/Comments
