1. Call To Order:
Chair Jim Phelan called the meeting to order at 4:15 p.m.
2. Approval Of Minutes:
Moved by Bill Larson and Seconded by Brent Beden to approve the October 24, 2017 meeting minutes.
Carried.
3. Unfinished Business:
A. Civil Service Rule 4.0 revision* - Bill moved to table this agenda item until another Commissioner was
appointed to the Board. There was not a second. Brent moved to adopt Rule 4.0 as distributed. Jim
Phelan seconded the motion. Discussion included the preference to edit Civil Service Rule to allow
commissioners to phone in their participation for special meetings only when a job announcement
needs approval. After some discussion, Brent withdrew his motion.

Chair Jim Phelan called the meeting to order at 4:35 p.m.
2. Approval Of Minutes:
Moved by lim Matthew and Seconded by Bill Larson to approve the October 24, 2017 meeting minutes.
Carried.
3. Unfinished Business:
None
4. New Business:
A. Discussion by Deputy Chief Gunsolus and Director Samantha Babich regarding the continuation of the
existing RRFA Civil Service Commission. They would like to extend the Commission for a six month
period.
B. There was discussion on the process of appointing a Civil Service Secretary/Chief Examiner.
Commissioner Phelan mentioned that this person needs to be a neutral party and separate from any
discipline action. Samantha stated that she is more involved in discipline than the Analyst;the Analyst
is kept separate from the process.
C. A draft of the Civil Service rules were provided to the Commission for adoption at the December
meeting.
D. The meeting time would be consistent with past practice (following the City of Renton Civil Service
meeting at 4:30).
