AMENDMENT NO. 3 TO AGREEMENT FOR SEAPLANE BASE
MAINTENANCE DREDGE PROJECT
THIS AMENDMENT, dated June 15, 2018, is by and between the City of Renton (the "City"), a
Washington municipal corporation, and Mott MacDonald ("Consultant"),. The City and the
Consultant are referred to collectively in this Amendment as the "Parties." Once fully executed
by the Parties, this Amendment is effective as of the last date signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-17-045, dated
March 25, 2017,to provide necessary services for the Seaplane Base Maintenance Dredge Project
(referred to herein as the "Agreement");
Whereas, the Parties wish to amend the Agreement to change the scope of work, change the
time for performance, and change the compensation in order to Shoreline Mitigation Project
Construction Phase Services.
NOW THEREFORE, It is mutually agreed upon that CAG-17-045 is amended as follows:
1, Scope of Work:Section II, Scope of Work, is amended to add work as specified in Exhibit
A-3,which is attached and incorporated herein.
2. Compensation: Section V, Payment Provisions of the original Agreement, is amended so
that the maximum amount of compensation payable to Consultant is increased in the
Amount of$64,500 from $58,312.36 to $122,812.36, plus any applicable state and local
sales taxes. The additional compensation shall be paid based upon Work actual
performed according to the rate(s) or amounts specified in Exhibit A-3 according the
Original Agreement which is attached and incorporated herein.
3, All terms of the Agreement not explicitly modified herein shall remain in full force and
effect and such terms shall apply to Work performed according to this Amendment as if
fully set forth herein.

CITY OF RENTON SHORELINE MITIGATION PROJECT
TASK 15 — CONSTRUCTION PHASE SERVICES
Scope of Work and Fee Estimate
Introduction:
The following scope of work has been prepared for the City of Renton Shoreline Mitigation Project
by Coast &Harbor Engineering, A Division of Mott MacDonald (MM). The following briefly
describes project assumptions, work tasks, and budget for the project.
Assumptions:
• The City of Renton will take the lead on construction management for this project.
• Construction support phase services are included in this scope.
• The project will be constructed between mid-December 2018 and late January or early
February 2019. A 4-to 6-week construction period is assumed. The number of site visits
and the corresponding fees are based on construction over this time period.
• Additional site visits beyond what is stated are not included in the total cost.
• Coordination with regulatory agencies will be provided by Widener Associates, who will
work as a subcontractor to MM.
• This fee estimate does not include biological monitoring. If biological monitoring is
required by the permits, a separate amendment for such monitoring by Widener Associates
under subcontract to MM will be authorized.
• Archaeological monitoring, if required by the permits, will be performed by others.
• Construction methods are the responsibility of the Contractor unless otherwise stated in the
project specifications.
• The City should be aware that unexpected issues may arise during the construction of the
project. This fee estimate includes budget for contingencies.
• If additional services are requested by the City, the construction period is longer than
anticipated, or the required effort otherwise exceeds the fee estimates summarized below,
the additional services can be performed on a time-and-materials basis following written
authorization from the City.
Scope of Work:
Task 15.1 Pre-Construction Services
Description:
1. Pre-Bid Meeting: MM will attend a pre-bid meeting with Renton airport staff,
Widener Associates, and prospective bidders at bid advertisement to discuss the
project, ensure that the bidders understand the design intent, and field any questions
or concerns from prospective bidders.
2. Pre-Construction Meeting: MM will attend a pre-construction meeting with Renton
airport staff, Widener Associates, and the selected Contractor prior to mobilization to

discuss the plan of work, schedule, and means and methods and ensure that the
Contractor understands the design intent.
3. Submittal Review: MM will develop a list of required submittals and work with
Renton airport staff, Widener Associates, and the Contractor to make sure the
submittal requirements of the project are understood. MM will also review
Contractor submittals relevant to the project's shoreline stabilization elements for
conformance with the technical specifications and provide written comments via
email and technical memorandum to the Owner and the Contractor. This work
includes pre-construction submittals such as the safety plan, materials data sheets,
shop drawings, etc.
4. Requests for Information(RFIs): MM will respond to RFIs submitted by the
Contractor related to the shoreline stabilization elements.
5. Design Clarifications: MM will address any additional questions that the Contractor
or Owner may have regarding the design of the shoreline stabilization elements.
Deliverable: Email responses to contractor submittals, email/telephone correspondence,
email documentation of meeting minutes.
Schedule: As coordinated with Widener Associates and Renton airport staff
Task 15.1 Cost $24,500
Task 15.2 Site Visits and Observations
Description: Provide the MM recommended construction administrative services
including:
1. Construction Observation: MM will conduct up to 12 site visits lasting roughly 6
hours per visit. The number of visits per week will be roughly 2 to 3 over a 4- to 6-
week construction period. The fee for this item includes additional time required for
transportation to and from its Edmonds office, inspection reports, and additional
contigencies.
2. Final Inspection: A final inspection by a MM representative will take place upon
substantial completion of the project.
3. Miscellaneous Office Support: This item includes approximately 24 hours for office
support and coordination with Renton airport.staff, Widener Associates, and the
Contractor by telephone and e-mail as needed.
Deliverable: A report for each site visit.
Schedule: As coordinated with Widener Associates and Renton airport staff

Payment:
The sum total of Tasks 15.1 and 15.2 is:

Total $64,000
All work will be conducted on a time-and-materials basis, and the total estimated cost is a
not-to-exceed amount. Changes to the budget for work in addition to that described herein will
require prior approval by the Owner.
