HomeMy WebLinkAboutRES 4347CITY OF RENTON, WASHINGTON RESOLUTION NO. 4347 A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, DECLARING AN EMERGENCY FOR THE PURPOSES OF REPLACING/REPAIRING TRAFFIC SIGNAL POLE. WHEREAS, the City of Renton owns, operates and maintains the traffic signal pole on Airport Way and Logan Avenue South in the City of Renton; and WHEREAS, on or about June 23, 2018, the traffic signal pole and foundation were struck by a vehicle, and heavily damaged and in need of an immediate repair/replacement; if immediate action is not taken, it may result in further material loss or damage to property, bodily injury or loss of life; and WHEREAS, on June 25, 2018, the Mayor declared an emergency, attached hereto as Exhibit A, pursuant to the provisions of RCW 39.04.280 and Renton Policy and Procedure Manual 250-02, paragraph 6.10.3, to authorize Gregg Zimmerman, Public Works Administrator, to waive competitive bidding requirements and to award all necessary contracts to address the emergency for the repair/replacement of said signal pole; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO RESOLVE AS FOLLOWS: SECTION 1. The above recitals are adopted as findings. SECTION 11. An emergency did exist at the time of the declaration of emergency by Mayor Denis Law. By these written recitals and findings, the City Council does hereby ratify and approve the Mayor's emergency declaration, attached hereto as Exhibit A, to waive competitive 1 RESOLUTION NO. 4347 bidding requirements and to award all necessary contracts to address the emergency for the repair of the aforesaid signal pole on Airport Way and Logan Avenue South. Denis Law, Mayor Approved as to form: Shane Moloney, City �ttorneyy Date of Publication: 7/13/2018 (summary) RES:1776:6/27/18:clb ORATEO Sle \q 2 RESOLUTION NO. 4347 EXHIBIT A DECLARATION OF EMERGENCY RESOLUTION NO. 4347 EXECUTIVE DEPARTMENT M E M O R A N D U M DATE: June 25, 2018 TO: Gregg Zimmerman, Public Works Administrator FROM: Denis Law, Mayor SUBJECT: Declaration of Emergency for Damaged Signal Pole Located at Airport Way and Logan Avenue South On Saturday, June 23, 2018 at approximately 2:30 a.m. the Transportation Maintenance staff member on call was notified that a traffic signal pole located at the intersection of Airport Way and Logan Avenue South was struck and knocked down by a vehicle. The signal pole foundation was also destroyed. Due to the extent of the damage a temporary signal pole and signal head was installed for the southbound approach. The damage also resulted in the need to temporarily close the pedestrian crosswalk crossing Airport Way until a new signal pole and foundation can be installed. Estimated cost to replace the signal pole and foundation is $40,000. Therefore, I, Denis Law, Mayor of the City of Renton, declare an emergency pursuant to the provisions of RCW 39.04.280 and Renton Policy and Procedure 250-02, paragraph 6.10, and authorize Gregg Zimmerman, Public Works Administrator, to waive competitive bidding requirements and award all necessary contracts on behalf of the City of Renton to address the emergency situation. In emergency situations, RCW 39.04.280 requires that a written finding of the existence of an emergency be made and entered into the public record no later than two weeks following the award of the contract.
