HomeMy WebLinkAbout04/14/2014 - Minutes *kW 1111, THE 911th MEETING BOARD OF COMMISSIONERS OF THE HOUSING AUTHORITY,CITY OF RENTON MONDAY,April 14th,2014 AT 9:03AM 2900 NE l0Th ST.RENTON,WASHINGTON 98056 MINUTES The Board of Commissioners of the Renton Housing Authority met for the monthly board meeting on April 14th 2014.The meeting was held at the A.J.Ladner Administration Building, 2900 NE 10th St.Renton,Washington.Chairperson Marsh called the meeting to order at 9:03 am. 1. COMMISSIONERS PRESENT:Thomas Tasa,Gerry Marsh,Sally Eastey,Merna Wheeler,and Maxine Anderson.Also present:Mark Gropper,Executive Director,Owen Mayfield,Director of Finance and Accounting,and Kaelene Nobis,Admin.Technician. 2. CONSIDERATION OF MINUTES MOTION by Commissioner Tasa and a second by Commissioner Anderson to approve the minutes of the meeting on March 10th 2014.Chairperson Marsh called for the vote. Ayes:All Nays:None Motion Carried 3. AUDIENCE COMMENT (Speakers must sign up prior to the Board Meeting).Each speaker is allowed five minutes.The initial audience comment period is limited to one-half hour.A second audience comment period later in the agenda allows five (5)minutes for each person,for a total comment period limited to the time constraints of the board. 4. CONSENT AGENDA 4.1. Local Government Investment Pool—March 2014 4.7 Million Dollars 4.2. Checks Issued Report—March 2014 MOTION:by Commissioner Tasa and a second by Commissioner Eastey to approve the consent agenda.Chairperson Marsh called for the vote. Ayes:All Nays:None Motion Carried 5. FINANCIAL 5.1.Financial Statements as of February 2014. RIIA operated at a surplus of$137k for the first two months of the year. The L1PH properties operated at a slight loss of$9.3k.The senior properties generated a surplus of $34k.The market rate properties generated a surplus of$120k and the Section 8 program operated at a slight loss of$8.8k. Net Assets totaled$32.1M at the end of February with$7.5M classified as unrestricted. RHA held$8.1M in cash and liquid investments at the end of February with$4.7M of that amount invested in the State Pool. 5.2. Section 8 Utilization Update RHA expenses have dipped below 100%,largely as a result of the Section 8 Team,and the Seattle Housing Authority Absorbing some of RIIA vouchers.RHA also did a swap with KCIIA where KCIIA took our most expensive vouchers and RHA took the least expensive.RIIA has been released from the shortfall team,due to these efforts.There are now 15 vouchers ready to be placed on the KAT.RHA has executed contract with the county.Once RHA has finalized the state contract,RHA can submit the KAT to HUD for a subsidy layering review.So that KAT can have similar subsidy to that of sunset terrace,making KAT truly replacement housing.Anticipate receiving 84 vouchers for replacement housing for Sunset Terrace.Budget for 2014 is going up to 247,992 5.3.Capital Fund Program Grant ED Mark Gropper:Award 2014$305,900 dollars from the capital fund Grant.An extra 30k was added into the Grant calculation as a result of the first phase of Sunset The mission of the Renton Housing Authority is to provide decent,quality,affordable housing in a safe environment to people with low incomes who make Renton their home. Ayes:All Nays:None Motion Carried 5.4.Resolution#2458-2014:Request from the Board of Commissioners a Resolution authorizing the Executive Director and the Finance Director to execute the agreements necessary to open a"safekeeping account"with US Bank and to name Time Value Investments as the broker of record with the intent to invest excess liquid funds from time-to-time.The investments will be limited to HUD approved securities such as Fanny Mae and/or other government guaranteed securities.Actual future investments in securities will require Board approval.No investment is requested at this time;only the opening of the accounts.(Exhibit) This option represents an alternative investment to the WA State pool.Requesting to set up account with US bank.Would transfer funds from one bank account to another,Earn .7%return,which is 7 times what we are earning now.RHA needs to decide how much to put in.Could put as little as 100k,possibly closer to 500k. KAT update:Executive Director seeks Board approval for interstate overnight plane and hotel accommodations to view the manufacturing of Kirkland Avenue Townhome module units in Weiser Idaho:Monday April 21,2014 through Tuesday April 22,2014. Seeking sanction for ED Mark Gropper and Bruce Sharpe.Motion approved by Commissioner Tasa and Seconded by Commissioner Eastey. 6.2.Resolution#2459-2014:Affirmation by Board Resolution to approve of the executive director's execution of funding contracts with the State of Washington and King County. Board acknowledging that RHA will be building KAT.Affirming ED signing the contract.There are some performance requirements and obligations so board approval.A policy was taken out for RHA to be indemnified for any damage to the units,full replacement value is insured.Less than 9k to have units insured for duration of building construction. Application for resource to relocate families.240k budget that has been obligated due to approval to relocation expenses,Up to 3k moving expenses per family.RHA expectation that Vouchers will be accepted. 1000 base then 200 dollars per bedroom.Plus security deposit at new residence. Staff changes in the office for the relocation of replacement housing and tenants,Lacoya Tyson will be fronting the Relocation as the main contact person to answer questions for tenants. 6.4. Choice Neighborhoods Implementation Grant,resident needs survey and ongoing planning efforts with the City and introduction to Seattle Housing Authority concept. Mark,Owen,Kaelene,and SRI staff had a conversation with Al Levine of SHA about what it would look like to have them as the Lead applicant for CNIG. After reading through last year's NOFA,Renton does not score high enough to be competitive to receive the CNI grant.SHA has proved to be competitive wining this grant and others like hope 6,multiple times.RHA would like to partner with them in order to help increase likelihood of the Renton application.SHA has in place all of the reporting requirements and fiduciary.Renton is meaning full to SHA.A suburbanization of poverty has happened.Seattle poverty has moved to the suburbs.Renton provides many jobs to the Seattle metropolitan area. A partnership like this would help to set a precedent throughout the country.Can Renton classify as a TOD,can Renton show that it is a bedroom community and an economic resource for Seattle.This would not mean the RHA would be adopted or merged into SIIA;however,exploring this partnership could benefit both parties. 7. NEW BUSINESS 7.1.Resolution#2455-2014:Resolution to adopt the new Interim Recertification Policy in accordance with the Department of Housing and Urban Development(HUD)shortfall prevention team suggestions.RHA staff recommends an adjustment in the interim recertification process.Tenants will hereby be required to report in writing any increase in income of$100 or more per month within 10 business days to their most recently assigned Section 8 program occupancy staff person or the Operations Administrator.The written report should include verification from the source,notwithstanding that RHA will perform verification as well.The$100 per month increase in income will require an interim recalculation of the tenant's rent to owner obligation.Any resulting increase in the family rent contribution will take effect 60 days after the family received the increase in income.If reporting is not timely,the rental assistance payment will be reduced by an amount sufficient to reconcile the difference between what the family paid to the landlord(as a result of not reporting the increased income in-time)versus the higher amount of rent that the family should have paid to the landlord.If the failure to report a $100 or more per month increase in income is egregious,the family will be subject to program enforcement measures that could include a compliance mandate notice or The mission of the Renton Housing Authority is to provide decent,quality,affordable housing in a safe environment to people with low Incomes who make Renton their home. Upon approval of this resolution,existing LIPH tenants will be given a 60 day written notice of the policy change,whereby regularly scheduled recertifications of income and eligibility effective July 1,2014 forward will be subject to the new Flat Rent considerations. Ge d Mar'h,Chairperson ark R. iro , e ary 7.3.Resolution#2457-2014:Staff present for Board adoption the 2014 utility allowance schedule derived from an energy audit and utility rates study completed by National Facilities Consultants(engaged through price comparison procurement).The NFC utility allowance schedule was discussed with residents at the June 26,2013 Agency Plan public meeting.The Section 8 tenant-based utility allowances were demonstrated to have increases of 10%or more.Those allowances were implemented by staff effective January I,2014. The Board's passing of this resolution affirms the January 1;2014 implementation of the increased rates for Section 8 tenant-based participants. The utility allowance schedule for RHA-owned units indicated a reduction in allowance, driven in part by energy savings measures.Nevertheless,because this represented a potential reduction in allowance benefit to tenants in RHA-owned units,staff paused, completed reevaluation of local utility rates by contacting the vendors on February 4, 2014.Staff members are now confident in the veracity of the utility allowance scheduled presented today for Board action.The staff seeks to likewise implement the new utility allowance schedule for RHA-owned units with an effective date of July 1,2014,60 days hence,allowing for any comments by the residents and public determined to be of material significance to the utility allowance schedule.Following your determination today,the utility allowance schedules will be posted on the RHA website.(Exhibit) Required to do an energy audit every 5 years.
