Park Board Minutes
Highlands Neighborhood Center
October 9, 2001--4:30 p.m.

CALL TO ORDER
The October 9, 200�, meeting was called to order at 4:3� p.m. by Chair, Troy
Wigestrand.
APPROVAL OF MINUTES
A motion was made by Marge Richter and seconded by Ralph Evans to appro�e
the September minutes. All present were in favor, motion carried, minu#es
approved as written.
CORRESPONDENCE
Jim Shepherd rev�ewed a letter from Jim Owen's, Executive Director, C.A.S.T. for
Kids. Mr. Owens wrote the letter#o extend his thanks for the parks departm�nt's
support for their fishing dErby for 61 disabled children.
C�NSENT
The following requests were reviewed:
Julie Brewer, Community Relations Manager, proposed four Centennial markers
be p�aced in parks or on our trails to properly represent their history. The
proposed �ocations include the Piazza Park, Narco site, Liberty Park a�d Cedar
River Trail. Staff recommends approval contingent on coordination with the
parks directar and installation to be done by parks maintenance crews.
The Piazza volunteers requested peRnission to use the Piazza Park from 2:00
untif 4:�0 p.m. on October 27th for a "Pumpkin Painting Event". They also
requested use of our large tent. Staff recommended use of the picnic trailer and
Son�a Mejlaender wi11 coord�nate w�th the park staff on a parking location.
WRPA requested use of the community center at no fee for � training for summer
day camp staff. �n exchange 15 of our staff wil� be able to attend the training at
no fae.
Ron Regfs made a mation to concur with staff recomm�ndation and approve the
requests. MicY�ael O'Dor�in seconded the motion. All presen# were in fa�or,
motion carried.
OLD BUSINESS
The park rules and regulations were sent out in the packets to be re�iewed by
the board for any additional changes. Staff h�s been working with the ci#y
attorney to change the wording on some sections anr� include restrictions now
needed due to the opening of#he slcate park. These changes will be reviewed
and finalized at the November meeting.
Sylv�a presented the parking cantrol policy. Tim Searing made � motion
seconded by Michael O'Donin to approve the plan as w�itten. All were in fa�+ar�
motion carried.
A date was set for a workshop with tFre staff, board members and cansult�nt
doing the comprehensive plan for October.
ADJOURNMENT
A motion was made by Tim Searing and seconded by Ran Regis to adjourn the
meeting. Motion carried, the October meeting was adjourned at 5:30 p.m.
Glenn Kost offered to give a tour of#he Highlands Neighborhood Center to
anyone who had not had the opportunity to see the building since it had
reope�ed.
