The minutes stated three items required clarification or correction and only listed two items. Sandy indicated she would check with the recording secretary and amEnd accordingly. Mr. Evans made a motion #o accept the March minutes as submitted, with the abo�e-mentioned notations, Tim Searing seconded the motion. All were in fa�or, motion carried, minutes appro�ed. AUDIENCE C�MMENT Michael Campbell, Northwest Marine Trade Association and Representati��s from ClearChannel were in attendance to discuss Boatstock. Mr. Campbell explained the history of this yearly e�ent and the goal "to get peopfe aut on the water." Ri�er Days, ClearChannel and the Nor�hwest Marine Trade Associatian partner and combine effor�s in this yearly e�ent. He noted in 2003, ten dealers participated utiliz�ng 21 boats and fumished 183 rides. In 2004, over 400 rides by 20 deal�rs utilizing 52 boats were provided. This event can continue growing, if that is the direction the Board and R�ver Days Organizers would like to go. This year they propose adding a wakeboarding e�ent. He stated the boat dealers are #he key to the success of this e�ent and must b� gi�en motivation to keep retuming. Leslie Betlach raised concerns regarding the log boom stability and Iogistics of such an event. She indicated a structural engineer would ha�e to review prior to considerat�on. Ciry of Renlon Park Board MinWes April 13,?(H15 Pagc 2 of A Michael O'Donin inquired how big wiil his event ha�e to get before it becomes a negati�e and a `saturation point' is reached. Currently, selling is not allowed in the parks and Mr. Campbell indicated motivation must be provided to bring the dealers back each year. Cynthia Burns noted the number of dealers that return from last year woul� be the measure of the success of the e�er�t and if it was profitable for tY�em. Tim Searing noted that River Days Board would ha�e to buy off on any new proposals first before any major changes are submitted to the Park Board. CONSENT The fal�owing consent i#ems were presented for review: a. Cast for Kids Foundation has hosted an annual fishing event at Gene Coulon Memarial Beach Park each year for the past 14 years. This annual event is for children and young ad�lts with de�elopmental and physical disabilities. Attendance is generally around 200� This year's event is schedu�ed for Saturday, September 10, 2005. They are requesting use of the two south s#�elters and parking area from 7:00 a.m. untii 2:OQ p.m., and wai�er of f�es for the �icnic shel#er and boat launch �ees (valued at $300 for the picnic shelters and $500 for launch fees). 7hey would also like to use a PA system for announc�ments and the award presentation. Staff recommends approval of the waiver of fees but not use of a PA system. b. L.avonta Haward requested to hold h�r wedding ceremony by the Cedar River at Cedar River Park on August 13, 20D5. Si�e is using the Community Center banquet room for her reception. She h�;s been informed this is a pubt�c area and may not be blocked off for her exclusive use and no chairs from the community center may be taken outside. Staff recommends approvaf of this contingent on compliance with park rules and regulations, c. Tracy Perkins has reserved the Renton Community Cen#er banquet facilities on October 22, 2005, and paid the appropriate fees, Sf�e is req�esting to hold a fundraiser to raise money for Children's Hospital G�aild Association and #heir"Journey Program." The planned ac#i�ities include a di�ner�ufFet, silent auction and raffle. S�aff recammends approval. d. Doro#hy 6ertson, Boy Scouts of America, requested to reserrre the north shelter at Gen� Coulon Memoria� Beach Park on Saturday, October 15, 2Q0�, for Boy Scout Troop 407's Fafl Court of Honor. 5helter fees are colEected from April i s'thru Septemb�r 30"' so it is not necessary to waive any fee. Staff recommends appro�al of the event and will reser�e the shelter for the group's use. City of I2enlon Par}:Boau3 Minutes April I?.2005 Pa�e 3 of 4 e. Carolyn Danza Ossorio, CD Danza Salon and Spa, is initiating a fundraising campaign ta raise money to benefit the Renton Public School Music Program. This e�ent would be Sunday, June 12tn; offering reduced price hair cuts for a donatian, also sales of food, lemonade stand, etc. Addi#ionally, there would be entertainment by the Renton High Schoal band. They are asking the City to co-sponsor the event and make electricity a�ailable, use and set up/#ake down of our stage, additional garbage cans and rema�a� of trash following the ev�nt, and res#room access at the Piazza. Staff recommends approval of this event, howe�er, cannot be a co-sponsor. The following services could be provided wi#h accompanying fe�s: Use of Piazza Park $80 (includes use of resttoom and additional garbage ca�s) Stage only: Labor $ 320 Stage with canopy: Labor 2,71 S Pottable tent/canopy: Labor 128 f. Sonja Mejlaender, Festiva! Coordinator, requested exclusive use of Liberty and Cedar River Parks for Renton River Days, �luly 19th tF�ru July 24t". Additionally, use of the Cammunity Center for the Senior Day activities on Thursday, July 21 St and tF�e Banquet Room for the Renton Annual Art Sl�ow. Staff recommends approvaf of this even#. g. St. Lukes' Church requested to use Jones Park on Sunday, June 19tn, July 17'" and August 14th for church picnic(sy. Staff recomm�nds approval, there are no fees. Chery1 Danza and Caro�yn Danza �ssorio were present to answer questions a�d provide further information on their propase� event {consent item e). Cheryl explained they were hoping to be able to raise $20,00� for the School District with participation of�arious vendors, such as Armondos, and they were recruiting other sponsors such as McL�ndons, Starbucks and possibly IKEA. They were asking for t�e City to co-sponsor to keep expenses a# a minimum. Cynthia Bums made a motion seconded by Tim Searing to approve the consent agenda with staff recommendatians. All present were in fa�or, motion carriEd, conser�t agenda approved. OLD BUSlNESS Memorial Policies 5taff has been reviewing altemate plans to accept and acknowledge donations to parks other than the current tree and plaques. Leslie Betlach, Parks Director, presen#ed additional materials on policy and procedures estab�ished at other cities on mEmorials and donations. After re�iewing other cities policies, s#aff ts st�ongly consid�r�ng the proposal of eliminating plaques when a tree is donated. A formal recomme�dation will be made to the Board at a future meeting. Restrict�on of dogs at special events Sylvia noted the amended park rules and regulations �stipulating requests could be submitted #o ban domestic animals from certain e�en#s) was being s�bmitt�d to Council for consideration. OTHER Cynthia Burns#F�anked Keliy and h�r staff for the goad job t�ey do at the galf course. Cynthia has recetved goad feedback from others on the course and also RiverRock and events catered t�ere. Leslie an�ounced on Apral 23�' there would be a planting on NE 4�'' in obser�ance of Arbor Day. ADJOURNMENT Cynthia Burns made a mofion, seconded by Ralph Evans to adjourn the Apri! meeting.
