Sylvia Allen, Recreation Dfrector, reported the pay box at Coulon Beach Park had been vandalized. We were in the process o# waiting for a new one to arrive to install. Unfortunately, it had taken considerably longer than anticipated. This allowed the majority to go without paying their fees while many �ad a[ready paid for their yearfy permits. The only fair solution seems to be to refund all of those who purchased season passes or gi�e them a `free pass' for next year. Dennis Culp announced the Mayor and staff are re�iewing t�e Boards and Commissions and their roles and how#hey could compliment ane another. There may be some changes forthcoming. Syl�ia Aflen noted there was a higher attendance this year at thE Summer teen musical (Grease} than pre�ious years. Also, wit� our good weather, the pool was $125,000 ahead (above expenditures for year to date�. City of Renton Park Board Minutes August 9, 2005 P�ge 2 of 5 CALL TO ORDER Michael O'Donin called t�e rrreeting to order at 4:40 p.m. APPROVAL OF MINUTES Ralph E�ans made a motion seconded by Ron Regis to approve t�e June meeting minutes (the July meeting was canceled due to lack of a quorum}. All present were in fa�or, the minutes were approved as submitted. CONSENT Ke�ly Beymer, Golfi Course Manager, re�iewed the proposed gol� course fee increases. She pro�ided a compEtftive market analysis of fees at surrounding golf facilities. She explained this increase will alEow Maplewood to remain competiti�� within the market, continue to grow ou� business and complete major main#enance and CIP prajects needed to provide a quality facility. Fees are re�iewed every ather year, currently 67-72,000 rounds are played at Maplewood each year. Tim Searing remarked we have a good product and feft it should be priced accordingly with the competition, not at the bottom or middle of the scale. Ron Regis felt if we had too dramatic of an increase we wou�d lose golfers and revenue. A compromise was made by keeping the yearly increase madest and re�iew e�ery year for fut�re increas�s not every two years. Dennis Culp re�iewed the remainder of the following consent agenda: A. Therese Joyce, Vice President, P.S., requested to use Gene Caulon Park, including the north shelter, for a mEmorial walk an Sunday, October 9, 2D05, from 9:QQ a.m. unt�l 1:00 p.m. T�is group has used the park the last three years and i�as never been a probfem. There is no fee for the shelter in October so t�eir o�ly request is to have additional garbage cans, which our s#aff will pro�ide. Staff recommends appro�ing this request. B. Letters were recei�ed from Renton High 5chool, Hazen High School and Lindbergh High School reques#ing use of Maplewood Golf Course for the 2005 golf season at no fee. Staff recommends the same privilEges, standards and practice times to be coordinated with the golf course s#aff as last year. The total fees wai�ed are estimated at $11�595. C. Tamara Sedgwick, Boeing Employee, requested to a#low a steel drum band to play at their co-sponsored e�ent on September S, 2005, at Gene Couion Park. They have the norkh shelter reser�ed and are �xpecting approximately 100 atte�dees. This music is not amplified and staff recommends appro�al contingent on City of Renton Park Board Minutes August 9, 2005 Page 3 of 5 coordination with staff on s�t-up. D. Margaret Schneider requested to ha�e her wedding at one of our parks. Her first choice is Ri�enriew Park on September 3, 2005. Riverview Park is sc�eduled to ha�e work done on the �edestrian bridge, and staff cannot guarantee the main entrance will be open to access the park. Staff recommends possibly another location or to ad�ise th� couple they would have to enter the park �ia the trail. E. Pam Teal requested use of Liberty Park for the St. Anthany's picnic with an estimated attendance ofi 1,OOD. Staff recommends appro�al with the following guidelines: 1} A certi�ica#e o# insurance naming the City of Renton as a co- insured must be pro�ided prior to the event. 2} Rentais fe�s will incfude picnic shelter, ballfield preparation and cos# of on-site recreation staff. 3} Amplified sound equipment is not permitted. 4) Basketball and tennis courts may be used; however, they cannot be reserved. 5) A walkthrough with recreation and parks mair�#enance staff will be necessary prior to the e�ent. 6) Please recommend car pooling to the attend�es; parking is �ery limited. An e�ent at the Renton Community Center prohibits parking there. An option cou[d be parking at Renton Stadium and running a shuttle to Liberty Park {contingen# on Renton Sci�ool District permission). 7) Please place barbecues close to shelter. 8) Hand carry all supplies; no �ehicles on park sidewalks. 9} Sidewalk chalk can be done in parking lots {use caution}, near recreation bui�ding, alongside tennis courts or on the sidewalks. 10) Parks staff will supply extra garbage cans. St. Anthony's will provide liners and empty in#o dumpster they will arrang� for. 11) No signage can be posted on fence. G. Charles Hall requested to �urchase a memorial bench and plaque in memory of Jessica Benson at Coulon Park. Staff recommends approval and will coordinate the location. H. Staff recommends approval of tF�is request, however, no area may be rop�d off exclusively for the group, thE park and swim area is open #o the public. J. Pastor Oleg Pynda, Ukrainian Christian Center, requests to ha�e a PA for use during his pre�iously approved baptism scheduled for August 14, 20Q5� at Gene Coulon Memorial Beach Park. Staff does not recommend approval. � K. Weelan Magno requested to have an inflatable bouncer at a birthday party at Thomas Teasdale Park on Saturday, August 27, 2005. Staff recommends approval contingent an coordination with parks staff on lacation and providing an insurance certificate naming the City of Ren#on as a co-insured. L. Julie Dilon requested the fees be waived for use of the Community Center f�om 5:30-8:30 p.m, on Monday, August 15'h. The fees for the rental for a non-resident would be $300.00 for t�e banq�et �oom and kitch�n, Staff does not recammend appro�al of this request� Pastor Pynda requested #o discuss his reques# to ha�e amplified devices at the park. He felt the equipment was necessary so those in atter�dance could hear all that was going on during their baptismal services and enjoy the music that reflec#ed their cultural and historical beliefs. The Park Board members explained their need to adhere to the rules, noting if one exception was made it would be very hard to tum dowr� any future requests. There was not suff�cient staff to monitor what type of music would be played and how loud that mus�c would be and #h� impact on others enjoying the park, Ralph Evans made a motion to adopt the consent agenda with the staff recommendations tha# were presented. An additional suggestion was to re�iew the golf course fees in 2006 for a possible increase.
