Meeting was called to order at 3:01 by Chair Brook Dodd 2. Agenda approved with the addition to discuss the vacancy for next year's Vice-Chair and December HSAC meeting. 3. Approval of Minutes a. Approval of July&September: Moved by Teresa,seconded by Brandy 4. Manager's Report a. Equity Lens—Benita Horn: • Benita presented the process/analysis they have been using with Human Resources • Discussed the Seattle Arts Commission experience where an opportunity was provided to submit a written or an oral application which eliminated some barriers to an effective application • Discussion about how to assist agencies that were small,grassroots agencies or where English was not their primary language-including notification to them as soon as application dates are known because they may need a longer lead up time-set up a system like the Best Start for Kids process and Save the Dates. • Brook offered to work on some approaches to assist agencies b. Updates/HSAC Work Plan: covered in Item 5 below. 5. Discussion and action items a. Hearing,Speech and Deafness Center funding • Dianne documented a pattern of communication issues with the agency • No signed contact/Insurance was provided two and a half months after it was requested • Dianne recommends that we pay agency this year but to no longer fund for next year • The Committee voted 5-2 to not contract with them b. Funding process start to finish: • Mayor and council gives committee budget to spend on agencies • Estimate of$560,000.00 annually-allocations are for 2 years • Application and workshops being in Feb/March • 18 cities joint process H\Human Services\Ma�n fo�Ider�Advisory Committee\2017 Human Services Advisory Committee\November 2017\Oc[aber 2017 Mfnutesdu.doa City of Renton Human Services Advisory Committee November 17, 2015 Page 2 • Applications usually due late April • Committee will split into two reading groups • Reading groups will meet once a week to discuss ratings, can only rate what is on application, no outside information allowed. Each group will determine their meeting schedule • Full committee meeting for final recommendations will be 2 days and starting at 9 or 10 am (TBD). • Every City notifies agencies for approaching funding cycle, applications and reports need to be in English. • A number of decisions need to be made before the application becomes available in the spring. c. Work Plan elements • November will be an important discussion on what results the Committee wants from the process. Articulating the goal will help drive the process. • Discuss the Needs Assessment categories and funding-review historical data regarding effect of categories selected. • First look at rating tool-does this tool get the Committee the results they want/opportunities to incorporate an equity lens? 6. Information a. HSAC Chair, Brook will be ending her position in December.Amy, our current Vice-Chair will take her spot which will leave an opening for a new Vice-Chair for the next 2 years. Roles for Vice-Chair, will be filling in meetings when Chair is not able to attend, decision making. Usually Vice-Chair becomes Chair after 2 years. Committee will vote in December meeting,everyone can self- nominate or nominate another person. b.
