Human Services Advisory Committee Meeting Report Renton City Hall Council Conference Room, 7th Floor December 5, 2017 3:00 p.m. ATTENDANCE: Brook Dodd, Amy Koehl,Joanie Howe, Tina Harris,Teresa Kenney, Brandy Brown, Cynthia Jones, Excused:Adair Hasty, Krista Townsend, Absent: Leslie Anderson Staff: Guy Williams, Dianne Utecht 1. Meeting was called to order at 3:10 by Chair Brook Dodd 2. Agenda approved 3. Approval of minutes moved by Teresa,seconded by Brook 4. Discussion/Action Items a. Vice Chair Nominations/Vote The floor was opened for nominations. Teresa Kenney was nominated. Nominations were closed and Teresa was unanimously elected to the vice-chair position. b. Rating tool Prior to using the rating tool to score an application,a number of changes were made. The group decided to expand the scale for scoring from 0-5, allowing member to any whole number between 0 and 5 to score the application. Also, changes to the Program description/existing need were made. Committee members read and rated the first section of the Para Los Ninos application. There was an extended discussion of how people rated it and why. Questions were addressed. It was pointed out that labeling applications as we did had an unintended consequence of influencing how they were rated. Staff will make the changes to the rating tool and send out two new applications for everyone to read and rate. We will discuss them at the January meeting. c. Renton City Supplemental There was a preliminary discussion regarding whether Renton should as for any additional documents to be submitted with the applications this year. The supplemental from the previous funding cycle was reviewed and Committee members had some suggestions on how to make it clearer what was required to be submitted. Once a final decision is made on if/what Renton will require as supplemental materials,the Committee can review the Renton supplemental for clarity. Brook cautioned that if we do require additional documents,we need to have a plan on how we will use them in our deliberations. d. Community Need Areas Brook announced that staff and she had conferred regarding the Community Need Areas. It is a staff decision, but the proposed categories were provided for review. The Committee advised that when we provide them to the applicants,they have a sentence or two clarifying what that category covers. There were differing interpretation of what connector services were. The Committee came to a decision and the explanatory language will define what services will be included in that category. There were some robust discussions during the meeting,which resulted in several people talking at once. Incoming Chair Amy reminded everyone not to talk over each other,and wait to be recognized. Guy reminded everyone of the Community Services Party beginning at 5:30 and encouraged those who were able to attend. The meeting was adjourned.
