WHEREAS, by Ordinance No. 3856, adopted by the City Council on October 22, 1984, as amended by Ordinance No. 4074, adopted by the City Council on June 15, 1987, as amended by Ordinance No. 4180, adopted by the City Council on October 10, 1988, the City Council V ordered construction of curbs and gutters, sidewalks, street lighting, signals, utility adjustments, storm drains, and all cznecessary appurtenances thereto on S . 43rd from Talbot Road S. to SR CD "4 167; and WHEREAS, the owners of all property included within LID No. 329 have requested the City Council to add certain improvements to LID No. 329 and allow the elimination of certain other improvements; and WHEREAS, the City Council believes that requested changes are in the public interest and in the best interests of the property owners . NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN AS FOLLOWS: SECTION I. Section I of Ordinance No. 3856, as amended, is amended to read as follows : SECTION I . The City Council orders the construction of the following improvements in the vicinity of S. 43rd Street from Talbot 1 ORDINANCE NO. 4313 Road S . to SR 167, Renton, King County, Washington, more particularly described in Exhibit "A" attached hereto and made a part hereof as if fully set forth herein. There shall be included in the foregoing the acquisition and installation of all necessary pipes, manholes, valves, fittings, couplings, connection equipment and appurtenances, together with the acquisition of any easements, rights-of-way and land that may be required; and there shall be included the performance of such work as may be incidental and necessary to the foregoing construction and installation. The City Council may modify the details of the foregoing described improvement where, in its judgment, it appears advisable, provided such modifications do not substantially alter the plan of CD tl5 said improvement. All of the foregoing shall be in accordance with `4 the plans and specifications therefor to be prepared by the Director CD CA of Public Works . r4 SECTION II. Section III of Ordinance No. 3856, as amended, is amended to read as follows: SECTION III . The estimated cost and expense of said improvement is hereby declared to be approximately $3,200, 000. 00 . The entire cost and expense of said improvement, including the cost and expense of all engineering, legal, inspection, advertising, publication of notices and other expenses incidental thereto, shall be borne by and assessed against the property specially benefited by such improvement included in the Local Improvement District No. 329 established, embracing, as near as may be, all property benefitted by such improvement. 2 ORDINANCE NO. 4313 SECTION III. Section IV of Ordinance No. 3856, as amended, is amended to read as follows : SECTION IV. The nature of the improvements detailed herein is such that the special benefits conferred upon the property owner will be fairly reflected by lump sum assessment. SECTION IV. Except to the extent modified by this ordinance, Ordinance No. 3856, as amended by Ordinances No. 4074 and No. 4180, shall remain in full force and effect. SECTION V. This Ordinance shall be effective upon its passage, approval, and five days after its publication. War n, City Attorney Date of Publication: June 18 , 1991 ORD. 192 :5/23/91 :as . 3 ORDINANCE NO. 4313 EXHIBIT A Description of Improvements Street Improvements: Widening of South 43rd Street between SR-167 Northbound Ramps and Talbot Road South on both sides to a variable width of 80-feet to 85-feet to provide 7-lanes (3-thru lanes in each direction and a center eastbound left turn lane) and Talbot Road South for 350-feet north of South 43rd Street on the west to a width of 57-feet to provide 5-lanes (two northbound lanes, one southbound left turn lane, one southbound combination thru and right turn lane and one southbound right turn lane only) . Off-Street Improvements : Construction of a tunnel between SR-167 Northbound Ramps and Davis Avenue South under South 43rd Street to connect the Valley Medical Center properties, including constructing an approach road on the south side connecting to Davis Avenue South and reconstructing portions of existing roads on the north side . Also included is the, construction of a short piece of road next to the hospital for circulation; improving street lighting, traffic signals and signing. Additional Improvements : 1 . New curbs, gutters , sidewalks, curb ramps and driveways . 2 . Asphalt concrete overlaying of existing streets after widening. 3 . Adjustments to and restoration of existing abutting property features (sloping, irrigation, landscaping, ® rockeries , retaining walls, signing, parking areas, etc. ) . 4 . Adjust existing manholes , utility castings, monuments, etc . , to new pavement grade . 5 . Abandon existing and construct new drainage facilities ( inlets, catch basins, connecting pipes, etc . ) . 6 . Relocate existing hydrants and water meters where roadway widening occurs . 7 . Relocate affected private utilities (power , gas , telephone, etc . ) as required. ORDINANCE NO. 4313 8 . Structural design for tunnel and retaining walls . 9 . New traffic signal hardware (poles , signal heads , handholes, controllers , etc . ) on South 43rd Street at its intersections with SR-167 Northbound Ramps and Talbot Road South. 10 . Relocate existing metal street light poles and lights on new foundations and add new foundations, poles and lights, and install new underground conduit . 11 . Install new pavement markings, channelization and signing throughout the project . 12 . Provide telemetry conduit through the project area . 13 . Provide new sanitary sewer line to by-pass the tunnel and its south approach road . 14 , provide tunnel lighting, new electrical service to Valley Medical Center , and relocate effected parking area lighting as necessary. 15 . Reroute and reconnect the Valley Medical Center drainage line caused by the lowering of the north approach roads to the tunnel . 16 . Provide new water service connection to Valley Medical Center ( includes new PRV station) . 17. Provide a right-of-way and easement plan. This plan (per the Environmental Determination of it) Non-Significance Mitigation Measures) will include 12--feet of additional right-of-way along the north side 74 of South 43rd Street which is to be donated by the Valley Medical Center for future transportation uses 04 including but not limited to bicycle lanes . r4The foregoing shall include the acquisition of rights-of-way and planning expenses including, but not limited to: 1 . Preparation of structural analysis of the Utility Vault tunnel sections and footings . 2 . Preparation of an economic and ease of construction analysis for the tunnel approach walls . 3 . Determining the best location for the PRV station. - 2 - ORDINANCE NO. 4313 4 . Preparing a construction sequence and traffic control plan . 5 . Preparing a plan and/or spec for erosion control during construction. 6 . Preparing a down stream analysis for drainage. 7 . Preparing an alternate for landscaping, parking lot adjustment, and easement to take to the property owner on the southwest corner of South 43rd Street and Talbot Road South, 8 .
