HomeMy WebLinkAboutApproved Bylaws - 06/05/2002 CITY OF RENTON MUNICIPAL ARTS COMMISSION BY-LAWS Established per Title ll, Chapter 8, Code of Genera/ Ordinances, City of Renton ARTICLE l The name of the organization shall be RENTON MUNICIPAL ARTS COMMISSION. ARTICLE ll The purpose of the Commission shall consist primarily of advising the Mayor and the City Council and other City departments on the improvement and furtherance of all artistic and cultural activities within the City. ARTICLE lll 1. Members of the Commission shall consist of twelve (12) persons appointed by the Mayor, subject to confirmation by a majority of the members of the City Council. All appointments shall be for a period of three (3) years, except for vacancies which will be filled to complete the unexpired term. 2. Membership shall include at least four (4) residents of the City of Renton and, whenever possible, include members from a variety of arts fields and related professions. 3. If any member has missed three or more consecutive meetings and such absences are not excused or permitted by the Commission, the Commission may, by a two-thirds majority of the quorum, recommend to the Mayor that such member be relieved of office, and the resulting vacancy be filled as in the case of an original appointment. ARTICLE IV— OFFICERS The officers of the Arts Commission shall consist of a Chairman, Vice Chairman, and Corresponding Secretary elected from the entire Commission, and such other officers as the Commission may select and appoint from time to time. These officers shall hold office for one year or until their successors are elected and/or appointed. The Mayor will appoint an administrative secretary to serve the Commission. ARTICLE V— DUTIES OF OFFICERS 1. The Chairman shall preside at all meetings and serve as an ex officio member of all committees. The Chairman may call special Commission and/or committee meetings. The Chairman shall appoint special committees and shall fill vacancies on said committees as they occur. 2. The Vice Chairman shall, in the absence of the Chairman, perform the duties and possess the powers of the Chairman, and, in addition, perform other duties assigned by the Chairman. 3. The Corresponding Secretary shall keep a careful record of all Commission meetings and perform other duties assigned by the Chairman. 4. The administrative secretary shall keep a full account of records, property, money, receipts, expenditures, resolutions, and correspondence of the Commission. The secretary shall send notices of all meetings and perform other such duties as the Commission may require. ARTICLE VI— MEETINGS Regular meetings of the Arts Commission shall be held at least once a month as determined by the Commission. Meetings of the Arts Commission shall be cancelled whenever the regular meeting day falls on a holiday and may be cancelled or changed by action of a majority of the members. Special meetings of the members may be called by the Chairman, or Vice Chairman in absence of the Chairman, or by the Mayor with the concurrence of a majority of the City Council, or by written notice signed by not less than five members of the Arts Commission, and, in each such case, at least three days prior notice shall be given thereof. ARTICLE Vll— STANDING COMMITTEES The Chairman, within two weeks after the election, shall appoint the following standing committees, each to consist of not less than three members, except as otherwise specified by resolution of the Commission, and said committee members shall hold office for one year. 1. Community Development 2. Performing Arts 3. Visual Arts 4. 1% for Art Community Development Committee: Seeks to promote an effective City-wide partnership of all arts organizations in order to better serve the arts in the greater Renton area, improve availability of and accessibility to the arts in our community, and assist local arts groups (public and private) in needed program and financial support. Performinq Arts Committee: Seeks to encourage and develop the performing arts in the City of Renton and to promote programs that will be of interest to the community. 1% for Art Committee: Seeks to commission qualified artists for the inclusion of art in the public works of the City in order to expand public experience with visual art. Visual Arts Committee: Seeks to display properly framed or mounted works of art of different artistic mediums, which show quality workmanship in a public place (Carco Theatre) for the benefit of the people who use the space. Each committee shall report monthly to the Commission and give full information of all its proceedings. In addition to the listed standing committees, the Chairman shall appoint from time to time such special committees as the Commission shall deem necessary. The Chairman shall be authorized to refer to one or more committees all matters falling within the scope of each of the standing committees, and the Commission may define and prescribe from time to time the functions and scope of each of the standing committees. ARTICLE Vlll— ELECTIONS The officers of the Arts Commission shall be elected annually by the members at the Commission's first regular public meeting in November of each year; term of office will begin on January 1. If the election of officers is not held at the November meeting, the election shall be held as soon thereafter as conveniently possible. Each officer shall serve until a successor has been duly elected. All officers shall be elected by a majority vote of the quorum. ARTICLE IX— QUORUM A majority of inembers appointed to the Arts Commission (whether 12 or less) shall constitute a quorum for the transaction of business at any meeting; but if less than a majority of the members are present at any meeting, a majority of inembers present may adjourn the meeting. ARTICLE X— ORDER OF BUSINESS At all regular and special meetings of the Commission, the order of business shall be as follows unless otherwise determined by the Chairman with the concurrence of a majority of inembers: 1. Roll call 2. Approval of minutes of previous meeting and other unapproved minutes 3. Correspondence 4. Committee reports (standing and special) 5. Old business 6. New business 7. Announcements 8. Adjournment On all questions of parliamentary procedure not covered in these Bylaws, Robert's Rules of Order, as amended, shall prevail. ARTICLE Xl— VOTING Each member of the Commission shall be entitled to one vote, but no proxy shall be allowed. The majority vote at any one meeting shall be sufficient to carry a proposition. ARTICLE Xll—AMENDMENTS These Bylaws may be amended or repealed and new Bylaws may be adopted at any regular meeting of the Arts Commission by a majority vote of the membership, provided such changes are submitted to all members in writing at least seven (7) days prior to such meeting. A special meeting may be called for such purposes. All amendments to the Bylaws adopted by the Commission shall be provided in writing to the office of the Mayor and City Council for their approval. Such Bylaws shall not be in full force and effect until approved by the City Council. THE RENTON MUNICIPAL ARTS COMMISSION HEREBY CERTIFIES THAT THE ABOVE AND FOREGOING BYLAWS WERE DULY ADOPTED BY THE MEMBERS OF SA/D COMMISSION ON THE 16TH DAY OF MARCH, 1983 AND REVISED ON THE 5TH DAY OF JUNE, 2002.
