SEFNCOCOMMUNICATIONS4610TACOMAAVESUMNERWA,983904012/28/16CTowhomitmayconcern:CityofRenton1055SouthGradyWayRenton,WA98057RE:AerialVarianceRequestforJTt234782Towhomitmayconcern,SEENCOCommunicationshasbeencontractedtodesignandengineerthisprojectonbehalfofComcastCablevision.Comcastisapplyingforavariancerequestinordertoupgradetheirexistingfacilities.Comcastproposestoover-lashapproximately4052’ofaerialcablealongtherightofwayofTalbotRdSandS192ndStinordertomeetongoingservicecapacityissues.ComcastisrequestingthattheCityofRentonapprovethisvariancerequestbasedonthefactthattherequirementsforundergroundingthisproposedover-lashwillnotcausesubstantialadverseimpactstootherpersonorentitiesintheimmediateareaandwillcauseunduehardship.1.Installationofundergroundingfacilitieswillincreasethetotalcostofconstructionroughly15-25timestheamountofanaerialover-lashontheexistingComcaststrand.2.Potentialdamagetoundergroundfacilitieswillbeincreased.3.Over-lashwillnotcausesubstantialadverseimpacttootherpersonsorentitiesintheimmediatearea.Over-lashingthecablewillbeaccomplishedinafewdays,andtheresidentswillnotnoticeanyimpact.Comcastwillcleanuptheover-lashedspansasnecessaryandidentifyandremoveanyexistingdeadcablesalongthisroute.4.Thevarianceisnecessarytopreventandunduehardshipduetotheincreasedconstructioncostsifforcedtoinstalltheproposedextensionunderground.5.ThegrantingofthevariancewillnotbemateriallydetrimentaltothepublicwelfarebecauseComcastdoesagreetoundergroundthecablesystem,buttheyarewaivingtheobligationintothefuturewhenallotherutilitiesareundergroundtopreventanunduehardshipagainstComcastcurrently.UponthegrantingoftheVariance,Comcastwillcoordinateconstructionandtrafficcontrolasperyourrequirements.ComcastandtheircontractorswanttocooperateatthehighestlevelandagreetoadheretoallprovisionsandrequirementssetforthbytheCityofRentontoinsuresafeinstallationandmaintenanceoftheproposedfacilities.
