HomeMy WebLinkAboutL_Variance_Letter_20170905_v1Comcast. 410 Valley AVE NW, Suite 12, Bldg C Puyallup, WA 98713 August 6, 2013 City of Renton, CED Department ATTN: C.E.Vincent, Engineering Review Manager 1055 South Grady Way Renton, WA 98057 Chip Vincent, The purpose of this letter is to apply for a waiver in accordance with Comcast of Washington IV, Inc.'s (Comcast) need to upgrade Comcast facilities. This is per City of Renton Administrative Policy/Code, CI -71, and Municipal Code Sections: 4-6-090G, Utility Lines -Underground Installation Variance Procedures. Comcast is requesting that the City of Renton approve a variance based on the fact that the requirements for undergrounding this proposed aerial build of two aerial s will "not cause substantial adverse impact to other persons or entities in the immediate area" and will cause undue hardship: 1. Installation of underground facilities will increase the total cost of construction . 2. Underground construction will be far more intrusive to local residences. 3. Traffic control, will be required longer. 4. Potential damages to existing underground facilities will be increased. 5. Aerial will "not cause substantial adverse impact to other persons or entities in the immediate area. The residents will not notice any impact. Comcast will clean up the aerial spans as necessary. 6. New facilities were placed to allow development of a new plat. The proposed request for variance conforms to the criteria identified in Section 11.20.30 as follows: 1. The variance requested does not constitute the granting of special services to Comcast because Comcast is agreeing to obligate the cable system to be placed underground when all other utilities are placed underground. 2. The variance is necessary to prevent an undue hardship due to the increased construction costs if forced to install the proposed extension underground. 3. The granting of the variance will not be materially detrimental to the public welfare because Comcast does agree to underground the cable system, but we are waiving the obligation into the future when all other utilities are undergrounded to prevent an undue hardship against Comcast currently. 4. The authorization of the variance will not adversely affect the implementation of the Comprehensive Plan, because Comcast will meet the policy for the undergrounding of utilities in the future when all other utility companies cooperatively coordinate the activity throughout the City of Renton.
