HomeMy WebLinkAboutAdden 3 CAG-17-124,Adden#3-19 + N T°� AMENDMENT NO. 3 TO AGREEMENT FOR GENE COULON MEMORIAL BEACH PARK FACILITY STRUCTURAL REPAIRS THIS AMENDMENT, dated February I,1 , 2019, is by and between the City of Renton (the "City"), a Washington municipal corporation, and PND Engineers, Inc. ("Consultant"). The City and the Consultant are referred to collectively in this Amendment as the "Parties." Once fully executed by the Parties,this Amendment is effective as of the last date signed by both parties. Whereas, the City engaged the services of the Consultant under Agreement CAG-17-124, dated June 13, 2017, to provide necessary services for the Gene Coulon Park Facility Structural Repairs (referred to herein as the "Agreement"); Whereas, the Parties wish to amend the Agreement to change the scope of work and compensation, and time for performance in order to provide additional design services to include phasing design, coordination with the City and City's lessee (Ivar's Restaurant), review/adjustment of the cost estimates, and any required analysis. NOW THEREFORE, It is mutually agreed upon that CAG-17-124 is amended as follows: 1. Scope of Work: Section 1, Scope of Work, is amended to add and modify the Work, as specified in Exhibit A-3, which is attached and incorporated herein. 2. Time of Performance: Section 3, Time of Performance, is amended pursuant to the schedule(s) set forth in Exhibit A-3.All Work shall be performed by no later than February 28, 2019. 3. Compensation: Section 4, Compensation, is amended so that the maximum amount of compensation payable to Consultant is increased by $23,000.00 from $234,655.00 to $257,655.00, plus any applicable state and local sales taxes.The additional compensation shall be paid based upon Work actual performed according to the rate(s) or amounts specified in Exhibit A-3 which is attached and incorporated herein. 4. All terms of the Agreement not explicitly modified herein shall remain in full force and effect and such terms shall apply to Work performed according to this Amendment as if fully set forth herein. The following elements are included in this scope of work: 1. Corroded pile repair at Grid 1/F: Corroded pile section to be removed and replaced with a new section. The new section will be filled with grout to match the existing condition. Shoring will be provided to support the concrete beam at the upper pavilion area during the pile repair.Timber fascia will be removed as required to facilitate the repair. Specific timber members will be shaved to fit around the repaired pile section.As part of this task permitting support will be provided to amend existing permits to coincide with the new work to be completed. 2. Repair to the timber fascia backing along Grids 1& F.5: With removal of the timber spikes holding the fascia boards in place,the timber back was discovered to be split. Spliced in sections of new timber backing will be provided to allow for secure reattachment of the fascia boards. In lieu of large spikes,timber bolts will be utilized to closely match the appearance of the remaining timber spikes. 3. Repair to the top of pile at Grid 1/E: The pile at 1/E appears to have a steel plate applied to a modified portion of the pile.The original modification was to facilitate installation of the timber fascia.The top 6 inches to 1-foot appear to not have the steel plate enclosure.This area will be covered and sealed with a grout or steel plate to minimize the propagation of corrosion from the current condition. 4. Repair of a section of fire line servicing the North Waterwalk: The fire line feeding the North Waterwalk had a previous temporary repair applied due to a broken pipe, as noted by the City.The temporary section runs from below the deck at Kidd Valley to near the start of the North Waterwalk, adjacent to the Ivar's Deck. Replacement of the temporary section with a permanent pipe section meeting the requirements of the applicable code will be provided. Sizing, supports,and bracing will be provided.Coordination with the Fire Marshall will be provided to ensure adequate service requirements are met. 5. Replacement of Lighting Fixtures at Ivar's Deck Stairs: The City has requested the light fixtures illuminating the stairs at the Ivar's Deck be replaced and upgraded to LED fixtures to align with City energy efficiency initiatives. Labor and Industry requires circuits modified during construction on piers and floating docks to be protected by ground fault circuit interrupting equipment. For this application,this applies to the local branch circuit feeding the light fixtures.We anticipate the need to add this protection. Due to the age of CAG-17-124 Amend 3 Exhibit A-3 - Page 1 of 3 the system and the marine environment, elements requiring additional electrical design services may be discovered during replacement of the fixtures.Though this is not anticipated, design fee has been included to account for these potential unanticipated design requirements. Changes as part of this scope regarding items 1-4 will be applied to the contract drawings as an Addendum.This will ensure repairs to all components are contained in a single drawing set for future reference.Additions will be made to the plans and additional details will be added as required for the various elements.Should additional specification sections be required, these will be generated as part of the contract Addendum.Additional consultation with the City and our Electrical Engineer will determine the best approach forward regarding item 5. Deliverables: • Any required supplemental calculations will be provided in a PDF package produced on 8.5x11 sheets. • Drawings will be updated and provided as noted under our original design contract. • Additional specification sections will be provided in a PDF package produced on 8.5x11 sheets. Assumptions: • The existing pile at Grid 1/F has adequate thickness at the cut sections to apply the new pile piece. • Only minor modifications to existing permits will be required. • Drawings associated with temporary shoring will not be part of the Addendum, but will be for use by the Contractor. • Detailing for new elements will utilize existing details as much as practical. • Timber backing elements will be ACZA material,to match existing. • Fire line service requirements will remain unchanged from current requirements. • Existing fire line not noted as temporary above is adequate for the required service and will remain in place. • Electrical lighting fixtures will be removed and replaced along with circuit protection with no additional electrical related design effort. Schedule: Following approval of this proposal by the City of Renton, PND agrees to perform the above-described services and to diligently pursue the project and make every reasonable effort to finish all items in a timely manner. The following is a proposed schedule for the project. PND will refine this schedule based on further discussion with the City. General Notice to Proceed Wednesday, February 6th Tasks 1, 2&3 Monday, February 11th Task 4 f Thursday. February 14th Addendum Fee: We proposed to complete this work on a time and materials basis with a not-to-exceed value. PND will use our standard rate schedule to invoice costs for labor. Costs for expenses and sub-consultant work will be billed at cost plus 10 percent mark-up.
