Area SF: 5,040 sq ft Site Area: 6,000 sq ft of parking lot Total Building Area SF on site:: 5,040 sq ft Project Location Map ERC rpi 06-028 City of Renton PIBIPW Departrnent Administrative Site Plan Approval & Er unental Review Committee Staff Report BOF,ING MODULAR SECURITY OFFIC— LUA-06-028, ECF REPORT OF APRIL 25, 2006 Page 2 of 3 PART ONE: PROJECT DESCRIPTION/BACKGROUND The project site consists of approximately 6,000 sq ft of Boeing Parking Lot 7, which is located on the west side of Logan Ave., north of N. 6"' St. The applicant proposes to place 6 modular buildings, each of which is 14'x60' in size, onto the existing parking lot as one large combined structure to create a new primary office for approximately 12 Boeing security personnel. The total square footage of the office structure will be 5,040 sq ft. This office will replace the existing primary security office (Building 10-100) located at the north end of the Boeing plant site, which will be demolished to accommodate planned road and intersection improvements at Park Dr. and Logan Ave. The buildings will be placed on modular foundation footings on the existing parking lot pavement. Storm water runoff from the parking lot area will continue to be received by the existing Boeing storm water control system. No additional impervious surface or runoff will be created by the project. Proposed in -ground work involves the trenched extension of underground utilities from Logan Ave. to the building site (water, sewer, electricity, telephone), which will be filled and repaved. No additional improvements to the site are proposed. Approximately 50 parking stalls will be covered by the office footprint, but based on calculations of employee numbers and work times, parking remains more than adequately provided in Lots 7 and 8 for the required demand. The site is zoned Urban Center North 2 (UCN-2). Per RMC 4-9-200C (Exemptions from Site Development Plan Review), airplane manufacturing and accessory functions within the UCN-2 zone are exempt from site plan review. However, environmental review under SEPA is required since the proposed project exceeds 4,000 sq ft. 11 PART TWO: ENVIRONMENTAL REVIEW 11 A. Environmental Impacts The proposal was circulated and reviewed by various City Departments and Divisions to determine whether the applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction with the proposed development_ The ERC review identified the following probable impacts from the proposed project: 1. Fire Protection Impacts: The proposed development will result in an overall increase of square footage of commercial development within the site. This increase is anticipated to create a need for additional fire protection services. Mitigation Measures: Mitigation Measure #1 below. The finished 4-88 building will be approximately 5040 square feet. These modular units will be manufactured to The State of Washington, "Gold Seal" standards and installed by the Harrison Equipment Company. Our site security personnel are relocating to the proposed 4-88 from the 10-100 building on the north end of the site. The 10-100 building will then be demolished to make room for the planned road and intersection improvements at Park and Logan. The completed 4-88 building will house approximately 12 security personnel each shift. The location of the building will be on an area in the existing Boeing parking lot 7. The zoning of the site is UCN-1 The current use of the site and adjacent properties is as an aircraft manufacturing and final assembly facility, consisting of many buildings and ancillary uses. No special site features. The property will be used as the main office for Boeing Security on the Renton site. No site improvements are proposed to any sidewalks, sewers, hydrants etc. Total project cost: $900,000 Minimal grading and excavation required for this project. Hours and Days of Operation -- The work will be accomplished during day light hours, typically starting at 6:30 am and ending at 4:00 pm, Monday through Friday. Proposed haul ing/transportation routes — Contractors will apply for their own hauling permits related to this project. Construction and installation Process -- Prior to installing the six modular units, a contractor will install the site underground utilities necessary, potable water, fire water, sanitary sewer, electric power and communication. The required foundations would then be installed and when complete the actual units would be moved in and installed. Storm Water — Boeing has developed a Storm Water Pollution Prevention Plan (SWPPP) for the contractor to follow. During construction storm water will receive treatment through the use of silt fencing, catch basin filter inserts, straw bales, and other standards of practice methods noted in the SWPPP. Snow, Ice, Dirt and Mud Removal - The contractor shall assure that vehicles are constructed, loaded, maintained and covered as necessary to prevent the deposition of dirt, mud or other debris on public roadways. Dirt, mud, and debris removal shall be undertaken on a continual basis. Dirt, mud, or debris dropped onto streets by vehicles involved in the work shall be immediately removed. Dust Control - Throughout the entire construction period, Contractor shall take all necessary steps to effectively dust -control the working area, unpaved roads used in the operations, and other portions of the site. Such dust control shall not include application of calcium chloride or any other chemicals but shall be accomplished with intermittent watering and sprinkling at such frequency as will satisfactorily settle the dust. The objectives of this plan for the construction project are: o To eliminate discharge of non-permitted process water, domestic wastewater, and non -contact cooling water to storm water drainage systems o To implement Best Management Practices (BMPs) to reduce, eliminate, or prevent the pollution of storm water o To prevent violations of surface water quality, groundwater quality, or sediment management standards This plan fulfills the requirements of the Federal Water Pollution Control Act (33 USC 307) and the State of Washington Water Pollution Control Law (Chapter 90.48 RCW), and regulations that address the control of storm water discharges (40 CFR, Parts 122, 123, 124; WAC 173-201A, 216, 220, 226). The Department of Ecology (Ecology), which administers the National Pollutant Discharge Elimination System (NPDES) program in Washington State, has issued a General Permit for storm water discharges associated with Industrial Activities to provide permit coverage to the Renton Site, Permit Number S03-000232. The Department of Ecology also requires an NPDES General Permit for Stormwater Discharges Associated with Construction Activities for construction projects greater than one acre. The General Starmwater Construction Permit requires preparation and implementation of a SWPPP primarily to control erosion and sediment associated with construction activities. As required by the permit, Boeing will retain the SWPPP onsite, or within reasonable access to the site, so as to be readily available for inspection by Ecology and all other agencies with jurisdiction. This Construction Activities SWPPP consists of an Erosion and Sediment Control Plan STORM WATER POLLUTION PREVE N PLAN (SWPPP) Project Name: Parking Lot 7 Modular Builwag BOEING ikjB # 061035 (Section 2.0), procedures for the control of pollutants other than sediment (Section 3.0), and coordination with local requirements (Section 4.0). Following the completion of the construction, stormwater will receive treatment through the existing site BMP systems. The stormwater will discharge into Lake Washington. A project schedule is available in the Contractor's field office. Specific activities for this phase of work include: o Prepare and submit to a dewatering plan conforming to this SWPPP for review o Installation of stormwater BMP components o Rerouting of plant utility services o Building placement and foundation construction o Fine grading work, asphalt pavement, and site stabilization 1.1.1 Building Utility Reroute and Demolition Utility Reroute portion of this project is to reroute existing utilities in trenches for new power, telephone/data, stormwater, and irrigation feeds, and paving and repaving of disturbed areas. Localized excavations will occur for the installation, and connection of utilities. The existing basin 32 catch basins, manholes, and conveyance pipe systems will be maintained and modified slightly as required to meet the addition of the development and the water quality treatment listed below. The drainage basins outfali into the large pipe Outfall Interceptor system which flows for 3000 feet to the north and eventually outfalls into Lake Washington just cast of the 4-67 boat house. The water quality BMP used is the same water quality BMP stormwater code modification approved for use at Boeing parking lot 3B. In April 2000 the City of Renton found that the proposed parking lot 3B code modification meets the decision criteria for modifications required by City Code (RMC 4-9-250(d)). The code modification request is to provide stormwater treatment through the use of monthly parking lot sweeping utilizing special street sweeper equipment; more frequent storm system maintenance/inspection; and the use of coalescing plate oil/water separators. The code modification was determined to meet the decision criteria since the proposal was to provide 80% TSS removal. The King County Surface Water Design Manual sets the treatment goal of 80% removal of Total Suspended Solids (TSS) for a typical rainfall year, assuming typical pollutant concentrations in urban runoff. 1.2.2 Planned System The new building roof will be tight lined to the catch basins in drainage basin 32. No other changes or modifications are anticipated to occur. 1.3 Roles and Responsibilities The 24-hour contact person who has authority over the SWPPP implementation for the project is Hans -Henrik Sorensen, Boeing Construction Management Organization, (425) 965-2427. An alternate contact is Doris Turner, Boeing Environmental Engineering (425-965-2304). Boeing plans to implement all available methods to prevent discharge of settleable solids and to reduce turbidity, as outlined in this SWPPP. The SWPPP will be modified whenever self -inspections reveal BMP inadequacies and when there is a change in design, construction, operation or maintenance of any BMP which causes the SWPPP implementation to be less effective in controlling; potential pollutants. The contractor shall not limit himself to the attached ESC Plan. The contractor shall continually implement and revise site BM -Ps to protect receiving waters as construction progresses. 2.1 Background The site is located in the City of Renton on the Boeing property. The project's area is 80 percent impermeable, mostly flat, and drains into an existing wetpond and bioswale system. The site has been constructed on fill overlaying lake sediments, alluvium, and over bank deposits. The top 60 to 70 feet consists of silt and fine sand to medium dense gravelly sand. The following construction processes will expose soil that may require appropriate erosion and sediment control measures: • Removal and Construction of New Utilities and Pavements • Preparation of Soils for Utilities and Pavement • Stockpiling • Vehicle and Equipment Movement Throughout the Project Site • Building Slab and Foundation 2.2 Implementation 2.2.1 The following actions have been identified as key elements in the erosion control plan for this project. The 12 elements below follow those in the Construction Stormwater General Deleted: section s9.D.1-12 Permit, 1. Preserve Vegetation Mark Clearing Limits a. Prior to beginning land disturbing activities, including clearing and grading, clearly mark all clearing limits, sensitive areas and their buffers as applicable, and trees that are to be preserved within the construction area. b. Construction vehicle access and exit shall be limited to one route, if possible. b. Access points shall be stabilized with a pad of quarry spalls, crushed rock, or other equivalent BMP', to minimize the tracking of sediment onto public roads. c. Wheel wash or tire baths shall be located on site, if the stabilized construction entrance is not effective in preventing sediment from being tracked onto public roads. d. If sediment is tracked off site, public roads shall be cleaned thoroughly at the end of each day, or more frequently during wet weather. Sediment shall be removed from roads by shoveling or pickup sweeping and shall be transported to a controlled sediment disposal area. e. Street washing is allowed only after sediment is removed in accordance with item d above. Street wash wastewater shall be controlled by pumping back on site or otherwise be prevented from discharging into systems tributary to waters of the state. 3. Control Flow Rates a. Properties and waterways downstream from development sites shall be protected from erosion due to increases in the velocity and peak volumetric flow rate of stormwater runoff from the project site, as required by local plan approval authority. All constriction water discharge shall flow through the site bio-swale and wetpond. 4. Install Sediment Controls a. Stormwater runoff firm disturbed areas shall pass through an appropriate sediment removal BMP, prior to leaving a construction site or prior to discharge into the site wetpond facility. Runoff from fully stabilized areas may be discharged without a sediment BMP, but shall meet the flow control performance standard of section 3 above b. Sediment control BMPs (sediment ponds, traps, filters, etc.) shall be constructed as one of the first steps in grading. These BMPs shall be functional before other land disturbing activities take place. 5. Stabilize Soils a. Exposed and un-worked soils shall be stabilized by application of effective BMWs that prevent erosion. Applicable BMPs include, but are not limited to: temporary and permanent seeding, sodding, mulching, plastic covering, erosion control fabrics and matting, soil application of polyacrylamide (PAM), the early application of gravel base on areas to be paved, and dust control. b. Depending on the geographic location of the project, no soils shall remain exposed and un-worked for more than the time periods set forth below to prevent erosion: West of the Cascade Mountains Crest During the dry season (May 1 - Sept. 30): 7 days During the wet season (October I - April 30): 2 days c. Soils shall be stabilized at the end of the shift before a holiday or weekend if needed based on the weather forecast. Soil stockpiles shall be stabilized from erosion, protected with sediment trapping measures, and where possible, be located away from storm drain inlets, waterways, and drainage channels. 6. Protect Slopes a. Design and construct cut and fill slopes in a manner that will minimize erosion. Applicable practices include, but are not limited to, reducing continuous length of slope with terracing and diversions, reducing slope steepness, and roughening slope surfaces (e.g., track walking). b. Off -site stormwater (run-on) or groundwater shall be diverted away from slopes and disturbed areas with interceptor dikes, pipes, and/or swales. Off -site stormwater should be managed separately from stormwater generated on the site. c. At the top of slopes, collect drainage in pipe slope drains or protected channels to prevent erosion. i. West of the Cascade Mountains Crest: Temporary pipe slope drains shall handle the peak 10-minute velocity of flow from a Type 1A, 10-year, 24-hour frequency storm for the developed condition. Alternatively, the 10-year, 1-hour flow rate predicted by an approved continuous runoff model, increased by a factor of 1.6, may be used. The hydrologic analysis shall use the existing land cover condition for predicting flow rates from tributary areas outside the project limits. For tributary areas on the project site, the analysis shall use the temporary or permanent project land cover condition, whichever will produce the highest flow rates. If using the W WHM to predict flows, bare soil areas should be modeled as "landscaped area." d. Excavated material shall be placed on the uphill side of trenches, consistent with safety and space considerations. e. Check dams shall be placed at regular intervals within constructed channels that are cut down a slope. 7. Protect Drain Inlets All storm drain inlets made operable during construction shall be protected so that stormwater runoff does not enter the conveyance system without first being filtered or treated to remove sediment. b. Inlet protection devices shall be cleaned or removed and replaced when sediment has filled one- third of the available storage (unless a different standard is specified by the product manufacturer). &. Stabilize Channels and Outlets a. All temporary on -site conveyance channels shall be designed, constructed, and stabilized to prevent erosion from the following expected peak flows: i. West of the Cascade Mountains Crest: Channels shall handle the peak 10 minute velocity of flow from a Type 1A,10-year, 24-hour frequency storm for the developed condition. Alternatively, the 10-year, 1-hour flow rate indicated by an approved continuous runoff model, increased by a factor of 1.6, may be used. Control Pollutants a. All pollutants, including waste materials and demolition debris, that occur onsite shall be handled and disposed of in a manner that does not cause contamination of stormwater. b. Cover, containment, and protection from vandalism shall be provided for all chemicals, liquid products, petroleum products, and other materials that have the potential to pose a threat to human health or the environment. On -site fueling tanks shall include secondary containment. c. Maintenance, fueling, and repair of heavy equipment and vehicles shall be conducted using spill prevention and control measures. Contaminated surfaces shall be cleaned immediately following any spill incident. d. Wheel wash or tire bath wastewater shall be discharged to a separate on -site treatment system or to the sanitary sewer with local sewer district approval. c. Application of fertilizers and pesticides shall be conducted in a manner and at application rates that will not result in loss of chemical to stormwater runoff. Manufacturers' label requirements for application rates and procedures shall be followed. f. BMPs shall be used to prevent or treat contamination of stormwater runoff by pH modifying sources. These sources include, but are not limited to: bulk cement, cement kiln dust, fly ash, new concrete washing and curing waters, waste streams generated from concrete grinding and sawing, exposed aggregate processes, dewatering concrete vaults, concrete pumping and mixer washout waters. Permittees shall adjust the pH of stormwater if necessary to prevent violations of water quality standards. g. Permittees shall obtain written approval from Ecology prior to using chemical treatment, other than CO2 or dry ice to adjust pH. 10. Control De -Watering a. Foundation, vault, and trench de -watering water, which have similar characteristics to stormwater runoff at the site, shall be discharged into a controlled conveyance system prior to discharge to a sediment trap or sediment pond. b. Clean, non -turbid de -watering water, such as well -point ground water, can be discharged to systems tributary to, or directly into surface waters of the slate, as specified in section 8 above provided the de -watering flow does not cause erosion or flooding of receiving waters. Clean de - watering water should not be routed through stormwater sediment ponds. c. Other de -watering disposal options may include: i. infiltration ii. transport offsite in a vehicle, such as a vacuum flush truck, for legal disposal in a manner that does not pollute state waters, iii. Storm drain covers will also be available in the vicinity of the construction site. 2.2.1.4 Retain Paved Surfaces Except where pavement is intentionally removed, paved surfaces will be retained for truck traffic. These retained surfaces will be swept at regular intervals. 2.2.1.5 Soil Stabilization Immediately after completing construction activities, the exposed soil will be graded to drain and covered/planted. 2.2.1.6 Stormwater Monitoring During business hours, operations will be monitored visually to determine whether suspended soils, silts, slurry, cuttings, or process water could enter the stormwater runoff or wetpond above the permitted limitations. if inspection shows that a violation of water quality standards could occur, stop operations and immediately implement preventive measures such as berms, barriers, secondary containment, and vacuum trucks, other applicable BMWs. 2.2.1.7 Contingency Plan Storms with excessive rainfall must be anticipated. Small parts will be cleaned with degreasing solvents. These solvents will not be discharged to the storm drain or sanitary sewer. Instead they will be recycled and re -used. Concrete Trucks/Surav Washing of Exposed Aggregate Washout from concrete trucks and concrete cutting waste will be properly disposed of. General Stormwater BMPs Never pour any liquid down a storm drain. Contact site Environmental Services For proper areas to dispose of mopwater and other non- hazardous wastes. • vehicle washing is not permitted on Boeing property. • All equipment and building washing must be coordinated with site Environmental Engineering. Never rinse the pavement to the storm sewer. • Keep a supply of absorbent pads and personal protective equipment (PPE) readily available. Stage any oily/dirty equipment indoors if possibie. Cover if staged outdoors. Inspect machinery daily for drips. Never wash them down the storm drain. • Any sawing, grinding, and cutting wastes must be cleaned up daily. Concrete Mixing and Slurry Perform concrete mixing indoors if possible. • Provide containment barriers around mixing areas (if outdoors). • Truck rinseouts, collection of concrete slurry in drums, and concrete slung drum staging must be performed in a contained area (if outdoors). • Cover nearby catch basins with protective covers (can be provided by Environmental Services), • Erosion Control BMPs • Preserve natural vegetation as much as possible. • Use ca;; to prevent soil and sediment from entering the storm system. • use bil, .. to restrict run-off to landscaped areas. • Minimize exposed soil areas. Re -vegetate or cover areas as soon as possibie after project compietion. Use straw, mulch, erosion control blankets, andfor tarps as temporary erosion control measures, Cover with tarps or other plastic sheets. Locate piles so any run-off flows away from storm drams. • Ensure trucks enteringlieaving the site do not track mud/dirt. Use rock quarry squalls or other suitable materials to prevent mud tracking it possible at site entranceslexits.
