The site is bounded north -south by .NE 2"d Street (a.k.a. SE 132nd Street) and SE tad Street (a.k.a. SE 136th Street), and east -west by 142"d Avenue SE and 144t' Avenue SE (a.k.a. Jericho Avenue). In general, the site lies within Section 15, Township 23 North, Range 5 East, W.M., King County, Washington. The location of this site is within the recently annexed portion of the City of Renton. The Vicinity Map below shows the general location of the site. This Level 1 Downstream Analysis describes drainage to and from the site per Tasks 1-5 (Page 2-10 through 2-13) of the 1998 King County Surface Water Design Manual (KCSWDM). Vlcini y Map_ Not to Scale October 25, 2005 Page 1-1 Job #03-185 ASSOCIATES Shy Creek - Level I Downstream Analysis A downstream site visit was performed on August 24, 2005, to observe the upstream and downstream drainage conditions. The following analysis is based on this site visit and related research of available records. 1.2 Study Area The study area, per Tasks l & 2 (Definition, Maps and Resource Review), will extend up to 1 mile downstream of the site. A one mile radius from the site is shown on the King County iMAP (printed 6/16/05) available at the end of this section. The general shape and corresponing parcel numbers can be viewed on the King County Parcel Viewer Map located at the end of this section. The site is nearly rectangular in shape, excluding an irregular shape in the northeast corner containing parcels 0847100105, 0847100106, and 0847100107. The proposed site includes three separate parcels. 0847100108, 0847100115, and 0847100140. The upstream offsite basin is approximately 252 acres composed of areas that are east and north of the site. As required, the upstream limit goes far enough to preclude any backwater effects from this project. Onsite runoff that is north of the creek flows southwest as evident by the site's topography. The south half of the site contains some runoff that flows to the west and some runoff that flows to the east. All onsite runoff sheet flows to the onsite creek and is released to the natural drainage path commonly called Maplewood Creek that leads to the Cedar River. Please see the aerial photo at the end of this section. The downstream offsite analysis extends to the Maplewood Creek beyond 148'h Avenue SE and SE 142°d St. Per Tasks 3, 4, and 5, the downstream study area is only required to extend to the quarter -mile point located within the Maplewood Creek (as shown on the North and South Onsite Existing Conditions Exhibits (available at the end of section 2) or a location where the project site area is less than 15% of total tributary drainage area to the quarter -mile point. Shy Creek - Level 1 Downstream Analysis 2 Task 2: Resource Review Available maps and resources included for the following Resource Review are: Sensitive Areas Folio Lower Cedar River Basin Map King County Basin Reconnaissance Program King County Soils Survey King County Community Planning Areas (May 1985) Geotechnical Investigation FEMA 100-year Floodplain Map (September 12, 1978) King County Wetlands Inventory Drainage Complaints on file at King County Records Division Other Offsite Analysis Reports (more specifically, Sienna Level 1 Downstream Analysis - dated 8/l/2001 and Shamrock Level 1 Downstream Analysis -dated 5/26/2004. 2.1 Sensitive Areas Folio Maps from the King County Sensitive Areas Folio (December 1990) show that the site is not in a sensitive area with regard to seismic hazards, coal mine hazards, erosion hazards, wetlands or 100-year floodplains. However, the 100-year floodplain for the onsite stream has been modeled using HEC-RAS by Montgomery Water Group. Please see the included report (dated January 11, 2006) at the end of Section 4. The stream currently does not contain salmonid. 2.2 King County Basin Reconnaissance Program According to the King County Basin Reconnaissance Program Summary (Vol. 2), the site is located within the Lower Cedar River Sub -basin of the Cedar River Drainage Basin (see King County Drainage Basins Map located at the end of this section). 2.3 Soils Survey for the King County Area According to the King County Soils Survey Map and Legend available at the end of this section, the majority of the site is underlain with Alderwood soils (AgC). Table 3.2.2.13 (See September 19, 2006 A Page2-1 Job No. 03-185 IAD ,5 ,C i., Shy Creek - heel 1 Downstream Analysis end of Section 2) of the 1998 KCSWDM classifies this type of soil in the SCS Hydrologic Soil Group C. 2.4 King County Community Planning Area The site is located within the Newcastle Community Planning Area as shown on the delineation of King County Community Planning Areas. 2.5 Geotechnical Investigation No Geotechnical investigations have been completed at this time. 2.5 Federal Emergency Management Agency (FEMA) According to the FEMA Map #530071 0350 A (dated September 29, 1978) the site is not located within a 100-year floodplain. However, a 100-year floodplain for the onsite stream has been delineated by Montgomery Water Group and is included at the end of Section 4 of this report. 2.7 King County Wetland Inventory According to the King County Wetlands Inventory Maps there are no wetlands located onsite. Where oulwash soils are saturated or underlain at shallow depth (<5 feet) by glacial till, they should be treated as till soils. 2. These are bedrock soils, but calibration of HSPF by King County DNRP shows bedrock soils to have similar hydrologic response to till soils. 3, These are alluvial soils, some of which are underlain by glacial till or have a seasonally high water table. In the absence of detailed study, these soils should be treated as till soils. 4. Buckley soils are formed on the low-pefineability Osceola mudtlow. Hydrologic response is tt y assumed to be similar to that of till soils. 2005 Surface Water Design Manual 1/24/2005 3-25 Shy Creek - Level 1 Downstream Analysis 3 Task 3 & 4 Field Inspection & Drainage System Description and Problem Descriptions The following analysis is based on the August 24, 2005 site visit and related research of available records. Refer to the Upstream Tributary Exhibit located at the end of this section to aid in the following summary of the upstream drainage system. 3.1 Existing Site Conditions Refer to the North and South Onsite Existing Conditions Exhibits located at the end of this section to aid in the following description. Per survey data, the highest onsite elevation is 412 feet in northeast corner. Slopes are generally 1-3% but reach a maximum of 11% near the west property line in the middle of the site and 15% at the southwest corner of the site. Most of the site is fenced around the outside. There are two asphalt driveways off 144th Avenue SE that lead to existing houses, barns and sheds on the south half of the site. The site contains trees along the exterior edges. The central portion of the site is pastured. Survey data shows some deciduous and evergreen trees clustered along parts of the stream bank. Few trees exist on the northern edge of the site. Historical aerial photos (1936) show this site as partially forested. 3.1 Onsite Drainage All onsite drainage flows is within one drainage basin for the entire site. Runoff on the north side of the site sheet flows to southeast and into the stream. This flow is visually depicted on the North Onsite Existing Conditions Exhibit. The drainage on the south side of the site sheet flows to the stream as seen on the South Onsite Existing Conditions Exhibit. Southern onsite runoff flows west entering the stream near the downstream end. The ditch along 144 Avenue SE does not collect runoff from this site. The ditch along 142nd collects onsite runoff from Maplewood Creek running through the site. 3.2 Upstream Basin The site receives significant offsite runoff from an approximately 184.5 acre upstream basin. The upstream basin is to the north and east of the site with runoff entering the site at the east boundary, Jericho Avenue SE, where the onsite stream begins. The runoff flows to the south and then west along SE 2°d Place through ditches and tighline systems. At Hoquiam Avenue SE, the flow joins Maplewood Creek at the same location as the onsite stream. Roadway drainage north of the creek entrance is assimilated into the onsite stream system. A roadside drainage ditch along Hoquiam Avenue SE joins the onsite creek. The joined system parallels the road and is released at Maplewood Creek. An Upstream Tributary Exhibit is available at the end of this section. The Floodplain Analysis, dated August 31, 2006 by Montgomery Water Group and supplemented by the Compensatory Storage Calculation Memorandum, dated September 15 used an upstream tributary flow to the onsite stream of 81 cfs in the 100-year condition. These flows were calculated using KCRTS and is described below. The Shamrock Level 1 Downstream Analysis is available in the Appendix for further review. The Upstream Tributary Exhibit, located at the end of this section, illustrates the 184.5 acres of upstream area included in the analysis. Conservative land use assumptions were used in the analysis of the upstream basin as part of the Shamrock report. The only change to this analysis is the known release rates from the recently built Sienna project located approximately 600 feet northeast of the site. The Sienna project is a 15.94 acre subdivision with a stormwater management facility. Since the release rates from this project are known, the 15.94 acres was removed from the KCRTS analysis. The 100-year release rates from the Sienna project were then added to the calculated flows. " September 19, 2006 Page 3-3 Job No. 03-185 TSolu„ Slay Creek - Level I Downstream Analysis Therefore, the following is the calculated 100-year flow tributary to the onsite stream inlet: Onsite Stream Tributary Flow Calculation: Upstream Tributary Area (excluding Sienna) 100-year flow rate 72.74 cfs Sienna 100- ear release rate 7.81 cfs Total Upstream Tributary Flow 80.55 cfs 3.3 Downstream Drainage Description Upstream tightlined flow is joined by a westward -flowing culvert underneath 140 Avenue SE and continues through the site to the west and then south as an open channel. Onsite flows are incorporated into the stream. The stream enters a 42" culvert which flows to the south and under the intersection of SE 136th Street and 142nd Avenue SE, exiting on the south side of SE 136th Street into Maplewood Creek. Maplewood Creek meanders south and west as shown on the Topozone Topographic Exhibit until reaching the outfall into Cedar River approximately 1.3 miles downstream of the site. At the time of the site visit the Maplewood Creek Swale was dry. At the 42-inch culvert the creek is a broad Swale (approximately 20 feet wide and ten feet deep). The Swale's width and depth increase as it nears the Cedar River. Maplewood Creek is more accurately described as a ravine as the drainage path travels south. 3.4 Downstream Drainage Problems A reap and list of drainage complaints registered with King County Water and Land Resources is included at the end of this section. None of the drainage complaints were within 1 mile downstream of the site. Complaint (1) is regarding increased runoff or flooding at residence(s) from upstream diversion or development. Complaint (2) is regarding a flooded yard and water that is blocked by the road, Jones Place SE that acts as a berm instead of allowing drainage to flow underneath through a culvert. This residence is not downstream of the site. Complaints (3), (4) and (5) are from citizens who were concerned about potential flooding from a future development and changing conditions upstream of their residence. Complaint (6) is from basement flooding at the Cedar River. Complaint (8) is regarding a damaged culvert blocked by debris and the possible future overflow and flooding of a nearby residence. Complaint (10) is regarding basement flooding and is not downstream of the site. Complaint (12) is regarding runoff in a yard created by a sub -standard driveway. It is also not downstream of our site. Complaints (13) and (14) are regarding excessive runoff and flooding believed to begin at the nearby Martin Luther King Church. It is not downstream of the site. Complaint (15) is regarding a pond that was partially blocked and has since been maintained. This pond is indirectly upstream of the site. Complaint (1 G) is from flooding on 149th Place SE from pond overflow exiting the emergency overflow spillway. This area is also not downstream of our site. After investigation, there are no expected adverse impacts to the areas mentioned in these complaints. The downstream complaints discussed in this section were all located within 1 mile of our site. WLRD Complaint No, 00-0731 Investigated by: Virgil Pacatnpara DETAILS OF INVESTIGATION Dame: Mile Kovacich Date: November 07, 2000 NO. 2261 P. 13 I visited the site on 11/07/00 at 4:00 PM, and went to the residence of Mr. Mice Kovacich to inquire about his complaint. He was not home at time. of the visit but left a yellow card and proceeded to Briar Hills RID pond (D90669). I notice that some riprap blocked the outfall (CS/CB25 to outfall). I did not see the inundation at the pond but I observed that the water conveying to the 30" CW oaW (CRN to outfall) is light browalrnud color and the water is Iittle low. (photo # 1,2). I went back at the site the following day at 1:00 PM and went to Mr. Kovacich residence, still no body bonne so I continued my investigation. I noticed that the riprap at the southwest comer of the facility seems to be blocking the runoff from his backyard to the stream. This may have been contributing to the flooding at the backside residence of l4ir. Kovacich. I still have no contact with Mr. Kovacich but I inspected also the two R/D ponds in their plat/ vicinity. I also observed that the water flow at the outfall (CB24 to outfall) has significantly increase the volume since it rain the last few days and the water is still light brown color. I retraced the source of the water flow by opening some of the catch basins along the conveyance pipe and checked visually the pipeline where the light brown colored water came. 13noticed that the said water has entered/ affected the RM pond of factiity D905I S. The said water (light brown color) had came from the pond that the Bumstead Construction were excavatinWcutting. They were pumping out/discharging dirty water with the use of a big sump pump and a b" diameter water host+. (see photo #3A, 3B) from the pond. They were pumping-0ut/disobarging the water to the ring County Parks property (see photo # 4A, 413. I also checked the downstream by positioning myself at the edge of the ravine (along roadside of 154 Place SA- and approximately 030 miles from Lower Cedar River) and looked down to the stream and observed that the water was also light brown color. Andrew McDonald and I went to the site to verify the exact location of the construction site on 11109100 at 1:00 PM. The constmotion/project site is .within the jurisdiction of the City of Renton, but the BurnsteAd Contractor is disposing the water to the adjacent Icing County property and this had affected pert of the drainage system of the un-incorporated icing County. We walked along the tram off Comity Park and the silt show sign of sheet/channel flows in some area and it ended/entered into 24" inlet pipe caznveyance at the end road of 148 FL- SE. Silt was found on that site. The City of Menton inspector for the said construction is Mr. Steve Pinkhum, He was tot available at that time and we left a message with regards to the complaint We caked Sue Clarke through Brian Sleight. And at that tone Andrew McDonald left the she for his other inspection work. Rric of Bnrnstead Construction came over at the comer of 1440' Ave_ SE. and SE 136" ST. (few blocks away from the construction site) and spoke to him about ditty water being discharged in KC Park property, He immediately talked to his worker to stop the pumpingldiscbarging of the water. Sue Clarke arrived at the site and spoke with ]Eric Burxistead Constriction, and the three of us drove to the site and walked to fbe trail going into the down stream direction. I showed to tl= how far the water had travel through the conveyance pipeline, catch basins and the lt/D ponds (D90515 & D90669) including the outfallin Facility (D90669) leading to the stream/ ravine. The agreement between Sue Clarke and the bumstead contractor is that " they will clean the affected area of the pond (D90515) and the conveyance pipe humediately the following day. My understanding is that if FEMA and the State approve the alternate project, they then can authorize 75% of the DSR costs for the alternate project. The alternate project could include essentially anything, provided that it is consistent with the federal rules for alternates. This might involve purchasing the slide damaged homes, purchasing the flood damaged homes, constructing fish enhancement projects, improving chwmel conveyance and a myriad of -other things. Her complaint wore the following: 1) She said that drainage system in Exont of #13705 SE 144TH continues to get plugged. Overflow will impact property. (Sit*A) 2) That she wants to know ifihe drain pipe between Lot-2 and Lot-3 (#13821 SE 144TH) were design to collet water from the intorsection of SE 144" St. and 139 h Pl. SE. (Site-B) 3) She said that the east side ditch at the SE comer of intersection 144 h Ave. SE and SE 142O ST_ was left unattended leaving the ditch with full of dirt. The eroded dirt will impact the positive roster flow during the rain. (Site-C) Site -A is located at the intersection of SE 141St. and SE 140 St. The ditch is located at the SW corner. SR 14e ST slopes north westerly and SE 141" slopes north easterly- The two Cross culvert (12"- concrete pipe) along SE 141sT were completely clogged. A 12" concrete drainpipe located at the drainage easement baween Lot-30 and Lot-31. (# 13702) were clogged. Ibis pipe was design to collect surface water from the two cross culvert and conveys/outlets to the ravine. Overgrown vegetation were blocking the inlet pipe. A shed (IY by 16l) was built along the drainage easement. The drainage system in the site is not functioning.. Mr. Bill Relin lw told me that he remembered that there was a pipe end at the raving The pipe end could not be located due to heavy vegetation and steep terrain Site-B is located at they intersection of SE 144yff St. and 1397" Pl. SE. The area is flat and SE 144TH St. start to slopes approximately 300 feet from the intersection -on a southeasterly directions. The culvert crossings along the intersection wore not clogged. The existing plans and mad profiles shoves that the drain pipe between Lot-2 and Lot-3 (#13821 SE 144rn) were design to collect surface *ater from the culvert and roadside ditch, i could not locate the pipe end, must have been buried or pave over due to heavy vegetation and steep slope of the ravine. Site-C is the subdivision sigWiandmarls, located at the SE corner of the intersection of SE 144M Ave, SE and SE 142�D St. The roadside ditch is at the west side of the landmark. Mrs. Menzel has infbrwed me that that some time last year the Puget Sound Energy construction personnel has an installationslrvair project at the site. After they completed the work, she said that PSE personnel forget to remove the eroded dirt at the roadside ditch that was impacted by the construction. In a memo dated 11-17-2001 to Ada Packard at Roads, Larry Gettle indicated these drainage concerns are related to the condition and function of the road drainage system in Ms. Memel's neighborhood- He roquested toads have the right-of-way system checked. In about January, 2002, Lori at Roads Division 4 vactored and flushed the road drainage systems at sites A and B and determined that the road's drainage culverts at these sites do not extend from the road POW northwest and south to the top of the respective bluffs. FINDINGS AND DISCUSSION: Site A: The impacts at this site include water ponding with ice on the paved road surface, roadside ditch flooding and private yard flooding on parcels V 30 and #31 both located north of the intersection. Tract A. (see attached parcel map) is dimensioned as a 10 foot wide by 176+/- foot lo4g drauzagelwalkway easement (5 feet on the edge of each parcel). Other than a short piece of conente culvert located near the road right of way like, no other culvert could be seen within, this drainage easement. B& Helin, the owner of lot 31, said he installed the existing 1Ox16 foot shed is 1997 aoross Tract A about 70 feet north of the property line, There is nothing on the face of the plat documents to restrict use of this area. The shed is located about 15 feet $orn the top of a bluff above a long steep slope towards the northwest. According to Lori at Roads Division 4, the two south to north 12-inch concrete road culverts under SE 141" Street intersection were cleaned out in about January 2002, Site B: The Roads maintenance crew determined that the 12-inch concrete culvert draining southwest between tbo homes at 13821 and 13901 SE 1440'Street (owners Parlhanie ni and Bartel) deadends about 12 feet south of the south ditch line opposite the 139" Place SE cul de sac. Based on telephone conversations with long term property Qvmers Mr. Parhatuemi and Mrs. Bartel, the south side of the stmet drainage system floods following heavy rains but there has not been any damage ,or impacts to their properties. Mrs. Partal said she occasionally cleans some silt and leaves from the roardsido ditch along the north side of her property. Site C: At this site, according to Ms. Menzel, PSE petsotmel forgot to remove dirt aad gravel in the roadside ditch Iast surnmor following construction of improvements to the Maple Heights Community entrance kign area. This area relies on infiltration into the local Everett gravelly sandy loam soils to deal with stormwater. Turing long heavy storms sorne ponding occurs in yards azd roadside ditehes. 11 is not recommended to drain stormwater off high bluffs in the area due to the steep erosive slopes below. the recent cleaning of road culverts at Site A has already improved drainage in the area. 'PROPOSED SOLUTION: t recommend this file be closed to a refcrral to King County Roads Maintenance Division 4 as follows: Site A: Residents complain, of ponding water an the pavement su face in the intersection. Lori cronin went out and vactored several pipes which seems to have improved the problems but the president of the has still has a couple.concerns: 1) the southwest corner of the interoection of se 141st st and se 144th st. over time, debris has accumulated in the ditch. the area reliea on infiltration to deal with surface runoff. water ponds in the ditch until it infiltrates. apparently water gets up onto the edge of the road because the ditch is full of debris. 2) similar to item 1 except it is at the southeast corner of 344th ave se and se 141st st and that the material in the ditch may have been left by pse crews after doing some work and water does not get on the roadway. neither problem appears to be causing a health or safety concern. we looked at the other issues here after lori did her work. a couple of drainage easements don't have conveyance systems in them. since infiltration in the area is working and not creating a hazard, we thought it best to not put conveyance in these easements because they would outlet on steep, erodible slopes and likely cause more ; roblemz than they solve. if dot has a different opinion of the problems related to ; )infiltration in this area, let me know. our file is closed. The runoff is tied into a proposed conveyance system which in turn will discharge into the water quality/detention facility located near the southwestern boundary of the site. All conveyance, flow control, and water quality systems will be sized per the 1998 King County Surface Water Drainage Manual requirements. The following analysis is based on these site visits and related research of available records. May 26, 2004 page 1 Job # 01-159 r /TRIAD Shamrock — Level 1 Downstream Analysis 2 SITE The existing site is a wholesale nursery with two residences and several outbuildings that will be demolished (see Existing Conditions Exhibit, in Appendix). The site generally slopes from the east to west. An onsite wetland exists on the northwestern portion of the site. Slopes range from 2-12 % with pasture ground cover. The site exists within two basins. 3 UPSTREAM DRAINAGE ANALYSIS 3.1 Upstream Basin There are several upstream areas that are tributary to the site. Areas I and 2 are tributary to the portion of the site that is within the May Creek sub -basin. Please see Section 5 in the Technical Information Report (TIR) for detention/water quality issues. Area 3 is tributary to the Lower Cedar River sub -basin portion of the site located in both King County and the City of Renton. Please see Section 5 in the TIR for detention/water quality issues. Area 4 is tributary to the wetland only and will not affect drainage. Areas 5 and 6 were previously assumed to be tributary. However, additional topography revealed that it is not tributary. Upstream from the southeast section of the site is a development called Morgan Place which contributes approximately 3 acres. The site contains slopes ranging from 2-14%, predominately in the westerly direction consisting primarily of pasture, some light forest, wetland and two existing houses. Page 2 Shamrock — Level 1 Downstream Analysis 4 DOWNSTREAM DRAINAGE ANALYSIS Refer to the Downstream Drainage Exhibit and Upstream Tributary Map from the Loken/Johnson Report, Sheets I and 2 from the approved King County Project L02SR037 and Sheets 10, 11 and 15 from the approved City of Renton Project of Sienna at the end of this report. 4.1 Onsite Runoff North Approximately 17.0 acres of the northern portion of the site slope from east to west. Slopes range from 2-12 %. This northern portion of the site is tributary to two onsite wetlands located in the northwestern portion and north -central portion of the site. The northwestern wetland discharges to the north and south, whereas the north -central wetland discharges to the north only. South The remainder of the site drains in a southwest to south direction over gentle slopes. Runoff is collected in an existing detention pond located north of the intersection of SE 1281h Street and 1461h Ave. SE. Specifically, at the southeast comer of the southernmost parcel of the site. Runoff from the pond discharges south offsite beneath SE 1281h Street through a 42- inch pipe. May 26, 2004 Job # 01-159 Page 3 TRIAD Shamrock -- Level 1 Downstream Analysis 4.2 Offsite Runoff North Discharge from the north half (+/-) of the onsite northwestern wetland flows offsite to the north through a 12-inch CMP and a 6-inch concrete culvert and into a pond in the adjacent property. The pond discharges north into a wetland, then to Honey Dew (Honey) Creek which, according to the December 1990 King County Sensitive Areas Map Folio, is an unclassified stream in the May Creek Sub -Basin. The north -central wetland discharges to the north and connects with the off -site wetland described above. Honey Dew Creek combines with May Creek over two miles downstream (north) of the site. May Creek is in the Cedar River Drainage basin and ultimately discharges into Lake Washington. South Runoff to the south flows through a 42-inch pipe then into a ditch behind a residence at 14415 SE 128th St. The ditch ranges from 2 to 3 feet deep and then travels under a driveway via an 18-inch culvert. The storm water enters the north property line of a new development i (Sienna). The flow is then picked up by the 36-inch bypass conveyance pipe within the J Sienna development and continues in a southerly direction until passing the quarter -mile downstream point at its intersection with SE 132"d Street. From there, the flow continues to travel in the 36-inch pipe approximately 200 feet west on SE 132nd Street before changing course to the south on 144`' Avenue SE. The flow then travels south on 144`t' Avenue SE for approximately 600 feet where it connects to a 24-inch cross culvert. The flow then continues to the west in a defined stream channel. 4.3 Downstream Capacity The Sienna project included the design of an upstream bypass conveyance line. The sizing of this pipe system was based on assumptions made of the upstream basin. These assumptions were made based on limited topography. As a result of more detailed topography, it is found that the original assumptions are conservative. Please see the Tributary Areas Exhibit located at the end of this report. May 26, 2004 Page 6 Job # 01-159 /TRlAn Shamrock — Level 1 Downstream Analysis 4.4 Downstream Drainage Problems North According to King County Water & Land Resources Division, there have been no recent problems downstream of this project. The complaints that have been documented are associated with downstream properties near the East Renton project. These complaints are over 12 years old. King County suggests not following up on any complaints before 1990 due to their age, development that has occurred, etc. Additionally, no complaints have been documented at those addresses for 12 years, so the problem most likely has been corrected. The complaints are linked to a private home drainage system and a private road washout due to no drainage system rather than flooding, or erosion of the large drainage course that our site will discharge to. Since no complaints have been documented at this location in the last 12 years, it is assumed that corrections have been made as a result of subsequent development. South J According to complaints compiled by the King County Water and Land Resources Division, several instances of flooding have been reported in areas near the downstream drainage path of the site. Problems of flooding and drainage in these areas seem to have been alleviated with the recent installation of a 36-inch pipe system shown in the Downstream Drainage Exhibit. Details of complaints are included at the end of this report. Since the installation of the 36-inch conveyance system there has been one downstream complaint. This complaint comes from the resident at the address of 5511 NE 2nd Street. The resident complains of the roadside ditch overtopping. Per conversations with Ron Straka with the City of Renton, this is not considered a major issue and the City currently does not have plans for maintenance. In addition, available topography suggests that potential over- flows from the Sienna project would flow east along 3rd Street to Lyons Avenue, then south along the west side of Lyons Avenue rather than further east to the subject property. May 26, 2004 - _ _ Page 7 Job # 01-159 /fRLA,D A$Sn(I Al LY Shamrock — Level 1 Downstream Analysis 5 RESOURCES USED FOR ANALYSIS Refer to the appendix for a copy of the following maps and figures. 5.1 Sensitive Areas Folio Maps from the Kin& County Sensitive Areas Folio, dated December 1990, show that the site is not in a sensitive area with regards to seismic hazards, coal mines, landslide hazard, erosion hazard, streams or wetlands. 5.2 King County Basin Reconnaissance Program According to the King County Basin Reconnaissance Program, the site is located within the Lower Cedar River sub -basin of the Cedar River Drainage Basin and the Honey Creek sub - basin of the May Creek Drainage Basin. 5.3 Soils Survey for the King County Area The site is underlain with Alder -wood gravelly sandy loam according the Soils Survey for the King County Area_ 5.4 King County Community Planning Area The site is located within the Newcastle Community Planning Area. May 26, 2004 Job # 01-159 �T'�D Page 8 Shamrock — Level 1 Downstream Analysis C DRAINAGE CONCEPT The proposed drainage system will consist of road and ditch section to convey the street runoff. Roof and footing drains serving individual lots will be directed to swale systems which will increase travel times, convey runoff, as well as provide water quality treatment. All conveyance, detention, and water quality systems will be designed per the 1998 King County Surface Water Drainage Manual. It is anticipated that there will be two detention facilities. One facility will be near the western border of the site at the end of SE 124'h St. The second facility will be located south of the site on the Bales Property (reviewed under the City of Renton jurisdiction). A public stone drainage easement will be required to convey site runoff across the Bales Property to the detention facility. This facility will be sized to accommodate both the Shamrock Plat and the Bales Plat. The portion of the site between SE 1241h Street and the northern boundary will incorporate Low Impact Development (LID) concepts. The LID concepts utilized are amended soils for increases infiltration, open swales used for the conveyance system to attenuate flow rates and roadways slopes in one direction to decrease the need for cross culverts. Roof and footing drains will drain to open swales or dispersion trenches via a perforated drain pipe. This will increase the time of concentration to the proposed pond. Additionally, the public right-of- way has been narrowed and private drainage tracts have been created to reduce the need for public maintenance. The portion of the site between SE 124`t' Street and the southern boundary will be designed using standard development methods. Topo- 3phic maps for this area indicates run off should flour towards the Wofford property, and witches direct the flow in this direction. Woff4d has approx 30 loads of fill in the north east corner of his lot. The lot to the north- has' a ponded area adjacent to the fill. Part of that pond drains to the west and part over tops the drive to Woffords house and drains to the east into the newly cleared area (photo 4). 2 was told by Wofford ' that fill had been brought into the back portion of the cleared lot. and the owner ditched run off to the south (photo 5 b 6), diverting it from the original drainage direction, southeasterly. This im- pacts Wofford's 5 acre parcel to the south of the newly cleared area, and to other parcels in that area.
