The applicant has six (6).German Shorthaired Pointer's ofOvhich three(3) aremate and three (3) are female. The dogs range from 2:1to 26" in length and-45 to 75 pounds. The proposed shelter for the. animals is "located in the tear yard of the property. The proposed shelter would comply with the minimum setback requirement of twenty=rive feet (25') from all property lines. A site visit was conducted by an Artiinal Control Officer on January 17, 2008 for the purpose of inspecting the applicants kennel area. Their evaluation noted a history of incidents at the property including excessive noise, 'dog fighting, aggressive behavior towards humans, and escapes from the premises. Miss Zobbi has the yard divided in two sections. It is a mix and match of fencing materials. There are two covered kennels in the center of the yard within the rear, fenced section. Photos were taken and downloaded to a CD. There were five dogs total on the property at this time, two females and three males, as young as 2 yrs as old as 10 yrs. Miss Zobbi stated that she had one dog with a handler being shown in Oregon. Three of the dogs were outside two of the dogs were inside the residence. History: In 11-04-2004, case# 2004-10915, there was a complaint with a report that three of Miss Zobbi's dogs had gotten into a fight with each other. The 13 yr old male required medical treatment for injuries it received from the other two. In 01-31-2006, case# 2006-1246, there was a complaint and report where two of Miss Zobbi's had gotten away from the residence on to the public right of way and did chase in an aggressive manner a 17 yr old girl. There were two citations issued on that incident. In the past there have been several complaints on the dogs barking and the reporting party was anonymous I did find probable cause for the complaint and did post a notice of violation on the door of the residence on those occasions. I believe that there is an incident that has occurred recently where 2 of Miss Zobbi's dogs had again escaped the property on to the public right of way and they have managed to convince the victim not to report it. While I was speaking with Miss Zobbi she eluded briefly to an incident that she was not sure if it had been reported but then dropped the subject. Mr. Moore Miss Zobbi's roommate did the very same thing earlier when I had first arrived. We feel this will increase the noise level in our family neighborhood immensely and definitely decrease our quality of life and property value_ How many animals per household are currently allowed in City of Renton? The house referenced above is not large and it may not hold six additional large dogs at night. I believe they have two now. As a "kennel," will they breed and sell puppies? That might have a further impact with extra noise, waist and traffic. I own a home three lots west and one block south of the above referenced property and frequently hear dogs barking now, coming from that direction. I work late evenings in the grocery industry, have a young child who attends Talbot Hill Elementary, and often attempt to sleep during the day. The noise from an outdoor Kennel will not allow this and will negatively impact my quality of life. This hill is also home to many Boeing shift workers who need to sleep during the day and I know of other shift workers who live on 15'h , a block away_ We have owned our home for fourteen years and chose the area because it is has a rich history of raising families. We are working hard to keep Talbot Hill a family neighborhood for many more generations with involved parents and citizens, and supporting local business. Extending businesses and outdoor hobbies to the south side of 15'h will greatly impact Talbot Hill. Please do not approve the above application. We are working hard to maintain the character our Talbot Hill founders established: a place of supportive neighbors; a place one can raise a family safely; and, a place that is near, but not in the City. Z November 25, 2007 This letter is a response to the Notice of Application with the Development Services Division of the City of Renton. The project name is Haus Frau Hobby Kennel License / LUA07-134 The signers of this letter do not approve of the hobby kennel at 717 South 15`h Street. At this point in time the dogs at this location bark loudly, frequently and many times daily. We have the following questions: 1. What is the purpose of this kennel? 2. Will the dogs be neutered so puppies will not join the kennel? 3. Will dogs come and go? 4. Why does a single family residence need six dogs? 5. What will keep the dogs from barking during the day? Fifteenth is an active street with traffic and pedestrians. More noise is not needed. 6. Will someone dog sit the dogs at all time? If no one is at home during the day, who will keep them quiet? 7. What hours constitute the "night hours" in the house? 8. How early will the dogs be let out to disturb others sleep? The barking of dogs already occurs early in the day. Many residents are retired and do not rise early to go to work. 9.
