ALL REJECTED PLANT STOCK SHALL BE REMOVED FROM THE SITE FLOODS, EXCESSIVE WIND DAMAGE, DROUGHT, SEVERE FREEZING, OR ABNORMAL RAINS, AS DETERMINED IMMEDIATELY. BY THE NATIONAL WEATHER SERVICE. ONCE ACCEPTED ON -SITE, PLANT MATERIALS SHALL BE PROTECTED AT ALL TIMES FROM VANDALISM AND DAMAGE, INSTALLED PLANT MATERIALS SHALL BE MAINTAINED DURING THE GUARANTEE PERIOD IN GENERAL INCLUDING BUT NOT LIMITED TO THAT CAUSED BY ANIMALS, HUMANS, DROUGHT, WATER, FROST OR FREEZING CONDITIONS, ACCORDANCE WITH THE APPROVED MAINTENANCE PLAN PROVIDED BY THE CONTRACTOR. BUDS INTACT. TREES SHALL NOT HAVE SUNSCALDS, DISFIGURING KNOTS, FRESH CUTS OF LIMBS, DAMAGED LEADER, OR DEFORMED TRUNK. 6.2 SURVIVORSHIP PROVIDE CONTAINER STOCK GROWN IN CONTAINER LONG ENOUGH TO DEVELOP A ROOT SYSTEM THAT REACHES THE TREE OR SHRUB MATERIAL THAT IS GREATER TO OR EQUAL TO 25 PERCENT DEAD OR DISFIGURED WILL BE CONSIDERED DEAD AND EDGES OF THE CONTAINER IN WHICH IT HAS GROWN. Mitigation Summary The proposed brood stock collection facility project requires construction of a weir, collection and sorting facility that spans the Cedar River, and some support structures on the south bank. The Cedar River is a Shoreline of Statewide Significance with a 25-foot buffer ir, the "Urban" environment. In order for the collected fish to be transported to the new Landsburg Dam hatchery facility upstream, an access road to the water's edge is necessary that allows a transport vehicle to drive up to the facility. To compensate for the permanent loss of 717 square feet of riparian vegetation in the 25 -foot buffer, approximately ,400 square feet of adjacent buffer area would be enhanced. Non-native vegetation would be removed from the understory, and replaced with a mix of native trees (including substantial numbers of conifers which" are very limited in the lower Cedar River riparian corridor) and shrubs. The lost cottonwood trees would be replaced in the enhancement area at a 2:1 ratio. Although the proposed enhancement plantings would be' planted at low density to infill where invasives are removed, the total quantity of._ proposed plats is equivalent to a 1,120 square -foot area planted at typical densities, or a compensation ratio of 1.5:1, To minimize encroachment of invasive species from the surroundings, the entire project limit of work will be cleared of invasive weeds and replanted, with Active species. In total, approximately 9,950 square feet of additional area will be restored with native trees, shrubs and groundcover. Approval Implementation of these plans requires review and approval by the City of Renton Supervision A biologist or the designing lc-dscape architect that is familiar with this plan and its intent shall be on hand to inspect and approve all plant materials and to approve final placement of vegetaton prior to installation. Sequenc'ng NOTE: Prior to construction, c preconstruction meeting shall occur with the contractor, City, and the biologist or landscape architect from The Watershed Company. All project work should avoid existing native vegetation to the maximum extent practical. 1. Erosion -Control Notes: Prior to project construction, install erosion -control measures per the Civil Engineer's TESL plan to protect the Cedar River. Clearly mark the boundaries of the authorized work area to minimize accidental intrusion into the buffer during construction. Professionally survey and stake the boundaries if necessary. Exposed soils should be hydroseeded or mulched at the direction of the biologist or landscape architect if restoration plantings are not installed immediately. 2. Establish planting area boundaries as shown on the plan. 3. Remove all existing non --native end/or invasive plant species from the enhancement and weed -removal areas. Species specifically targeted for removal include any Himalayan blackberry, evergreen blackberry, Japanese knotweed, English ivy, English holly, Scotch broom, morning-glory and bittersweet nightshade. Specimens of these and other non --native and/or invasive species listed by the Washington State Noxious Weed Board as Class A, Class. B, or Class C weeds are to be removed by their roots, grubbing and/or hand digging as necessary. lncidental disturbance to surrounding native plant species should be minimized. 4. Loosen any compacted soils in planting areas with a shovel, pick or rock bar. 5. Plant the areas indicated on the planting plan with the native tree and shrub species between October 15 and December 15 during frost -free periods only. Planting locations may be field -adjusted with approval of the biologist. Adjust plantings .as needed to avoid existing native species. Flag each installed plant. 6. Depending on soil conditions, the bcckfill soil composition should be 25% Cedar Grove compost or equivalent amendment and 75% native soil. 7. Water individual. plants with 2 inches of water immediately after planting to eliminate air pockets and to ensure root to soil contact. Provide temporary irrigation system or water truck to supply a minimum of 2 inches of water per week from June through September for the first two years following installation. Continue to irrigate installed plants as necessary until established and thriving. 8. After plants have been insta'led, place a 4-inch-deep coarse, wood -chip mulch layer in an 18-inch radius around individual planted vegetation in order to control weeds, 9. Install sensitive area signs. 10. Survival in a healthy condition is to be guaranteed for all of the planted specirens for one year from the ,ime of installation. An acceptance inspection is to be made within 6 to 10 months following plant installation to, count any dead, missing, or unhealthy specimens to be replaced. Replacement is to occur during the then --upcoming dormant season. Objectives and Performance Standards The following objectives and performance standards have been established to measure the success of this plan. Success will be monitored according to methodology that is outlined in the following "Monitoring and Maintenance" section. Monitoring and Maintenance To ensure the success of this enhancement plan, a five-year monitoring and maintenance plan will be implemented. If after three years following initial implementation of this mitigation plan, the mitigation area exhibits evidence of exceptional success, a letter may be sent to the City of Renton requesting review of mitigation area conditions and possible termination of the remaining two years of maintenance and monitoring requirements. Monitoring: The installed vegetation community will be monitored for five years after initial installation. Prior to the first monitoring visit, an As -Built Plan/Report will be prepared that documents the implementation of the mitigation plan. Any minor changes to the approved mitigation plan that are required by field conditions present during plan implementation must be documented on the As -Built Plan/Report and submitted to the City of Renton for approval. The monitoring period begins once the As -Built Plan has been approved by the City of Renton. The approved As -Built Plan/Report then becomes the approved restoration plan for future inspection purposes. Monitoring visits in Years 1 through 5 shall occur between July 1 and September 15. During Year 1, an additional weed inspection will occur in April. The additional weed inspection will not be necessary in Years 2 and 3 unless invasive/non- native species exceed 15 percent cover in the previous year. During each monitoring visit, color photographs will be taken from points to be identified on the As -Built Plan/Report that provide complete coverage of the mitigation areas. In addition, the planting areas will be examined and the -following items noted: 1) the percent survival of each planted species by planting area (Years 1 and 2 only); 2) an estimate of percent cover (native woody species, native herbaceous species, and non-native/invasive species) by planting area (Years 3-5 only); 3) the species composition, noting whether a species is native or exotic and whether plants present were planted or are volunteers; and 4) the general health of vegetation, noting whether pests or disease are present. Particular attention shall be paid to the encroachment or emergence of Himalayan blackberry, evergreen blackberry, Japanese knotweed, English ivy, English holly, Scotch broom, morning-glory or bittersweet nightshade. The emergence of these or any species listed by the Washington State Noxious Weed Board as Class A, Class B, or Class C weeds within planting areas will be noted and recommendations for irnmediate manual removal will be made. Following each year's monitoring visit, a letter -style report shcll be prepared detailing the findings of the visit. This report shall include information on the survival, percent cover, and condition of the installed plants; photographs of the site; a discussion of invasive weed cover in the plcnti'ng areas; and any recommendations for maintenance. This report shall be submitted to the City of Renton and Seattle Public Utilities within a month's time of each year's monitoring visit, Seattle Public Utilities shall address all maintenance and repair recommendations within four months of receiving each monitoring report, and shall forward a memo to the City of Renton detailing any actions that were taken. Maintenance: Because of the prevalence of invasive species in the project area and its vicinity, this project will include at least two maintenance visits per year, to be arranged for by Seattle Public Utilities, for five years following implementation of the mitigation plan. During these maintenance visits, the installed planting areas and the weed removal zone will be weeded by hand to remove any new shoots of non-native and/or invasive vegetation that are emerging. Maintenance visits will occur in April and August. During the first two summers following plant installation, the temporary irrigation system should be maintained to supply a minimum of 2 inches of ,voter per week from June 1 through September 15, Further, if plants appear to be stressed due to drought during the third summer after plant installation, two inches of water per week should again be supplied. During the Year 2 maintenance visit, any tree stakes shall be removed. During the Year 1 maintenance visit, apply slow -release, granular fertilizer such as OsmocoteT;M or equal product. Follow manufacturer's instructions for application. Keep fertilizer in a weather -tight container while on site. Fertilizer should NOT be applied at the time of installation as it provides more benefit to weeds than the installed plant.
