Box 53046, Bellevue, WA 98015 ZONING DESIGNATION: Residential Multi -Family (RM-F) PROJECT LOCATION: 4701 Talbot Road South SUMMARY OF REQUEST: The applicant is requesting a site plan modification to amend the parking stall design and the building elevations as shown in Exhibit 1 and 2. Project Description: The applicant received apprcval of the original project on June 29, 2008. The original site plan approval expired June 29, 2010, however the applicant submitted a building permit to the City prior to the expiration of the site plan. As of today, the applicant has continued to make progress on the building permit which has allowed the project to continue despite the projects expiration. This site plan modification is in no way extending the original site plan approval. If for any reason the building permit expires without project completion, the site plan approval will no longer be valid. Upon commencement of foundation construction, it was brought to the developer's attention, that a structural support post for the townhomes was sited to be in the same location as the identified parking stalls. In addition, the original architect for the townhomes failed to design the homes to work with the site's grades. As such, the applicant has requested a site plan modification to amend the original parking design on the site and amend the townhome elevations. The original site plan included 45 full size parking spaces for the overall development of which 24 were located in parking garages and the remainder were designed to be tandem stalls located on the garage drive apron. The revised plan adds a two car garage to each unit, increasing the overall site parking count. The minimum parking stalls required for the proposal pursuant to the vested 2008 code was 45 parking stalls. The 2008 development standards do not contain a maximum parking stall requirement, as such; the proposed 52 stalls would meet the vested codes minimum parking standards. However, two of the proposed parallel "tandem" parking spaces located in front of two townhome units in the western portion of the site, encroach within the setback, which is not permitted. Considering the subject proposal exceeds the minimum parking stall count these two stalls could be removed from the site plan resulting in a total parking stall count of 50. Staff recommends as a condition of approval, that the two "tandem" parallel parking space be removed from the revised site plan_ The elevations of the buildings have been amended to accommodate additional parking and the site's grades. In addition, the applicant has indicated that the design has also been amended to change the architectural character to a more contemporary style. The new building elevations do not contain as many architectural details as included in the original approved application. As such, staff recommends a condition of approval the townhome elevations be enhanced with additional architectural details including such design alternatives as hip roofs or changes in roof pitch, shutters (as originally proposed), window trim detailing, or other elements that provide visual interest to the townhomes facades. The above site plan modification request would not involve more than a 10 percent increase in area or scale of the development or change the boundaries of the original approved plan as the project would not extend beyond the original site of 41,361 SF. The proposed modifications would not have a greater impact on the environment and/or public facilities than the original approved plan if all conditions of approval are met. ANALYSIS OF REQUEST: RMC 4-9-200H.2. addresses the modifications to Site Plans. Criteria Criteria Met a. Involve more than a ten percent (10%) increase in area or scale of the X development in the approved plan; or b. Have a significantly greater impact on the environment and/or public facilities than the approved plan; or X c. Change the boundaries of the originally approved plan. Therefore, the Talbot Road Townhomes modification of the Site Plan, Project Number LUA08- 017, is approved and subject to the following conditions: CONDITIONS: 1. The applicant shall comply with the conditions of approval of the original site plan approval, listed in LUA08-017. 2. The two "tandem" parallel parking spaces shall be removed from the revised site plan. An updated site plan meeting this condition of approval shall be submitted to the Current Planning Project Manager prior to building permit issuances and/or occupancy. 3. The townhome elevations shall be enhanced with additional architectural details including such design alternatives as hip roof or changes in roof pitch, shutters (as originally proposed), window trim detailing, or other elements that provide visual interest to the townhomes facades. The reason for the revision is that after the preconstruction meeting with the foundation contractor we discovered that one of the posts is located in the middle of the parking space. It was missed by both the original architect on the project and the City of Renton as well as myself That would eliminate 6 parking spaces which is turn would make it impossible to meet the minimum parking requirement for the townhomes plat. In order to resolve the issue we slightly modified site plan by introducing the mix of full size as well as compact parking spaces. This revision will allow to increase the total number of parking spaces as well as to reduce the area of the impervious surface. Original site plan included full size parking spaces. The revised plan includes 6Z full size spaces plus _ compact spaces. Additionally the elimination of the posts as well as the utilities engineering plan (TED-40-3565) triggered the revision of the elevations. We took this as the opportunity to make them more contemporary which is a lot more consistent with current trends in Renton architecture than the original 2007 design.
